The de facto U.S. ambassador in Taipei joined for the first time on Sunday a Taiwanese leader, amid rising tensions with Beijing, to commemorate a key military clash and the last time Taiwanese forces joined battle with China on a large scale.

China, which claims Taiwan as its own, has stepped up military activity around the democratic island, moves denounced by Taiwan’s government as an attempt at intimidation to force them to accept Chinese rule.

Taiwan President Tsai Ing-wen laid a wreath and bowed her head in respect at a memorial park on Kinmen island, which sits a few kilometres (miles) off the Chinese metropolis of Xiamen, to mark the 62nd anniversary of the start of the second Taiwan Straits crisis.

In August 1958, Chinese forces began more than a month of bombarding Kinmen, along with the Taiwan-controlled Matsu archipelago further up the coast, including naval and air battles, seeking to force them into submission.

Brent Christensen, head of the American Institute in Taiwan and Washington’s de facto representative, offered his respects too, standing behind Tsai, in a symbolic show of U.S. support for the island.

Washington has no formal ties with Taipei but is its largest arms supplier. The administration of President Donald Trump has made bolstering relations a priority, to Beijing’s anger.

Like Tsai, Christensen did not make public comments.

Taiwan fought back at the time with support from the United States, which sent military equipment like advanced Sidewinder anti-aircraft missiles, giving Taiwan a technological edge. The crisis ended in a stalemate.

Major General Liu Qiang-hua, spokesman for the Kinmen garrison, said it was important to remember an event that was so crucial to ensuring Taiwan’s security.

“Of course we hope there is no war, but it is dangerous to forget about war. This is the spirit we need to safeguard,” he told Reuters.

Formerly called Quemoy in English, Kinmen today is a popular tourist destination, though remnants of past fighting like underground bunkers are scattered across the island, and Taiwan maintains a significant military presence.

A success story

Azar met Tsai in the Taiwanese presidential office and claimed to have been in the island country to understand and learn from Taiwan’s success in dealing with the coronavirus pandemic, and the health model which compliments it. Azar had arrived in Taiwan on Sunday in what marked the highest-level US to visit to the country in four decades. The trip drew ire from China, which claimed that this visit was “endangering peace”.

In 1979, the US has severed ties with Taiwan to favour China. In the backdrop of the ongoing trade spat escalated by the pandemic, Trump has prioritised support for the country, while also boosting arms sales.

China has promised to issue sanctions for this visit. China believes Taiwan to be its own province, and believes force may be used if needed to bring the territory under their control.

Azar had arrived in Taipei on a US government aircraft on Sunday afternoon, where he was greeted by Brent Christensen, the de facto US ambassador to Taiwan, with Taiwan Deputy Foreign Minister Tien Chung-kwang in attendance.

Ongoing historic visit to Taiwan a 'true honour' for Trump administration

The opposition party in Taiwan demanded clarification on Monday on US envoy's pronunciation, which appeared to wrongly spell the name of the president, which sounded closer to her arch-rival Chinese counterpart.

US Secretary of Health and Human Services Alex Azar met President Tsai Ing-wen earlier on Monday and in his opening statement pronounced the name as "shee", which is how Chinese President Xi Jinping's name is spelt, instead of "ts-eye".

For opposition Kuomintang party (KMT), the glitch came as a "shock and disapproval" as they demanded clarification from the US.

"The KMT expresses shock and disapproval while urging the presidential office to sternly protest to the US side and clarify that the president of the Republic of China is surnamed Tsai, not Xi," said KMT in a statement.

However, Taiwan president brushed aside the opposition party's demand.

"There is no doubt Secretary Azar was addressing (her) as President Tsai," said Xavier Chang, Tsai's spokesman, in a statement.

"We suggest all sides to focus on (Taiwan's) diplomatic accomplishments and anti-pandemic cooperation. Closer Taiwan-US relations is the joint fruit of the efforts made by all people."

Tsai's party is at loggerheads with the Chinese administration, which is based on the autonomy of Taiwan, which Beijing considers as its own territory.

Also, US health secretary's visit to Taiwan has already raised eyebrows in China as for long several countries refused to consider Taiwan as an independent country separate from mainland China.

Taiwan: Opposition party demands clarification of US envoy spelling President Tsai as 'Xi'

Chinese air force jets briefly crossed the mid-line of the Taiwan Strait on Monday and were tracked by Taiwanese missiles, Taiwan's government said, as US health chief Alex Azar visited the island to offer President Donald Trump's support.

