UN: 10 countries administered 75% jab, 130 haven't received single dose

India has called for the winding down of the UN peacekeeping missions that have completed their mandates or outlived purpose.

Speaking at United Nations General Assembly (UNGA) debate on UN Peacekeeping Operations, India's envoy to UN T.S. Tirumurti said, "Peacekeeping missions are meant to be transitional measures and not operate in perpetuity. There is an urgent need for time-bound exit strategies to ensure that peacekeeping missions do not become instruments for furthering political interests."

The development assumes significance even as many other missions including United Nations Military Observer Group in India and Pakistan (UNMOGIP) have long outlived their function. UNMOGIP came into existence after the India, Pakistan war of 1947. New Delhi, since the Shimla pact of 1972 was signed sees no purpose for it as it doesn't recognise any third party role in the region. While Pakistan keeps UNMOGIP alive by sending any ceasefire violation report, and for its own political purpose, the last report of the Secretary-General to the Security Council on UNMOGIP was published in 1972.

During the statement by Envoy Tirumuti while lauding UN peacekeepers as the "one singular iconic image that has become synonymous with peace, then it is that of the UN peacekeeper with the blue helmet", he called for "need for appropriate equipment for not only for safety and security of personnel" and expressed disappointment over lack of "consensus on the need to increase reimbursement rates."

Elaborating, "Peacekeepers have long been the best chance for peace...India pays rich tribute to all the brave women and men who have served under the UN flag and continue to serve in peacekeeping mission with the highest professionalism, dedication, and courage."

UN peacekeepers are reimbursed by the UN at a standard rate, approved by the General Assembly. The approved budget for UN Peacekeeping operations for the fiscal year July 01, 2020 - June 30, 2021, is $6.58 billion.

The Indian envoy to UN in his extensive statement listed out New Delhi's focus areas vis-a-vis UN Peacekeeping which are transparency in selecting contingents, more women in missions, exit strategies, matching mandates with resources, honest assessment and feedback, effective implementation of Integrated Performance Policy Framework.

India is one of the largest troop contributors to UN peacekeeping. In fact, in 2007, in a first, India sent an all-women UN police peacekeeping contingent in Liberia which was hailed as an important development in the history of UN Peacekeeping.

Tirumuti said, "India is committed to working with partners of this Committee on measures to make UN peacekeeping operations more effective, efficient, and transformative." Amid the covid pandemic, India dispatched two medical teams and upgraded its peacekeeping hospitals in United Nations Organization Stabilization Mission in the Democratic Republic of the Congo or MONUSCO in Goma, Democratic Republic of the Congo and in United Nations Mission in South Sudan or UNMISS in Juba, South Sudan.

Legal action has been launched against some of world's biggest and most famous chocolate companies by eight children.

These eight children have claimed they were used as slave labour on cocoa plantations in Ivory Coast, and have alleged the big chocolate companies have been aiding and abetting enslavement of thousands of poor children for cocoa farming.

The companies named as defendants in the legal complaint are Nestlé, Cargill, Barry Callebaut, Mars, Olam, Hershey and Mondelēz. This complaint has been filed in Washington by a human rights firm International Rights Advocates (IRA) on behalf of the eight children.

As per the allegation, the children were forced to work without any pay and in inhumane conditions in the West African country.

The plaintiffs are all originally from Mali and are now seeking damages for the forced labour they have been subjected to for years. They are also looking for compensation for unjust enrichment, negligent supervision and intentional emotional distress they were subjected to for years.

While this is the first time such a case against these big companies, there have been several documents and reports that have highlighted such situations and experiences of several other minors.

Numerous reports have, in the past, talked about the abuse of human rights, low pay and structural abuse of power and poverty, and child labour in West Africa, which supplies nearly 45 per cent of cocoa to the world.

The eight children have accused the companies of recruiting them in Mali using trickery and deception and also alleges they were trafficked across the border to Ivory Coast's cocoa farms.

These children had clear signs of injuries through accidents on their hands and arms. Majority of them said they were promised payment after the harvest, but the promises were never kept and they were forced to work every day for long hours and were usually kept alone.

"We are aware of the filing and while we cannot comment on specifics of this case right now, [the company wants] to reinforce we have no tolerance for child labor in cocoa production. Children belong in school. They deserve safe living conditions and access to good nutrition," Cargill said in a statement.

