China on Tuesday (July 25) removed Qin Gang as the foreign minister, state broadcaster CCTV reports. His absence from public life since June had fuelled speculations about his whereabouts, reasons for his absence as well as his&nbsp;fate.

Wang Yi, who is right now attending the BRICS National Security Advisers meet in South Africa, has been named as the new foreign minister.

The shake-up was carried out during a special session of the National People’s Congress Standing Committee on Tuesday, a day after the top decision-making body, the Politburo, convened on Monday.

According to the rules, Qin’s removal as foreign minister is in line with the Organic Law of the National People’s Congress, which came into effect in March 2021, the South China Morning Post reports.

The rule empowers the Standing Committee rather than a national congress to appoint or remove from office some members of the State Council.

Wang, who was foreign minister from 2013 to 2022, currently serves as director of the foreign affairs arm of the ruling Communist Party, a position which makes him China’s top diplomat. He has been standing in as foreign minister for the past few weeks.

China sacks 'missing' Qin Gang as foreign minister, reinstates Wang Yi in surprise shake-up

Indian National Security Advisor Ajit Doval on Monday (July 24) made it clear to China that the “strategic trust” between the two nations had been eroded following the 2020 border conflict.

His remarks came during a meeting with Chinese special representative Wang Yi on the sidelines of the Friends of BRICS meeting in Johannesburg, South Africa.

The prevailing tensions along the Line of Actual Control (LAC), the de-facto border between India and China, dominated the talks. The meeting came 10 days after Wang Yi met India’s Minister of External Affairs (MEA) S Jaishankar on the sidelines of the ASEAN summit in Indonesia’s Jakarta.

A press release issued by the Indian MEA after the meeting noted the Indian NSA conveyed that the situation on the Indo-China border “had eroded strategic trust and the public and political basis of the relationship”.

“NSA emphasised the importance of continuing efforts to fully resolve the situation and restore peace and tranquility in the border areas, so as to remove impediments to normalcy in bilateral relations. The two sides agreed that the India-China bilateral relationship is significant not only for the two countries but also for the region and world,” read the press release.

<h2>A meeting between Xi and Modi that never took place</h2>

Interestingly, a readout released by the Chinese foreign ministry mentioned how Wang Yi reminded the Indian side of the consensus reached between Chinese President Xi Jinping and Indian Prime Minister Narendra Modi at the 2022 G20 summit held in Bali.

“President Xi Jinping and Prime Minister Modi reached an important consensus on stabilising China-India relations in Bali,” the readout said.

‘Strategic trust eroded’: Indian NSA Ajit Doval minces no words in talks with China

Indian External Affairs Minister Dr S Jaishankar met top Chinese diplomat, Wang Yi, on Friday, and discussed outstanding issues related to peace and tranquillity in Indo-China border areas.

Wang, a former Chinese foreign minister, is attending the ASEAN plus meetings in Jakarta as the incumbent foreign minister Qin Gang is unwell.

As per Japan-based Kyodo News reports, China released a statement saying that its Foreign Minister Qin Gang will not be able to make it to the ASEAN meetings due to "health reasons".

<h2>India should meet China 'halfway': Wang Yi </h2>

The Chinese foreign ministry on Saturday said that Wang Yi urged India to focus on "common interests" and meet China "halfway" to defuse border tensions between the neighbouring countries.

"China and India's common interests clearly outweigh their differences," Wang Yi told Indian foreign minister Subrahmanyam Jaishankar, when the two met Friday.

"The two sides should support each other, rather than... suspect each other," Wang added.

"It is hoped that the Indian side will meet China halfway and find a solution to the border issue that is acceptable to both sides," Wang said.

The ministry statement added that both countries have agreed on holding the next round of military commander-level talks on the border issue "as soon as possible".

In 2020, India sought to limit investments from China as political tensions heightened between them.

"China is highly concerned about India's recent restrictive measures against Chinese companies," Wang added, while urging New Delhi to provide a "fair, transparent and non-discriminatory business environment".

For more than three years, India has been locked in a military standoff with China. Jaishankar dubs it the most complex challenge of his long diplomatic career.

Both countries have faced border disputes since 1962, with the latest one being in 2020 when Indian and Chinese forces engaged in a fight in the Galwan Valley.

Earlier, in the month of May, while clarifying India's stance on the issues, External Affairs Minister Jaishankar said that the two countries can't be normal until peace and tranquillity are maintained on the Land of Actual 
Control (LAC).

"I have made it very clear, publicly as well, that India-China relations are not normal and cannot be normal if peace and tranquillity in the border areas are disturbed..."&nbsp;

Jaishankar said. "I have been very consistent about it and I have not changed my position in this meeting either," he added.

Indonesian Foreign Minister Retno Marsudi told the media that his nation was in talks with all of the stakeholders in Myanmar. He said, “It included my in-person engagements either with NUG and SAC foreign ministers several times.” He was referring to the National Unity Government, the Myanmar government-in-exile, and the State Administration Council.