China, which had promised unspecified retaliation to the trip, flew J-11 and J-10 fighter aircraft briefly onto Taiwan's side of the sensitive and narrow strait that separates it from its giant neighbour, at around 9 am (0100 GMT), shortly before Azar met Taiwan President Tsai Ing-wen, Taiwan's air force said.

The aircraft were tracked by land-based Taiwanese anti-aircraft missiles and were "driven out" by patrolling Taiwanese aircraft, the air force said in a statement released by the defence ministry.

China's defence ministry did not immediately comment.

A senior Taiwan official familiar with the government's security planning told Reuters that China was obviously "targeting" Azar's visit with a "very risky" move given the Chinese jets were in range of Taiwan's missiles.

The incursion was only the third time since 2016 that Taiwan has said Chinese jets had crossed the strait's median line.

The Trump administration has made strengthening its support for the democratic island a priority, amid deteriorating relations between Washington and Beijing, and has boosted arms sales.

"It's a true honour to be here to convey a message of strong support and friendship from President Trump to Taiwan," Azar told Tsai in the Presidential Office, standing in front of two Taiwanese flags.

"Taiwan's response to COVID-19 has been among the most successful in the world, and that is a tribute to the open, transparent, democratic nature of Taiwan's society and culture," he told Tsai.

Taiwan's early and effective steps to fight the disease have kept its case numbers far lower than those of its neighbours, with 480 infections and seven deaths. Most cases have been imported.

The United States, which has had more coronavirus cases and deaths than any other country, has repeatedly clashed with China over the pandemic, accusing Beijing of lacking transparency.

Tsai told Azar his visit represented "a huge step forward in anti-pandemic collaborations between our countries", mentioning areas of cooperation including vaccine and drug research and production.

Taiwan has been particularly grateful for U.S. support to permit its attendance at the World Health Organization's decision-making body the World Health Assembly (WHA), and to allow it greater access to the organisation.

Taiwan is not a member of the WHO due to China's objections. China considers Taiwan a Chinese province.

"I'd like to reiterate that political considerations should never take precedence over the rights to health. The decision to bar Taiwan from participating in the WHA is a violation of the universal rights to health," Tsai said.

Azar later told reporters that at Trump's direction, he and Secretary of State Mike Pompeo had sought to restore Taiwan's status as an observer at the WHA.

"But the Chinese Communist Party and the World Health Organization have prevented that. This has been one of the major frustrations that the Trump administration has had with the World Health Organization and its inability to reform."

Chinese jets spotted in Taiwan Strait during US health chief visit

The United States is negotiating the sale of at least four sophisticated aerial drones to Taiwan for the first time, according to six U.S. sources familiar with the negotiations, aircraft that can keep watch over huge swathes of sea and land.

The SeaGuardian surveillance drones have a range of 6,000 nautical miles (11,100 km), far greater than the 160-mile range of Taiwan’s current fleet of drones, potentially giving the island greater capacity to peer into China, observing its air force, missiles and other facilities.

While the State Department tacitly authorized the sale of the unmanned aerial vehicles, two of the people said, it is not known whether the U.S. officials have approved exporting the drones with weapons attached, one of them said.

The deal must be approved by members of Congress, who may receive formal notification as soon as next month, two of the people said. Congress could block a final agreement.

Such a sale would most likely anger China, which claims Taiwan as its own territory.

Republican and Democratic U.S. senators introduced legislation on Thursday that would block the export, transfer or trade of many advanced drones to countries that are not close U.S. allies. Sales would be allowed to NATO members, Australia, New Zealand, South Korea, Japan and Israel.

A deal with Taiwan would be the first drone sale after President Donald Trump’s administration moved ahead with its plan to sell more drones to more countries by reinterpreting an international arms control agreement called the Missile Technology Control Regime (MTCR).

Taiwan’s Defense Ministry declined to comment.

While Taiwan’s military is well-trained and well-equipped with mostly US-made hardware, China has a huge numerical advantage and is adding advanced equipment of its own, including stealthy fighters, anti-satellite missiles and aircraft carriers.

Taiwan submitted its request to buy armed drones early this year, one of the people familiar with the talks said. The United States last week sent Taiwan the pricing and availability data for the deal, a key step that denotes official approval to advance the sale. It is, however, non-binding and could be reversed.