"Child labor is unacceptable and goes against everything we stand for. Nestlé has explicit policies against it and is unwavering in our dedication to ending it. We remain committed to combatting child labor within the cocoa supply chain and addressing its root causes as part of the Nestlé Cocoa Plan and through collaborative efforts," Nestlé said.

Mars and Hershey have declined to comment on this lawsuit, for now.

The UN has recently released a report that has made a shocking revelation. As per the UN report, Iran has been torturing children who identify as lesbian, gay, bisexual and transgender.

As per the reports, gay children are being subjected to state-imposed electric torture.

The UN Special Rapporteur for the Islamic Republic of Iran, Javaid Rehman, said he is "concerned at reports that lesbian, gay, bisexual and transgender children were subjected to electric shocks and the administration of hormones and strong psychoactive medications. These practices amount to torture and cruel, inhuman and degrading treatment, and violate the State’s obligations under the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child."

This report also highlighted the concerning legal age for a girl to get married. In Iran, the legal age for a girl to get married is 13 years, and younger girls are allowed to marry with parental and judicial consent.

To support its banned nuclear and ballistic missile programmes, North Korea has stolen more than $300 million worth of cryptocurrencies through cyberattacks in recent months, a confidential UN report said.

Compiled by a panel of experts monitoring sanctions on Pyongyang, the report said, the country's "total theft of virtual assets from 2019 to November 2020 is valued at approximately $316.4 million", citing a UN member state.

Financial institutions and exchanges were hacked to generate revenue for Pyongyang's nuclear and missile development, said the report.

The vast majority of the proceeds came from two thefts late last year.

The North is known to operate an army of thousands of well-trained hackers, who have attacked firms, institutions and researchers in South Korea and elsewhere.

It has also been accused of exploiting its cyber capabilities for financial gain.

The North is under multiple sets of international sanctions over its banned nuclear weapons and ballistic missile programmes, which have made rapid progress under leader Kim Jong Un.

A summit between Kim and then-US president Donald Trump in Hanoi in February 2019 broke down over sanctions relief and what Pyongyang would be willing to give up in return.

Nuclear talks have been stalled ever since, while the North showed off several new missiles at military parades in October and last month, when Kim pledged to strengthen his nuclear arsenal.

The UN panel said it was investigating a September 2020 hack against a cryptocurrency exchange that resulted in $281 million worth of cryptocurrencies being stolen.

A second cyberattack siphoned off $23 million a month later.

"Preliminary analysis, based on the attack vectors and subsequent efforts to launder the illicit proceeds strongly suggests links to the DPRK," the report said, using the initials for the North's official name.

Despite international calls against his execution, a Baluch man was hanged by Iran for murder, abduction and 'terrorist' links on Saturday. Javid Dehghan Khalad was put to death early in the morning in the restive southeastern province of Sistan-Baluchistan, Mizan Online reported.

The execution came just a day after the United Nations made an appeal to Iran against it. Mizan said Dehghan was arrested in June 2015 and later convicted of being "one of the leaders" of a "terrorist" group linked to the jihadist Jaish al-Adl (Army of Justice).

Also known as Mohammad Omar, he had been found guilty of carrying out "armed action against the state", the website said.

Dehgan was found to have been involved in the killing of two Revolutionary Guards' members in 2015. He was also accused of leading a raid aiming to abduct five border guards one of whom was killed.

"We urge the authorities to halt the imminent execution of Javid Dehghan, to review his and other death penalty cases in line with human rights law," the Geneva-based Office of the United Nations High Commissioner for Human Rights wrote on Twitter before the execution.

"We strongly condemn the series of executions –- at least 28 –- since mid-December, including of people from minority groups," it added.

London-based rights group Amnesty International has alleged Dehghan's trial was "grossly unfair" with the court relying on "torture-tainted confessions" and ignoring abuses committed during the investigation.

UN Secretary-General Antonio Guterres on Friday lauded India's role in the world as vaccine making hub. He applauded India for supply of COVID-19 doses to countries around the world. India is called pharmacy of the world and it is world's biggest makers of vaccines. Indian companies like Serum Institute of India and Bharat Biotech have played instrumental role in manufacture COVID-19 vaccines.

