The US Supreme Court issued an ethics code on Monday (Nov 13) for its nine justices, after revelations about undisclosed property, luxury trips and gifts sparked a row and mounted pressure on the court.

The justices, in a statement, said that they had established the code of conduct “to set out succinctly and gather in one place the ethics rules and principles that guide the conduct of the members of the court.”&nbsp;

“For the most part these rules and principles are not new,” the court said, further adding that “the absence of a code, however, has led in recent years to the misunderstanding that the justices of this court, unlike all other jurists in this country, regard themselves as unrestricted by any ethics rules.”

The nine-page code includes sections that say justices should not let any outside relationships affect their official conduct or judgment, expounding restrictions on their participation in fundraising and reiterating limits on the accepting of gifts. It also states that justices should not "to any substantial degree" use judicial resources or staff for non-official activities.

A commentary released with the code elaborating on some of its provisions said that justices who are weighing a speaking engagement should "consider whether doing so would create an appearance of impropriety in the minds of reasonable members of the public."

Senator Dick Durbin, who chairs the Democratic-led Senate Judiciary Committee, called the code a "step in the right direction." But Durbin held open the possibility of further legislative efforts if he determines the code falls short of "the ethical standards which other federal judges are held to."

"We are going to carefully review this proposed code of conduct to evaluate whether it complies with our goal that the highest court in the land not languish with the lowest standard of ethics in our federal government," Durbin said.

Senate Majority Leader Chuck Schumer, a Democrat, called the code "an important first step."

The Civil Aviation Administration of China (CAAC) is all set to report a surge in direct passenger flights between China and the United States, marking an upward trend in connectivity. The number of regular direct flights would rise from 48 to 70 per week during the winter and spring season of 2023 and 2024, Reuters reported.

Domestic carriers, including Air China, Eastern Airlines, China Southern Airlines, Hainan Airlines, and Sichuan Airlines, are contributing to this increase, with flights being resumed on popular routes such as Beijing-San Francisco, Shanghai-San Francisco, and Guangzhou-Wuhan-San Francisco.

The month of December is witnessing a noteworthy drop in airfare prices, with tickets from Guangzhou to San Francisco and Guangzhou to Los Angeles now priced at around 4,300 yuan (about $590) and 5,000 yuan (about $686), respectively. More people are expected to consider travelling abroad as a result of this cost reduction.

Industry experts are optimistic about the ripple effect of decreased airfare on the travel landscape. The lower prices are expected to alleviate the financial burden of transportation, making overseas travel more appealing to a broader audience. &nbsp;

In response to this, the number of inbound and outbound air ticket bookings for November and December has exceeded 4.4 million, which is 7.5 times higher than the same period last year.

Beyond the China-US route, international passenger flights, in general, have been on a steady path to recovery throughout the year. The CAAC has granted approval to 116 airlines, involving 65 foreign countries and regions, for a total of 13,004 weekly international passenger flights. &nbsp;

The planned volume for international passenger flights is estimated to reach about 70 per cent of the 2019 levels by the end of the new aviation season on March 30, 2024. Notably, China Eastern Airlines reported a weekly flight count of 1,084, rebounding to 78.6 per cent of the 2019 level. &nbsp;

Reuters cited Shi Mengyao, an employee of China Eastern Airlines, who expressed confidence in the continued recovery, saying, "With the continued recovery in the new season, it is expected that by the end of 2023, the number of international flights handled by our company will rebound to more than 80 per cent of that in 2019."

China-US direct flights soar as prices plummet, boosts travel prospects

The United States and Indonesia are set to engage in discussions on a potential minerals partnership, with a focus on stimulating the trade of nickel, an essential component in electric vehicle (EV) batteries, Reuters reported on Monday.

As per the sources quoted by Reuters, during Monday's meeting between Indonesian President Joko Widodo and U.S. President Joe Biden at the White House, the focus of the talks would be on the next&nbsp;steps that might lead to formal negotiations between the two countries.

"There's a lot of work to do before we are able to formally announce negotiations on a critical minerals partnership," the sources told Reuters.

The Biden administration, cautious about environmental, social, and governance standards in Indonesia, is closely examining the viability of such a deal. The sources revealed plans for further consultations with U.S. lawmakers and labour groups in the coming weeks.

The administration is particularly concerned about ensuring that any potential nickel supply is produced with minimal environmental impact.

Indonesia, which reportedly has the world's largest nickel ore reserves, had proposed discussions in September to initiate a trade deal for critical minerals. The aim was to have exports from Indonesia covered under the U.S. Inflation Reduction Act (IRA). Despite Indonesia's massive nickel reserves, most of its nickel is currently processed into crude metal. The nation is eager to develop an EV supply chain to harness the full potential of its nickel reserves for battery materials.

One of the crucial aspects under discussion is the environmental impact of nickel mining in Indonesia. Acknowledging this, sources close to the administration emphasised that the Biden administration is focused on ensuring that any potential nickel supply adheres to stringent environmental standards.