A deal for the four drones, ground stations, spares, training and support could be worth around $600 million using previous sales as a guide. There could also be options for additional units in the future, one of the people said.

The island is bolstering its defenses in the face of what it sees as increasingly threatening moves by Beijing, such as regular Chinese air force and naval exercises near Taiwan

Taiwan unveiled its largest defense spending increase in more than a decade last year. President Tsai Ing-wen has made defense modernization a priority, including building new submarines and upgrading Taiwan’s F-16 fighter fleet.

Relations between Beijing and Washington - already at their lowest point in decades over accusations of spying, a trade war, the coronavirus and Hong Kong - could fray more if the deal gets the final go-ahead from U.S. officials. The Pentagon has said arms sales to Taiwan will continue, and the Trump administration has kept a steady pace of Navy warships passing through the Taiwan Strait.

China has never renounced the use of force to bring the democratic island under its control. Beijing has denounced the Trump administration’s increased support for Taiwan.

China’s sophisticated air defenses could likely shoot down a handful of drones, according to Bonnie Glaser, the director of the China Power Project at CSIS, a Washington think tank. But she still expects “China to scream about even the smallest arms sale that the U.S. makes to Taiwan because any sale challenges the ‘One China’ principle.”

“They get particularly agitated if they think it’s an offensive capability,” she said, adding that she expected the Trump administration to be less cautious than its predecessors.

“As a matter of policy we do not comment on or confirm proposed defense sales or transfers until they have been formally notified to Congress,” a State Department spokesman said.

Only for few US allies
The U.S. has been eager to sell Taiwan tanks and fighter jets, but the deal to sell drones would be notable since only a few close allies - including Britain, Italy, Australia, Japan and South Korea - have been allowed to purchase the largest U.S.-made drones.

Currently, the Taiwanese government has a fleet of 26 Albatross drones made by Taiwan’s National Chung-Shan Institute of Science and Technology, a quasi-defense ministry research agency, that can fly 160 nautical miles (300 km), or 80 before returning to base, according to records kept by the Bard Center for the Study of the Drone.

General Atomics Aeronautical Systems Inc’s SeaGuardian has an airframe that can handle carrying weapons - but only if contractually allowed by the U.S. government.

The United States has sold France unarmed MQ-9 Reapers which are similar to SeaGuardians, and later here gave permission to arm them.

Last year, the United States approved a potential sale to Taiwan of 108 General Dynamics Corp M1A2 Abrams tanks worth around $2 billion as well as anti-tank and anti-aircraft munitions. A separate sale of 66 Lockheed Martin-made fighter jets also made it through the State Department’s process.

In recent weeks, China said it will sanction Lockheed Martin Co for involvement in the latest U.S. arms sale to Taiwan.

US builds on Taiwan ties: US highest-level visit to Taiwan | World News

U.S. Secretary of Health and Human Services Alex Azar will visit Taiwan in coming days, making the highest level visit by a U.S. official in four decades, his office said on Tuesday, in a move likely to anger China which claims the island as its own.

During his visit Azar will meet with President Tsai Ing-wen, Taiwan's Foreign Ministry said in a separate statement.

China describes Taiwan as the most sensitive issue in Sino-U.S. ties, and Azar's visit will probably further inflame already poor Beijing-Washington relations.

"Taiwan has been a model of transparency and cooperation in global health during the COVID-19 pandemic and long before it," Azar said in a statement.

"I look forward to conveying President Trump's support for Taiwan's global health leadership and underscoring our shared belief that free and democratic societies are the best model for protecting and promoting health."

His department, describing the trip as "historic", said Azar would be accompanied by Mitchell Wolfe, Chief Medical Officer of the U.S. Centers for Disease Control and Prevention, and other members of the administration.

The United States, like most countries, has no formal diplomatic ties with Taiwan, having ditched Taipei in favour of Beijing in 1979, but is its main arms supplier and strongest backer on the international stage.

Gina McCarthy, then-head of the Environmental Protection Agency, was the last U.S. Cabinet-level official to visit the island, in 2014.

Taiwan has won praise for its response to the coronavirus pandemic, having kept its case numbers low due to effective and early prevention steps.

In April, Azar held a teleconference with Taiwan Health Minister Chen Shih-chung.

U.S. President Donald Trump signed a new law in March requiring increased support for Taiwan's international role. China threatened unspecified retaliation in response.