"I would like to say how much we count on India. I mean, India has one of the most advanced pharmaceutical industries. India played a very important role in the production of generics for use that was a very important element of democratisation of access to medicines all over the world," Guterres said.

"..we strongly hope that India will have all the instruments that are necessary to play a major role in making sure that a global vaccination campaign becomes possible. I think that the production capacity of India is one of the best assets the world has today, and I hope the world understands that it must be fully used," he said.

In an operation involving 1,000 officers, Hong Kong police arrested the activists for "subversion", a new national security crime that carries up to life in prison.

"We are deeply concerned about the arrests on Wednesday of 53 political activists, academics, former legislators, current district councillors, and lawyers in the Hong Kong Special Administrative Region, and we call for their immediate release," UN rights office spokeswoman Liz Throssell said in a statement.

"Yesterday's arrests were the latest in a series of detentions related to the exercise of fundamental freedoms, including the right to peaceful assembly, in Hong Kong," she said.

Most of those arrested were released on bail late Thursday, many accusing authorities of criminalising dissent.

Wednesday's arrests under a new security law were seen as the latest salvo in Beijing's battle to stamp out dissent in the semi-autonomous city after millions hit the streets in 2019 with huge and sometimes violent democracy protests.

"These latest arrests indicate that – as had been feared – the offence of subversion under the National Security Law is indeed being used to detain individuals for exercising legitimate rights to participate in political and public life," Throssell said.

'Chaos and turbulence'

The Chinese mission to the UN in Geneva condemned her comments, with spokesman Liu Yuyin saying his country "categorically rejects the unwarranted remarks.

"These comments severely interfered in China’s sovereignty and internal affairs," he said in a statement.

He insisted that all the 53 people arrested by Hong Kong police on Wednesday were involved in a "plot", which if left unchecked would have plunged Hong Kong into "chaos and turbulence".

"Regretably, by reversing the right and wrong and distorting human rights, the OHCHR (UN rights office) ... turns itself to accomplice of the anti-China forces and disruptors in Hong Kong," Liu said.

"This is a grave violation of the UN Charter and outright breach of the OHCHR’s mandate as a UN body."

In her statement, Throssell had meanwhile pointed out that the UN rights office and rights experts had repeatedly warned that offences like subversion under the new law, passed last June, were "vague and overly broad, facilitating abusive or arbitrary implementation."

"We stress that exercise of the right to take part in the conduct of public affairs, directly and through freely chosen representatives, is a fundamental right" under international law and Hong Kong's Basic Law.

The UN rights office, she said, called on authorities to "refrain from using the National Security Law to suppress the rights to freedom of expression, peaceful assembly and association."

"We also urge the authorities to guarantee the right to freedom of expression in the context of ongoing investigations, including by allowing journalists and news organisations to fully and freely exercise their legitimate functions."

Pakistan's Army had released pictures of damaged UN vehicles on Friday, claiming it was damaged by Indian forces. The Indian Army dismissed the Pakistani allegations saying it did not fire at the UN Vehicles.

Top Indian government sources termed the Pakistani allegations as "completely false, factually incorrect and baseless". Ethiopia's government said on Friday it was returning Eritrean refugees to camps they had fled in the northern region of Tigray, a move that alarmed the United Nations refugee agency after a month-long conflict that is believed to have killed thousands of people.

The United Nations and other aid agencies say they have been denied access to some 96,000 refugees in Tigray since fighting erupted on Nov. 4 between the government and a rebellious regional force. They are concerned about food and security in the camps, which they have not been permitted to visit since the conflict broke out.

The government says it has now defeated forces loyal to the region's former ruling Tigray People's Liberation Front (TPLF), and it is safe for refugees who fled to the capital Addis Ababa to return to Tigray.

"A large number of misinformed refugees are moving out in an irregular manner," the government said in a statement on Friday.

"The government is safely returning those refugees to their respective camps," the statement said, adding that food was being transported to the camps.

TPLF leaders say they are fighting back on various fronts. Claims by all sides in the conflict are near-impossible to verify because most communications to Tigray are down and the government tightly controls access.

