A four-year-old Bull deprived electricity to 800 houses in Scotland. Ron, the bull managed to knock off a transformer from an electric pole while scratching his back.

The limousin bull, Ron is owned by Hazel Laughton, who was surprised that her cattle survived. Ron managed to escape an 11,000-volt shock as the box landed on the field.

It is said that the transformer fell somewhere between 22:00 and 23:00 on Thursday at East Shawtonhill Farm in Chapelton.

According to Hazel Laughton, the power for around 800 houses were not restored before 04:00 on Friday morning.

In an interview with BBC, she said: "We got up around 06:00 and we saw a big generator sitting at the bottom of our road, all linked up to the poles. We thought that was a bit strange.

"We went up to feed our cows and it was my husband that noticed the transformer box had been knocked off the pole.

"We put two and two together and realised our bull had been scratching against the telegraph pole and he had knocked the box off the pole. All the wires were down in the field as well."

Hazel posted a light-hearted apology on a local Facebook group page. She wrote: "Our bull Ron would like to apologise to everyone in Chapelton and Strathaven for causing last nights power cut to over 700 homes!! Scotland is all set to become the first nation to make tampons and sanitary pads free.

The Scottish parliament advanced legislation on Tuesday that would ensure free universal access to tampons, pads and other menstrual products, in a huge stride for the global movement against period poverty.

Its champion is Monica Lennon, a Scottish Parliament member who has led a years-long campaign to build support for the measure.

She first proposed the bill in 2017.

"This is an amazing victory for everyone who has campaigned for free universal access to period products and who has convinced the Scottish Government to back this ground-breaking Bill," Lennon said.

The Period Products (Free Provision) Scotland Bill passed through the first stage with 112 votes in favour and one abstention.

The bill now moves to the second stage, where members of the Scottish parliament can propose amendments before it is given final consideration in stage three.

It aims to tackle period poverty, the stigma around menstruation and the impact that periods have on education.

During the debate, it's propounder Lennon said, "women and girls are too often left behind in the political process, this is a chance to put them first and do something that is truly groundbreaking on gender equality."

"Menstruation is normal and free universal access to tampons, pads and reusable options should be normal too," she added.

The Scottish government has made other efforts to tackle period poverty in the last few years.

In 2019, it allocated £4 million to make period products available for free in libraries and recreational centres.

In 2018, the government had announced that students in schools, colleges and universities across the countries would be able to access sanitary products for free, through a £5.2 million investment.

The United Kingdom's departure from the EU has revived the Scottish independence movement with many arguing it would be the only way back into the European club of nations. Scotland voted to stay in the European Union by a majority of 62 per cent in the 2016 Brexit referendum.

Britain's Brexit-day front pages expressed both joy at the country's imminent departure from the European Union and remorse and trepidation on Friday as the UK prepares to go it alone after nearly half a century as part of the bloc.

"Yes, we did it!" said the "Daily Express" tabloid, a fervent campaigner for Britain to leave the EU.

The headline was imposed over a map of the UK made up of front pages from the newspaper from the 43 months since the June 2016 vote, which saw three Brexit deadlines come and go before the British parliament finally ratified the divorce agreement.

"We are one of the host nations and we don't want to be a host nation watching on from the sidelines.

Ireland, who already knew their opponents ahead of Friday's draw, could visit the winner of the match between Bosnia and Northern Ireland in the Path B final.

The Scottish National Party will call for a new referendum on independence next year, its leader said on Tuesday, after polls indicated growing support of a breakaway from the rest of Britain.

Nicola Sturgeon told delegates at the party's annual conference in Aberdeen it was "beyond doubt" that it was time to offer a choice on the issue.

"My call is that the referendum must happen next year," she said, adding that legal preparations were underway for the vote and would be completed in the new year.

"Before the end of this year, I will demand the transfer of power that puts the legality of a referendum beyond any doubt."

The devolved government in Edinburgh, which Sturgeon leads as the first minister, has to seek permission from the British parliament in London to hold a second referendum.

Members of the Scottish parliament in 2017 gave their backing for a request but the then-prime minister Theresa May said it was "not the time" to be talking about a new independence vote.

Scottish voters said "no" to independence in 2014 after a closely fought referendum campaign. But Brexit has put the issue back on the table.

