Philippines ramps up Spratly Islands upgrades to enhance military capacity amid tension with China

As per the Philippine Coast Guard (PCG), which is tasked to oversee the enforcement of laws within Philippine waters, as many as five buoys carrying the national flag of the country were set up in five key areas.&nbsp;

The buoys are placed within a 200-mile (322-km) zone. It encompasses Whitsun Reef. In March 2021, an incident in the Whitsun Reef sparked tensions between the Philippines and China. This occurred when hundreds of Chinese vessels entered the reef, which is a part of the Spratly Islands.&nbsp;

Amid the growing activities in the South China Sea region by Beijing, Vietnam has been building up its defences in the Spratly Islands for the past two years 'to ensure it can strike Chinese facilities'.&nbsp;

Citing the Centre for Strategic and International Studies' Asia Maritime Transparency Initiative's report, South China Morning Post said that emplacements for air and coastal defence systems have been installed on most of Vietnam's bases in the Spratly islands, with the most significant upgrades at West Reef and Sin Cowe Island.&nbsp;

The report further stated that the building work by Vietnam is to emphasise its stance against China and also to ensure that the Chinese bases were within striking range.&nbsp;

According to the report, the recent upgrades at West Reef and Sin Cowe 'follow established patterns seen at other Vietnamese outposts in the Spratlys', the SCMP said.&nbsp;

"The coastal defence installations - concrete emplacements often connected to a bunker - are ubiquitous at Vietnam's larger outposts," the report said.&nbsp;

"In the past two years, West Reef has seen significant new construction, including several coastal defense installations, administrative buildings, concrete pads and bunkers, and a large tower structure presumably for communications or signals intelligence. The northern and southern tips of the island also saw the construction of a tunnel network similar to those on other Vietnamese features, as well as the planting of vegetation," it read.&nbsp;

The report further said that Sin Cowe Island has seen significant upgrades over the last two years, most notably the construction of an array of defensive installations along the coastline.&nbsp;

"This work began in 2019 and is concentrated on the roughly 26 acres of reclaimed land built between 2013 and 2016. The reclaimed area on the north side of Sin Cowe, vegetated in images from 2018, was cleared for the construction of new tunnels and coastal fortifications," it added.&nbsp;

While the world is dealing with the <a href="https://www.wionews.com/world/china-may-have-four-times-more-covid-19-cases-than-reported-study-294601">COVID-19 </a>crisis, China earlier this month announced a new governance system for disputed islands in South China Sea that has irked not only its neighbours but has drawn sharp reactions from countries like US and Australia.&nbsp;

Earlier this month China approved the establishment of two districts to administer disputed Paracel &amp; Spratly island in the South China Sea. Each district will have a local government with the government for the Spratly island being located on Fiery Cross Reef, an area fortified by China by land reclamation. One of the new district created in Sansha city in Hainan province will administer Paracel island.&nbsp;

Before that Bejing had issued new names for 25 islands/ reef &amp; 55 undersea entities in the South China Sea in a bid to "reaffirm" its sovereignty in the region.

This has led to angry responses from the country's neighbourhood and from Washingon and Canberra. Vietnam strongly protests Chinese action saying it violates the country's sovereignty and are invalid. An angry Philippines filed a diplomatic protest at the Chinese embassy in Manila. Australian foreign minister Marise Payne while condemning China's action in South China Sea said it is "vital all countries ease tensions so they can focus on combating COVID-19."

Meanwhile, US slamming Bejing said the country is using COVID-19 distraction to further its hold in the South China Sea. US secretary of state Mike Pompeo said, "Even as we fight the outbreak, we must remember that the long-term threats to our shared security have not disappeared. In fact, they’ve become more prominent."

Explaining, "Beijing has moved to take advantage of the distraction, from China’s new unilateral announcement of administrative districts over disputed islands and maritime areas in the South China Sea, its sinking of a Vietnamese fishing vessel earlier this month, and its “research stations” on Fiery Cross Reef and Subi Reef."

He said,"important to highlight how the Chinese Communist Party (CCP) is exploiting the world’s focus on the COVID-19 crisis by continuing its provocative behavior" and "The CCP is exerting military pressure and coercing its neighbors in the SCS, even going so far as to sink a Vietnamese fishing vessel. The U.S. strongly opposes China’s bullying and we hope other nations will hold them to account too."

