Afghanistan Dialogues: What's next in Indo-Afghan ties?

When the Taliban stormed Kabul last month, they seized control of the country's most prestigious private university, the American University of Afghanistan (AUAF).

The majority of the endangered students are now trapped in Afghanistan, where faculty members are attempting to get them out while grieving an intellectual and cultural loss.&nbsp;

Current and former AUAF students gathered on Sunday at a safe house and boarded buses to the Kabul airport. After seven hours of waiting for clearance, they were advised that the airport gates posed a security concern and that civilian evacuations would finish on Monday.&nbsp;

AUAF was a symbolic target in an age when Islamists from Afghanistan to Nigeria are eager to deny people access to information. It was funded by US aid and had a mandate to educate Afghanistan's future generation of professionals and leaders.

The university reopened like a phoenix after each attack, with new security measures, extra watch towers, and entrance cabins where entrants were thoroughly patted down. Its pupils, largely scholarship boys and girls from all throughout Afghanistan, always returned, well aware of their impoverished parents' and country's expectations.&nbsp;

Since the Taliban's fall, tens of thousands of Afghans have been evacuated. Many have been transported to third-party countries, while others have arrived in the United States, where facilities are rapidly filling up.

"The fall of Afghani against foreign currency is temporary and it is because of the situation that suddenly changed, it will come back to normal once the government system starts functioning," Mujahid had said earlier as the country battles economic hardships with major Western countries pulling out their personnel from the capital.

Meanwhile, Qatar said isolating the Taliban would lead to further instability while urging countries to engage with the group.

They came, they fought, they lost. As the United States ended its longest war by withdrawing all its troops from Afghanistan, the Taliban is back in power. Is this a defeat for the western world?

A defeat for the western world? Two superpowers bite the dust in Afghanistan

A video of Taliban piloting one of the several Black Hawk helicopters left behind by US forces in Afghanistan has gone viral on the internet. A person can also be seen hanging from the helicopter in the video.

Many western reporters posted this video on Twitter, claiming that the Taliban killed a man and hoisted him from a US military helicopter patrolling the Kandahar area.

The video claimed to show a man being hung from a US military helicopter while flying over Kandahar Province.

The video recorded from the ground did not clearly show the victim tied to the helicopter.

The man's identity is unknown, there is speculation that he worked for the United States as an interpreter. That, however, has yet to be confirmed. It's also unclear whether the individual was alive or dead.

On social media, the photographs of the hanging man have provoked fury, with Joe Biden being blamed for the failed evacuation and the Taliban getting modern American military weaponry.&nbsp;

Afghanistan’s second biggest city, Kandahar, was crowded with Taliban militants dressed in US Army’s clothes and were holding US Army’s weapons and machine guns. Some militants drove the pick-up trucks and the multi-use trucks and many others sat on top of these trucks to show off their clothes and weapons.

All the trucks and tanks, however, had white and black coloured Taliban flags attacked to them to showcase that the group has managed to take control of these from the US Army.

Along with these trucks and weapons, at least one Black Hawk helicopter was also spotted flying above the Kandahar in the past few days. The sighting of the Black Hawk helicopter suggests that someone from the Afghan Army has also been roped in to help the terrorist group as the Taliban lacks qualified pilots to fly a Black Hawk.

As the parade went on, many hoped that the Taliban’s Supreme Leader, Hibatullah Akhundzada, will also make a public appearance after years of staying in hiding. This expectation rose after the group confirmed that the supreme leader was present in Kandahar and would soon be steeping into the public eye.

However, Taliban militants and supporters were left disheartened as only the city’s new governor addressed the crowd.

Defending&nbsp;Britain's withdrawal from Afghanistan after the Taliban swept across the country, UK&nbsp;foreign minister Dominic Raab said intelligence assessment indicated that Kabul's fall this year was unlikely.

At an emergency meeting of the parliament's foreign affairs committee, held to discuss the crisis in Afghanistan, Raab said that Britain's intelligence services had assessed that the Taliban would only consolidate their control of Afghanistan in months after western countries had evacuated their troops.

"The central proposition was that, given the troop withdrawal by the end of August, you would see a steady deterioration from that point, and that it was unlikely Kabul would fall this year," Raab told the committee of lawmakers.

