Binance chief executive Changpeng Zhao on Tuesday (Nov 21) stepped down and pleaded guilty to US money laundering breaches&nbsp;in a deal that will see the cryptocurrency exchange he founded pay over $4 billion in penalties, said prosecutors.

"Binance became the world's largest cryptocurrency exchange in part because of the crimes it committed –- now it is paying one of the largest corporate penalties in US history," Attorney General Merrick Garland said in a statement.

"It made it easy for criminals to move their stolen funds and illicit proceeds on its exchanges," Garland said.

“Binance also did more than just fail to comply with federal law. It pretended to comply,” he added.

Zhao pleaded guilty to failing to maintain an effective anti-money laundering programme, said the Department of Justice.

He lives abroad and entered his plea in person in the US, Garland added.

He took to his official X account and wrote, "Today, I stepped down as CEO of Binance."

"Admittedly, it was not easy to let go emotionally. But I know it is the right thing to do. I made mistakes, and I must take responsibility," he added.&nbsp;

Binance's agreements with the Treasury Department's agencies consist of a civil money penalty of $3.4 billion and a $968 million penalty involving OFAC. These mark the agencies' largest settlements in history.

She noted Binance "deliberately undermined its own sanctions monitoring controls," authorised over 1.5 million virtual currency trades breaking US sanctions and failing to report suspicious transactions.

Yellen said the penalties, and a five-year monitorship imposed on Binance, mark a "milestone for the virtual currency industry."

The violations made by Binance included its negligence in preventing and reporting transactions with groups like the Islamic State of Iraq and Syria, and matching trades between US users and those in sanctioned jurisdictions like Iran and North Korea, said the Treasury.

Binance must file suspicious activity reports required by law, on top of reviewing past transactions to report such activity to authorities, Garland said.

"This will advance our criminal investigations into malicious cyber activity and terrorism fundraising, including the use of cryptocurrency exchanges to support groups such as Hamas," he added.

A United States warplane on Tuesday (Nov 21) attacked an air base west of Baghdad and killed several Iran-backed militiamen, the Pentagon said.

This came after a short-range ballistic projectile was fired at American and allied personnel in Iraq.

"We can confirm an attack last night by Iran-backed militias using a close-range ballistic missile against US and coalition forces at Al-Asad Airbase, which resulted in eight injuries and some minor damage to infrastructure," Pentagon spokesman Brigadier General Pat Ryder said in a statement.

"Immediately following the attack, a US military AC-130 aircraft in the area conducted a self-defence strike against an Iranian-backed militia vehicle and a number of Iranian-backed militia personnel involved in this attack. This self-defence strike resulted in several enemy KIA (killed in action)," Ryder said.

The Ain al-Asad Air Base, which is located in the desert of Iraq's Western Anbar province, hosts forces of the US-led coalition fighting the Islamic State (IS) group in Iraq.

This is the first time the United States announced a strike on Iranian proxy forces in Iraq after targeting Tehran-linked sites in Syria on three occasions in recent weeks.

The move by the US comes after a spate of attacks were reported in Iraq aimed at American troops which claimed the lives of several army personnel.

Tel Aviv, in retaliation, launched a ground and air offensive against the Hamas group in Gaza, which as per the besieged Palestinian enclave's health ministry has claimed the lives of more than 14,000 people.&nbsp;

Deputy Pentagon Press Secretary Sabrina Singh during a press briefing said that the US forces "have been attacked approximately 66 times since October 17 -- 32 separate times in Iraq and 34 separate times in Syria."

The attacks have wounded nearly 62, said Singh. It doesn't yet include the eight cited by Ryder since that most recent projectile strike is still being evaluated.

Earlier, US Secretary of State Antony Blinken during his surprise visit to Iraq, condemned the attacks on American troops.

In an update, Beavercreek police department confirmed that four people have been injured after “a male” walked into a Walmart around 8:35 pm (local time) and “began firing a gun”.&nbsp;

The police also confirmed the death of the shooter from an “apparent self-inflicted gunshot wound,” adding that responding police officers did not fire any shots.

The police department had previously said that officers were at the scene of the incident at the Walmart on Pentagon Boulevard and that there was no longer any threat to the public.

The district attorney's office reported that the crimes occurred between January 2014 and May 2019. The Laguna Beach police Department arrested Zakrzewski in May 2019 at a local airport after a couple filed a complaint against him for touching their eight-year-old son inappropriately. The young boy was only two when Zakrzewski molested him. However, Zakrzewski did not show any remorse or apologise. Instead, he said, "I prided myself on bringing smiles to your children, and all the good times we shared were 100 per cent genuine." Several parents present in the court covered their ears and wept while he spoke. Orange County District Attorney Todd Spitzer said, "This monster disguised by smiles and giggles engaged in the most horrific and calculated manipulation to ensure he would continue to have unfettered access to what these parents cherish the most." A poll by NBC News, on Sunday, showed Trump for the first time surpassed Biden in a national general election poll with the former president taking a slim two per cent lead. This seems to have scared some donors.&nbsp;

"As Members of Congress dedicated to upholding human rights and international law, we write to express our deep concern about the ongoing human rights violations in Pakistan and to urge you to conduct a comprehensive review of the Leahy Act and Section 502B of the Foreign Assistance Act of 1961 as they pertain to US assistance to Pakistan," the letter read.&nbsp;

The lawmakers, including Congresswoman Ilhan Omar, expressed concern in a letter to Secretary of State Antony Blinken and requested an assessment of whether US security assistance had contributed to human rights violations in Pakistan.

The lawmakers said that all of this is against the principles of democracy, justice, and the rule of law.

The lawmakers specifically referenced the passing of the Criminal Law (Amendment) Bill, 2023, and expressed worry that it is being used to persecute religious minorities.

"The Bill was passed in haste despite repeated calls from many lawmakers for a thorough parliamentary procedure. On August 16, eight days after the Bill was passed, a mob desecrated churches and set fire to homes of Christians in Jaranwala," the letter read.&nbsp;&nbsp;

In addition, the lawmakers also raised issues such as harassment and arrest of political opponents and human rights defenders.

The letter mentioned cases against Prime Minister Imran Khan, who it said is reportedly facing the death penalty and the arrest of Pakistan's human rights lawyer Imaan Mazari.
