The other group remained in uniform and picked up crowd-control shields and practised charging at the first group.

"This is the first time I've seen such a large-scale meeting," said Yang Ying, a receptionist at a wellness centre inside the retail complex at the stadium.

"There have been exercises in the past, but usually they involve traffic police," she added. "Our friends, social media, all say it's because of Hong Kong."

Ten weeks of increasingly violent confrontations between police and protesters have plunged the city into its worst crisis since it reverted from British to Chinese rule in 1997.

The protests represent one of the biggest challenges for Chinese President Xi Jinping since he came to power in 2012.

On Wednesday the US State Department said it was deeply concerned about reports that Chinese police forces were gathering near the border with Hong Kong and urged the city's government to respect freedom of speech.

In Shenzhen, paramilitary police marched in and out of the stadium near a retail complex where shoppers milled about.

The stadium parking lot was filled with more than 100 dark-painted paramilitary vehicles, including troop trucks, armoured personnel carriers, buses and jeeps. At least three were armoured front-end loaders, and two vehicles carried water cannons.

A policeman patrolling the area told Reuters journalists the paramilitary police were guarding a basketball tournament.

Chinese state media have made several mentions of exercises in Shenzhen.

The Global Times, a nationalistic tabloid run by the ruling Communist Party's official People's Daily, published a slick video this week showing columns of trucks and armoured personnel carriers rolling through the city.

The paper said the vehicles belonged to the People's Armed Police and had gathered for "apparent-large scale exercises." Its editor, Hu Xijin, described it on Twitter as "a clear warning to rioters in Hong Kong."

The Communist Party's official People's Daily newspaper said on the social media platform Weibo that the force handles incidents that include riots and terrorist attacks.

"There is usually PAP in Shenzhen, but this time it appears to be directed against Hong Kong," said a taxi driver, who gave his surname as Wang. "Usually they wouldn't hold such a big exercise."

Posturing, for now

Still, diplomats in Hong Kong said they believe China's leadership is well aware that moving mainland forces into Hong Kong would shatter international faith in the "one country, two systems" model at the heart of the city's role as a global financial hub, and would swiftly lead to sanctions.

"We are seeing an escalation in the posturing that appears designed to send messages to both Hong Kong and the mainland ... but we are confident we are still in the realms of propaganda here," one senior Western envoy told Reuters, speaking on condition of anonymity because he was not authorised to speak to the media. "The trucks aren't about to roll at this point."

Alexander Neill, a Singapore-based security analyst at the International Institute of Strategic Studies, said it would take a far more serious situation to trigger such a move.

"I think we'd really need to see a total breakdown and a sense that China's national interests were at great risk and could not be protected by the Hong Kong government and its police," he said.

Worst-case scenarios, he said, could involve the assassination or kidnapping of Chinese officials in Hong Kong, the sacking and occupation of key offices there or the government losing control of parts of the police force.

"We're a long way from anything like that yet, so I think what we are seeing is harder posturing that is part of a much broader propaganda effort underway on many fronts," he said.

The Shenzhen stadium sits across the water from Hong Kong's rural hinterland, near a bridge straddling the border.

People working around the stadium said the level of PAP activity was higher than they had ever seen, but not disruptive, as the troops usually kept to themselves.

The chief disruption was PAP vehicles occupying parking spaces, and people who worked in the area said they had been told not to share pictures of vehicles.

The US State Department on Saturday said it welcomed news of a ceasefire in Northwest Syria - the last rebel bastion in the country - and urged for an end to attacks on civilians.

The wave of violence in northwest Syria since late April has killed more than 400 civilians and forced more than 440,000 to flee toward the Turkish border, according to the United Nations.

The United States will support the work of UN Special Envoy Geir Pedersen and the United Nations to advance a Syrian-led and Syrian-owned political process that would create a permanent, peaceful, and political end to the conflict, the State Department added.

The region - including Idlib province and parts of nearby Hama - was part of the last major stronghold of armed opposition to President Bashar al-Assad, who has vowed to reclaim all of Syria.