Sturgeon said after the landmark 2016 vote on Britain's membership of the European Union that there had been a "significant and material change in circumstances" to allow another vote.

Unlike England and Wales, Scotland voted by nearly two-thirds to stay in the EU.

A Sunday Times Scotland survey published this week suggested 50 per cent of voters now backed independence, up by one point over the last poll in June and five points from the 2014 vote.

Tens of thousands of pro-independence supporters marched in Edinburgh last Saturday to call for a fresh vote.

Sturgeon said Brexit had been a "disaster" and, deal or no deal by the end-of-the-month deadline, "neither of these outcomes is in Scotland's interest".

She welcomed the prospect of a snap election, saying it would be an opportunity to send a message demanding independence and Scotland's right to choose its own future.

In London, Prime Minister Boris Johnson's spokesman told reporters: "The referendum which took place in Scotland was a once in a generation event.

"They were the words of the Scottish National Party at the time."

"Before the end of this year, I will demand the transfer of power that puts the legality of a referendum beyond any doubt." The devolved government in Edinburgh, which Sturgeon leads as the first minister, has to seek permission from the British parliament in London to hold a second referendum. Japan's "Ferraris" hit top gear Sunday as the hosts beat Scotland 28-21 in a barnstorming Rugby World Cup clash to create history by reaching the quarter-finals.

Rampaging wingers Kotaro Matsushima and Kenki Fukuoka did the damage for Japan, who survived a late fightback in Yokohama to advance as Pool A winners along with Ireland.

The Brave Blossoms will face two-time world champions South Africa in Tokyo next weekend after making it a perfect four wins out of four, roared on by a crowd of 67,000.

Fukuoka, scorer of Japan's try in their 19-12 upset over Ireland, grabbed two more in Yokohama with Matsushima notching his fifth of the tournament for the rampant Japanese.

After a war of words between the rival coaches in the build-up, the teams observed a moment's silence for the victims of the violent typhoon that swept through Japan on Saturday, killing at least 26 and forcing organisers to scrap three pool games.

The needle between the sides quickly resurfaced in Sunday's typhoon-threatened Pool A decider, however, as both teams put in some monstrous early tackles.

"For my team, the whole World Cup, we've prepared really, really well. They've put their bodies on the line every weekend," said Japan coach Jamie Joseph, who has compared his wide players to Ferraris.

"But tonight they went another level I felt. They gave everything they possibly could -- everyone gave 150 per cent and that's what it takes to win big Test matches."

Scotland needed to win while preventing Japan from securing a defensive bonus point -- and they got off to a flying start.

Early pressure told as fly-half Finn Russell broke through to give them the lead after just seven minutes.

But the Japanese hit back with Matsushima latching onto a superb, one-handed offload from Fukuoka to score his fifth try of the tournament.

Mountain to climb

Even better was to come from the hosts with a dazzling move straight out of a basketball playbook, quick hands between Shota Horie and William Tupou releasing loosehead prop Keita Inagaki to crash over.

On the stroke of half-time, Fukuoka plucked a high-bouncing Timothy Lafaele grubber out of the air to leave Scotland with a mountain to climb.

Man of the match Fukuoka then produced a moment of magic moments into the second half, stripping the ball from Chris Harris before accelerating clear.

Scotland, who bounced back from a 27-3 drubbing by Ireland to smash Samoa 34-0 and Russia 61-0, looked out of it.

However, when WP Nel and Zander Fagerson bulldozed over in the space of five minutes, suddenly the Japanese were creaking.

But they withstood a late barrage to avenge a 45-10 defeat by Scotland that cost them a place in the knockout stages of the 2015 World Cup.

"We're not coming out next week to have a good time and lose," warned Japan captain Michael Leitch, looking to the quarter-finals. "We're coming to win."

Scotland skipper Greig Laidlaw bemoaned "soft tries" his side had gifted Japan.

"We gave it a good crack in the second half but when you leak 28 points, you're always going to be chasing the game," he said.

"You've got to give Japan credit. They've really improved since four years ago."

That Japan team, led by Eddie Jones, won three pool matches, including a breathless 34-32 victory over South Africa in their opening game.

Japan's current vintage thrashed Russia 30-10 and Samoa 38-19 either side of their massive win over Ireland, and Joseph will relish the chance to have another crack at the Springboks next weekend.

