Sri Lanka's Cabinet on Tuesday approved a controversial proposal to ban all forms of face coverings in public places, citing a threat to national security.
The move came weeks after Minister of Public Security Sarath Weerasekara signed a note in March, seeking the approval of the Cabinet to ban burqas, an outer garments that cover the body and face worn by some Muslim women.
The Cabinet has decided to ban all forms of face coverings in public places, Cabinet spokesperson and information minister Keheliya Rambukwella told reporters here, without specifying burqas.
He said the decision was taken two years after a wave of coordinated terror attacks on hotels and churches on Easter Sunday.
"All forms of face covers are a threat to national security", he said.
However, wearing face masks to combat COVID-19 is allowed.
The covering of the full face will automatically include burqa and niqab. The proposal now must be approved by Parliament to become a law.
Last month, Pakistan's High Commissioner to Sri Lanka Ambassador Saad Khattak had criticised the proposal to ban the wearing of burqas in the country, saying such "divisive steps" in the name of security will not only hurt the sentiments of Muslims but also strengthen wider apprehensions about the fundamental human rights of minorities in the island nation.
Meanwhile, Weerasekera in a Facebook post wrote that the Cabinet has approved the proposal to ban all face coverings, including the burqa.
"I requested approval to draft a law for the covering of full-face adhering to the quarantine law which means there will be no prohibition to wear face masks to prevent the COVID-19 virus," he was quoted as saying by the Daily Mirror news website.

The Buddhist-majority nation in 2019 had temporarily banned wearing of burqas under emergency regulations following the Easter Sunday attacks in which nine suicide bombers belonging to the local Islamist extremist group National Thawheed Jamaat (NTJ) carried out a series of blasts that tore through three churches and as many luxury hotels, killing 270 people, including 11 Indians, and injuring over 500.

Sri Lanka's police arrested a top Muslim legislator Saturday in connection with the 2019 Easter Sunday attacks that killed 279 people, as pressure mounted to speed up the investigation.

Detectives took Rishad Bathiudeen, leader of the All Ceylon Makkal Party (ACMP) and a former minister, into custody under the Prevention of Terrorism Act (PTA), police spokesman Ajith Rohana said.

Bathiudeen and his brother Riyaaj were arrested in pre-dawn raids on their homes in Colombo. "They were arrested under the PTA based on circumstantial and scientific evidence that they had connections with the suicide bombers who carried out the attacks," Rohana said in a statement.

A lawyer representing the brothers said a presidential inquiry had found no evidence linking them to the bombers and the arrests were a political vendetta. "The arrests are politically motivated," lawyer Rushdhie Habeeb said in a statement, which highlighted how the ACMP had opposed President Gotabaya Rajapaksa in 2019 elections.

The arrests came three days after the head of Sri Lanka's Roman Catholic Church, Cardinal Malcolm Ranjith, accused the government of allowing investigations to stall. Nearly 200 people were arrested within days of the suicide attacks on hotels and churches by local Islamist extremists, but no one has been charged.

Sri Lanka's parliament has blocked a visiting UN human rights expert from meeting with judges hearing war crimes cases, citing fears of foreign interference in the judicial system.

Clement Voule, an envoy of the United Nations Human Rights Council, travelled to the South Asian nation to discuss civil rights protections in Sri Lanka.

But opposition leader Mahinda Rajapakse told parliament on Tuesday that Voule's plans to meet with senior judges overseeing cases concerning military excesses during the former strongman's tenure amounted to foreign interference.

On Wednesday parliament speaker Karu Jayasuriya said he had "intervened and stopped the meeting".

"I thank the opposition for bringing this to my notice, I have taken timely action," Jayasuriya added.

Sri Lanka faced international censure for its human rights record under Rajapakse, who was toppled in January 2015 elections.

Forces under his command were accused of killing up to 40,000 Tamil civilians in the final months of the island's 37-year war against Tamil separatists that ended in May 2009.