"So I was with Prime Minister Narendra Modi two weeks ago and we talked about this subject. And he actually said, would you actually like to be a mediator or arbitrator? Did I say, where? He said Kashmir because this has been going for many, many years. I was surprised at how long it has been going on," said Trump, who was hosting Pakistan Prime Minister Imran Khan at the White House.

"It should be resolved, so he has to think the same thing, so maybe I will speak to him and we will see what we can do," he added.

In its India section of the report, the State Department said that the Indian Government does not fully meet the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so.

"The government demonstrated overall increasing efforts compared to the previous reporting period; therefore, India remained on Tier 2," said the annual report for the year 2018.

"These efforts included convicting traffickers, initiating a high-profile investigation into one case that allegedly involved officials complicit in sex trafficking at a government-funded shelter, and continuing to raise awareness of trafficking," he added.

The government took some action following reports of government complicity in forced labour and sex trafficking, although the systemic failure to address forced labour and sex trafficking in government-run and government-funded shelter homes remained a serious problem, it said.

The government did not report information on investigations, prosecutions, and convictions of traffickers, or on trafficking victims identified and referred to care, the State Department said.

According to the report, the government's efforts to address bonded labour remained insufficient compared to the scale of the problem, and in the majority of reported cases officials did not follow the law requiring provision of release certificates and compensation to bonded laborers removed from exploitation, which prevented victims from accessing government services and in some cases led to their re-victimization.

A bipartisan group of half a dozen influential American lawmakers has reintroduced important legislation in the House of Representatives which seeks to advance the US-India strategic relationship.

If enacted, the legislation would ensure that the US State Department treat India as a NATO ally for the purposes of the Arms Export Control Act.

It would send a powerful signal that defence sales to India should be prioritised according to US-India Strategic Partnership Forum, which had worked on this important legislation.

The bill HR 2123 was introduced this week by Congressman Joe Wilson, a senior member of the House Foreign Affairs Committee.

"India is the world's largest democracy, a pillar of stability in the region, and has shown strong commitments to export control policies," said Mr Wilson.

"This adjustment to US law will further allow the US-India partnership to flourish in line with our security commitment to the Indo-Pacific region. I am grateful for the US-India Strategic Partnership Forum (USISPF), led by Dr Mukesh Aghi, and their support for this legislation," he said.

The original co-sponsors of the legislation are Congressman Ami Bera - the longest-serving Indian-American in the US Congress - and the House India Caucus Co-Chairs, Congressmen George Holding, Brad Sherman and Congresswoman Tulsi Gabbard and Congressman Ted Yoho.

The National Defense Authorization Act (NDAA) for fiscal 2017 included special language recognising the unique US-India defence relationship that designated India as a "Major Defence Partner" of the United States.

Over the past two days, Mohib at various public forums during an appearance at a Washington DC-based think-tank and in an interaction with reporters described the US's talks with the Taliban as surrender discussion.

He alleged Khalilzad was keeping the "duly elected" Afghan government in dark and that in the latest round of talks in Doha, they were humiliated and made to wait in a hotel lobby.

"We don't know what's going on. We don't have the kind of transparency that we should have," Mohib told reporters at a news conference on Thursday.

He claimed the Afghan government was getting the information in bits and pieces.

"The last people to find out (about the peace talks) are us," Mohib claimed.

He alleged the Afghan-born US diplomat Khalilzad has personal ambition in Afghanistan.

"The perception in Afghanistan and people in the government think that perhaps all of this talk is to create a caretaker government of which he will then become the viceroy," Mohib alleged.

But Palladino said Under Secretary Hale in his meeting with the Afghan NSA "underscored" the "longstanding" US assistance and support to Afghanistan.

Hale expressed America's commitment to the Afghan government's stability and full participation in the peace process, the State Department deputy spokesman said.

"He also reminded National Security Advisor Mohib that Special Representative Khalilzad represents the Secretary, and that attacks on Ambassador Khalilzad are attacks on the Department and only serve to hinder the bilateral relationship and the peace process," Palladino said in a strongly worded statement.

It is rare that a visiting NSA is summoned by the US State Department in this manner.

Palladino also said that the US was displeased with Mohib's remarks.

