Migrants and homeless seek warm shelters&nbsp;

Migrants coming from Mexico sought shelter in schools, churches and a civic centre of El Paso, Texas for warmth, said school teacher and volunteer Rosa Falcon.

However, some migrants still stay outside battling -15 Fahrenheit temperatures fearing that they may come in the eyes of immigration authorities, she said.

Non-profit organisation Burke Patten of Night Ministry, established in Chicago to help the homeless, stated, "We've been handing out cold weather gear, including coats, hats, gloves, thermal underwear, blankets and sleeping bags, along with hand and foot warmers."

Chicago area commander for the Salvation Army Major Caleb Senn said that centres have been opened by the organisation for sheltering people from the fierce winter.

"Some of the people we're seeing right now, they've just become homeless this year. Some of these people are actually frightened. This is the first time they've been in the elements without someplace to go,” he stated.

Flights cancelled, accident reported as visibility drops to zero

By the afternoon of Friday, the storm took the shape of a "bomb cyclone" after there was a precipitous drop in air pressure in 24 hours.

Wind chills, rapid frostbite

NWS' lead forecaster Rich Maliawco, while speaking in Glasgow, Montana where overnight wind chill dropped to -60 Fahrenheit, called the weather 'extremely dangerous'.

"With these kinds of wind chills, if you're not wearing those warm layers... unprotected skin can get frostbite in less than five minutes," he stated.

He said that people have been posting videos of the "boiling water challenge," where they throw boiling water into the air as it freezes instantly.

"We created our own cloud @ -17° F (-27° C) at the #Missoula International Airport," he added.

A tornado alert has been issued in Florida and Georgia, with authorities warning residents of "damaging to destructive winds".

Up in the north, weather agencies have forecast snow and freezing rain to continue through at least Friday afternoon across a large swathe of the country from the east coast to the Midwest.

"This system is notable for the fact that it's going to impact areas all the way from California to eventually the Northeast," National Weather Service meteorologist Frank Pereira told CBS.

Moreover in Minnesota, the Star Tribune newspaper reported blizzard-like conditions until Thursday, with as much as 2.5 feet (0.75 metres) of snow likely by the weekend.

In the South, where some governors declared states of emergency Friday, areas such as central Mississippi had already received up to 6 inches of snow, while portions of Tennessee and Alabama received a mixture of snow and freezing rain, the National Weather Service said.

“This storm is going to be pretty significant in terms of generating travel impacts, outages and things of that nature,” said Rich Otto, a meteorologist with the weather service.

In Georgia, nearly 90,000 customers were without power Sunday, according to PowerOutage.us, which aggregates data from utilities across the United States. South Carolina had nearly 95,000 customers without power, and North Carolina had about 35,000.

More than a quarter-inch of ice was expected to accumulate in the Piedmont regions of North and South Carolina on Sunday.

Forecasters said the storm system could bring more than 1 foot of snow to some areas, including parts of the Appalachians and upstate New York. Parts of the upper Midwest and northwest Pennsylvania could get up to 2 feet of snow, Otto said.

As the storm moves toward the Northeast on Sunday afternoon, it will remain inland, meaning cities closer to the coast, from Washington to Boston, will primarily receive heavy rain, Otto said.

Significant flooding was possible in parts of eastern Long Island, New York, and coastal New England on Sunday night and into Monday morning, he said.

Otto said that potential ice accumulations would be more severe in the Carolinas. The North Carolina Department of Transportation warned people Sunday to stay off the roads, posting pictures of streets blanketed in snow and ice.

On Friday, Gov. Ralph S. Northam of Virginia, Gov. Brian Kemp of Georgia and Gov. Roy Cooper of North Carolina all declared states of emergency.

"Water distribution, bottled water distribution still seems to be our number one priority," Nim Kidd, chief of the Texas Division of Emergency Management informed. "As of last night, we had ordered 9.9 million bottles of water through our federal partners... 2.1 million have been distributed so far."
