The envelope was intercepted at a government mail center before it arrived at the White House, Canadian police said on Saturday.

Canadian police on Monday searched an apartment in a Montreal suburb linked to the woman. She has joint Canadian and French citizenship, two sources said.

The woman is suspected of sending a total of six letters, with the other five addressed to law enforcement and detention facilities in South Texas, according to a U.S. law enforcement source.

So far no links to political or terrorist groups have been found, but the investigation is ongoing, the source said.

The police department in Mission, Texas, received a suspicious letter within the last week, Art Flores, a spokesman for the department, said on Monday. The department did not open the envelope and turned it over to the FBI, he said.

Flores also said the Mission police had arrested the woman now believed to be held in Buffalo in early 2019.

Woman suspected of sending ricin-filled envelope to White House to appear in court

Democratic presidential candidate Joe Biden ramped up pressure on the incumbent US president, Donald Trump, to not push for a Supreme Court nominee before the presidential election in November.

Biden was speaking on Sunday, the day a second Senate Republican voiced objections to Trump's plan for a quick vote on a replacement to liberal Justice Ruth Bader Ginsburg, who died on Friday.

Biden urged Senate Republicans to not vote on any candidate nominated to the US Supreme Court as the election nears, calling Trump's plan an "exercise of raw political power."

Such an appointment by the president, if approved by the Senate, would cement a 6-3 conservative majority that could influence American law and life for decades.

"Voters of this country should be heard ... they're the ones who this Constitution envisions should decide who has the power to make this appointment," Biden, who leads Trump in national opinion polls, said in Philadelphia. "To jam this nomination through the Senate is just an exercise of raw political power."

Biden said that if he wins the November 3 election, he should have the chance to nominate the next Supreme Court justice.

The former vice president rejected the idea of releasing the names of potential nominees, saying that doing so, as Trump did, could improperly influence those candidates' decisions in their current court roles as well as subject them to "unrelenting political attacks."

He reiterated his pledge to nominate an African-American woman to the court, which would be a historic first, if he has the opportunity.

Earlier on Sunday, Senator Lisa Murkowski of Alaska said she did not support Trump's plan to move fast on filling the seat, becoming the second of the 53 Republicans in the 100-seat chamber to object publicly following Ginsburg's death.

On Saturday, Republican Senator Susan Collins of Maine said the presidential election winner should pick the nominee. She is locked in a tight re-election battle, while Murkowski's current term extends two more years.

Senator Lamar Alexander, another moderate Republican, said in a statement he did not object to a vote, adding: "No one should be surprised that a Republican Senate majority would vote on a Republican president’s Supreme Court nomination, even during a presidential election year."

Democrats noted that in 2016 Republican Senate Majority Leader Mitch McConnell blocked a vote on a Democratic appointee on the grounds that the vacancy should be filled by the next president.

Senate Democratic leader Chuck Schumer did not rule out that his party might move in future to end the filibuster, a procedural tactic under which the support of 60 members is required to move to a vote on legislation, if the Republicans went ahead with the nomination.

Trump said on Saturday he would make his nomination this week and named Amy Coney Barrett of the Chicago-based 7th US Circuit Court of Appeals and Barbara Lagoa of the Atlanta-based 11th Circuit as possible candidates to fill the vacancy created by Ginsburg, a revered figure among liberals.

Ginsburg's death upended the November election campaign, energizing both Trump's conservative base - eager to see the court overturn the 1973 Roe v. Wade decision that legalised abortion nationwide - and presenting new complications in the battle for control of the US Senate.

Trump has already appointed two justices: Neil Gorsuch in 2017 and Brett Kavanaugh in 2018. Kavanaugh was narrowly confirmed after a heated confirmation process in which he angrily denied accusations by a California university professor, Christine Blasey Ford, that he had sexually assaulted her in 1982 when the two were high school students in Maryland.

Biden blasts Trump's push for selecting a Supreme Court nominee before election

A woman suspected of sending a letter containing the poison ricin to US President Donald Trump has been arrested, a US law enforcement official said.

According to a CNN report, she was taken into custody when she tried to enter the US from Canada at a border crossing in New York state. She was then carrying a gun.

Law enforcement officials had intercepted a ricin package sent to Trump last week, and investigators were looking into the possibility that it came from Canada.

Two tests had been done to confirm the presence of ricin. All mail for the White House is sorted and screened at an offsite facility before reaching the White House.

The Royal Canadian Mounted Police confirmed Saturday that it was working with the FBI to investigate the matter -- but is still not in a position to issue a statement, or to confirm/deny any reports on arrests

Authorities are investigating additional similar packages mailed to addresses in Texas that may be connected to the same sender in Canada.

