"We're transforming our approach to managing migration in the Americas," Biden said. "Each of us is signing up to commitments that recognise the challenges we all share."

The flags of 20 countries, several fewer than the number attending the summit, festooned the stage where Biden led the rollout. But that number was only achieved after days of U.S. pressure.

It was another sign of tensions that have marred the summit, undermining Biden's efforts to reassert U.S. leadership and counter China's growing economic footprint in the region.

That message was clouded by a boycott by several leaders, including Mexico's president, to protest Washington's exclusion of leftist U.S. antagonists Cuba, Venezuela and Nicaragua. The line-up was thinned to 21 visiting heads of state and government.

The administration, facing a record flow of illegal migrants at its southern border, pledged hundreds of millions of dollars in aid for Venezuelan migrants, renewed the processing of family-based visas for Cubans and Haitians and eased the hiring of Central American workers.

The announcements were part of the unveiling of the U.S.-led pact dubbed the "Los Angeles Declaration" and aimed at spreading responsibility across the region to contain the migration problem.

The plan culminates in a summit designed to re-establish U.S. influence among its southern neighbours after years of relative neglect under former President Donald Trump. Biden proposed an economic partnership to help the region's pandemic recovery - though it appears to be a work in progress.

Jorge Castaneda, a former Mexican foreign minister, said pledges from the Americas should allow Washington to argue it had secured major commitments, a domestic "political plus" forbidden. But he added: "On substance, there's nothing here."

Mexico, whose border with the United States is the main point of migration - backed the declaration, despite Lopez Obrador's no-show.

The absence from the summit of leaders of Guatemala, Honduras and El Salvador - the Northern Triangle from which many migrants come - has raised doubts about how effective the pledges will be. U.S. officials insisted the turnout did not prevent Washington from getting results.

The declaration encompasses commitments by an array of countries, including Mexico, Canada, Costa Rica, Belize and Ecuador. There was no mention, however, of pledges by Brazil, Latin America's most populous nation.

The announcement did not include any U.S. pledges for additional work visas for Mexicans. That would form part of Lopez Obrador's visit with Biden next month, an official said.

During the opening speech at the Summit, Biden talked of a "shared responsibility" in the region to tackle the issue.

“Each one of our countries has been impacted by unprecedented migration, and I believe it is our shared responsibility to meet this challenge. I emphasize shared," he said.

Biden announced at the Summit a number of nations will join the United States in announcing a Los Angeles declaration on migration and protection.

According to a draft document seen by Reuters which was dated both June 6 and June 7, included commitments to work on convening banks to review their financial instruments for migrant-hosting countries, as well as improving migrants' access to public and private services.

It also lists pledges by Western Hemisphere countries to work together to boost regional law enforcement cooperation, information sharing and visa regimes, while attempting to strengthen and expand temporary labor opportunities.

The White House and the State Department did not immediately respond to requests for comment on whether the draft was final.

A government official from a country at the U.S.-hosted summit said the migration pledges and all the other declarations had been approved by the participating countries on Wednesday (June 8).

U.S. officials hope the Summit of the Americas in Los Angeles and a parallel gathering of top business executives can pave the way for greater economic cooperation as regional nations grappling with higher inflation work to bring supply chains stretched by the COVID-19 pandemic closer to home.

"It's much better for us ... to have a supply chain here in the Americas than it is for us to be dependent on a supply chain that comes from China," U.S. ambassador to Mexico Ken Salazar told Reuters on the sidelines of the summit.

Seeking to present alternatives to China, U.S. officials said Biden would unveil an "Americas Partnership" on Wednesday to speed pandemic recovery by building on existing trade deals.

The plan would aim to mobilize investments, reinvigorate the Inter-American Development Bank, create clean energy jobs, strengthen supply chains and promote "sustainable and inclusive trade" in the region, one administration official said.

Still, an initiative that promotes jobs abroad could face U.S. protectionist pushback, as well as questions about how many widely divergent economies could make it work.

US&nbsp;State Department spokesperson Ned Price said the Biden administration "understands" Mexico's position, but "one of the key elements of this summit is democratic governance, and these countries are not exemplars, to put it mildly."

Biden aides have been mindful of pressure from Republicans and some fellow Democrats against appearing soft on America's three main leftist antagonists in Latin America. Miami's large&nbsp;Cuban-American community, which favored Trump's harsh policies toward&nbsp;Cuba&nbsp;and Venezuela, is seen as an important voting bloc in Florida in the November elections that will decide control of the US&nbsp;Congress, which is now in the hands of the Democrats.

Lopez Obrador told reporters that his foreign minister, Marcelo Ebrard, would attend the summit in his place. The Mexican president said he would meet with Biden in Washington next month, which the White House confirmed.

"There can't be a Summit of the Americas if not all countries of the American continent are taking part," Lopez Obrador said.

A caravan of several thousand migrants, many from Venezuela, set off from southern Mexico early Monday aiming to reach the United States.

But a senior administration official insisted Lopez Obrador's no-show would not hinder Biden's rollout of a regional migration initiative. The White House expects at least 23 heads of state and government, which the official said would be in line with past summits.

Cuba critical

Brazilian President Jair Bolsonaro, a right-wing populist and Trump admirer who leads Latin America's most populous country, will attend after initially flirting with staying away.

The exclusion of Venezuela and Nicaragua had been flagged in recent weeks. President Miguel Diaz-Canel of Communist-ruled&nbsp;Cuba&nbsp;said last month he would not go even if invited, accusing the United States of "brutal pressure" to make the summit non-inclusive.

On Monday,&nbsp;Cuba&nbsp;called the decision "discriminatory and unacceptable" and said the United States underestimated support in the region for the island nation.

The United States invited some&nbsp;Cuban civil society activists to attend, but several said on social media that&nbsp;Cuban state security had blocked them from travel to Los Angeles.

Having ruled out Venezuelan President Nicolas Maduro, the Biden administration expects representatives for opposition leader Juan Guaido will attend, Price said. He declined to say whether their participation would be in person or virtually.

The senior administration official, asked whether Biden might have a call with Guaido during the summit, said there was a good chance of an "engagement," but declined to elaborate.

Washington recognizes Guaido as Venezuela’s legitimate president, having condemned Maduro’s 2018 re-election as a sham. But some countries in the region have stuck with Maduro.

Also barred from the summit is Nicaraguan President Daniel Ortega, a former Marxist guerrilla who won a fourth consecutive term in November after jailing rivals.