"This doesn't happen overnight," said the former All Black. "You've got to go through a bit of pain."

Japan beats Scotland 28-21 in Rugby World Cup, reaches quarter-finals

Rugby World Cup organisers gave the go-ahead for Japan's crunch match against Scotland on Sunday despite the fall-out from Typhoon Hagibis, which swept through Japan causing widespread flooding and leaving at least 11 people dead.

The crucial game in Yokohama near Tokyo will determine the eighth and last quarter-final place and had been at the centre of an ugly war of words between organisers and Scotland who threatened to sue if it were cancelled.

Officials gave the green light after inspecting the Yokohama pitch and stadium early on Sunday. Wales's game against Uruguay and USA versus Tonga were also cleared, but Namibia against Canada in Kamaishi was called off.

"The decision was taken following a comprehensive assessment of the venue and associated infrastructure on Sunday morning in partnership with the host city," organisers said in a statement.

They urged fans to "check travel operator information before departing and plan to arrive early as it may take longer than usual to enter the stadium".

Ireland's bonus-point 47-5 win against Samoa makes the Yokohama match a straight shoot-out between the hosts and Scotland to decide the final qualifier from the tightly contested Pool A.

Japan are four points ahead in the table, putting them in the box seat to reach their first quarter-final. For Scotland, even a win might not be enough with a maximum of two bonus points on offer for the losing side.

Two other matches far from the path of the storm will also go ahead as scheduled -- the Wales-Uruguay clash in the far southwestern city of Kumamoto, and USA-Tonga in Hanazono near Osaka.

But tournament director Alan Gilpin said he had "no option" but to cancel Sunday's early match between Canada and Namibia in the northeastern town of Kamaishi due to significant typhoon damage.

Landslides and flooding in the vicinity of the stadium and along access roads to the venue following torrential rain meant the game had to be scrapped on "public safety" grounds, organisers said in a statement.

'Unprecedented' rain

The cancellation was a blow for the northern town of Kamaishi, whose hosting of World Cup games was a potent symbol of recovery from a 2011 tsunami disaster when it was nearly wiped off the map.

It also robbed Namibia of a chance to grab their first World Cup win and end their record run of 22 games at the tournament without a victory. Canada are without a win in their last 10 World Cup matches.

In the end, only one game was held at the Kamaishi Recovery Memorial Stadium -- Uruguay's stunning, 30-27 upset of Fiji in Pool D.

Hagibis made landfall on Saturday evening and barrelled across the country, bringing fierce winds and torrential rain.

It was a direct hit on Tokyo and Yokohama, a city of some three million just south of the capital.

Across the country, at least 11 people died and several others were injured or reported missing due to the storm, which brought "unprecedented" amounts of rain to the country.

Severe flooding has already taken place with many rivers breaking their banks, including the Tama River which runs through Tokyo.

Organisers had earlier cancelled two matches planned for Saturday -- England v France and New Zealand v Italy, both in the path of the storm.

It was the first time in the 32-year history of the Rugby World Cup that games had been scrapped, and raised criticism of the decision to hold the tournament during Japan's typhoon season.

Belgium kept their 100 per cent record intact in Euro 2020 qualifying Group I with a Kevin de Bruyne-inspired 4-0 demolition of a disappointing Scotland side at a subdued Hampden Park on Monday.

Roberto Martinez's side, top of the FIFA rankings, were a class above their hosts as they scored three times before halftime through Romelu Lukaku, Thomas Vermaelen and Toby Alderweireld -- all created by De Bruyne.

The Manchester City craftsman then capped a superb individual display with a clinical finish late on.

Victory left Belgium with 18 points from six games, three more than second-placed Russia, who needed an 89th-minute goal by Mario Fernandes to beat Kazakhstan 1-0.

The top two go through to next year's finals.

Scotland's joint heaviest home defeat means their slender hopes of qualifying from the group are virtually over, although they could still reach the tournament via the Nations League playoffs, with a semi-final place already secured.

"We started a bit iffy but I think after we scored we controlled the game," De Bruyne told Sky Sports.

"Defensively we didn't give much away. It was a really good performance."

Belgium needed only nine minutes to take the lead with their first serious foray into Scottish territory.

