WION World Order: Geopolitical Significance of Indo-Pacific, An ASEAN View

ASEAN intends to reclaim its position in the Indo-Pacific region, speaking at the WION World Order forum Indonesia's ambassador to India, Sidharto Suryodipuro said that ASEAN takes into account the developments in the Indo Ocean region while making connections.

"ASEAN's concept is to bring everybody on the same table and to discuss Indo-Pacific and how to make it beneficial to all from the security, stability and prosperity perspectives," Suryodipuro added.

ASEAN created 50 years ago is a group of ten countries with members from Indonesia, Laos, Cambodia, Malaysia, Philippines, Singapore, Thailand and Brunei Darussalam with headquarters in Jakarta, Indonesia.

Chutintorn Sam Gongsakdi, Thailand's ambassador to India said: "ASEAN would like to provide a platform where everyone can sit at the table, we are hoping that the East Asia Summit that comes up - the leaders can speak in an informal and open way as we are doing now about the situation in the region.

"The Indo-Pacific is our response to how we can maintain geographical balance in the region, how we can engage all these players in a constructive manner because in the end, what we want is economic development," Thailand's ambassador to India said.

Both ambassadors emphasised security, stability and connectivity were the key areas which the ASEAN would focus upon while ensuring that every country in the group prospers equally.

The forum members which also included ambassador from Vietnam to India SanhChau Pham and Chargé d'Affaires of Afghanistan in India Tahir Qadiry asserted on the need to keep "geographical balance" in order to keep ASEAN relevant for all stakeholders.

ASEAN would like to provide a platform where everyone can sit at the table: Chutintorn Sam Gongsakdi, Thailand's ambassador to India at WION World Order

A trade war between two of the world's biggest economies - United States and China - is affecting all the ASEAN members, said Thailand Ambassador Chutintorn Sam Gongsakdi.

"It's affecting all of the ASEAN members. When such big players, drivers of the global economy, play the trade war game, it affects all of us. Thailand's growth numbers have been revised twice already. Like my Indonesian colleague said: 'when markets closed, we need to open markets in other ways'. Politicians have to satisfy their constituencies today, but when you negotiate trade agreements, you do it for the future. That is what we have to help each other in," he said at WION World Order.

"Trade wars like that are foolish. We have been through it before, but sometimes people have political needs and have to play the nationalism card. But in the end, it's not much of nationalism. The people lose," he added.

The governments of the world's largest economies have levied billions of dollars of tariffs on each other's imports, disrupted global supply chains and shaken financial markets in their dispute over how China does business with the rest of the world.

US President Donald Trump and his Chinese counterpart Xi Jinping have held discussions to find a solution to end the year-long trade war, but not much headway has been made. Talks collapsed in May after China reneged on promises made in earlier negotiations, according to the US government.

At a meeting with Xi in late June, Trump agreed to suspend a new round of tariffs on $300 billion worth of imported Chinese consumer goods while the two sides resumed talks. The lead negotiators have since spoken by phone but not met face-to-face.

That meeting is expected to take place next week.

Beijing and Washington remain far apart on the terms of any deal. The United States wants China to correct what it sees as decades of unfair and illegal trading practices. China says both sides need to come out of any deal with concessions.

The International Monetary Fund cut its forecast for global growth on Tuesday amid concerns over various trade and tariff issues, including the US-China trade dispute.

Trade war like the one going on between US and China foolish: Thailand Ambassador at WION World Order

The former Indian ambassador to ASEAN also addressed China's role in the forum, explaining "today what you have, is ASEAN-10 and you have the Quad - an informal grouping. It makes it 14 countries. Only countries out of the EAS are China and Korea. Korea has got its own reasons, but China is not among the Quad or the ASEAN 10."

"That is the unwritten story," he added.

"Whether you read PM Modi's Shangri-La dialogue speech, or you read the ASEAN outlook, the unwritten story is the changes in this region which China has instigated through aggressive behaviour," he explained, adding,"I think ASEAN in its own way follows the "middle path" of the Buddha which we would like everybody to follow. This is how I see it."

Earlier, ASEAN perceived that it may antagonise China if it engages in Indo-Pacific discourse and that by ignoring the Indo-Pacific it may allow others to shape the regional architecture and marginalise the ASEAN. The platform, however, doesn’t see the Indo-Pacific as one continuous territorial space, in fact, it emphasises on development and connectivity and underlines the need for maritime cooperation, infrastructure connectivity and broader economic cooperation.

Gurjit Singh said there are "threats to the values and the area in which we live" without directly naming the countries, but cautioned that "that's why we constantly talk about open sea lanes."

