Ian Oliver, a meteorologist with FOX Weather, claims that just because a flood of this magnitude happened in Fort Lauderdale once in 1,000 years doesn't mean that it won't happen again in the next 1,000 years. The possibility of that happening in any one year is instead "one-tenth of 1%," Oliver continued.

Due to the record flooding, the city of Fort Lauderdale declared an emergency, and first responders have been on the scene in force, attending to countless rescue calls.

Additionally, the Wednesday closure of Fort Lauderdale-Hollywood International Airport (FLL) was a result of the floods. On Thursday, the airport was scheduled to reopen at noon. However, according to officials, the airport won't reopen until 5 a.m. on Friday because of the amount of flooding and debris on the airfield.

A woman who had gone missing was discovered alive inside a submerged car in Texas's Lake O' the Pines.&nbsp;A fisherman noticed the Jeep near a boat ramp and reported the matter to authorities, according to the Marion County Sheriff's Office.

Emergency personnel and the fishermen who stayed to assist started pulling the car out of the water.&nbsp;

The rescuers saw a woman moving inside the car after pulling it out of the water.

The woman was saved and placed inside a car to stay warm until the ambulance arrived. Shortly after, she was transferred to a nearby hospital.

Police were unsure exactly how long the Jeep was submerged, according to Captain Chuck Rogers of the Marion County Sheriff Office, who spoke to NPR.

The car was found far from shore, about 40 feet out in the water from Woody's Camp Boat Ramp.

Officers said the fisherman "reported observing a black jeep submerged about forty feet from the Woody's Camp boat ramp".

"With the assistance of the wrecker service, fisherman, and Marion County deputies, a female was safely rescued from the submerged jeep. EMS responded to the location and transported the female to a local hospital," a statement said.

Though not approved for use in humans, xylazine is mixed with fentanyl, cocaine or heroin and known by street name 'tranq', as per US Drug Enforcement Administration (DEA).

Xylazine consumption can result in lowered blood pressure and critically low levels of heart rate. It can also cause skin ulcers and abscesses. This may further lead to amputation.

Gupta said the federal government will publish a plan within 90 days on ways to combat the overdose scourge caused by xylazine, also known as the "zombie drug."

The plan would look at increasing testing capacity, withdrawal management, treatment protocols and attacking the supply chain of illicit xylazine, he said.

"President Biden remains committed to beating the overdose crisis," Gupta said. "We need support from Congress for this and we'll continue to work with members of both parties on this urgent issue."

"Since the United States is a party to the (Ukraine) conflict and is in essence waging a hybrid war against us, it's possible such things are being done to mislead the enemy - that is the Russian Federation," he said.

The Kremlin said earlier on Wednesday that it did not know "like everyone else" how authentic the documents were.

Authorities in the US have launched investigation into the leaks. It is being suspected that the leaker may be an American but a Russian angle has not been completely ruled out.

Reuters reported that a former CIA officer said it is highly likely that Moscow orchestrated the leak in order to sow confusion and potential divisions between Washington and its allies.

When asked about such allegations, the Kremlin has said there's a tendency to always blame everything on Russia.