Moments after Scotland had a free kick at the other end, Belgium counter-attacked in deadly fashion with Dries Mertens driving forward before finding De Bruyne who rolled a pass across the pitch for Lukaku to score with ease.

It completely knocked the stuffing out of the Scots and it was 2-0 in the 24th minute when De Bruyne whipped in a cross and Vermaelen arrived to side-foot past keeper David Marshall.

The game was effectively over already and Scotland's night got even worse in the 32nd minute when De Bruyne swung over a corner and an unmarked Alderweireld headed in off the crossbar.

It was a passion-less display by Scotland and Belgium could afford the luxury of playing the rest of the match in cruise control as they claimed another easy three points.

De Bruyne saved the best goal to last as he planted a first-time shot past Marshall after being played in by Lukaku.

Scotland dropped to second from bottom in the table after Cyprus beat San Marino 4-0 to move above the Scots by a point.

"It's difficult to try and sugarcoat a 4-0 defeat," Scotland manager Steve Clarke said.

"I thought we started the game well but we conceded a goal from our free kick. Then we conceded two goals from set plays and you can't afford three soft goals."

Russia recovered from conceding an early goal to beat Scotland 2-1 away in their Euro 2020 Group I qualifier on Friday.

John McGinn raised Scottish hopes by knocking in a loose ball for his first international goal after 11 minutes but Russia fought their way back into the game and Artem Dzyuba equalised five minutes before halftime.

Scotland repeatedly lost possession and were made to pay in the 59th minute when another pass was intercepted, Aleksandr Golovin sped away and cut the ball back into the middle where Stephen O'Donnell turned it into his own net.

Russia twice hit the woodwork as they continued to catch Scotland on the break.

Russia, who have 12 points from five games, stayed second, three points behind Belgium who maintained their 100 percent record with a 4-0 win in San Marino. Scotland stay on six.

Michy Batshuayi put Belgium ahead with a penalty two minutes before halftime and Dries Mertens, Nacer Chadli and Batshuayi added further goals in the second half.

Prime Minister Boris Johnson heads to Scotland on Friday in campaign mode despite failing to call an early election after MPs this week thwarted his hardline Brexit strategy.

Johnson, who will make a fresh attempt next week to force the mid-October snap election, is set to visit a fish market and announce a post-Brexit funding boost for Scottish farmers during a visit to Aberdeenshire, his office said.

He will then stay at Queen Elizabeth II's Balmoral estate and dine with her, an annual weekend-long tradition for prime ministers but one that Johnson has been forced to cut short to a single night due to the political turmoil in Westminster.

Opposition lawmakers and rebels in his ruling Conservative party on Wednesday left Johnson's plans for a no-deal Brexit next month in tatters and then blocked a request for a snap election on October 15.

Under British law, the government requires two-thirds of MPs to support holding such a poll.

The main opposition Labour Party abstained on the proposal, saying parliament must first approve its legislation to prevent Britain leaving the European Union without an agreement on October 31.

The government has said it will make a second attempt to force it through next week.

"What I want to do now is to give the country a choice," Johnson said Thursday during a campaign-style visit to northern England, where he greeted voters and delivered a speech.

His trip to Scotland, where voters backed remaining in the EU in the 2016 referendum and the Tories face a struggle to hold 13 parliamentary seats there in any upcoming election, appears part of a strategy to pressure Labour to cave into his demand.

'Dead in a ditch'

The House of Lords on Friday is set to approve the legislation, which compels Johnson to seek a three-month extension from Brussels if he cannot agree on a divorce deal at an EU summit on October 17-18.

It is then expected to become law on Monday.

Johnson said Thursday he would "rather be dead in a ditch" than delay Brexit and is pushing for the election in the hope of winning a fresh mandate for his approach.

Lawmakers rushed the bill through parliament ahead of a five-week shutdown the prime minister controversially ordered last month which was widely seen as a pre-emptive attempt to prevent such legislation.

The decision to suspend parliament provoked uproar from Johnson's critics, who called it a "constitutional outrage", and several legal challenges.

Three High Court judges are expected to rule Friday on its legality after Gina Miller, a businesswoman and leading anti-Brexit campaigner, applied for a judicial review.

A judge in Scotland ruled in favour of Johnson on Wednesday in a separate challenge.