Ricin is a highly toxic compound extracted from castor beans that has been used in terror plots. It can be used in powder, pellet, mist or acid form.

If ingested, ricin causes nausea, vomiting and internal bleeding of the stomach and intestines, followed by failure of the liver, spleen and kidneys, and death by collapse of the circulatory system.

As little as 500 micrograms -- an amount the size of the head of a pin -- can kill an adult.

There have been several prior instances in which US officials have been targetted with ricin sent through the mail.

A Navy veteran was arrested in 2018 and confessed to sending envelopes to Trump and members of his administration that contained the substance from which ricin is derived.

An envelope addressed to the White House was stopped before it reached the heavily guarded area as it was intercepted that the envelope was laced with poison. The incident has happened weeks before the US elections.

Several local media reports claimed that the security services found ricin, a deadly poison, on the envelope on Saturday. The local media is sourcing a federal official on the matter.

"U.S. Secret Service and U.S. Postal Inspection Service partners are investigating a suspicious letter received at a U.S. government mail facility. At this time, there is no known threat to public safety," FBI source has been quoted in the local media.

While the vendetta behind the envelope is not entirely clear, it was revealed in the initial reports that the envelope came from Canada.

Whether or not the envelope was aimed at the US President Donald Trump is yet not clear.

The substance used is ricin which can be found naturally in castor beans, but has to be forcefully converted to poison. It can cause death within 36 to 72 hours from exposure, even if it is used in the smallest dose. As of now, no known antidote exists.

The US Secret Service, US Postal Service and FBI are looking into the matter currently. There has been no comment by the US Secret Service and White House.

The United States Postal Service (USPS) had planned to distribute 650 million face coverings for the Trump administration in April to help curb the spread of the coronavirus. But these plans were sadly scrapped by the White House.

A report by The Washington Post has claimed that the plan was called off because the White House apparently didn't want to spark "concern or panic" among Americans.

"There was concern from some in the White House Domestic Policy Council and the office of the vice president that households receiving masks might create concern or panic," one administration official told the Post.

The Postal Service was doing this in partnership with the White House Coronavirus Task Force, the Department of Health and Human Services and "a consortium of textile manufacturers."

USPS was planning to ship the masks in April and was going to prioritise areas "which HHS has identified as experiencing high transmission rates of Covid-19."

A separate draft media response statement said the packages would include "five reusable face cloths, which can be used up to 15 times each."

The scrapped plan adds to a growing list of steps the administration didn't take earlier this year that may have helped slow the rapidly spreading virus.

The Post noted that at the time, the US Centers for Disease Control and Prevention "had been working on coronavirus guidance that recommended face coverings, a reversal of its previous position, in the face of mounting evidence that people could spread the coronavirus without experiencing symptoms."

The HHS thereafter created Project America Strong, a $675 million effort to distribute 'reusable cotton face masks to critical infrastructure sectors, companies, healthcare facilities, and faith-based and community organizations across the country.

About 600 million of the 650 million masks ordered have since been distributed, including 125 million set aside for schools.

US President Donald Trump has said he is planning to establish a commission to promote "patriotic education" in his country, taking issue with efforts to highlight the American history of slavery and racism.

Trump was speaking at the National Archives, which houses the US Constitution, Bill of Rights, and Declaration of Independence, on Thursday.

Trump has sought to portray himself as a "law and order" candidate in the November 3 election against rival Joe Biden and his announcement on Thursday to use an executive order to establish the commission could also be a move to appeal to his base.

In a speech rife with race-baiting and dog whistles, the President decried "left-wing mobs" and claimed their tactics were comparable to anti-American propaganda used by foreign adversaries. He also railed against people who have taken to the streets around the country this year to protest racial injustice.

Trump said "left-wing mobs" had torn down statues, desecrated memorials, and carried out a "campaign of violence and anarchy."

"Whether it is the mob on the street, or the cancel culture in the boardroom, the goal is the same: to silence dissent, to scare you out of speaking the truth, and to bully Americans into abandoning their values, their heritage, and their very way of life," he said.

"We are here today to declare that we will never submit to tyranny. We will reclaim our history and our country for citizens of every race, color, religion, and creed."

Trump is trailing Biden in national opinion polls. Biden has also condemned looting and violence that have been part of some anti-racism protests.