US health chief to visit Taiwan, likely angering China

Washington's de facto embassy in Taipei said US health secretary Alex Azar would lead a delegation to the self-ruled island, which Beijing claims as part of China and has vowed to one day seize.

Apple Inc's Taiwan contract manufacturers Foxconn, Wistron Corp and Pegatron Corp have applied for India's $6.65 billion scheme to boost local smartphone manufacturing, the country's tech minister said on Saturday.

The production-linked incentive (PLI) plan offers companies cash incentives on additional sales of devices made locally over five years, with 2019-2020 as the base year. India hopes it will help turn the country into a global smartphone export hub like neighbouring China.

Apple already assembles some its smartphones, including the iPhone 11, via Foxconn and Wistron's local unit in two southern Indian states.

Pegatron, one of Apple's top suppliers, has yet to open a plant in India, but is in talks with various states to set up operations, according to sources.

South Korea's Samsung Electronics Co Ltd has also applied for PLIs, technology minister Ravi Shankar Prasad told a news conference.

Samsung runs what it calls the world's biggest mobile phone manufacturing plant on the outskirts of the Indian capital, New Delhi. It also exports devices made at the plant.

Lava, which once also assembled some models for China's Lenovo, was among the Indian companies which had applied for the scheme, Prasad added.

India's smartphone sector is a bright spot in the South Asian nation's economy, thanks to Prime Minister Narendra Modi's emphasis on local manufacturing in a bid to create jobs.

With more than 1 billion wireless subscribers and roughly 350 million users still on basic phones, India offers huge room for growth to smartphone makers.

Foxconn said it plans to invest up to $1 billion to expand a factory in Tamil Nadu state where it assembles iPhones, sources told Reuters last month.

Taiwan's former president Lee Teng-hui, who defied China and earned the nickname "Mr Democracy" for the part he played in the island's transition away from authoritarian rule, has died.

He was credited with paving the way for Taiwan to become a modern, free society after decades of one-party dictatorship and became a champion of the island's bid to be treated as a sovereign state internationally.

Lee had been in hospital since February after choking on some food and had a history in recent years of chronic illnesses.

He died on Thursday aged 97, of septic shock and multiple organ failure, Taipei Veterans General Hospital vice president Hwang Shinn-jang told reporters.

Lee's 1988-2000 term in office was marked by growing cross-strait tensions as he pitched himself against Beijing, infuriating Chinese authorities for daring to carve out a separate identity for Taiwan.

Despite being self-ruled since 1949, Taiwan has never formally declared independence from the mainland and Beijing has vowed to react with force if it ever does.

China still regards Taiwan as part of its territory.

Born into a colony
Lee was born in Taiwan in 1923 and educated in Japan, which at the time ruled the island as a colony.

In 1945 Taiwan was handed back to China, then under the rule of Nationalist Kuomintang (KMT) leader Chiang Kai-shek.

After Chiang lost a civil war to communist forces four years later, he fled to Taiwan to set up a rival government.

Ruling with an iron fist, Chiang instigated a "White Terror" purge of opponents which lasted until his death in 1975.

Lee, a professor of agricultural economics, was introduced to Chiang's son Chiang Ching-kuo in the 1970s and gained his trust.

By 1984 Lee was vice president and four years later was appointed leader following the younger Chiang's death, becoming the island's first Taiwan-born president.

China missiles

Martial law had already been lifted by the younger Chiang in 1987 but it was Lee who drove forward Taiwan's largely peaceful transition into a fully functional democracy.

His government introduced wide-ranging political reforms, including the election of a new parliament and a direct vote for president.

Lee then won Taiwan's first ever public leadership elections in 1996, which he took by a landslide despite threats from Beijing.

China fired ballistic missiles into the Taiwan Strait in a bid to stop voters choosing Lee, prompting the US to send warships to the area.

Once in office, Lee urged local firms to avoid extensive investments in China, promoting a separate cultural identity from the mainland, which in turn branded him a "sinner" and "splittist".

Lee was succeeded by Chen Shui-bian of the Democratic Progressive Party (DPP) in 2000 when the KMT lost for the first time.

Lee's commitment to formally declaring an independent Taiwan only became clear after he stepped down and helped found the Taiwan Solidarity Union which advocates a split from China, a move that prompted the KMT to expel him from the party.

After Ma Ying-jeou of the KMT succeeded Chen in 2008 and oversaw a rapprochement with China, Lee became a vocal critic of the government's Beijing-friendly policies.

