Fire at South Africa's parliament, was contained on Tuesday (January 4) after intense efforts of two days. The fire devastated the complex and brought down roof of the National Assembly.

The blaze began before sunrise on Sunday and was initially declared under control on Monday until strong winds reignited flames, leaving dozens of firefighters once again battling late into the night.

A 49-year-old man was remanded into custody until January 11 during a brief court appearance on Tuesday. He was arrested on Sunday inside the parliament and has been charged by police with "housebreaking, arson" and damaging state property.

"Firefighters managed to contain the fire just before 12:00 last night," spokesman Jermaine Carelse told AFP.

There were fresh flames again early Tuesday, he added, which firefighters extinguished.

"We currently have four fire engines on scene with approximately 20 staff members that will monitor the situation throughout the day."

No casualties have been reported in the fire, but the damage to the nation's parliament has shocked the country.

The blaze tore through the wooden room where MPs normally sit. Carelse said such was the devastation that a parliamentary session would not be held there for a long time.

Parliament spokesman Moloto Mothapo said "the entire chamber where the members sit... has burned down."

The fire started at around 5:00 am (0300 GMT) Sunday in the wood-panelled older part of the complex -- a section that once housed South Africa's first parliament.

Fire at South African parliament contained after two days

A man in his 50s was arrested by police in connection with South African parliament fire. It appears that the water sprinkler system designed to combat fire was tampered with as a result of which it did not work.

The fire started early on Sunday (January 2) morning (local time) and firefighters were still trying to contain the blaze by afternoon. The suspect was arrested from inside the parliament complex.

Public Works and Infrastructure Minister Patricia De Lille told reporters that CCTV footage had revealed that someone was inside the parliament complex since morning.

The cause of the blaze was not yet known but De Lille said that according to a report that she received, a standard maintenance fire drill had been conducted just before parliament closed for the Christmas and New Year holidays and everything including the sprinklers was working.

"What was discovered this morning is that somebody has closed one of the valves and so then there was no water to trigger that automatic sprinkler system coming on," De Lille said

She said that investigation had been handed to an elite police unit called the Hawks.

"It's the role of the Hawks to investigate any attack on political institutions," De Lille said.

President Cyril Ramaphosa told reporters after visiting the site that parliament's work would continue despite the blaze. He also praised firefighters for saving a "very important national asset of our government".

The parliamentary complex, some of which dates back to 1884, consists of a cluster of buildings. The National Assembly, or lower House of Parliament, is situated in what is known as the New Wing.

The upper house, or National Council of Provinces (NCOP), is located in what is called the Old Wing or Old Assembly, which is also used for committee meetings.

"The fire has been contained in the Old Wing. Firefighters are currently trying to control the fire in the New Wing, where the fire has affected the National Assembly Chamber," parliament said in a statement.

Jean-Pierre Smith, a Cape Town mayoral committee member responsible for safety and security, said the roof of the old building had collapsed, and added the fire had gutted the third floor of the building, including office space and the gymnasium.

He also told reporters that the parliament's fire alarm only rang when firefighters were already on site.

By afternoon smoke had partially subsided after billowing for hours from the roof and entrance of the National Assembly. But City of Cape Town fire services chief Jermaine Carelse said the fire was still active, and was now concentrated on the first and third floor.

The fire, which started just before 6 a.m., was the second at the parliament in less than a year. In March there was a blaze caused by an electrical fault.

"It is egregious that such a thing happened in the first place, there must be no question about it. Whether it was a result of security breaches, which may be apparent to some people, we don't know," Deputy Speaker of the National Assembly Lechesa Tsenoli said.

National Assembly Speaker Nosiviwe Mapisa-Nqakula told reporters that Ramaphosa's state of the nation address to a joint session of parliament would go ahead as planned on Feb.10 but an alternative venue would have to be used.

South African legendary cricketer Hashim Amla praised the Virat Kohli-led team India after they registered a 113-run victory in the first Test of three-match series in Centurion against South Africa.

The iconic batter also said that for Virat Kohli & Co. one of the key factors was the "collective experience" that led to a comfortable victory in the series-opener at Centurion.

With an aim to take an unassailable lead, the Indians will lock horns with South Africa again in the second Test that is scheduled to start from January 3 at The Wanderers Stadium, Johannesburg.

South African Parliament building in Cape Town catches fire

In a requiem Mass that interwove several southern African languages, in the style of Archbishop Desmond Tutu’s own preaching, parishioners at his former church in Johannesburg bade farewell this week to the activist priest who took on apartheid with a message of peace and forgiveness.

The service, at St. Mary’s Cathedral on Thursday, was part of a week of mourning across South Africa that has again brought to the fore questions about the state of reconciliation and its democratic process as the country looks back on its segregated past and the role the archbishop played in trying to unify the country.

