WHO to revive probe into origins of ongoing pandemic, says report

In the backdrop of WHO facing criticism over COVID-19 origins prorbe&nbsp;and the World Bank discontinuing its flagship Ease of Doing Business report following alleged irregularities, India’s Prime Minister Narendra Modi on Saturday pointed to holes in the functioning of the United Nations, saying that the global body must rise up to the occasion and restore its credibility.

Addressing the 76th UN General Assembly, the prime minister, while quoting Indian diplomat Chanakya, said, “When the right action is not taken at the right time, then it is time itself that causes the action to fail.”

“If the United Nations wants to remain relevant. It will need to improve its effectiveness and enhance its reliability," he said.

The prime minister appeared to be referring to a report of independent scrutiny by leading US law firm WilmerHale which showed that China in 2017 manipulated its data to improve its ranking in the Ease of Doing Business index.

The UN’s health agency, World Health Organization, was also criticised for mishandling the COVID-19 outbreak --which first surfaced in China in December 2019-- due to Chinese interference..

Former US president Donald Trump had slammed the WHO as a “puppet” of China and accused it of covering up the start of the outbreak and allowing the virus to spread around the entire world.

Modi said that today, all kinds of questions have been raised about the UN.

The Regeneron cocktail of synthetic antibodies, casirivimab and imdevimab, has been found to reduce the risk of hospitalisation for unvaccinated, elderly or immunosuppressed&nbsp;patients&nbsp;with&nbsp;Covid, according to three clinical trials that have yet to be peer reviewed, according to the BMJ.&nbsp;

"For all other&nbsp;covid-19&nbsp;patients, any benefits of this&nbsp;antibody&nbsp;treatment&nbsp;are unlikely to be meaningful," the&nbsp;WHO&nbsp;concluded.

Designed by biotech firm Regeneron and marketed by pharmaceutical giant Roche under the name Ronapreve, the&nbsp;treatment&nbsp;was given to former US President Donald Trump during his brush with coronavirus.&nbsp;

When used together, the monoclonal antibodies casirivimab and imdevimab bind to the SARS-CoV-2 spike protein, neutralising the virus’s ability to infect cells.

The World Health Organization "welcomes the addition of another therapeutic&nbsp;to the world’s arsenal against&nbsp;COVID-19", but expressed concern about the impact of high prices on health inequality.

"Given the high cost and low availability of the combination therapy, [global health agency] UNITAID is negotiating with Roche Pharmaceutical ... for lower prices and equitable distribution across all regions, especially in low- and middle-income countries,"&nbsp;WHO&nbsp;said in a separate statement.

"WHO&nbsp;is also in discussions with the company for a donation and distribution of the drug through UNICEF."

The UN health authority also called on other manufacturers to submit "bio-similar" versions of the drug for approval.

The deadline for proposing candidates in the politically charged race is Thursday at 1600 GMT and no other candidate for the election in May is known to have surfaced, they said.

Tedros, who was elected as WHO's first African director-general in May 2017, has been shunned this time by his native Ethiopia due to friction over the Tigray conflict.

German Health Minister Jens Spahn backed a second term for Tedros on Tuesday and called on other countries to support the former Ethiopian health and foreign minister ahead of the deadline.

Government sources in Berlin made clear to Reuters on Wednesday it was now an official nomination.

"Right now an effort is going on, led by Germany, looking for other member states to join Germany in nominating him," a Western diplomat said. "Germany won't be alone."

Tedros, who has been the public face of the global fight against the COVID-19 pandemic, has trodden a fine line while managing to anger both China and the United States at different times.

The Trump administration accused him of being "China-centric", a charge he denies. But relations have improved since President Joe Biden took office and Tedros said in July that a second phase of studies into the origins of the coronavirus in China were needed, including audits of laboratories.

One African diplomat at the African Union said that, a day ahead of the deadline, the appointment of the new head of the WHO had not been discussed among member countries.

An African ambassador in Addis Ababa said that he was not aware of any member of the African Union preparing an alternative candidate. Most regional countries are keen to see him stay in the job, where he has promoted their access to COVID-19 vaccines and the start of vaccine production on the continent, he said.

A senior African diplomat based in Geneva said he did not expect any country in the African group to nominate Tedros as he did not enjoy Ethiopia's backing.

African countries are expected to support Tedros' re-election, however, and the senior diplomat was not aware of any other candidates from Africa or from another region.

"As a regional group it is always difficult when the home country doesn't support its own national. It would be complicated for an African country other than his country of origin to take the initiative," he told Reuters.

Europe may see 236,000 COVID-19 deaths by December, WHO fears

Teachers and school staff should be among the groups prioritised for COVID-19 vaccinations so that schools in Europe and Central Asia can stay open, said the World Health Organization (WHO) and Unicef.

Measures to ensure that schools can stay open throughout the pandemic "include offering teachers and other school staff the COVID-19 vaccine as part of target population groups in national vaccination plans," the UN agencies wrote in a statement.

The statement has come less than two weeks after WHO urged China to hand over information on the earliest Covid-19 cases. This was done in order to revive the probe.

This should include Covid data for 174 infections identified in December 2019 that China failed to share during the initial investigation, the WHO experts said.

WHO investigators said "it was agreed" at the time that a second phase of research would fill in this gap.

But China pushed back against the WHO request earlier this month, saying the January investigation should suffice and that calls for further data were motivated by politics, not science.

"We're in negotiations with three or four countries ... I think we will be able to secure flights, " he said.

After a major scaling back, the WHO was stabilising its operations, Brennan said.

"We have had some encouraging signs and encouraging communications, that the Taliban authorities have made it clear that they want the United Nations to stay, that they want continuity of health services," he said.

"We remain cautiously optimistic that we will be able to get our operation back on an increasing scale over the coming weeks."

According to the United Nations, more than 18 million people, or more than half of Afghanistan's population, require humanitarian assistance to survive.

Afghanistan fell after a meteoric Taliban offensive, and before the August 31 deadline set by US President Joe Biden for the last American soldiers to pull out.

Many aid donor countries remain on guard about the new regime in the country, where the Taliban ruled with an iron hand from 1996 to 2001.

The United States has said it expects the Taliban to respect human rights, especially those of women.

Germany, Finland and Sweden said on Tuesday that they would stop sending development aid to Afghanistan for now.

Both the International Monetary Fund and the World Bank have remained silent so far, but they could freeze financial assistance to the country.