'The national interest'

Britain's bitter three-year political crisis over leaving the EU appears headed for new depths of acrimony as the divided country's delayed departure deadline approaches.

Brexit was originally scheduled for March 29 but was postponed amid political gridlock over the terms of the country's divorce from the bloc after almost half a century of deepening ties.

Johnson, who took power in July, argues that his threat to leave with or without a deal will force EU leaders to agree better terms.

Opponents say the prime minister is playing with fire amid predictions of the economic damage such a disorderly breakup could cause.

However, Johnson has been left in limbo with his parliamentary majority destroyed by a Conservative rebellion which saw 21 people nearly all former ministers suspended from the party.

He was dealt a further personal blow Thursday when his brother Jo said he was quitting his junior ministerial role and would not contest his seat in parliament again.

"I've been torn between family loyalty and the national interest it's an unresolvable tension & time for others to take on my roles," Jo Johnson tweeted.

Amid the unfolding political drama, the British pound rose during the day, hitting a one-month peak against the dollar, with currency traders seeing reduced prospects of a "no-deal" Brexit.

From Magna Carta to Brexit: 800 years of constitutional crises in Britain

The new government led by Prime Minister Boris Johnson, which took power last week, has pledged to leave the trading bloc without an agreement in three months unless the EU agrees to renegotiate the deal agreed by his predecessor Theresa May.

Ministers have warned that one of the most hotly contested elements of the divorce agreement the Irish border backstop will have to be struck out if there is to be a deal, something the EU has repeatedly said it won`t agree to.

In his first major policy announcement, new finance minister Sajid Javid doubled spending on preparations for a no-deal exit this year. The extra money will fund a nationwide advertising campaign, help Britons living abroad, ensure the supply of medicine and improve infrastructure around ports.

"With 92 days until the UK leaves the European Union it’s vital that we intensify our planning to ensure we are ready,” Javid said. "We want to get a good deal that abolishes the anti-democratic backstop. But if we can`t get a good deal, we`ll have to leave without one."

Wrenching the United Kingdom out of the EU without a deal means there would be no formal transition arrangement to cover everything from post-Brexit pet passports to customs arrangements on the Northern Irish border.

Many investors say a no-deal Brexit would send shock waves through the world economy, tip Britain into a recession, roil financial markets and weaken London`s position as the pre-eminent international financial centre.

The finance ministry said among other initiatives, 434 million pounds will be spent to ensure vital supplies of medicines and medical products can be brought into the country, including hiring additional freight capacity, warehousing and stockpiling.

To get people and businesses ready for a no-deal Brexit, 138 million pounds will be spent on one of the biggest peacetime advertising campaigns.

The finance ministry also said a further 1 billion pounds will be available for government departments and the devolved administrations in Scotland, Wales and Northern Ireland to improve their readiness.

This means the government has in total allocated 6.3 billion pounds to prepare for a no-deal exit, including 4.2 billion pounds of funding for this financial year.

Javid’s predecessor Philip Hammond, who opposed leaving the EU without a divorce deal, was accused by Brexit supporters of failing to spend enough money to get Britain ready for a no-deal Brexit, undermining its negotiating position with Brussels.

Britain to spend an extra $2.6 billion on no-deal Brexit planning

Sterling hit a two-year low on Monday as Prime Minister Boris Johnson's government said it now assumed there would be a no-deal Brexit because a "stubborn" European Union was refusing to renegotiate their divorce.

Many investors say a no-deal Brexit would send shock waves through the world economy, tip Britain's economy into a recession, roil financial markets and weaken London's position as the pre-eminent international financial centre.

The pound, which was trading at $1.50 on the day of the 2016 referendum, dropped 0.4% to $1.2325, the lowest level since March 2017.

Johnson bets that the threat of a no-deal Brexit will persuade the EU's biggest powers - Germany and France - to agree to revise the divorce deal that Theresa May agreed to last November but failed three times to push through the British parliament.

The 27 other EU members, though, say publicly and privately that the divorce settlement - including the Irish border backstop - is not up for barter. Many EU diplomats say an election is highly likely.

"There must be some change from the EU and if the EU is not willing to move at all we must be ready to give the country some finality," Foreign Secretary Dominic Raab said, adding that London was "turbo-charging" no-deal preparations.