Also expressing his displeasure was US National Security Advisor John Bolton, who reportedly refused to meet Mohib.

Husain Haqqani, a former Pakistani ambassador to the US who is now at the Hudson Institute think-tank, criticised the State Department for such a treatment to Mohib.

"Such arrogance! Not expected of US diplomats. More suited to the erstwhile Soviet Union or China," he said.

"Support for" Afghan peace "could have been asserted without such language," said Haqqani.

It was at the Hudson Institute on Wednesday that Mohib launched his blistering attack on Khalilzad.

Mohib said while the democratically elected Afghan government has been kept out of the peace talks, Islamabad was well aware of the developments happening at the talks in Doha.

"The patron (Pakistan foreign minister) tweets and says there was progress in Doha. Were they there? What is the relationship of the Taliban with Pakistan? I have to say it, spell it out," he said.

"What is the relationship (between the Taliban and Pakistan)? Has anybody asked and what does it mean? What will be the end of that relationship? Will peace in Afghanistan mean Pakistan no longer using proxies for their political objectives and terrorists. Will the UN raise that question of what the policy or non-state actors," Mohib asked.

There will be no peace unless Pakistan stops supporting "non-state actors", he said.

"Imagine these discussions were successful. What would be Pakistan's objective? What would it be for the Pakistani military? What would be the incentives for them? The incentive for them is they've just defeated the United States [and] all of its coalition partners," he said.

"It (Pakistan) has the incentive to continue to sponsor and support its policy of Islamic extremist. That is the best weapon they have and they will continue to use it at the cost of all Muslims," Mohib said.

"If we don't hold Pakistan responsible for the use of their non-state actors and terrorists here, you will not be able to hold them back anywhere else," said the Afghan NSA.

On Thursday, he alleged Khalilzad was trying to delegitimize the Afghan government.

"The reason he is delegitimizing the Afghan government and weakening it, and at the same time elevating the Taliban can only have one approach. It's definitely not for peace."

The US State Department refused more than 37,000 visa applications in 2018 due to the Trump administration's travel ban, up from less than 1,000 the previous year when the ban had not fully taken effect, according to agency data released on Tuesday.

The United States denies nearly 4 million visa applications a year for a variety of reasons, including for practising polygamy, abducting children or simply not qualifying for the visa in question. The data released Tuesday was the first comprehensive look at the human impact of Republican President Donald Trump's ban, imposed shortly after he took office and initially blocked by federal courts.

The ban has especially affected people from Iran, Libya, Somalia, Syria and Yemen, countries where the number of visas issued slid 80 per cent in 2018 from 2016, the last year without a travel ban.

Trump's initial January 2017 executive order banning entry to the United States by citizens of several Muslim-majority countries launched a fierce fight in federal courts over whether the policy amounts to an unlawful "Muslim ban" or is a legal exercise of presidential power.

The administration revised the policy following court challenges, and the Supreme Court allowed it to largely go into effect in December 2017 while legal challenges continued. In June 2018, the high court upheld the new version of the ban.

Ahmad Shariftabrizi, a US citizen and oncologist in New York, is considering leaving the United States if his wife, an Iranian citizen, is unable to receive a visa to join him.

The US Treasury said it sanctioned PDVSA chief Manuel Quevedo, three top intelligence officials and Rafael Bastardo, who US officials say is the head of a national police unit responsible for dozens of extrajudicial killings carried out in nighttime raids on Maduro's behalf.

Separately, the US State Department said on Friday it was working with the Pentagon and US aid agency to fly humanitarian assistance on Saturday to Cucuta, Colombia, on the Venezuelan border.

The steps are part of a wider effort by the United States to undermine Maduro, whose 2018 election it views as illegitimate and whose government it has disavowed, and to strengthen opposition leader and self-declared president Juan Guaido.

Quevedo said on Twitter the Venezuelan officials were being sanctioned for guaranteeing peace, building homes and condemning the "coup and military plan of the United States, its allies" and Guaido.