FRANTIC CALLS

Reuters received frantic calls from refugees in the capital who had been told they would be bussed back to Tigray but feared they were being taken back to Eritrea - the neighbouring country they originally fled.

"Please come, please come, the buses are here!" one woman yelled as children wept in the background.

Another woman said Eritreans faced mounting hostility from Tigrayans who accuse Eritrea of sending troops into Ethiopia to help Prime Minister Abiy Ahmed's government battle the TPLF.

Both countries deny this, although the U.S. State Department said on Thursday it believes reports of Eritrean military involvement in the conflict in Ethiopia are "credible".

"Some Tigrayan people beat up my husband," the refugee said. "People there were saying – 'your country is coming here and attacking us. So you - we will kill you too.' We were getting so scared."

Refugees may be facing additional dangers.

TPLF leader Debretsion Gebremichael said in text messages to Reuters this month that Eritrean soldiers had raided two camps in Tigray and abducted some residents, but provided no evidence. Eritrea denies this.

The U.N. High Commissioner for Refugees Filippo Grandi said on Friday the agency had received similar reports.

"Over the last month we have received an overwhelming number of disturbing reports of Eritrean refugees in Tigray being killed, abducted and forcibly returned to Eritrea. If confirmed, these actions would constitute a major violation of international law," he said in a statement.

The presence of Eritrean troops on Ethiopian soil would alarm Western allies and risk further inflaming the conflict.

Eritrea has long faced accusations of large scale rights abuses. It accuses Western powers of smear campaigns and luring Eritreans abroad, which they deny.

France, Britain, Germany, the United States, Estonia and Belgium plan to raise the humanitarian situation in Tigray during a closed-door U.N. Security Council meeting Monday and have asked for a U.N. aid official to brief, diplomats said.

FOOD FOR REFUGEES

There are four main camps for Eritrean refugees in Tigray - Shimelba, Hitsats, Mai-Ayni and Adi Harush.

The UNHCR was not informed of any planned relocation of refugees in Ethiopia, Babar Baloch, a UNHCR spokesman, told reporters in Geneva. He called the reports "alarming."

He added, "While we cannot speculate at this time, any refoulement would be absolutely unacceptable.” Refoulement means forcing refugees to return to the country they fled from.

Ato Addisu, deputy head of Ethiopia's state-run Agency for Refugee and Returnee Affairs, said, "A return to Eritrea would never happen unless they request by themselves – this is against international law".

Around 580 refugees were on the buses to Tigray, he told Reuters.

The prime minister's office dismissed concerns that the war was preventing aid reaching civilians.

"Suggestions that humanitarian assistance is impeded due to active military combat ... within the Tigray region is untrue and undermines ... work to stabilise the region," it said in a statement on Friday.

Indian Prime Minister Narendra Modi on Saturday said that India was not just on-track to achieve its Paris Agreement targets, but it will also exceed them beyond expectation. He was speaking at the Climate Ambition Summit hosted by the United Nations and UK. The Summit marked fifth anniversary of the adoption of the Paris Agreement.

"We have reduced our emission intensity by 21 per cent over 2005 levels. Our solar capacity has grown from 2.63GW in 2014 to 36 GW in 2020. Our renewable energy capacity is the fourth largest in the world. It will reach 175GW before 2022. "

He added that India had an even more ambitious target now: 450GW of renewable energy capacity by 2030, and the country has also succeeded in expanding its forest cover and safeguarding its biodiversity.

PM Modi said that as the world was setting its sight to achieve higher targets, it must not lose sight of the past.

"Also review our achievements against targets already set, only then can our voices be credible for future generations. India is not only on track to achieve its Paris Agreement targets, but to exceed them beyond expectations", said Modi.

PM Modi added that in 2047, India will celebrate 100 years as a modern independent nation.

"To all fellow residents of this planet, I make a solemn pledge today that Centennial India will not only meet its own targets but also exceed your expectations," said Modi.

Citing India`s contribution on a global level to fight climate change, Modi said on the world stage, India has pioneered two major initiatives -- the international solar alliance and coalition for disaster resilience infrastructure.

The Paris Agreement is a legally binding international treaty on climate change. The agreement was adopted by 196 parties at 21st Conference of Parties in Paris, on December 12, 2015, and was enforced on November 4, 2016.