Raab said the United Kingdom wanted a deal but repeatedly cast the bloc as "stubborn". Asked if he was threatening the EU - whose $15.9 trillion economy is nearly six times that of the United Kingdom's - Raab said: "I am not doing any threatening."

Hedge funds increased their net short sterling positions to the highest level in nearly a year. And in a sign investors are scrambling for protection against currency swings around the time of the October 31 exit, three-month implied volatility surged to a four-month high.

Johnson has told EU leaders he will sit down for Brexit talks when they indicate they are ready to shift on the divorce deal, otherwise Britain will prepare for leaving without a deal, his spokeswoman said on Monday.

Differences over Brexit have strained the bonds that tie the United Kingdom. While the country voted 52-48 to leave in 2016, Scotland and Northern Ireland voted to stay in the EU while Wales and England vote to leave.

The question of the unification of Ireland and British-ruled Northern Ireland will inevitably arise if Britain leaves the European Union without a divorce deal on October 31, Irish Prime Minister Leo Varadkar said.

Varadkar also suggested that a so-called hard Brexit could undermine Scotland's place in the United Kingdom.

Johnson makes his first visit to Scotland as prime minister on Monday, as his Conservative Party's leader there said she would refuse to support a no-deal Brexit.

"Our Union is the most successful political and economic union in history. We are a global brand and together we are safer, stronger and more prosperous," Johnson said in a statement ahead of the visit.

"So as we prepare for our bright future after Brexit, it's vital we renew the ties that bind our United Kingdom."

Johnson's promise to deliver Brexit, with or without a deal, has put him at odds with some in his party who oppose a "no-deal" exit - including its Scottish leader Ruth Davidson.

Gordon Brown, a Scot and a former prime minister, said this month that Johnson could be the United Kingdom's last prime minister as he could be on a collision course with Scottish nationalists.

Last week, Scotland's nationalist leader Nicola Sturgeon wrote to Johnson telling him his Brexit plans would hurt the Scottish economy and that she would continue preparations for a second independence referendum.

UK PM Boris Johnson heads to Scotland as local leader attacks no-deal Brexit

Scots rejected independence in 2014 and support since then has remained stuck at around 45 per cent, opinion polls suggest. But Scots also voted to remain in the European Union in the 2016 Brexit referendum, in which England and Wales voted to leave.

Under the crowd-funded initiative "Voices for Scotland", which has some 100,000 supporters, clipboard-wielding activists will fan out across Scotland to try to boost support for secession to the 50-60 per cent range.

"I get the sense that we are in the death throes of the United Kingdom, that it is a very unstable construct," Maggie Chapman, one of the leaders of Voices for Scotland and also co-convenor of the Scottish Greens, told Reuters.

The launch comes a day after Scotland`s First Minister Nicola Sturgeon said the country would start preparing for a second referendum on independence before May 2021 without permission from London because of Brexit.

Britain is mired in political chaos after parliament rejected three times the withdrawal deal negotiated by Prime Minister Theresa May and other EU leaders, and it is still unclear when or even if it will leave the bloc.

"UK NOT OK"

"One of the things that `no` or undecided voters said to me in 2014, in the run-up to that referendum (on Scottish independence) was `why, what do you want to change, the UK is fine as it is`," said Chapman.

"Brexit tells us that the UK is not OK, not only in terms of economic legitimacy and power but in terms of trust in politics," she said.

Scotland`s "Yes" movement took support for independence to 45 per cent in 2014 from around 23 per cent in 2012.

The new initiative will train campaigners to go out and "listen to what people need to help them become supportive of independence, as well as to persuade them of its merits", Voices for Scotland said in a statement.

It has so far raised about 100,000 pounds ($129,000) to train and support campaigners to spread the word on "every street in Scotland", Chapman said.

Its aim is particularly to target those who are undecided about Scottish independence or "who support the union but have had their faith undermined by recent events."

Anger over Brexit sparks new grassroots drive for Scottish independence

Royal Bank of Scotland plc is searching for a new chief executive after Ross McEwan resigned, signalling a fresh start as it heads for full private ownership after a state bailout.

New Zealand-born McEwan, who has led RBS since October 2013, has a 12-month notice period and will remain in his position until a successor has been appointed and an orderly handover has taken place, the bank said on Thursday.

