<p>As the West attempts to financially restrict Russia in the global market due to its ongoing war with Ukraine, other nations are becoming increasingly aware of the possible repercussions of being overdependent on the US dollar.</p>

<p>It comes as no surprise that countries including Brazil, Argentina, Bangladesh and India are now looking to use Chinese Yuan and bitcoin to backup currencies and assets and use that for international trade and payments.</p>

This is because Washington could issue more money should there be a fall in the dollar’s value. However, countries like India do not want to be limited by the world's largest economy's monetary policies. Subsequently, Reserve Bank of India has been pushing for the Indian Rupee to be used for trade.</p>

<p><strong>2. The dollar is expensive for emerging nations</strong></p>

<p>As the dollar gains more strength, imports become expensive for emerging nations. In Argentina’s case, inflation was a result of a fall in US-dollar reserves triggered by declining exports and political pressures. A Reuters report later said that Argentina resorted to trading in Yuan instead of the US dollars for Chinese imports.</p>

<p>Economists at an international financial services firm, Allianz, stated that if access to the US dollar becomes expensive, borrowers will look to trade in other currencies. Along those lines, Brazilian President Luiz Inácio Lula da Silva called for alternative trade settlements by requesting Brazil, India, Russia, China and South Africa to move away from the US dollar.</p>

Obamas' personal chef drowns near family's Martha's vineyard home

<p>The Federal Deposit Insurance Corporation (FDIC) on Monday asked banks to amend their financial statements that “incorrectly” indicate uninsured deposits. The FDIC's warning comes after banks objected to a fee that was imposed with an intention to recover losses from the failures of Silicon Valley Bank and other firms.</p>

<p>The special fee, proposed by the FDIC in May, would be calculated in accordance to the amount of uninsured deposits held by banks at the end of 2022. The regulator did not take the name of any bank but said that certain banks were “not reporting estimated uninsured deposits in accordance with the instructions". &nbsp;</p>

<p>The FDIC was referring to decreases in the total amount of uninsured money held by banks at the end of 2022. According to an S&amp;P Global report from July, 55 banks, more than double the average, lowered their fourth-quarter uninsured deposits in FDIC reports.</p>

<p>The regulator specifically reminded banks that they must report uninsured deposits maintained at their own subsidiaries as well as uninsured deposits secured by pledged assets. It further said, “If your institution incorrectly reduced the amount of reported uninsured deposits, for example, to reflect collateralisation of deposits by pledged assets or by excluding intercompany deposit balances of subsidiaries, those reports are inaccurate.”</p>

<p>Paul Burdiss, the chief financial officer of Zions Bancorporation, criticised the FDIC’s strategy in a letter of comment on July 17.&nbsp;</p>

<p>In order to exclude intra-bank accounts as uninsured deposits, Bank of America amended its uninsured deposits reported to the FDIC in May downward by 13.8 per cent to $783.92 billion, according to the S&amp;P report.</p>

<p>Bill Halldin, a Bank of America spokesman, said that the bank had identified some internal or intra-bank accounts that should not have been reported. The bank has no plans to alter the most recent figure it provided to the FDIC.</p>

<p>It was also noted in the S&amp;P report that Huntington National Bank decreased its uninsured deposits by 39.9 per cent after review. This was the largest percentage decline that analysts noted. The bank refused to respond amid requests for comments.</p>

<p>Larger firms criticised the FDIC in comment letters saying that they would not benefit from the government’s efforts to backstop depositors at smaller lenders as the news fee would heavily fall on them. &nbsp;</p>

<p>On 21st July, the Bank Policy Institute said there were flaws in the FDIC’s rationale for the special assessment methodology. It further stated that their assessment methodology could not be supported by the analysis by the FDIC.</p>

The police car hit Jaahnavi (23) at the intersection of Dexter Avenue North and Thomas Street, as reported by Fox13 Seattle. After she was hit, Jaahnavi was taken to Harborview Medical Center. But she succumbed to her injuries there.&nbsp;</p>

<p>It has been reported that Kevin was responding to a "high-priority" call at the time of the incident. He had his siren on, but not continuously, as per the video footage released by prosecutors and published in part by Publicola. Prosecutors have been mulling charges against Kevin for failing to &nbsp;“warn others of the emergency nature of the situation.”</p>

<p>“I f–ked up,” Officer Kevin was heard saying after the incident.</p>

<p>&nbsp;“Lights were on. I was chirping the sirens…she was in the crosswalk. She saw me, she started running through the crosswalk. Slammed on my breaks. Started staying back where she should before crossing,” Kevin can be heard telling a responding officer.</p>

<p>He performed CPR on Jaahnavi after the vehicle struck her.</p>

<p>“I can have a hundred minutes. I could have…there’s nothing for me to do right now, but sit. And that is the f–king worst thing that…you just have to sit here. So many questions that are unanswered, so many questions,” says Kevin in another bodycam footage.</p>

<p>Media reports said that The Office of Police Accountability is investigating if Kevin followed department policy. &nbsp;</p>

<p>“Jaahnavi’s tragic and untimely death has left her family and community with a huge hole in their hearts that will never be repaired,” the family said in a statement to KJR-FM radio. “She was a daughter to a single mother who teaches elementary school in India.”</p>

<p>“In spite of earning less than [$200] per month, her mother educated Jaahnavi and encouraged her to [travel to] the United States hoping Jaahnavi would have a better future and a better life abroad,” it said. “Her mother’s hopes and dreams are cut short now.”</p>

<p>The state’s Department of Fish, Wildlife and Parks, said that the body was discovered with tracks from a grizzly bear around it, near the town of West Yellowstone in Montana. They said the woman was found deceased “following an apparent bear encounter.”&nbsp;</p>