Rajapakse's administration resisted global pressure to examine allegations of major human rights violations during his tenure. His successor President Maithripala Sirisena came to power on a pledge to investigate wartime atrocities but has refused calls for an international probe.

News brief: Big stories of the day

Sri Lanka Parliament votes against Mahinda Rajapaksa govt

Sri Lanka's former strongman leader Mahinda Rajapaksa Sunday vowed snap elections would go ahead to "seek a mandate from the people" after the president's sacking of parliament plunged the country deeper into political turmoil.

President Maithripala Sirisena triggered the crisis two weeks ago by sacking prime minister Ranil Wickremesinghe and replacing him with Rajapaksa in a power swap his rivals say is illegal.

Sirisena dismissed parliament on Friday and called new polls for January 5, throwing the island into fresh chaos as the United States urged Sri Lanka to respect democratic processes.

Wickremesinghe's party had wanted parliament reconvened to prove he commanded a majority, but Sirisena refused and sacked the legislature instead, escalating a standoff between the rival factions.

Rajapaksa, a former president who led Sri Lanka with an iron fist for a decade, said "no one" could stop the polls going ahead.

"The election will go ahead and I am confident we will sweep the election," he told reporters Sunday in his first remarks since the polls were called.

"The international community must realise that this is democracy. They must understand our position. We are seeking a mandate from the people."

Rajapaksa said he was meeting with lawyers ahead of a slew of legal challenges in the Supreme Court to his appointment and the polls.

His rival Wickremesinghe insists he still heads the government and has refused to vacate the prime minister's official residence in Colombo.

Sirisena dissolved parliament less than a week before the legislature was expected to vote on either Rajapaksa and Wickremesinghe.

Sirisena's party had acknowledged that it did not have a majority in the 225-member assembly, despite arranging eight defections from Wickremesinghe's party.

Only China has recognised Rajapaksa's appointment as prime minister.

The United States has led a chorus of international voices expressing concern over threats to democracy in the island of 21 million people strategically located in the Indian Ocean.

Election monitors have questioned the legality of the election, which comes nearly two years ahead of schedule.

The People's Action for Free and Fair Elections, one of two officially sanctioned election monitoring groups, said it believed Sirisena's actions were unconstitutional.

"As an election monitoring group we can't oppose a poll, but there are serious questions about the validity of the president's action in calling this election," its chief Rohana Hettiarachchi told AFP.

He said he had already asked the independent Elections Commission to seek an opinion from the attorney general and an order from the Supreme Court.

Sri Lanka's president plans to call a session of parliament on Monday, the new prime minister said, a move that could help resolve a political crisis after the abrupt dismissal of his predecessor.

Maithripala Sirisena named Mahinda Rajapaksa as prime minister last week after sacking the unity government of Ranil Wickremesinghe, prompting protests and a demand for parliament to be called, to allow lawmakers to choose their leader.

The return of Rajapaksa, a former president who crushed a decades-old Tamil insurgency, has stoked fears of fresh political and ethnic division in the island nation of 21 million mostly Sinhalese Buddhists, with Tamil and Muslim minorities.

Wickremesinghe has called his removal unconstitutional and has demanded he be allowed to prove his parliamentary majority.

"The president has decided to reconvene parliament on the 5th," Rajapaksa said during a meeting at the prime minister's office on Thursday.

There was no immediate word from Sirisena's office on convening parliament.

Earlier, Sirisena had prorogued parliament until November 16, but political parties and foreign powers led by the United States and the EU urged an early session to resolve the crisis.

Political parties and diplomats say continuing uncertainty continues could fuel attempts by claimants to lure lawmakers with money and ministerial positions.

Parliament Speaker Karu Jayasuriya, who has also warned of unrest in the streets if parliament was not called quickly, met Sirisena on Wednesday to persuade him to call an early session.

Since Sri Lanka was plunged into political crisis, its rupee currency has hit record lows, compounded by worries over a slowing economy. It stood at 173.70 to the dollar on Thursday, gaining slightly from dollar sales by the central bank, traders said.