Groups of US armed forces veterans and several lawmakers have expressed displeasure and anger over a decision taken by White House to relocate a flag remembering Prisoners of War (POW) and Missing in Action (MIA). In a decision taken earlier this year, the flag was relocated to a place on White House grounds. This spot gives much lesser visibility to the flag than the previous one.

Democratic Senators Elizabeth Warren, Jack Reed and Margaret Hassan sent a letter to the White House asking it to relocate the flag.

The letter comes amid allegations that US President Donald Trump did not have respect for US military. A report in the Atlantic magazine last week alleged that Trump had called fallen American soldiers "losers" and "suckers". This had caused great controversy.

Although Trump denied the allegations, he has publicly mocked late Senator John Mccain who was captured during the Vietnam war. Trump had mocked him for getting caught.

"It`s bad enough that President Trump publicly ridicules American heroes like Senator McCain and others who were captured on the battlefield. He inexplicably promotes the Confederate flag but fails to fly the POW/MIA flag," said Democratic Senator Jack Reed.

The White House decision to remove the flag has also angered war veterans groups.

The American Ex-Prisoners of War group, which represents 10,000 former POWs and their families, said it was outraged last month when it learned of the move, calling it a "slap in the face."

"While he touts his support for the U.S. Armed Forces and their families, actions speak louder than words. And this action speaks of disdain for Prisoners of War and the Missing in Action," the group said.

US law requires the flag to be displayed in a "manner designed to ensure visibility to the public." In its current position, it can be viewed from limited vantage points outside the White House complex.

A senior US intelligence official has come forward as a whistleblower and revealed that the White House had ordered him to stop all reporting on the Russian involvement in the US elections.

Brian Murphy is Department of Homeland Security analyst. He has claimed that he possesses proof of Donald Trump's manipulation of 2016 US elections when Donald Trump took over the role of the President of the United States.

Murphy claims that he was told by acting DHS chief Chad Wolf that assessments on the Russian threat made Trump "look bad."

The whistleblower complaint was filed by Murphy on Wednesday.

He has also alleged Trump of manipulating intelligence to support his campaign of re-election in the upcoming US Presidential elections, scheduled for November, in which Trump is competing against Democratic leader Joe Biden.

The complaint came after Murphy was demoted when he declined to falsify his reports and censor his reporting on Russia's involvement in the US elections.

The complaint, released by the Democrat-led House Intelligence Committee, came after months of reports that the White House was downplaying the Russian election threat, despite what US intelligence chiefs have said was massive interference in the 2016 campaign that brought Trump to power.

He also added that the acting deputy DHS secretary Ken Cuccinelli demanded changes to intelligence reports on corruption and violence in Central America that might be used to bolster asylum claims to support Trump's anti-migration policy.

Russian interference could theoretically cost Democrats the presidential elections, party's vice-presidential candidate Senator Kamala Harris said on Sunday.

"I am clear that Russia interfered in the election of the president of the United States in 2016," Harris told CNN in an interview.

"I serve on the Senate Intelligence Committee. We have published detailed reports about exactly what we believe happened. And I do believe that there will be foreign interference in the 2020 election and that Russia will be at the front of the line," she said responding to a question on the allegations of Russian interference in the presidential elections.

"Could it cost you the White House?" she was asked. "Theoretically, of course, yes," Harris said.

Responding to another question, Kamala Harris alleged that there are classic voter suppression at play in this upcoming election, where, after the Supreme Court gutted the Voting Rights Act with Shelby v. Holder in 2013, dozens of states passed laws that were designed to suppress the black vote, to suppress students from voting, to suppress indigenous people from voting, so much so that, in North Carolina, a court of appeals said the law was passed with surgical precision to get in the way of black voters from voting.

"So, we have classic voter suppression. We have what happened in 2016, which is foreign interference. We have a president who is trying to convince the American people not to believe in the integrity of our election system and compromise their belief that their vote might count," Kamala Harris said.

"These things are all at play. I am very realistic. Joe is realistic about the fact that, until we can win and get in and put some teeth back in the Voting Rights Act, and bring back the public's confidence in the system, that there will be many obstacles that people are intentionally placing in front of Americans' ability to vote," she said.

"But we will surpass and surmount and get around those obstacles," Harris said in response to the question.

Former foes Kosovo and Serbia have agreed on a historic pact to normalise economic relations, US President Donald Trump announced Friday at the White House.

"Today, I am pleased to announce yet another historic commitment. Serbia and Kosovo have each committed to economic normalisation," Trump said, with Kosovo Prime Minister Avdullah Hoti and Serbian President Aleksandar Vucic sitting beside him in the Oval Office.