"That doesn't mean we didn't do contingency planning or game-out or test the other propositions. And just to be clear, that's something that was widely shared - that view - amongst NATO allies."

In the last call between US President Joe Biden and his Afghanistan counterpart before the Taliban seized control of the country, the leaders discussed military aid, political strategy and messaging tactics, but neither Biden nor&nbsp;Ashraf&nbsp;Ghani&nbsp;appeared aware of or prepared for the immediate danger of the entire country falling to insurgents, a transcript reviewed by Reuters shows.

The men spoke for roughly 14 minutes on July 23. On August 15,&nbsp;Ghani&nbsp;fled the presidential palace, and the Taliban entered Kabul.

Since then, tens of thousands of desperate Afghans have fled, and 13 US troops and scores of Afghan civilians were killed in a suicide bombing at the Kabul airport during the frenetic US military evacuation.

Reuters reviewed a transcript of the presidential phone call and has listened to the audio to authenticate the conversation. The materials were provided on condition of anonymity by a source who was not authorized to distribute it.

In the call, Biden offered aid if&nbsp;Ghani&nbsp;could publicly project he had a plan to control the spiralling situation in Afghanistan. “We will continue to provide close air support, if we know what the plan is,” Biden said. Days before the call, the US carried out airstrikes to support Afghan security forces, a move the Taliban said was in violation of the Doha peace agreement.

The US president also advised&nbsp;Ghani&nbsp;to get buy-in from powerful Afghans for a military strategy going forward, and then to put a “warrior” in charge of the effort, a reference to Defense Minister General Bismillah Khan Mohammadi.

Biden lauded the Afghan armed forces, which were trained and funded by the US government. “You clearly have the best military,” he told&nbsp;Ghani. “You have 300,000 well-armed forces versus 70-80,000 and they’re clearly capable of fighting well.” Days later, the Afghan military started folding across provincial capitals in the country with little fight against the Taliban.

In much of the call, Biden focused on what he called the Afghan government’s “perception” problem. “I need not tell you the perception around the world and in parts of Afghanistan, I believe, is that things are not going well in terms of the fight against the Taliban,” Biden said. “And there is a need, whether it is true or not, there is a need to project a different picture.”

Biden told&nbsp;Ghani&nbsp;that if Afghanistan’s prominent political figures were to give a press conference together, backing a new military strategy, “that will change perception, and that will change an awful lot I think.”

The American leader’s words indicated he didn’t anticipate the massive insurrection and collapse to come 23 days later. “We are going to continue to fight hard, diplomatically, politically, economically, to make sure your government not only survives, but is sustained and grows,” said Biden.

The White House Tuesday declined to comment on the call.

After the call, the White House released a statement that focused on Biden’s commitment to supporting Afghan security forces and the administration seeking funds for Afghanistan from Congress.

Ghani&nbsp;told Biden, he believed there could be peace if he could “rebalance the military solution.” But he added, “We need to move with speed.”

“We are facing a full-scale invasion, composed of Taliban, full Pakistani planning and logistical support, and at least 10-15,000 international terrorists, predominantly Pakistanis thrown into this,”&nbsp;Ghani&nbsp;said. Afghan government officials, and US experts, have consistently pointed to Pakistani support for the Taliban as key to the group’s resurgence.

The Pakistani Embassy in Washington denies those allegations. “Clearly the myth of Taliban fighters crossing from Pakistan is unfortunately an excuse and an afterthought peddled by Mr.&nbsp;Ashraf&nbsp;Ghani&nbsp;to justify his failure to lead and govern,” an embassy spokesman told Reuters.

Reuters tried to reach&nbsp;Ghani’s staff for this story, in calls and texts, with no success. The last public statement from&nbsp;Ghani, who is believed to be in the United Arab Emirates, came on August 18. He said he fled Afghanistan to prevent bloodshed.

By the time of the call, the United States was well into its planned withdrawal from Afghanistan, which Biden had postponed from the May date set by his predecessor, Donald Trump. The US military had closed its main Afghanistan airbase, at Bagram, in early July.

As the two presidents spoke, Taliban insurgents controlled about half of Afghanistan's district centres, indicating a rapidly deteriorating security situation.