Flags across the country are flying at half-staff to commemorate a national hero, but his memorials have been simple affairs — led by religious leaders, with few speeches from national politicians and with modest floral bouquets and few portraits. The archbishop’s coffin is unvarnished and fitted with rope handles, in line with his final wishes.

Tutu, who died Sunday at 90, was one of the leading voices against apartheid, helping to bring about the end of the brutal segregationist system in South Africa. After the collapse of apartheid, the archbishop took on a new role, shepherding the country’s difficult transition as head of its Truth and Reconciliation Commission.

In retirement, his calls for social justice expanded to the HIV/AIDS pandemic, LGBTQ rights and climate change, again challenging church and state even as he grew more frail.

His official funeral will be Saturday at the St. George’s Cathedral in Cape Town, where he became the first Black archbishop in 1986 and effectively the spiritual leader of southern Africa’s Anglican churches. Before that, he had brought the church to the forefront of the fight for nonviolent democratic change in South Africa, earning him international support and a Nobel Peace Prize in 1984.

In his final years, however, those close to him saw a man increasingly disillusioned with the condition of the democracy he helped usher in.

The Rev. Frank Chikane, in his sermon at Tutu’s requiem Thursday, said as much in recalling his last encounter with the archbishop.

“He did not think that this was what we struggled for,” Chikane said from the pulpit. “I would like to say rest in peace, Archbishop. We will not rest until we have achieved the ideal society you were championing.”

Deep inequality remains entrenched in South Africa, still etched along racial lines. Three decades after the country’s first racially inclusive election, in 1994, the government is still struggling to fulfill its promise of dignified education, housing and health care for a Black majority that was denied those basic rights under apartheid.

The governing party, the African National Congress, once led by Tutu’s close friend and ally, Nelson Mandela, has been hobbled by infighting and bitter accusations of corruption and cronyism. For years, some of those accusations came from the archbishop himself, and resentment grew between him and some party leaders.

For a new generation of South Africans, the heady days of new democracy in the 1990s are long gone, and some have become cynical about the vision the archbishop preached of a “rainbow nation,” embittered by the widening gap between rich and poor, Black and white South Africans.

This reckoning with the past is much larger than the individuals and speaks to South Africa’s “unfinished business,” said Busisiwe Dlamini, a scholar and activist for racial equity. She said she worried not so much about differences over the Truth and Reconciliation Commission’s legacy, but more by the thought that young South Africans might be sliding into indifference.

“Let’s take this moment to mourn, to celebrate, and then to say what’s coming up in these different voices that seem polarized but are telling us that there’s work to be done,” Dlamini said. “The process of the TRC was bigger than the bishop himself.”

Although his message was one of nonviolence, Tutu never appeared to shrink from a fight with the government or even his own church.

Around South Africa and the globe, some have recounted the time when Tutu donned a T-shirt with the words “HIV-positive” and lent his name to an HIV research center in the early 2000s. He went on to fight the stigma associated with the disease, when South Africa’s public health policy was characterized by indecision and misinformation, and thousands died. Others recalled how he fought to have women ordained in the South African clergy and challenged the international church on its stance on LGTBQ rights.

“He was a few steps ahead of society, not just the church,” said Bishop Malusi Mpumlwana, secretary-general of the South African Council of Churches, a position that Tutu once held.

While many South Africans have commemorated the archbishop’s decades of work, some critics have questioned the years he spent as chair of the Truth and Reconciliation Commission. They argue that the dialogue and reckoning the commission sought was not enough to truly heal South Africa’s deep wounds.

While leading the commission, Tutu welcomed the critique that the freedom fighters’ bloody campaign against apartheid could not be equated with the calculated brutality of the security forces that enforced the system. In a 1995 television interview, he said he saw it as evidence of the complexity of South Africa’s reconciliation project.

As a young lawyer who was imprisoned by the apartheid police and who defended the activists accused of treason, Dumisa Ntsebeza, too, was skeptical of the Truth and Reconciliation Commission, even as he was appointed head of its investigations.

From the outset, in an act passed by a government led by Mandela in 1995, the commission was designed to scrutinize atrocities committed by both sides between 1960 and 1994, when South Africa’s landscape resembled a “low-intensity war,” Ntsebeza said. The idea, he added, was to promote reconciliation, “not implement it.” With its time and resources limited by an act of Parliament, it was clear that the commission would not be able to fully address South Africa’s racist past, he said.

“I think the politicians wanted to appear to be doing something about our past,” Ntsebeza said. “It was designed to raise further questions, to let people see enough of what the act defined as gross violations of human rights.”

In later years, Tutu became a critic of the process he once led. He chastised the African National Congress-led government for failing to prosecute those who were denied amnesty during the Truth and Reconciliation Commission and for failing to introduce the kinds of reforms that would have addressed economic inequality, one of the most enduring legacies of apartheid.