Japan has also lodged a strong protest with the Chinese government ship crossing into Japanese territorial waters near Senkaku Island in East China sea. Earlier this month China approved the establishment of two districts to administer disputed Paracel & Spratly island in the South China Sea. Each district will have a local government with the government for the Spratly island being located on Fiery Cross Reef, an area fortified by China by land reclamation. One of the new district created in Sansha city in Hainan province will administer Paracel island. Before that Bejing had issued new names for 25 islands/ reef & 55 undersea entities in the South China Sea in a bid to "reaffirm" its sovereignty in the region. This has led to angry responses from the country's neighbourhood and from Washingon and Canberra. Vietnam strongly protests Chinese action saying it violates the country's sovereignty and are invalid. An angry Philippines filed a diplomatic protest at the Chinese embassy in Manila. Australian foreign minister Marise Payne while condemning China's action in South China Sea said it is "vital all countries ease tensions so they can focus on combating COVID-19." Meanwhile, US slamming Bejing said the country is using COVID-19 distraction to further its hold in the South China Sea. US secretary of state Mike Pompeo said, "Even as we fight the outbreak, we must remember that the long-term threats to our shared security have not disappeared. In fact, they’ve become more prominent." Explaining, "Beijing has moved to take advantage of the distraction, from China’s new unilateral announcement of administrative districts over disputed islands and maritime areas in the South China Sea, its sinking of a Vietnamese fishing vessel earlier this month, and its “research stations” on Fiery Cross Reef and Subi Reef." He said,"important to highlight how the Chinese Communist Party (CCP) is exploiting the world’s focus on the COVID-19 crisis by continuing its provocative behavior" and "The CCP is exerting military pressure and coercing its neighbors in the SCS, even going so far as to sink a Vietnamese fishing vessel. The U.S. strongly opposes China’s bullying and we hope other nations will hold them to account too." Japan has also lodged a strong protest with the Chinese government ship crossing into Japanese territorial waters near Senkaku Island in East China sea. Tokyo says 4 Chinese coast guard vessels have sailed in the area for 90 minutes. China claims ownership over senkaku island and calls them as diaoyu.

China exploiting world’s focus on COVID-19, Pompeo on South China Sea dispute

The Vietnam has said that China deploying its ship in the disputed waters in the South China Sea is a violation of its sovereignty.

Speaking at WION World Order, Vietnam ambassador SanhChau Pham said. "Vietnam is facing challenges because China is deploying its survey ship within the exclusive economic zone of Vietnam. We tried to call them to pull out of this economic zone but they haven't done that. So, it is a violation of Vietnam's sovereignty, sovereign rights and jurisdiction over the waters as provided for by the international law on the sea."

He was speaking during a session on the Geopolitical Significance of Indo-Pacific: An ASEAN View.

"We have to address that collectively with the ASEAN and with the whole Indo-Pacific. All the partners will have to understand that they have to respect the law," the ambassador added.

The Chinese ships are stationed at the Vanguard Bank, the wetern-most reef in the resource-rich Spratly Islands. They entered the area on July 3 and have been stationed there in the name of doing seismic research and have ignored the calls from Hanoi to leave.

China stakes ownership claims to the Spratlys - along with Brunei, Malaysia, Taiwan and Vietnam - and has even built artificial islands to serve as military outposts.

Vietnam foreign ministry spokesperson Le Thi Thu Hang said in a statement last week, "Chinese survey ship Haiyang Dizhi 8 had conducted activities in the southern area of the East Sea that violated Vietnam's exclusive economic zone and continental shelf." At a top regional security forum on Saturday, US Defence Secretary Jim Mattis said China’s recent militarisation efforts in the disputed South China Sea were intended to intimidate and coerce regional countries.

Mattis told the Shangri-La Dialogue that China’s actions stood in "stark contrast with the openness of [the US] strategy," and warned of "much larger consequences" if China continued its current approach.

As an "initial response", China’s navy has been disinvited by the US from the upcoming 2018 Rim of the Pacific Exercise, the world’s largest international naval exercise.

It is important to understand the context of the current tensions and the strategic stakes for both China and the US.

In recent years, China has sought to bolster its control over the South China Sea, where a number of claimants have overlapping territorial claims with China, including Vietnam, the Philippines and Taiwan.

China's efforts have continued unabated, despite rising tensions and international protests. Just recently, China landed a long-range heavy bomber for the first time on an island in the disputed Paracels, and deployed anti-ship and anti-air missile systems to its outposts in the Spratly Islands.

China’s air force has also stepped up its drills and patrols in the skies over the South China Sea.