Changes in the region due to China's aggressive behaviour: India's ex-ambassador to ASEAN Gurjit Singh at WION World Order

The Vietnam has said that China deploying its ship in the disputed waters in the South China Sea is a violation of its sovereignty.

Speaking at WION World Order, Vietnam ambassador SanhChau Pham said. "Vietnam is facing challenges because China is deploying its survey ship within the exclusive economic zone of Vietnam. We tried to call them to pull out of this economic zone but they haven't done that. So, it is a violation of Vietnam's sovereignty, sovereign rights and jurisdiction over the waters as provided for by the international law on the sea."

He was speaking during a session on the Geopolitical Significance of Indo-Pacific: An ASEAN View.

"We have to address that collectively with the ASEAN and with the whole Indo-Pacific. All the partners will have to understand that they have to respect the law," the ambassador added.

The Chinese ships are stationed at the Vanguard Bank, the wetern-most reef in the resource-rich Spratly Islands. They entered the area on July 3 and have been stationed there in the name of doing seismic research and have ignored the calls from Hanoi to leave.

China stakes ownership claims to the Spratlys - along with Brunei, Malaysia, Taiwan and Vietnam - and has even built artificial islands to serve as military outposts.

Vietnam foreign ministry spokesperson Le Thi Thu Hang said in a statement last week, "Chinese survey ship Haiyang Dizhi 8 had conducted activities in the southern area of the East Sea that violated Vietnam's exclusive economic zone and continental shelf." The South China Sea is known as the East Sea in Vietnam.

But China has asked for Vietnam to respect its sovereign rights.

Chinese ship at Vanguard Bank a threat, need to address it collectively: Vietnam ambassador at WION World Order

At the 34th Association of Southeast Asian Nations(ASEAN) summit in Bangkok last month, member states had presented their collective vision for the region in a "non-binding document" for the Indo-Pacific region in the backdrop of escalating geopolitical conflict between China and the United States.

Vietnam ambassador to India, SanhChau Pham speaking on WION World Order said: "I want to stress that if you look at Indo-Pacific from ASEAN perspective, you see this is horizontal and vertical."

Explaining further, Pham added, "horizontally we will try to connect all the regions in the Indo-Pacific, we call the Indian Ocean, and vertically will try to adjust question from security to connectivity, economic cooperation and also the sustainable development objective."

During the ASEAN summit, the non-binding document for the Indo-Pacific region titled "The ASEAN Outlook on the Indo-Pacific" laid down the goal of the forum to become an important strategic partner in cooperation with all parties in the future and to enhance the geopolitical influence of the organization.

Reflecting on it, Pham added that ASEAN plays a central role in this architecture. "This is the first time we have come with a collective concept of how we see the future of the Indo-Pacific vision," he said.

India has welcomed ASEAN’s outlook terming it "important elements of convergence" having its own approach towards the region. On the sidelines of G-20 Summit in Osaka, Japan, the Indian delegation headed by PM Modi had held discussions on the Indo-Pacific region with the Trump administration and Japan with the focus on regional connectivity and infrastructural development.

India could not become a member of ASEAN due to its geographical location being a part of South Asia. On July 23, 1996, ASEAN gave India advisory status.

Envoys of Argentina, Brazil and Germany took part in the second part of WION World Order on Thursday where the spotlight was on the G20 Summit.

Speaking at the event Argentina Ambassador Daniel Chuburu laid emphasis on the importance of globalisation.

He said one of the most important things that we can do today is strengthening globalisation.

"We need to work on the methods required to distribute the benefits of globalisation."

He said if the countries do not narrow the differences between one extreme and the other, then they are creating a possibility of growth of extremist ideas.

"One of the things that nowadays is criticised of globalisation that it has not been able to distribute the benefits, the economic benefits of the growth that we have shared in the international arena."

"If you are gonna do it human centre, you have to make sure and this is one of the aims of the G20 Summit. Because as far as you do not create the world and you keep on making bigger the difference between one extreme and the other, you create the possibility of a good basis to develop extremist ideas."

Walter J Lindner, the German ambassador in India said we need to find ways to work with the new technology, digitisation, artificial intelligence.

"We need to see what ethics we apply on masses of data," he added.

He said, "Today a country needs to free its economy and allow others to present their products while at the same time we need to take decisions according to our national needs."

"One of the topics that we have in Japan, the future-oriented things like the future of work which is also very dear to Prime Minister Modi."

Expressing disappointed over the dominance of such technology in the future, he said, "When robots take over all the factories, there will be no jobs what do we do in future. This is a problem for all countries."