It is the second change in RBS's senior executive team in fewer than six months following the appointment of Katie Murray as the bank's chief financial officer in December last year.

The date of McEwan's departure will be confirmed in due course and Alison Rose, the bank's CEO of Commercial & Private Banking, is seen as one of the favourites to succeed him.

Rose's accession would make RBS the first bank in Britain to have two women in its most senior positions at the same time.

"After over five and a half very rewarding years, and with the bank in a much stronger financial position it is time for me to step down as CEO," McEwan said in a statement.

Some analysts suggested his departure was well timed, just months before Brexit and with dark clouds looming over the UK housing market.

While broadly liked and respected among RBS's institutional investors, McEwan's tenure has not been without drama.

Despite being one of the lowest in Britain's banking sector, salary and bonus payments earned by the 61-year old have attracted considerable scrutiny, particularly in the years before RBS returned to profit.

Under his watch, the bank also shelled out $4.9 billion to settle its largest-ever regulatory penalty for misselling of high-risk mortgage-backed securities between 2005 and 2008, when it was one of the world's biggest banks by assets.

But a tight rein on costs has seen the lender swing back to the black and restore dividends to investors. RBS has also managed to amass hundreds of millions of pounds in excess capital it hopes to deploy in buying back shares from the UK government this year.

RBS, currently more than 62 per cent owned by the UK taxpayer, is hosting its annual meeting on Thursday, where it is expected to field fresh questions over its controversial Global Restructuring Group, which ensnared hundreds of troubled borrowers in the financial crisis.

RBS itself was bailed out by the UK government to the tune of 45 billion pounds ($58 billion) in 2008 and has spent the last decade cutting costs, restructuring its balance sheet, and refocusing on core domestic UK business and consumer lending

Royal Bank of Scotland CEO Ross McEwan resigns after more than five years

The Scottish government will introduce legislation "shortly" as a first step towards another independence referendum to be held by 2021, First Minister Nicola Sturgeon announced Wednesday.

"We will shortly introduce legislation to set the rules for any referendum," the Scottish National Party (SNP) leader told lawmakers in Edinburgh.

She said she hoped the legislation would be agreed by the end of 2019

Her government aims to "give people a choice on independence" from the United Kingdom before the end of the current term of parliament expires in May 2021.

Scotland voted to remain in the United Kingdom during a 2014 referendum by a margin of 55 per cent to 45 per cent, but the country's vote to leave the European Union in 2016 spurred independence campaigners to demand another vote.

Shortly after this, the Scottish government would then request a "section 30 order" from the British government, which would involve a temporary transfer of power from Westminster to the Edinburgh to allow the referendum to go ahead.

"We do not need a transfer of power, such as a section 30 order, to pass such a framework bill, although we would need it to put beyond doubt or challenge our ability to apply the bill to an independence referendum," she said.

'Status quo broken'

Some pro-independence supporters have urged Sturgeon to call for an immediate vote, but British Prime Minister Theresa May has already said she would not agree to such a request.

"I believe that position will prove to be unsustainable," said Sturgeon.

"By making progress with primary legislation first, we won't squander valuable time now in a stand-off with the UK government that may soon be out of office," she explained of her timing.

The Scottish government would instead seek a section 30 order "at an appropriate point during or shortly after the bill's passage", she added.

Around six in ten Scots voted to stay in the European Union, and Sturgeon hopes that some of those who voted to stay in the United Kingdom might change their vote in another referendum in order to maintain membership of the EU.

But the uncertainty surrounding Brexit, which has been put back to October 31 as MPs try and reach agreement over the divorce deal, has also hampered plans for another independence referendum.

"To rush into an immediate decision before a Brexit path is determined would not allow for an informed choice to be made," said the SNP leader.

While polls show some pro-EU voters have swung behind the independence cause, a similar amount of pro-Brexit supporters have moved in the other direction, and overall support remains close to 2014 levels.

Sturgeon hopes that dissatisfaction with London's handling of Brexit could tip the balance.

"The Westminster system of government simply does not serve Scotland's interests," she said.

"The status quo is broken. Serious change is needed," added the first minister.

'Status quo broken' Some pro-independence supporters have urged Sturgeon to call for an immediate vote, but British Prime Minister Theresa May has already said she would not agree to such a request.