Indonesia's nickel mining has been linked to heavy deforestation and water pollution, prompting the need for careful consideration of the environmental implications.

Under guidelines issued in March, the U.S. requires a certain amount of critical minerals in EV batteries to be produced or assembled in North America or a free trade partner. This requirement is essential for EVs sold in the United States to be eligible for tax credits.

Indonesia, lacking a free trade agreement with the U.S., complicates matters. The Biden administration is also exploring ways to exclude nickel extracted from Indonesia but processed in China from receiving IRA credits.

The global market value for the nickel industry is estimated at $33.5 billion in 2022, despite an oversupplied market. With the only U.S. nickel mine set to close in a few years and no nickel smelter in the country, achieving Biden's goal for the U.S. to lead in EV manufacturing poses a significant challenge.

To address this, the government has allocated nearly $115 million to Talon Metals, aiming to support a nickel processing plant in North Dakota that will supply Tesla Inc. Talon is currently seeking permits for its proposed Minnesota nickel mine, facing opposition from Indigenous groups.

Many in the U.S. mining sector argue that the Biden administration should prioritise approving domestic projects over seeking international supply.

Green Drive Accelerates: US and Indonesia forge path to vital EV minerals partnership

India has now become the largest source of international graduate students in the United States for the first time since 2009/10, a report by the <a href="https://opendoorsdata.org/wp-content/uploads/2023/11/IIE_-Open-Doors-Press-Release-2023-2.pdf">International Educational Exchange (IIE)</a> said on Monday (Nov 13). As per the report, India reached an all-time high of 268,923 international students in 2022/23, an increase of 35% year-over-year. China remained the top sending country in 2022/23 with 289,526 students studying in the US. However, China saw a reduction of 0.2% year-on-year.

"In addition, eight places of origin, including Bangladesh, Colombia, Ghana, India, Italy, Nepal, Pakistan, and Spain, reached all-time highs in international student numbers," the report said. It pointed out that India continued to be the highest priority for undergraduate and graduate recruitment

"Seventy per cent of US institutions are prioritising undergraduate outreach and 80% of U.S. institutions are prioritising graduate outreach for students in India," the report also said.&nbsp;

During 2022/23, the US hosted over one million international students, a 12% increase compared to the previous academic year. It is the fastest growth rate in more than 40 years. The report also said that for the first time since 2014/15, international student enrollment across all academic levels increased in 2022/23.&nbsp;

"Graduate student enrollment increased the most, with 467,027 international students pursuing master’s, doctorate, or professional degrees (+21% year-over year). Undergraduate student enrollment grew (+1% year-over-year) for the first time in five years," it said.

Reacting to the figures, Assistant US Secretary of State Lee Satterfield said, "Students from around the world have chosen the United States as the top destination for international study. International education is a vehicle that promotes peace and cross-cultural connections and provides the tools necessary to address the shared challenges of our time."

“Over one million international students studying in the US reflects a strong rebound, with the number approaching pre-pandemic levels. This reinforces that the U.S. remains the destination of choice for international students wishing to study abroad, as it has been for more than a century,” said Allan E. Goodman, the chief executive officer of IIE.&nbsp;

United States Senator and Republican White House hopeful Tim Scott abruptly ended his run for the 2024 presidential election nomination on Sunday (Nov 12), amid reports of spending campaign cash at a blistering rate without making significant progress in the national opinion polls.&nbsp;

The development also took Scott’s donors and campaign staff by surprise as it comes just months ahead of the beginning of the voting in Iowa’s leadoff GOP caucuses. The caucuses typically kick off the Republican selection process for a nominee and unlike primary elections, are contests planned, financed and carried out by the parties as opposed to the state officials.&nbsp;

<h2>‘Not now Tim’</h2>

The announcement was made on Fox News Channel’s “Sunday Night in America” with Trey Gowdy where the South Carolina senator said, “But when I go back to Iowa, it will not be as a presidential candidate. I am suspending my campaign. I think the voters, who are the most remarkable people on the planet, have been really clear that they’re telling me: ‘Not now Tim.’”

The lone Black Republican in the US Senate, who began his campaign in May had promised to present an optimistic, forward-looking vision for America. However, he has so far failed to establish himself in recent debates as well as has had trouble gaining traction in the polls, despite millions spent on his behalf by high-profile donors.

Notably, Scott is backed by many major donors partly because they believe that he would have a high chance of beating Democratic President Joe Biden, that is if he were to emerge as the Republican nominee.&nbsp;

During the interview, Scott said he wouldn’t immediately be endorsing any of his remaining Republican rivals. “The voters are really smart,” said the South Carolina senator, adding that “The best way for me to be helpful is to not weigh in on who they should endorse.”