US President Donald Trump's national security adviser John Bolton worked to undermine Maduro on Friday, saying economic and political pressure was squeezing his top government officials and claiming without offering any evidence that "a clear majority, maybe almost all of them" were talking to the opposition about supporting Guaido or leaving the country.

Bolton appeared to confirm reports that Venezuelan Foreign Minister Jorge Arreaza met in New York with US special envoy for Venezuela Elliott Abrams, and suggested Maduro should ask himself what they talked about.

Bolton also said he thought "Russia and China are hedging" their support for Maduro because of concern about the Maduro government's indebtedness to Moscow and Beijing.

Guaido invoked constitutional provisions to declare himself interim president last month, arguing that Maduro's 2018 re-election was a sham. Most Western countries, including the United States and many of Venezuela's neighbours, have recognised Guaido as the legitimate head of state.

Maduro retains the backing of Russia and China and control of Venezuelan state institutions including the military.

The US Treasury took aim at some of Maduro's allies with its sanctions on Friday.

"We are sanctioning officials in charge of Maduro's security and intelligence apparatus, which has systematically violated human rights and suppressed democracy, including through torture," Treasury Secretary Steven Mnuchin said in a statement.

Also targeted was Ivan Hernandez, commander of Maduro's Presidential Guard, which Treasury says has tortured Maduro's opponents and carried out other human rights abuses.

Manuel Cristopher, director general of Venezuela's Sebin intelligence agency, and Hildemaro Rodriguez, first commissioner of the service, also were sanctioned.

The Treasury's action freezes all property in the United States belonging to the five sanctioned officials as well as that of any entities in which they own 50 per cent or more.

In a sign that the Trump administration may be trying to split the men from Maduro, the Treasury Department noted in its statement that "US sanctions need not to be permanent; sanctions are intended to bring about a positive change of behaviour."

"The United States has made clear that we will consider lifting sanctions for persons ... who take concrete and meaningful actions to restore democratic order, refuse to take part in human rights abuses, speak out against abuses committed by the government, and combat corruption in Venezuela," it said.

Bangladesh on Sunday described as "disheartening" a US statement that criticised Dhaka's "inability" to grant visas to an American poll observer group to monitor the December 30 general election.

"But it (Bangladesh) certainly has the responsibility to ensure that the applicants meet all required criterion as per applicable laws and guidelines of the Election Commission," the foreign office said in a statement.

The statement said as of now, 175 election observers from different countries and organisations were accredited to undertake election monitoring missions in Bangladesh and in addition the Election Commission has registered 118 local organisations and also approved 25,920 local observers to monitor the polls.

"In this context, the decision of ANFREL to cancel its observation mission is entirely their own despite the fact that nearly half of its applicants have already been approved and the rest are under process," the foreign office said.

It said the polls were being conducted by the Election Commission (EC) "which is a constitutional body and independent in the exercise of its functions".

The statement simultaneously noted that a controversial Bangladeshi NGO 'Odhikar' was providing funds for the ANFREL mission while 'Odhikar' "is widely known for its disproportionate bias and prejudice against Bangladesh, in particular, the government of Awami League".

Besides, one of the top-ranking Bangladeshi members of 'Odhikar' was earlier appointed by the past BNP-led government as the deputy attorney general, "which provides ground for disqualification of his organisation and related entities as independent and neutral observer of the national elections," it said.

Bangladesh slams US statement over polls observers

The International Crisis Group (ICG) said on Wednesday it had received no information from Chinese officials about the detention of its employee, former Canadian diplomat Michael Kovrig, and that it was seeking consular access to him.

ICG, a policy forum focused on conflict resolution, said in a statement sent to Reuters Kovrig was detained by state security officials in Beijing on Monday night.

His detention, first reported by Reuters, came after police in Canada arrested the chief financial officer of <a href="http://www.wionews.com/world/canada-court-grants-conditional-bail-to-huaweis-meng-wanzhou-183357">China's Huawei Technologies </a>Co Ltd on December 1 at the request of US authorities, a move that has infuriated Beijing.

Neither China's Foreign Ministry nor Ministry of Public Security has responded to requests for comment. China's Ministry of State Security has no publicly available contact details.

The Canadian government said it saw no explicit link to the Huawei case.