He called for reparations for the victims of apartheid and reiterated the commission’s earlier calls for a one-off wealth tax to begin addressing South Africa’s inequality.

“The commission was a beginning,” Tutu wrote in 2014, “not an end.”

We will not rest until we have achieved the ideal society you were championing.” Deep inequality remains entrenched in South Africa, still etched along racial lines. “The process of the TRC was bigger than the bishop himself.” Although his message was one of nonviolence, Tutu never appeared to shrink from a fight with the government or even his own church. “It was designed to raise further questions, to let people see enough of what the act defined as gross violations of human rights.” In later years, Tutu became a critic of the process he once led.

Mourners paid their respect to Archbishop Desmond Tutu as his body lay in state at St. George's Cathedral in Cape Town. The city is where Tutu waged his war against racial injustice.

Desmond Tutu, a Nobel Laureate and known for his principled fight against white minority rule, died on Sunday. He was 90-years-old. He passing is a huge loss for South Africa where many fondly called him 'Tata' (father). Since his death, church bells have been rung every day in his honour. Tributes and prayers have poured in around the world.

Tutu will lie in state at the cathedral on Thursday and Friday, ahead of a requiem mass funeral service on Saturday where President Cyril Ramaphosa was expected to deliver the main eulogy.

"I am basically just here to pay my respects," said Randall Ortel, a medical doctor and one of the first members of the public in line to enter the church. "He is definitely one of my role models and I want to emulate what he has done in his life," he said.

Amanda Mbikwana said she had arrived as early as 5 a.m. (0300 GMT) with her mother and nephews.

"We have known Tata's work, he has stood up for us and we are here today in a free country to give him the honour, to celebrate his life and to support (his wife) Mama Leah and the family," said Mbikwana, a human resources manager.

"THE VOICE OF REASON"

Tutu won the Nobel Peace Prize in 1984 in recognition of his non-violent opposition to white minority rule. A decade later, he witnessed the end of that regime and chaired a Truth and Reconciliation Commission to help unearth state-sponsored atrocities during that era .

"He was always the voice of the voiceless and always the voice of reason," said fellow anti-apartheid activist Chris Nissen, as he waited in line outside the cathedral.

Tutu's simple pine coffin with rope handles, adorned with a single bunch of white carnations, was carried into St. George's, which provided a safe haven for anti-apartheid activists during the repressive white-minority rule.

The highest fourth innings score to win at Centurion Park is 251 for eight by England in 2000, an infamous test where both teams agreed to forfeit an innings after rain to force a result.

Desmond Tutu, South African anti-apartheid icon, died on Sunday, at the age of 90. He was considered to be one of the driving forces behind the movement to end racial segregation and discrimination.

Born in 1931 in a small gold-mining town, Tutu dedicated his life to voice his concerns over matters of justice and LGBT rights. A theology student at King’s College London, Tutu became the first Black Anglican dean of Johannesburg. He served as bishop of Lesotho from 1976-78, assistant bishop of Johannesburg and rector of a parish in Soweto.

Nelson Mandela appointed him as the head of South Africa's Truth and Reconciliation Commission. This commission aimed at investigating crimes committed by both sides during the apartheid era.

In the year 1980, he led a delegation of church leaders to meet Prime Minister PW Botha, urging him to end apartheid. Even though the meeting was not conclusive, it is still termed as a historical moment where a black leader confronted a senior white government official.

In 1984, Tutu won a Nobel peace prize for his non-violent opposition to apartheid. The next year, Tutu became the first Black bishop of Johannesburg. Following this, he became the first black person appointed bishop of Cape Town and head of the Anglican Church of the province of Southern Africa. In 1996, he retired from the church to completely focus on the commission.

After being diagnosed with cancer and its treatment, Tutu declared his support for gay rights, saying he would never “worship a God who is homophobic”.

The Nobel peace prize winner celebrated his 90th birthday in October this year with a church service at Cape Town's St. Geroge cathedral.

Apart from all of his achievements, Tutu also voiced his concern on the Israel-Palestine issue. In April 1989, during his visit to Birmingham, he criticised what he termed "two-nation" Britain.

In another instance, he had also angered the Israelis. During a Christmas pilgrimage to the Holy Land, he compared black South Africans with the arabs in West Bank and Gaza. Voicing his opinion he said that he failed to understand how people who had suffered could impose such suffering on any other community, referring to the Palestinians.

He also voiced concern on the subject of poverty. During his visit to Ireland in 2010, he urged Western nations to consider the consequences of cuts in foreign aid.

Tutu had also opposed the then US President Donald Trump for his decision to recognise Jerusalem as the official capital of Israel. "God is weeping," he wrote on Twitter.

Deemed as South Africa's moral compass, he was considered as the reason for peace in South Africa.