He also ruled out serving as the vice president since the number 2 slot “has never been on my to-do list for this campaign, and it’s certainly not there now.”&nbsp;

<h2>Surprise announcement</h2>

Scott dropped out of the presidential race so abruptly that one of his campaign workers told The Associated Press that his campaign staff found out about the news by watching the show.&nbsp;

US&nbsp;President Joe Biden wants to re-establish military-to-military ties with China, White House national security adviser Jake Sullivan said on Sunday, days before the president and the Chinese leader are set to meet.

Biden will meet Chinese President Xi Jinping in person for the first time in a year on Wednesday during the Asia-Pacific Economic Cooperation summit in San Francisco. It will be only the second in-person meeting between the two leaders since Biden took office in January 2021.

"The president is determined to see the re-establishment of military-to-military ties because he believes it's in the U.S. national security interest," Sullivan said in an interview with CBS' "Face the Nation." "We need those lines of communication so that there aren't mistakes or miscalculations or miscommunication."

Sullivan said restored military ties could take place at every level from senior leadership to the tactical operational level, as well "on the water and in the air in the Indo-Pacific."

Sullivan said on CNN's "State of the Union" that Biden would seek to "advance the ball" on military ties during his meeting with Xi, but declined to provide further details.

"The Chinese have basically severed those communication links. President Biden would like to re-establish that," Sullivan said. "This is a top agenda item."

The Biden-Xi meeting is expected to cover global issues from the Israel-Hamas war to Russia's invasion of Ukraine, North Korea's ties with Russia, Taiwan, the Indo-Pacific, human rights, fentanyl production, artificial intelligence, as well as "fair" trade and economic relations, a senior US&nbsp;official said.

Former US President Donald Trump, a contender for the 2024 Republican presidential nomination, is planning to expand his aggressive immigration policies if re-elected, according to a report by the New York Times.&nbsp;Trump drew inspiration for this operation from the "Eisenhower model," named after a 1954 campaign which detained and expelled Mexican immigrants.

Trump's proposed measures include large-scale detention camps being constructed to accommodate immigrants while their cases are processed, leading to what the Times describes as "an assault on immigration on a scale unseen in modern American history."

The report is based on interviews with several advisers. It also includes comments made by Stephen Miller who served as a senior adviser for policy to Trump and is well-known for&nbsp;anti-immigration politics.

As per the plans, this will include the deportation of millions of individuals annually, including long-time residents of the United States.

In response to Trump's immigration plans, the Biden-Harris campaign released a statement condemning them as "extreme, racist, cruel policies" designed to instill fear and division.

Another measure from Trump would be to reinstate his ban on individuals from certain Muslim-majority countries entering the United States. The new policies would also include a refusal of asylum claims, the way it was ushered during COVID-19.&nbsp;

This time the asylum claims will be turned down based on the assertion that migrants also carry other infectious diseases.

On the agenda for the Treasury secretary and He, Beijing's lead for US-China economic and trade affairs, are concerns about a level playing field for businesses, cooperation on climate change and debt distress, alongside "the use of economic tools for national security purposes," Yellen said in opening remarks.

"The United States will continue to take targeted actions to protect our and our allies' national security," she added ahead of the bilateral talks.

"But we are also committed to communicating clearly about these actions to prevent any misunderstandings or miscalculations," she added.

"And we welcome more clarity on China's thinking and actions."

<h2>'Mutual understanding'</h2>

In opening remarks, He told Yellen that Xi has had multiple meetings with US representatives visiting China, charting the course for bilateral relations.

"Maintaining frequent exchanges and interactions between China and the United States is of great significance to deepening our mutual understanding," he added.

He also lauded progress made by economic and financial working groups set up shortly after Yellen's visit to Beijing in July.

He expressed hopes for in-depth discussions on economic issues involving both countries, and the global economy, adding he also planned to communicate China’s "key economic concerns."

While the governments of both countries have not yet publicly confirmed the Xi-Biden meeting, they have given wide indications that they expect it to take place.

White House Press Secretary Karine Jean-Pierre said on October 31 that Washington hoped for a "constructive conversation in San Francisco" between the two presidents.

A Chinese foreign ministry spokesman told reporters Wednesday that both sides "have agreed to work together for the meeting between the two Presidents in San Francisco."
This would mark the first meeting between Biden and Xi since talks in November 2022 in Bali.

<h2>'Show of goodwill'</h2>

Analysts expect few breakthroughs from this week's meetings between the finance chiefs.

"We're sort of in the aftermath of a tit-for-tat exercise," said Thibault Denamiel, associate fellow at the Center for Strategic and International Studies.

He noted a recent US extension of semiconductor export control rules, alongside Chinese restrictions on graphite exports, among other issues.

"I'm expecting a rhetorical show of goodwill between the Chinese and the United States, including between Xi and Biden," he added.

But this will come with an "underlying understanding that economic security policies are here to stay," he told AFP.

Chinese foreign ministry spokesman Wang Wenbin warned Wednesday the "road to San Francisco is not smooth," saying both sides should "eliminate interference and overcome obstacles" and seek consensus.