Diplomats in China said the apparent involvement of the secretive state security ministry, which engages in domestic counter-espionage work, among other things, suggests that the government could be looking at levelling spying accusations. However, ICG President and CEO Robert Malley said the group did not engage in such activity.

"I don't want to speculate as to what’s behind it but I am prepared to be categorical about what's not behind it, and what's not behind it is any illegal activity or endangering of Chinese national security," Malley told Reuters.

"Everything we do is transparent, it's on our website. We don’t engage in secretive work, in confidential work," he said.

Guy Saint-Jacques, Canada's former ambassador to China, was asked by the Canadian Broadcasting Corp on Tuesday whether the Kovrig detention was a coincidence after the arrest of Huawei CFO Meng Wanzhou.

"In China, there are no coincidences ... If they want to send you a message, they will send you a message," he said.

A Western diplomat in China, who asked not to be identified, was even more blunt: "This is a political kidnapping."

China had threatened severe consequences unless Canada released Meng immediately and analysts have said retaliation from Beijing over the arrest was likely.

Meng was granted bail by a Canadian court late on Tuesday, 10 days after her arrest in Vancouver on US claims that she misled multinational banks about Iran-linked transactions sparked a diplomatic dispute.

Malley said Kovrig, who was based in Hong Kong, had been working on issues related to Chinese foreign policy in Asia and Africa. "I'm just going to hope that whatever process is underway is going to be a fair one and one that will quickly show that there's nothing against him," he said.

The US on Tuesday said the recent removal of the ban on Hafiz Saeed-led Jamaat-ud-Dawa and Falah-i-Insaniyat Foundation runs counter to Pakistan's commitment to the&nbsp;Financial Action Task Force (FATF) and would jeopardise the country's ability to meet its commitments to fight terrorism under the UN Security Council resolution.

The JuD and FIF are no longer on the list of banned outfits in Pakistan after a recent lapse of an ordinance led to the lifting of the ban on these terrorist organisations.

The ordinance lapsed after the new Imran Khan government did not extend it.

Speaking to WION, the US State Department said that the lifting of the ban runs&nbsp;counter to Islamabad's commitments. The department added&nbsp;that it will jeopardise Pakistan's ability to meet its commitment under UNSC resolution 1267.

Prime Minister Narendra Modi had on Friday signed a deal with Russian President Vladimir Putin to buy the S-400 Triumf missile defence system from Russia.&nbsp;

India wishes to use the missile defence system, which will cost it over $5 billion, to bolster its defences along its China border. China already has the system.&nbsp;

The deal however could invoke sanctions by the US under CAATSA or Countering America's Adversaries Through Sanctions Act. CAATSA says sanctions are to be imposed against any country getting a significant portion of its military hardware from Russia. &nbsp;

US lawmakers have earlier hinted that the possible sanctions against India may be waived but on Saturday the State Department told WION that there are "strict criteria for considering a waiver".&nbsp;

On Friday, the US embassy in Delhi had said the intent of CAATSA was to impose costs on Russia for "its malign behavior, including by stopping the flow of money to Russia’s defence sector".&nbsp;

Prime Minister Narendra Modi had on Friday signed a deal with Russian President Vladimir Putin to buy the S-400 Triumf missile defence system from Russia. India wishes to use the missile defence system, which will cost it over $5 billion, to bolster its defences along its China border. China already has the system. The deal however could invoke sanctions by the US under CAATSA or Countering America's Adversaries Through Sanctions Act. CAATSA says sanctions are to be imposed against any country getting a significant portion of its military hardware from Russia. ‎"We urge all of our allies and partners to forego transactions with Russia that would trigger sanctions," the US State Department told WION on Saturday. US lawmakers have earlier hinted that the possible sanctions against India may be waived but on Saturday the State Department told WION that there are "strict criteria for considering a waiver". On Friday, the US embassy in Delhi had said the intent of CAATSA was to impose costs on Russia for "its malign behavior, including by stopping the flow of money to Russia’s defence sector". The embassy had added that "CAATSA is not intended to impose damage to the military capabilities of our allies or partners".
