Timothy George Simpkins walked out of the jail on Thursday, straight to a white Mercedes sedan, without talking to reporters. Simpkins was released by County Magistrate Judge Brooke Panuthos into house arrest enforced by a GPS monitor.&nbsp;

On Wednesday, the Timberview High School was targeted by Simpkins as he opened fire in the school premises after a fight broke out in the school.&nbsp;

At least four people have been injured.&nbsp;Two of the victims were still in the hospital as of Thursday. The victims include a 15-year-old boy in critical condition and a 25-year-old man in good condition, the authorities said.

The latter has been identified as Calvin Pettitt, an English teacher who jumped in to break up the fight between Simpkins and another teen.

The school was immediately out on a lockdown as the students and all staff members were rushed to safe spots in the premises.

The authorities were able to quickly set up a parent reunification point at the Center for Performing Arts located at 1110 W. Debbie. "Officers will be at that scene. Students will eventually be bused to that location after the school is completely secured," the police department informed all concerned parents through a tweet.

The court said that while the truck’s fall into the path of the train was possibly due to negligence, there was ‘no possibility of conspiracy’.

Yu Hsiu-duan, head of the Hualien prosecutors’ office, said they were not pleased with the decision. 
"The court said there was no reason to keep him in custody," she told reporters. "The court changed it to a surety of $T500,000."

Lee’s court-appointed lawyer declined to comment to reporters as he left the court.

Suspected Islamist militants killed at least 23 civilians in an overnight raid on a village near Beni in eastern Democratic Republic of Congo, the provincial governor's office said on Wednesday.&nbsp;

The death toll was still provisional as the search for bodies continued in&nbsp;Manyama-Moliso, north of the city of Beni, the North Kivu governor's office said on Twitter.&nbsp;

It blamed the Allied Democratic Forces (ADF), a Ugandan militia active in eastern Congo since the 1990s. The authorities have blamed the ADF for the deaths of hundreds of people since 2014.&nbsp;

The group has stepped up reprisals against civilians since Congo's army launched a fresh offensive in late 2019.&nbsp;

The United States designated the ADF a foreign terrorist&nbsp;organisation&nbsp;earlier this month, accusing it of links to Islamic State. UN experts in Congo, however, have not found evidence of a direct relationship between the two groups.&nbsp;

European lawmakers described him as a "key suspect" and asked Kyiv to make him available for testimony in the probe.

An AFP journalist was present as appellate court judge Yury Sliva in Kyiv ruled to release Tsemakh, cautioning him to remain available for questioning and not attempt to flee.

Tsemakh is a Ukrainian who is believed to have been in charge of air defence in the forces of the separatist Donetsk People's Republic near Snizhne in eastern Ukraine.