"The political turmoil is putting downward pressure on the rupee," Capital Economics said in a note. "If the currency continues to weaken, the central bank may be forced to hike interest rates, which would further weigh on growth prospects."

Sri Lanka’s foreign currency debt, which is equivalent to about half its total debt, also makes it vulnerable to sudden currency falls, it added.

Prime Minister Narendra Modi held talks with his Sri Lankan counterpart Ranil Wickremesinghe on Saturday and discussed a range of issues related to bilateral ties, including the progress of India-assisted development projects in the island nation.

The two leaders held talks at the Hyderabad House here on the third day and final day of the Sri Lankan Prime Minister's India visit.

"Special place in our hearts for Sri Lanka. PM Narendra Modi welcomes the Sri Lankan PM Ranil Wickremesinghe. At the delegation level talks, the leaders took stock of the entire range of our bilateral relations, specially the development projects in Sri Lanka," Ministry of External Affairs Spokesperson Raveesh Kumar tweeted along with pictures of the two leaders at the Hyderabad House.

During the visit, the two sides reviewed the status of the India-assisted housing projects in Jaffna. They were also expected to deliberate on the Tamil issue -- the reconciliation process and devolution of powers in Tamil-dominated areas.

Wickremesinghe's India visit comes in the backdrop of controversial media reports that Lankan President Maithripala Sirisena has accused Indian intelligence agency RAW of plotting his assassination, a claim firmly rejected as "false" by Colombo.

Earlier in the day, Home Minister Rajnath Singh and External Affairs Minister Sushma Swaraj also separately called on the visiting Lankan leader.

Wickremesinghe and Singh discussed issues related to security and anti-terror cooperation between India and Sri Lanka.

Sri Lanka has yet to fully restore civilian ownership of thousands of acres of land taken over during the civil war with the LTTE for military purposes, according to a US-based human rights group.

The Human Rights Watch, in a report published this week, said the progress, particularly since the election of a new government in 2015, has been hindered by broad military claims of national security and the lack of a transparent process.

"The Sri Lankan government has yet to fully restore civilian ownership of land and property nearly a decade since the end of the civil war in 2009," said the 80-page report titled "'Why Can't We Go Home?': Military Occupation of Land in Sri Lanka."

The report identifies the lack of transparency and due process, failure to map occupied land, inadequate support to affected people and communities, and prolonged delays in providing appropriate reparations for decades of loss and suffering.

The military has also used some confiscated lands for commercial profit rather than national security and returned damaged or destroyed property to owners without compensation, the report said.

The HRW report is based on over 100 interviews between August 2017 to May 2018 with members of affected communities, activists, local officials, and lawyers. It looks into cases of military occupation and land release in 20 areas in six districts, primarily in Sri Lanka's north and east.

The three-decade long civil war in Sri Lanka ended with the defeat of the separatist Liberation Tigers of Tamil Eelam (LTTE) in May 2009. Large areas, including those previously held by the LTTE in the north and east, came under military control after the war.

While the then president Mahinda Rajapaksa released some land to its original owners, the military retained control over large areas, the report said.
The new government led by President Maithripala Sirisena took some steps to release civilian land held by the security forces, it added.

At the United Nations Human Rights Council in October 2015, the Sri Lankan government promised to address conflict-related issues, including returning land to its original owners. However, the government's response has fallen far short of its promises, it added.

Sirisena has asked his officials to complete the return of lands to civilians by the end of this year, it noted.

Human Rights Watch has documented a number of cases in which properties were destroyed while held by the military after the war, including temples, churches, mosques, and Buddhist shrines.

Lankan government too slow to return civilian lands held for military activity: Report

Cricket Australia has released a statement in the wake of match-fixing allegations in several matches involving India, Sri Lanka, Australia and England last year.

According to the sting operation done by Al Jazeera television network, the match might have been played on a pitch doctored at the behest of match-fixers. The incident prompted the ICC to launch an investigation into the matter and said they were aware of the allegations.

Now, Cricket Australia has said it wasn't aware of any "credible evidence" linking two of its players to match-fixing.