He was accompanied by President Aleksandar Vucic of Serbia and Prime Minister Avdullah Hoti of Kosovo.

Moments later, the two leaders along with the President Trump signed the agreements.

Trump said that he looks forward to seeing Serbia and Kosovo prosper as "we work together on economic cooperation in the region going forward."

Although most of Kosovo is ethnically Albanian, many Serbs consider it their native homeland and a cradle of their culture. Some 13,000 people were killed in the 1998-1999 war, sparked by clashes between the forces of the rump Yugoslav state - Serbia and Montenegro - and Kosovo separatists. The conflict ended when NATO carried out an air campaign against Serbia.

Kosovo unilaterally declared independence in 2008, but Serbia and its ally Russia have yet to recognise its sovereignty.

"After a violent and tragic history and years of failed negotiations, my administration proposed a new way of bridging the divide. By focusing on job creation and economic growth, the two countries were able to reach a real breakthrough on economic cooperation across a broad range of issues," Trump said.

The agreement is expected to be limited to the normalisation of some economic ties, including possibly opening up road, rail and air links between the former Balkan war foes.

Although the European Union has been trying without success for nearly a decade to thaw a bitter relationship between Serbia and its former territory, which declared independence in 2008, an effort focused on business and commerce was launched more recently by US officials.

But Serbia made clear during the talks that they would not go as far as recognizing Kosovo as a fully-fledged state.

During the signing ceremony, President Vucic said that Trump had done a "great job" and praised his commitment to the region.

Inviting him to Serbia, he said that Trump would be the first US President since Jimmy Carter visited the country in 1980.

Prime Minister Hoti termed it as a huge step forward.

Terming it as a historic day, National Security Advisor Robert O'Brian said the focus is on economic cooperation.

Vice President Mike Pence said that this is an important step for peace in the Balkans.
Senator Ron Johnson from Wisconsin said that people from the two countries would see the benefit of economic agreement.

The two countries remain bitter over a bloody war fought two decades ago, in which 13,000 died.

The White House has asked U.S. government agencies for extensive details of any funding that seeks to counter China`s global influence and business practices, or supports Beijing, amid growing tensions between Washington and Beijing.

According to an Aug. 27 White House Office of Management and Budget (OMB) document seen by Reuters, the OMB directed U.S. agencies to submit "cross-cutting data on federal funding that aids or supports China, or that directly or indirectly counters China`s unfair competition and malign activities and influence globally."

China denies it engages in unfair competitive practices.

The document, titled "Strategic Competition with China Crosscut," does not say how the information will be used other than that it will "inform policymakers" of the myriad ways U.S. government spending involves China.

The United States and China have grown antagonistic toward each other with disagreements that stretch from a two-year-old trade war, to the Trump administration blaming Beijing for a lack of transparency about the spread of COVID-19.

The sweeping budget data request will be used to help policymakers and notes all funding should "reflect strategic priorities" when responding to China.

Some U.S. programs and spending under review dates back a decade or more. The document directs federal agencies to respond by Sept. 21.

A spokesman for OMB confirmed the agency effort, telling Reuters that "to ensure that the United States remains strong and in a position of strength against rival nations like China, OMB has asked federal agencies for all funding meant to counter China, or which could aid China."

The memo includes instructions on how to submit both classified and unclassified U.S. spending details and seeks details of all U.S. government funding directed for spending inside China.

The White House document asks for data for all U.S. government funding used to "counter malign Chinese influence or behavior incongruent with American interests."

It cites as examples "funding for programming to counter the One Belt One Road (OBOR) or Belt and Road Initiative (BRI); funding for military operations, equipment and infrastructure, the primary purpose of which is to deter aggressive Chinese behavior."

It also seeks details of "secondary" U.S. efforts on China like "marginal contributions which were necessary to maintain a U.S. lead over China in terms of voting power within key international organizations" and funding for other U.S. efforts.

The document also seeks data on U.S. government funding for programs whose primary purpose is to counter Chinese technological prowess in key sectors like 5G and wireless communications, semiconductors, artificial intelligence and machine learning, quantum computing, cyber and system security, advanced manufacturing and robotics, autonomous and electric vehicles, biotechnology, advanced energy, and space technologies.

The White House sought details of spending on technical assistance from U.S. government experts, bilateral funding for the U.S.-China Clean Energy Research center and any other U.S. bilateral economic assistance programs.

It also seeks data on "HHS (Health and Human Services) funding for CDC (Centers for Disease Control and Prevention), NIH (National Institutes of Health) and other programming in China."