He was indicted on corruption charges in 2011 but was acquitted and accused the Ma government of "inventing" offences to persecute him.

Since 2016, Taiwan has been run by president Tsai Ing-wen who is also loathed by Beijing because she views the island as a sovereign state.

In a statement she described Lee as "irreplaceable, and his passing is a tremendous loss to our country".

A spokeswoman for Beijing's Taiwan Affairs Office -- the mainland's top body overseeing policy towards the island -- said Taiwan independence was a "dead end".

"The historical trend of national reunification... cannot be stopped by anyone or any forces," said Zhu Fenglian on Thursday.

China's nationalistic state-run Global Times newspaper meanwhile labelled Lee the "godfather of Taiwan secessionism".

"Lee's death is definitely not sad news to most people in the Chinese mainland," the tabloid wrote.

US Secretary of State Mike Pompeo offered condolences, saying Washington would celebrate Lee by "continuing to strengthen our bond with Taiwan and its vibrant democracy".

An 84-year-old Hsu Hsiu-e and her 83-year-old husband Chang Wan-ji have become Insta famous by modelling in the 'forgotten' clothes and they cannot believe it. The old Taiwanese couple own a laundromat together Houli District, Taichung City, in central Taiwan.

The coupe has owned the laundromat for the past 70 years. In these past 70 years, there have been several instances where people forgot their clothes in the shop and did not come to collect the clothes back. This gave their grandson, Reef Chang, an idea. To save his grandparents from boredom, he convinced them to wear the hundreds of discarded clothes and model for pictures, just for fun. The old couple became Insta-famous withing days. Taiwan's GDP growth was revised upward despite the pandemic and increasing tensions with China, leaving it as the only winner among the 4 Asian Tigers. As Taiwan GDP moved up the other Asian economies like South Korea, Hong Kong and Singapore continued to face the worst ever economic slump in decades.

What are the four Asian Tigers?

The Four Asian Tigers are the high-growth economies of Taiwan, Singapore, South Korea and Hong Kong. The Four Asian Tigers have habitually sustained high levels of economic growth since the 1960s and is included in the category of 35 most advanced economies of the International Monetary Fund. Singapore and Hong Kong have been the most distinguished global financial centres, while South Korea and Taiwan are essential hubs for the Global Manufacturing of automobile and electronic components, as well as information technology.

Let us have a look at the current situation of the Asian Tigers:

Taiwan seems to be the only winner among the 4 economies. Taiwan’s expected GDP can be revised upward for the first time thanks to the government’s “Triple Stimulus Vouchers” against the impact of the Wuhan coronavirus (COVID-19), a top Taiwanese think tank said Wednesday (July 22), reported Taiwan News.

The unprecedented revision saw the island’s economy grow by 1.77 per cent in 2020, compared to the 1.03 per cent the Chung-Hua Institution for Economic Research (CIER) predicted in April. The new figure released Wednesday was the first upward revision by a Taiwanese think tank since the outbreak of the pandemic, going against earlier international forecasts of negative growth. Taiwan is one of the few states that has successfully handled the Coronavirus Crisis with just 455 positive cases on the island. Out of 455 infections, Taiwan successfully treated 440 infections and recorded just 7 deaths to date. Taiwan is being seen as a success story globally in dealing with the deadly pandemic that has caused more than 15 million infections around the world and caused more than 623658 deaths.

The success of Taiwan is extraordinary in many senses. In a recent exclusive interview to WION, Taiwan's Acting Ambassador Jack CH Chen said, "China has used the [coronavirus] opportunity to expand its military presence in the South and East China Seas". Taiwan's top diplomat in India said that China continues to "intimidate" Taiwan amidst COVID pandemic and "dispatch military aircraft and vessels to circle Taiwan."

South Korea, the other 4 Asian Tigers plunged into a recession with its worst economic decline in exports by most since 1963. Asia's fourth-largest economy shrank by a seasonally adjusted 3.3% in the June quarter from three months earlier, the Bank of Korea said on Thursday. That is the sharpest contraction since the first quarter of 1998 as per news agency Reuters.

South Korea was the next country to slide into recession after Singapore. Singapore's trade-reliant economy plunged into a recession with its GDP plummeting 41% in the second quarter. The contraction was worse than economists' expectations for a 37.4% decline in the quarter when Singapore was under lockdown to curb the spread of the virus.