CA chief James Sutherland urged the Qatari broadcaster to hand over its footage to the International Cricket Council following Sunday's documentary and pledged a full investigation if necessary.

"Although not having been provided an opportunity to view the documentary or any raw footage, our long-standing position on these matters is that credible claims will be treated very seriously and fully investigated," Sutherland said in a statement.

"Cricket Australia will continue to fully cooperate with the ICC Anti-Corruption Unit in its review of the matter. Neither the ICC or Cricket Australia is aware of any credible evidence linking Australian players to corruption in the game."

Sutherland also said, "Cricket Australia will continue to fully co-operate with the ICC Anti-Corruption Unit in its review of the matter."

He also urged Al Jazeera to provide all un-edited materials and any other evidence to the ICC investigation team so that a full and thorough investigation can be conducted.

The Al Jazeera programme claimed pitches were doctored to achieve desired results at Galle International Stadium, where Australia lost all their 20 wickets and were beaten by Sri Lanka inside three days in 2016.

They also made match-fixing allegations against England in their innings defeat to India in Chennai, which England captain Joe Root described as "outrageous".

The documentary made reference to the 2016 Test between Australia and Sri Lanka, where it claimed criminals had placed money on the game not ending in a draw, before it was wrapped up on the third day.

The names of the Australian players were bleeped out by Al Jazeera and the period of play under suspicion was also not revealed.

Bangladesh skipper Mahmadullah won the toss and elected to bowl against India in a Nidahas Twenty20 tri-series match at the R.Premadasa Stadium, here today.

India have brought in Mohammed Siraj in place of Jaydev Unadkat for their last league match while Bangladesh have replaced Taskin Ahmed with Abu Hider.

India, who already have won two matches, need one more victory to qualify for the title-clash.

So far, in all four matches, the chasing team has emerged victorious.

India would keep an eye on the skies. Hopefully, rains will stay away, though at this time of the year it is never far off in Sri Lanka. Team batting second would be at an advantage if Duckworth-Lewis Rain Rule comes into play.

Men in blue are currently leading the tournament with four points, as they won two out of three matches till now.

India, who already have won two matches, need one more victory to qualify for the title-clash

Nidahas Trophy: Bangladesh skipper Mahmadullah wins toss, elects to bowl against India

Sri Lanka stretched their first innings lead to 91 runs with two wickets in hand despite India paceman Mohammed Shami's triple strike on the penultimate day of the rain-hit opening test on Sunday.

Mohammed Shami, who bowled without luck on Saturday, claimed three wickets in a fine display of seam bowling and Umesh Yadav claimed his third of the match to restrict Sri Lanka to 263-8 at lunch.

Rangana Herath made a useful 43 not out, a determined knock that included six boundaries, and was batting with Suranga Lakmal on 10 at the Eden Gardens.

Earlier, overnight batsman Niroshan Dickwella hit Shami for a boundary to level the scores after the tourists, chasing their first test victory in India, resumed on 165-4.

After regularly beating the bat, Shami finally tasted success with a rising delivery which kissed the edge of Dickwella's blade before flying to Virat Kohli in the slip. Dickwella's breezy 35 off 38 balls included five boundaries.

Shami went on to dismiss Sri Lanka skipper Dinesh Chandimal caught behind for 28 with an outswinger.

In between, Kumar trapped Dasun Shanaka lbw for naught. The batsman reviewed the decision but could not get it overturned as replays confirmed the ball would have hit the top of the middle-stumps.

Dilruwan Perera featured in a review drama after being adjudged lbw to Shami.

The batsman was on his way to dressing room when he suddenly turned around to challenge the decision which was overturned as the point of impact was found marginally outside the stumps.

Shami had the last laugh though, as he dismissed Perera caught behind for five.

Conditions on the first two days of the pace-dominated contest meant Herath had a very limited role with the ball and Sri Lanka's spin spearhead made his mark with the bat instead, frustrating the hosts with his dogged resistance.