He said the G20 also has to talk about these and not just trade and regular issues.

Speaking on multilateralism, Brazil ambassador André Aranha Corrêa do Lago said multilateralism has been extraordinarily successful as the main objective of these organisation in the post-war has been achieved. They have avoided disastrous in all context from war, nuclear arms.

Need to work on methods to distribute benefits of globalisation: Argentina Ambassador Daniel Chuburu

Ahead of the G20 Summit in Japan, ambassadors from several countries joined WION to discuss the measures required to counter growing terrorism in the world.

Speaking at the WION World Order, Argentina Ambassador Daniel Chuburu said G20 is not the organisation through which we could implement anything. There have been appropriate bodies and other specific forums in other organisation where discussions on minimising terrorism have taken place. Those organisations implement measures that concern terrorism, it is done through those organisation or bilateral agreement or cooperation in that field.

"We are doing as much possible through G20," he said.

Adding that global problems require global answers he said, " there is no way if you do not cooperate on those field".

Meanwhile, the German ambassador to India Walter J Lindner said the financial aspects of terrorism like money laundering, truck dealing should also be checked upon adding that we need to take measures to minimise this in future.

He said all G20 countries have been a victim of terrorism and we have to find a way to protect our citizens and find right answers to terrorism.

He added that the youth should not be radicalised and stressed that unemployment and other means should be eradicated to minimise terrorism.

"We need to take wide variety of measures to prevent that others are not radicalised, "he said.

More work is done on the sidelines than in a summit like the G20: German ambassador Walter J Lindner

German ambassador to India Walter Johannes Lindner said on Thursday that more work is being done on the sidelines than in a summit like the G20.

"Yes, more work is done on the sidelines than in a summit like the G20. And that's what makes those meetings doubtful for many people out there because they do not know what's happening there, who is talking with whom but it is true. That is the gist of diplomacy - that things are discussed at the sidelines - but I think we have to make sure that it's more transparent," Lindner said on WION World Order.

Programmes like these should be more open, it's not a clandestine thing. World leaders come together in these summits and take responsibility, he added.

Talking about threats of the digital era he said on WION World Order, "With the new technology and digitalisation, we have to find rules for it. Otherwise, it will be the law of the jungle".

The latest G20 summit in Japan's Osaka, for which Indian Prime Minister Narendra Modi is in Japan, is being held a time when the very idea of multilateral talks to manage global affairs and resolve disputes is at a threat.

"We want to support multilateralism. The gist of the matter is: With over 7 billion people, how do we organise a body which takes decisions," said German Ambassador.

BIMSTEC: One Bay, One Belief - Shared Prosperity

The summit of Group of 20 major economies is going to be a crucial one. The summit, to be held from June 28-29 in the western Japanese city of Osaka, should find a solution for global challenges, German ambassador Walter J Lindner has said.

"Global problems cannot be solved on a national or unilateral basis. So the G20 summit can contribute to find solutions for global challenges. We have no time to waste. The challenges are immense: Global warming, waste, clean energy, future of work, terrorism, welfare... to name a few," he said.

The agenda for this year's G20 summit is "human-centeredness" and "data free flow with trust" which aims to create a framework for discussion on rules for digital economy.

While China's President Xi Jinping and US President Donald Trump will discuss the ongoing trade war and how to tackle plastic waste, financial stability, black money, and terrorism will top India's agenda. All eyeballs will be on "Trump-Putin", "Trump-Xi" and "Trump-Erdogan" bilaterals.

Substantial discussions on trade, including reform of the World Trade Organisation or WTO, will likely take place at the summit. Japan, which chairs this year's G20 gatherings, will take a neutral stance in the US-China trade row and urge countries to resolve tensions with a multilateral framework.

China and the United States, the world's two largest economies, are in the middle of a costly trade dispute that has pressured financial markets and damaged the world economy.

In the inaugural session of WION's brand new show WION World Order, three BIMSTEC ambassadors discussed a range of issues concerning the group besides talking on the significance of India in the group, ties with China and how the issue of terror and security affect the member states.

Syed Muazzem Ali Bangladesh's High Commissioner to India addressed the Rohingya issue and called for the rehabilitation of the refugees at the earliest.

"One million refugees can be a major threat to security not only for Bangladesh but for the entire region. For how long can we keep them confined to certain refugee camps? The best solution will still be to rehabilitate them to their own country. I think the sooner we do, the better it is. In our region, the insurgency has always been a problem. You would recall that Bangladesh and India have both faced similar problems in the past - insurgency and subversive elements were still operating in our region, who knows that these Rohingya refugees won't fall into wrong hands," Muazzem said.