Afghanistan was promising a shift in its military strategy, to start focusing on protecting “population centers” – major cities – rather than fighting to protect rural territories. Biden referred approvingly to that strategy. He said that doing so would help not just on the ground but in the “perception” internationally that was required to shore up world support for the Afghan government.

“I’m not a military guy, so I’m not telling you what a plan should precisely look like, you’re going to get not only more help, but you’re going to get a perception that is going to change …,” Biden said.

Ghani, for his part, assured Biden that “your assurance of support goes a very long way to enable us, to really mobilize us in earnest.”

In a little over two weeks after Biden’s call with&nbsp;Ghani, the Taliban captured several provincial Afghan capitals and the United States said it was up to the Afghan security forces to defend the country. “These are their military forces, these are their provincial capitals, their people to defend,” Pentagon spokesman John Kirby said on August 9.

On August 11, US intelligence reports indicated Taliban fighters could isolate Afghanistan’s capital in 30 days and possibly take it over within 90. Instead, the fall happened in less than a week.

The Biden-Ghani&nbsp;call also underscored persistent political infighting that plagued the Afghan government.

When Biden asked him to include former Afghan President Hamid Karzai in a press conference,&nbsp;Ghani&nbsp;pushed back. “Karzai would not be helpful,” he said. “He is contrary, and time is of the essence, we cannot bring every single individual … We have tried for months with President Karzai. Last time we met for 110 minutes; he was cursing me and he was accusing me of being a US lackey.”

Biden paused before responding: “I’m going to reserve judgment on that.”

Karzai could not be reached for comment, despite calls and texts to one of his aides.

Second call with top staff

In a follow-up call, later that day that did not include the US president, Biden’s National Security Advisor Jake Sullivan, General Mark Milley and US Central Command commander General Frank McKenzie spoke to&nbsp;Ghani. Reuters also obtained a transcript of that call.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/biden-afghanistan-cost-the-us-300-million-a-day-for-two-decades-409894/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

In this call, too, an area of focus was the global perception of events on the ground in Afghanistan. Milley, chairman of the Joint Chiefs of Staff, told&nbsp;Ghani&nbsp;“the perception in the United States, in Europe and the media sort of thing is a narrative of Taliban momentum, and a narrative of Taliban victory. And we need to collectively demonstrate and try to turn that perception, that narrative around.”

“I do not believe time is our friend here. We need to move quickly,” McKenzie added.

Afghanistan woman cricketer Roya&nbsp;Samim flew to Canada along with her two sisters in the wake of the unrest back home post Taliban's entry. Ever since the Taliban terror group took over the city of Kabul, Afghanistan has been going through a severe unrest and there is a feeling of helplessness among the citizens.

While Roya left her country two days before Taliban entered Kabul, she vented out her frustration and disappointment in leaving her homeland and settling elsewhere. Speaking to The Guardian, she said, "Leaving Afghanistan, it was a sad day for me. I just cried. I really love everything that I had: my job, my cricket, my teammates, my home town, my relatives. Everything that I have, I leave behind. Even now when I remember this day I will cry. The Taliban are against girls studying, so how do they want a girl’s cricket team?"

To her knowledge, Roya feels only her sisters and she has managed to leave the troubled country in the right time. Thus, Roya remains extremely concerned about her teammates and told, "My other teammates who stay in Afghanistan are afraid, they stay in their houses. They are sad, they ask people to please help us. Emotionally and physically, they are not good."

What hurt Roya was no response that she got from the International Cricket Council (ICC). In this regard, she pointed out, "We all emailed the ICC but got no response from them,” says Samim. “Why do they not respond to us, why do they not consider us, even treat us that we don’t exist in the world? After the Taliban came into Kabul, we requested that [the ICC] please save all the girls, we are worried for our teammates. The Afghan Cricket Board [ACB] also said nothing, they said just: ‘Wait.’"

Given the grim situation in Afghanistan, many are living in uncertain times in their own country.

For the unversed, Former Pakistan captain Shahid Afridi, however, made heads turn with his recent remark supporting the Taliban terror group, saying they've entered Taliban with a 'positive intent'.&nbsp;Afridi's&nbsp;statement comes at a time after a suicide bombing at Kabul airport killed at least 170 people, including 13 US security personnel. Hence, he received criticism from several quarters for his glaring statement.