"Now, it is time (to move forward) -- encouraging a national, inclusive dialogue among all of the stakeholders," she added.

<h2>Chinese foreign minister to skip the meeting</h2>

ASEAN foreign ministers are scheduled to hold meetings with US Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov and Indian Foreign Minister S Jaishankar later this week on Thursday. Chinese Foreign Minister Qin Gang was also supposed to attend the summit, but Reuters reported that now China will be represented by Wang Yi, China’s top diplomat and the former foreign minister.

"State Councillor and Foreign Minister Qin Gang cannot attend this ASEAN ministerial meeting because of health reasons," spokesman Wang Wenbin of the Chinese foreign ministry said in a statement.

Qin has been&nbsp;missing from the public stage since June 25 when he met officials from Sri Lanka, Russia and Vietnam. He was supposed to hold meetings with European Union foreign policy chief Josep last week in Beijing but the meeting was postponed.

India has stepped up its engagements with Southeast Asian nations under its Act East policy. China would "uphold an objective and fair position and play a constructive role in solving the crisis through political means", it stated. The meeting between the two leaders comes as China is trying to work as a mediator between Russia and Ukraine and is expected to provide its own "political solution" to the Ukraine conflict.

Beijing has been positioning itself as a neutral party, while it continues to maintain close ties with its ally Russia. "With the Russian side, we are ready to strengthen our strategic partnership and our in-depth co-operation" Wang Yi said, according to his statement’s translation.

The balloon controversy led to Blinken abruptly cancelling his scheduled trip to China. Beijing has denied having any spy balloons and has continued to claim that the one that strayed into US airspace was just for weather research.

China has further accused the US of flying its own spy balloon over territories belonging to China, a claim that the US instantly denied.

During their rare meeting on Saturday, Blinken "directly spoke to the unacceptable violation of US sovereignty and international law by (China's) high-altitude surveillance balloon in US territorial airspace, underscoring that this irresponsible act must never again occur", said State Department spokesman Ned Price.

"The secretary made clear the United States will not stand for any violation of our sovereignty," he further stated. Blinken also warned Wang "about the implications and consequences if China provides material support to Russia or assistance with systemic sanctions evasion", said Price.

Blinken was "very direct and candid" during the meeting which continued for an hour, a senior State Department official said. Wang, during the meeting, informed Blinken that the relations between the two countries have suffered serious damages due to the way&nbsp;in which Washington reacted to the balloon.

Wang "made clear China's solemn position on the so-called airship incident", and "urged the US side to change course, acknowledge and repair the damage that its excessive use of force caused to China-US relations," reported Xinhua, China's state news agency.

No apology

While speaking in an interview with NBC, Blinken said that no apology was given by Wang over the balloon spat.

"I told him quite simply that that was unacceptable and can never happen again," said Blinken, as he referred to the violation of the US air space by the Chinese spy balloon. "There was no apology," he added, further stating that no discussion took place with Wang regarding rescheduling the US secretary's trip to China.

Earlier, on Saturday, while addressing a gathering of world leaders in Munich, Wang had said that the reaction of the US after spotting the balloon was "hysterical and absurd".

"To have dispatched an advanced fighter jet to shoot down a balloon with a missile, such behaviour is unbelievable, almost hysterical," Wang said.

"There are so many balloons all over the world, and various countries have them. So, is the United States going to shoot all of them down?" he said.&nbsp;

Wang Yi warned against aiding Russia in Ukraine's invasion

Blinken further warned Wang Yi that China may have to face consequences if it will provide aid to Russia in its war against Ukraine, as he expressed Washington's concerns regarding the supply of weapons by Beijing to Moscow.

Blinken, in an interview which will be aired on NBC News' "Meet the Press with Chuck Todd” on Sunday morning, said that the US is concerned about China supporting Russia by supplying lethal weapons and that he clearly spoke to Wang that “it would have serious consequences in our relationship”.

"There are various kinds of lethal assistance that they are at least contemplating providing, to include weapons," said Blinken, adding that more details will be released by Washington soon.

State Department's senior official, while speaking to reporters, said, "(The) secretary was quite blunt in warning about the implications and consequences of China providing material support to Russia or assisting Russia with systematic sanctions evasion.”

Blinken and Wang Yi would meet at the Munich Security Conference if both sides agree to hold discussions, Bloomberg sources added on condition of anonymity. The conference is scheduled from 17 February to 19 February in Germany.&nbsp;

US-China relationship has long been challenged by a number of issues including human rights and global market competition. Earlier, Blinken was set to kick off his visit to China on 5 February which led to anticipations that the two countries would productively engage and seek to reset ties.&nbsp;

“We reserve the right to take necessary means to deal with relevant incidents.”