While China is not the only claimant militarising the disputed region, no one else comes remotely close to the ambition, scale and speed of China's efforts.

China’s strategy

The South China Sea has long been coveted by China (and others) due to its strategic importance for trade and military power, as well as its abundant resources. According to one estimate, US$3.4 trillion in trade passed through the South China Sea in 2016, representing 21 per cent of the global total.

China’s goal in the South China Sea can be summarised with one word: control.

In order to achieve this, China is undertaking a coordinated, long-term effort to assert its dominance in the region, including the building of artificial islands, civil and military infrastructure, and the deployment of military ships and aircraft to the region.

While politicians of other countries such as the US, Philippines and Australia espouse fiery rhetoric to protest China’s actions, Beijing is focusing on actively transforming the physical and power geography of the South China Sea.

In fact, according to the new commander of the US Indo-Pacific Command, Admiral Philip Davidson, China’s efforts have been so successful that it "is now capable of controlling the South China Sea in all scenarios short of war with the US".

America’s declining relevance

China’s efforts are hard to counter because it has employed an incremental approach to cementing its control in the South China Sea. None of its actions would individually justify a US military response that could escalate to war. In any case, the human and economic cost of such a conflict would be immense.

The inability of the US to respond effectively to China’s moves has eroded its credibility in the region. It has also fed a narrative that the US is not "here to stay" in Asia. If the US is serious about countering China, then Mattis’ rhetoric must be followed by action.

First, the US should clearly articulate its red lines to China and others on the kinds of activities that are unacceptable in the South China Sea. Then it must be willing to enforce such red lines, while being mindful of the risks.

Second, the US needs to renew its efforts to cooperate with allies in the region to build capacity and demonstrate a coordinated commitment to stand in the face of China’s challenge.

Third, the US needs to deploy military capabilities in the Indo-Pacific region, such as advanced missile systems, which would reduce the military advantages gained by China through the militarisation of the South China Sea features.

Long-term consequences

China’s tightening control over the South China Sea is worrying for a number of regional countries. For many, the shipping routes that run through the South China Sea are the bloodlines of their economies.

Moreover, the shifting balance of power will enable Beijing to settle its territorial disputes in the region for good. Without a doubt, China is willing to use its new-found power to change the status quo in its favour, even at the expense of its weaker neighbours.

Control of the South China Sea also allows Beijing to better project its military power across South-East Asia, the western Pacific and parts of Oceania. This would make it more costly for the US and its allies to take action against China, for example, in scenarios involving Taiwan.

On a higher level, China’s assertive approach to the South China Sea demonstrates Beijing’s increasing confidence and its willingness to flaunt international norms that it considers inconvenient or contrary to its interests.

There is little doubt China is becoming the new dominant power in Asia. Its rise has benefited millions in the region and should be welcomed. But we should also be wary of Beijing’s approach to territorial disputes and grievances if it employs military and economic intimidation and coercion.

If we want to live in a "world where big fish neither eat nor intimidate the small", then there must be consequences for countries, including China, when they flaunt international norms and seek to settle disagreements with force.

It may be too late to turn the tide in the South China Sea and reverse China’s gains. No one would run such a risk. But it is not too late to impose penalties on China for further destabilising the region through its actions in the South China Sea.

The challenge is to figure out how to do that, and what we would be willing to risk to achieve it.

Opinion: Despite strong words, US has few options left to reverse China's gains in South China Sea

China has reportedly installed "anti-ship cruise missiles and surface-to-air missile systems" on three of its outposts in the South China Sea, a US TV network said on Wednesday.

The report citing intelligence sources said this could be China's first attempt to deploy missiles in the hotly contested South China Sea area which consists of Spratly islands where several countries including Vietnam, Philippines, Taiwan lay their claim.

The US network quoting intelligence sources said the missiles were moved to Fiery Cross Reef, Subi Reef and Mischief Reef within the past 30 days.

The South China Sea has seen military manoeuvres by the US and its allies who have been conducting military exercises which has been severely criticised by China.

Last month, the Chinese Navy was involved in an "encounter" with the Australian Navy vessel. The Chinese Navy said it acted "professionally and lawfully".

Greg Poling, a South China Sea expert at Washington's Center for Strategic and International Studies think tank, told Reuters that deploying missiles on the outposts would be important.

The report said YJ-12B anti-ship cruise missiles allowed China to strike vessels within 295 nautical miles. It said the HQ-9B long-range surface-to-air missiles could target aircraft, drones and cruise missiles within 160 nautical miles.