The once-in-a-century pandemic has so far infected over 13 million people worldwide and killed nearly 573,000. Singapore has reported 46,283 coronavirus cases with 26 deaths as of Monday. The government expects full-year GDP to contract in the range of -7% to -4%, the biggest downturn in its history. Citi analysts see an 8.5% contraction and expect another downgrade to official forecasts next month when final GDP data is released, according to news agency Reuters.

Hong Kong, on the other hand, had its unemployment rate risen to 6.2 per cent, which is the highest in more than 15 years. Hong Kong has been able to effectively control the spread of the virus is now struggling with the 'Third Wave' of virus spread. Hong Kong on Wednesday recorded the highest single-day spike of 102 Coronavirus cases. According to the data released by the city's health department, of the additional local cases, more than half were unlined to previous cases. According to Labour Chief, Law Chi-Kwong, “the still serious [pandemic] situations in certain parts of the world, and renewed surge in local cases lately serve as a timely reminder that the economic outlook is still subject to huge uncertainties.”

The city entered an economic recession last year, after months of anti-government protests sparked by the now-withdrawn extradition bill

The local economy was dealt another blow when the coronavirus broke out in Hong Kong in late January. In the first quarter alone, Hong Kong’s economy suffered its worst decline on record, contracting 8.9 per cent year on year.

And now with China's National Security Law that has attracted Global Criticism and sanctions from the U.S. in place, the economy is believed to get worse, making it a lot more difficult for Hong Kong to recover.

Hong Kong on Wednesday recorded the highest single-day spike of 102 Coronavirus cases. According to the data released by the city's health department, of the additional local cases, more than half were unlined to previous cases. According to Labour Chief, Law Chi-Kwong, “the still serious [pandemic] situations in certain parts of the world, and renewed surge in local cases lately serve as a timely reminder that the economic outlook is still subject to huge uncertainties.” The city entered an economic recession last year, after months of anti-government protests sparked by the now-withdrawn extradition bill The local economy was dealt another blow when the coronavirus broke out in Hong Kong in late January.

Coronavirus: Taiwan, the only winning economy among Four Asian Tigers

On Chinese Communist Party's 99th anniversary, a timeline of how it became so controversial

Taiwan's top diplomat in India has said that China continues to "intimidate" it amidst COVID pandemic and "dispatch military aircraft and vessels to circle Taiwan" Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal, Taiwan's Acting Ambassador Jack CH Chen said,"While countries are focusing on combating pandemic...China has used the opportunity to expand its military presence in the South and East China Seas". Speaking on India, Taiwan ties, the diplomat expressed his optimism that "through a joint effort following the pandemic, Taiwan and India will become staunch partners in the Indo-Pacific region." On its WHO membership, Chen said, "We hope that India, as the new Chair of WHO’s Executive Board, will help ensure the WHO Secretariat maintains a professional, neutral stance when considering issues related to Taiwan’s participation".

WION: China has shown an ambition to change the status quo amidst the COVID-19 pandemic, sending military aircraft and vessels into Taiwan’s airspace and territorial waters. How do you view this situation?

Jack CH Chen: China’s attempts to intimidate Taiwan militarily have never ceased. It continues to dispatch military aircraft and vessels to circle Taiwan and provoke us. China continues to state that it will not abandon the use of force against Taiwan. During the COVID-19 outbreak, the situation has grown more serious, and Chinese military aircraft and vessels have frequently circled Taiwan. In addition, while countries including the United States have been focusing on combating the pandemic, China has used the opportunity to expand its military presence in the South and East China Seas. It has bolstered its deployment on South China Sea islets and continues to dispatch military aircraft and vessels and Coast Guard vessels to the area. These actions have escalated tension in the region. China’s actions are not only detrimental to the positive development of cross-strait relations, they also seriously undermine peace and stability in the Taiwan Strait and the Indo-Pacific region at large.

In consideration of the global pandemic, China should be more transparent; allow for an independent, international investigation; and work more closely with the international community to discern the origins of the virus and what went wrong with disease containment measures so as to better contribute to the global healthcare system.

Taiwan strives to defend such values as democracy and freedom and spares no effort to support regional peace and stability. These efforts have earned high praise from the international community. Taiwan will never succumb to pressure. Rather, we will strive harder to defend our sovereignty, ensure our national interests, and reach out to the international community. We will seek to deepen substantive cooperation with like-minded nations and participate in related international organizations so as to make more concrete contributions to the international community.

WION: Is there a possibility for increased cooperation between Taiwan and India amidst the COVID-19 crisis?