<p>However, no cause of death has been confirmed as the officials said that the department is still in the midst of investigating the supposed grizzly attack.&nbsp;</p>

<h2><strong>Officials issue warnings</strong></h2>

<p>The incident has prompted the officials to issue a warning and close a part of the Custer Gallatin National Forest in Montana. “The Custer Gallatin National Forest has issued an emergency closure of the Buttermilk area for human safety,” said the state’s fish, wildlife and parks, in the&nbsp;statement.&nbsp;</p>

<p>The forest is located in southeastern Montana which borders Yellowstone National Park. The incident also comes days after the state’s fish, wildlife and parks department issued a warning for both visitors and staff about the increased danger from grizzlies in the area.&nbsp;</p>

<p>They had also urged campers and hikers to carry bear spray and to secure their food and garbage. The area which has been closed by the park rangers in light of the recent discovery is said to be popular with hikers.</p>

<p>President Joe Biden’s decision to supply Ukraine with ammunition of a type banned by 111 countries under a binding treaty raised a question rarely raised in debates over American foreign policy: why did the United States fail to join this accord and a string of other key international treaties?&nbsp;</p>

<p>The US is not a signatory of the ban on land mines either, nor on the statute of the International Criminal Court, nor on the UN Convention on the Law of the Sea. Washington signed but never ratified the Arms Trade Treaty which aims to halt the illicit trade of conventional arms.</p>

<p>The Nuclear Test Ban Treaty, a key pact agreed upon by 177 countries, never entered into force because the United States and seven other countries have not ratified it.</p>

<p>Lesser known global pacts from which the US stays away include one on persistent organic pollutants, &nbsp;one on biological diversity and one on the elimination of discrimination of women.</p>

<p>But back to cluster bombs. Dropped from aircraft or fired from artillery, these munitions open up in mid-air and release hundreds of bomblets over an area up to the size of several football fields. Anybody within the area hit by a cluster strike, civilian or military, is likely to be killed or injured. But the problem that rallied more than 100 countries to ban the weapons goes beyond the immediate strike.</p>

<p>Many of the small bombs released in a cluster strike fail to explode but can be set off years or even decades later. Exhibit A for delayed lethality is Laos. There, people – often children – still die or get wounded by handling or stepping on unexploded bomblets 50 years after the United States rained more than two million tons of ordnance on the country between 1964 and 1973 during the Vietnam War.&nbsp;</p>

And in Iraq, where the US used cluster munitions from 2003 to 2006, &nbsp;there are still reports of children being wounded by playing with unexploded bomblets.</p>

<p>The decision to supply Ukraine with cluster ammunition drew criticism from human rights organisations and even close US allies, including Canada, Britain, Spain, Germany and France UN Secretary General Antonio Guterres also spoke out against the transfer.</p>

<p>It ran counter to a US law that prohibits the production, use or transfer of cluster munitions with a “dud” rate of more than one per cent. “Dud” refers to bomblets that fail to explode during a strike but remain a hazard for years or decades as is still happening in Laos and Iraq.</p>

<p>The dud rate of the shells shipped to Ukraine, drawn from a huge American arsenal of outdated cluster munitions, considerably exceeds the one-per cent limit, according to Pentagon officials. But President Joe Biden circumvented the export prohibition under a clause in the Foreign Assistance Act that allows exceptions in cases deemed vital to US national security.</p>

<p>Biden holds that a Ukrainian defeat would threaten not only American national security but that of the entire Western alliance. &nbsp;</p>

<p>The military logic of what Biden has described as a “difficult decision” &nbsp;is difficult to fault. Cluster munition is very effective. Ukraine is running out of the standard 155mm artillery it uses against the Russian invaders. Neither the US nor NATO countries can replenish the Ukrainian arsenal fast enough.&nbsp;</p>

<p>But the US has vast stockpiles of old cluster munition with a higher “dud’ rate than one percent and Defence Secretary Lloyd Austin described the supplies as a stop-gap until Western arms factories can produce non-cluster rounds in sufficient quantity. That will take time. Ukraine is estimated to use more than 8,000 shells a day. US factories have been producing 14,000 rounds per month.&nbsp;</p>

<p>Let’s return to the question of why the United States has stayed outside so many international treaties, including the convention on cluster bombs. It is not the lone holdout – others are Russia, Ukraine, India, Pakistan, Israel and China. Russia has been using cluster bombs since the beginning of its invasion of Ukraine in February last year.</p>

<p>There is a difference. What makes the absence of the United States from key international treaties remarkable is its leading role after the Second World War in establishing what is often called “the rules-based international order.”</p>

<p>Washington drove the creation of international institutions centred on the United Nations, including the World Bank and the International Monetary Fund. A huge commitment, through the Marshal Plan, to European recovery after the devastation of World War II helped Washington knit together a network of alliances.</p>

<p>That helps explain the deeply-held belief of many Americans that their country is a model for others to follow, a country suited for global leadership whose actions are evidence of moral authority.</p>

<p>That self-image came through loud and clear when the US National Security Adviser, Jake Sullivan, was questioned about criticism of the cluster aid package from a number of Congressional Democrats. “Our moral authority has not derived from being a signatory to the Convention Against Cluster Munitions,” &nbsp;he told a television interviewer. “We are not (a signatory), we have not been, at any point since that convention came into effect…and the idea that providing Ukraine with a weapon in order for them to be able to defend their homeland, protect their civilians, is somehow a challenge to our moral authority — I find questionable.”</p>

<p>Note that while Sullivan stressed that the United States was not a signatory of the treaty he did not explain why it was not.&nbsp;</p>