The request also seeks details on any spending that "would overall contribute to Chinese GDP or technical capacities, including to Chinese government or military entities, State-owned commercial or industrial entities and entities functionally directed by" Chinese government leadership as well as grants or credit provided by U.S. supported international organizations.

Agencies must submit data on 2019 and 2020 budgets enacted into law, the 2021 Trump budget proposal and 2022 agency budget requests.

The budget review is just the latest effort that could lead to more actions against China.

Last week the United States blacklisted 24 Chinese companies and targeted individuals it said were part of construction and military actions in the South China Sea, the first such U.S. sanctions move against Beijing over the disputed strategic waterway.

Donald Trump threatens to cut federal funding for 'lawless' cities

President Donald Trump is willing to sign a $1.3 trillion coronavirus relief bill, a top aide said on Friday, but Democratic House of Representatives Speaker Nancy Pelosi said the sum was not enough to meet the needs of the American people.

Trump said later that Pelosi was only interested in bailing out states run by Democrats, casting doubt on chances of reviving stalled talks for another round of fiscal stimulus.

The new figure was put forward by White House Chief of Staff Mark Meadows, marking a $300 billion increase from an initial $1 trillion offer from the White House and Senate Republicans.

Three weeks after talks on Capitol Hill broke down without a deal on legislation to help Americans suffering from the coronavirus pandemic, Meadows said the Republican president was "right now willing to sign something at $1.3 trillion."

Hours later, Pelosi in a statement repeated her call for a $2.2 trillion bill and said Meadows` offer would not meet the needs of American workers and families.

Pelosi said, among other things, the Republicans "are rejecting the funding needed for testing and tracing to crush the virus and safely reopen schools and the economy."

She said she hoped the Republicans would accept the Democratic offer and resume negotiations.

Asked about talks between Pelosi and Meadows about another stimulus package, Trump told reporters aboard Air Force One on a flight to Washington from New Hampshire: “My impression is she wants to give no stimulus, all she wants is bailout for badly run Democrat states.”

He said another stimulus package would be good.

The Democratic-led House in May passed a $3.4 trillion coronavirus relief bill, which was not taken up by the Republican-dominated Senate.

Pelosi said on Thursday after a 25-minute phone call with Meadows that Democrats were willing to go down to $2.2 trillion and demanded that the Trump administration accept that figure before negotiations could resume.

The $1.3 trillion has been offered in private, Meadows said. Negotiations have involved Pelosi, Meadows, Treasury Secretary Steven Mnuchin and Senate Democratic leader Chuck Schumer.

Three weeks after talks on Capitol Hill broke down without a deal on legislation to help Americans suffering from the coronavirus pandemic, Meadows said the Republican president was "right now willing to sign something at $1.3 trillion." Hours later, Pelosi in a statement repeated her call for a $2.2 trillion bill and said Meadows` offer would not meet the needs of American workers and families. Pelosi said, among other things, the Republicans "are rejecting the funding needed for testing and tracing to crush the virus and safely reopen schools and the economy." She said she hoped the Republicans would accept the Democratic offer and resume negotiations. Asked about talks between Pelosi and Meadows about another stimulus package, Trump told reporters aboard Air Force One on a flight to Washington from New Hampshire: “My impression is she wants to give no stimulus, all she wants is bailout for badly run Democrat states.” He said another stimulus package would be good.

US Republican Party Senator Rand Paul alleges he was 'attacked' near White House

The White House is compiling a "very large" dossier on a Pulitzer Prize-winning Washington Post reporter and other journalists from the organisation. It said these persons were a "disgrace to journalism and the American people."

This development came after The Post requested comment for a Thursday story David Fahrenthold wrote with two colleagues. The story, co-bylined by reporters Josh Dawsey and Joshua Partlow, detailed how US President Donald Trump's company "charged the US government more than $900,000" for hotel rooms fees among other services at Mar-a-Lago.

In a statement, White House spokesperson Judd Deere accused The Washington Post of "blatantly interfering with the business relationships of the Trump Organization" and demanded "it must stop."

He said, "Please be advised that we are building up a very large 'dossier' on the many false David Fahrenthold and others stories as they are a disgrace to journalism and the American people."

Fahrenthold wrote on Twitter that if anyone knows "anything about a dossier the White House has supposedly compiled" on him, to let him know or provide him a copy.

Fahrenthold won a Pulitzer Prize in 2017 for "casting doubt" on Trump's "generosity toward charities" in his coverage. He has also reported on Trump's businesses.

Last year also, The New York Times reported that allies of the White House had compiled dossiers on hundreds of people who work for top news organisations.