Jack CH Chen: The global pandemic has shown the perils that come with reliance on a single or just a few sources of critical components. In the post-pandemic era, we will likely see a restructuring of the global supply chain. Apart from focusing on capacity building, Taiwan and India should carefully appraise our respective positions in the post-pandemic global supply chain and make plans to forge a partnership. Taiwan and India are natural tradings and industrial partners. Taiwan excels at hardware manufacturing, while India’s prowess lies in software development. India is now enjoying a demographic dividend and it is in an advantageous location with respect to market access in East Asia, Southeast Asia, the Middle East, and Africa. There has long been a great potential for cooperation between India and Taiwan. Responding to the effects of the pandemic, India has doubled down on its Make in India initiative to reform the economy and attract foreign investment. Under this scheme, India has made a major effort to attract Taiwanese businesses. We are glad to see that India is continuing to improve its investment environment, as this benefits Taiwanese businesses looking to expand investment in India. Taiwan and India are both democratic countries and share such values as freedom, democracy, rule of law, and protection of human rights. Over the past few years, our nations have taken great strides toward cooperation in such areas as trade and investment. The pandemic, meanwhile, has helped us identify new areas for further cooperation, including e-commerce, online interaction, and biochemical technology. We hope that through a joint effort following the pandemic, Taiwan and India will become staunch partners in the Indo-Pacific region.

WION: India will now chair WHO’s Executive Board. Does Taiwan have any expectations for India’s new role?

Jack CH Chen: Taiwan sincerely congratulates India on its new role as chair of WHO’s Executive Board. As the most important international organization guiding the development of global public health and defending the right to health, WHO should welcome participation by all stakeholders, including Taiwan. We hope that India, as the new Chair of WHO’s Executive Board, will help ensure the WHO Secretariat maintains a professional, neutral stance when considering issues related to Taiwan’s participation, such as granting Taiwan observer status at the World Health Assembly and including Taiwan in all WHO meetings, mechanisms, and activities. This would help ensure the health and welfare of people in Taiwan and around the world.

WION: Are you confident that Taiwan will one day become a WHO member?

Jack CH Chen: Taiwan did not receive an invitation to the 2020 WHA held in May due to interference from China and WHO’s failure to maintain a professional, impartial stance. Other countries have noticed China’s unreasonable influence on international organizations and have publicly expressed support for Taiwan. There was an overwhelming outpouring of support for Taiwan’s participation in the WHA this year, which shows that the world recognizes the urgency and importance of Taiwan’s participation in WHO. This has been encouraging for Taiwan and we believe that the more international support we obtain, the closer we grow to our goal. Taiwan’s bids to participate in international organizations, including WHO, has always been based on the principles of being professional, pragmatic, and constructive. Our goal at the present time is to be invited to attend the WHA as an observer and to participate fully in WHO meetings, activities, and mechanisms. During the COVID-19 pandemic, the Taiwan Model of successful containment measures has been praised around the world. Once we were able to supply our domestic needs, Taiwan selflessly began donating anti-pandemic medical supplies to more than 80 countries. We have shown the world that Taiwan can help, and Taiwan is helping.

WION: Do you think that China mishandled the COVID-19 crisis?

Jack CH Chen: China covered up and delayed notifying the world of the SARS outbreak in 2003. When the COVID-19 outbreak erupted in Wuhan in December 2019, other countries remained unaware of the situation. Even within China, information was not shared in a transparent manner. As a result, countries around the world were unable to respond quickly during the critical beginning stage of the outbreak. The golden opportunity to contain the outbreak was lost and it grew into a global pandemic. This highlights the terrible consequences of China’s lack of transparency. At the end of December 2019, Taiwan began noting information about related cases being shared on the internet and immediately realized the seriousness of the situation. Our officials notified WHO’s IHR focal point on December 31, asking them to pay special attention to the fact that patients with symptoms of atypical pneumonia had been isolated for treatment in Wuhan City. If China and WHO had responded quickly and alerted governments around the world to the situation, the outbreak could have been contained and the effect on humankind would have been significantly reduced. As a result of China’s mishandling of the outbreak, other countries have lost faith in China and have remained on alert. At the same time, the world sees Taiwan as a force for good even more than previously. We alerted WHO immediately after discovering a questionable situation, and have handled the outbreak in Taiwan transparently, showing that democratic countries are able to combat the virus in an open, honest, and transparent manner.