Scottish government will introduce legislation 'shortly' as first step towards another independence referendum: Minister

With Britain tearing its hair out over the Brexit confusion, Scotland's government is biding its time as it prepares for the ultimate prize -- independence.

Scottish First Minister Nicola Sturgeon, a strong opponent of Brexit, has said she will set out her thinking on independence plans later this month.

The issue presents voters and leaders north of the border with another source of dispute, something that this week's decision to delay Britain's departure from the European Union has done little to resolve.

The government is "absolutely committed to an independent Scotland in the European Union," Scottish Minister for Europe, Migration and International Development Ben Macpherson told AFP while out campaigning in Leith, east of Edinburgh.

But even independence backers are divided over Brexit -- five years on from Scotland's own referendum in which 55 per cent opted to remain a part of Britain.

Retiree Phil, enjoying the sunshine in a central Edinburgh park, said he wanted "complete independence".

Phil said Sturgeon's Scottish National Party had "done a lot of good but I don't agree with them on Brexit".

He said he would even consider voting for Nigel Farage's new Brexit Party -- much to the consternation of companion Lisa.

"I'm Scottish first, then European," she said.

'Sick of all the Brexit'

Some pro-EU voters who wanted to stay in the United Kingdom in the 2014 referendum are now in favour of independence, but the issue risks pushing away those who want a clean break from both London and Brussels.

Former SNP deputy leader Jim Fairlie said the government's policy of independence within the EU was an "oxymoron", and that tying the two issues together meant "they're not going to get the votes of traditional nationalists like me."

"All the SNP has to do to keep the independence movement together is to decouple it from membership of the EU," he added.

But over 60 per cent of Scots voted to stay in the EU, and some are being won over to the independence cause.

"I know quite a lot of people... who voted to stay with the UK... who now say because they're sick of all the Brexit, they've changed their minds," said local resident Mary Cryan amid the hubbub of Edinburgh's Royal Mile, in the shadow of the city's centuries-old castle.

The shifting blocs have largely cancelled themselves out so far, with polling stuck at around 55 per cent versus 45 per cent in favour of staying in the United Kingdom, according to polling expert John Curtice, from the University of Strathclyde.

But independence supporters think that the chaos in Westminster could shift the balance.

"It certainly makes the democratic case easier because it really does throw into stark relief this democratic deficit problem," Kevin Pringle, a former director of strategic communications for the SNP, told AFP in his Edinburgh office.

'Concentrate on the day job'

Independence supporters still face a stiff challenge in winning over more conservative voters, who wanted to stay in both the EU and the UK.

"The SNP should concentrate on the day job rather than looking at independence," 50-year-old public servant Craig told AFP in the city's Scots Guards Club, as pipers and other folk musicians played in the background.

Complicating the task for the SNP, Brexit has become something of a moving target since the terms of the withdrawal and the date is far from certain.

"It's a bit like a mirage in the desert," Pringle said.

Key to the calculations will be whether Britain will remain in the European customs union after Brexit or not, which would take any volatile "hard border" debate out of a future independence campaign.

Campaigners must also soon also find a united position on a raft of economic issues, including what currency an independent Scotland would adopt.

Pringle added: "It's a challenge that can be achieved but I don't think anybody underestimates the scale of it".

Scottish police said they had carried out a controlled explosion on a device sent to the University of Glasgow and were liaising with officers in London where parcel bombs were sent to major transport hubs.

"The package was not opened and no one was injured," Assistant Chief Constable Steve Johnson said. "The emergency services were alerted and several buildings within the estate were evacuated as a precaution. A controlled explosion of the device was carried out this afternoon."

Britain's Prince William and his wife Kate visited a gleaming new design museum on Tuesday as well as a factory facing closure and praised Dundee residents for pulling together in difficult times.

They met staff at Dundee's Michelin factory, an economic mainstay of the Scottish port for 40 years. Workers are trying to reinvent the factory after news late last year that tyre production is to cease.

"When a community faces uncertainty, people feel more optimistic when leaders such as yourselves work together," William told a group of senior staff at the factory.

William, second in line to the throne, and his younger brother Harry have been changing the once-staid approach of the royal family to public matters with a more candid approach on issues such as mental health and the environment.

"Because of the collaborative approach adopted by the people in this room, I personally am optimistic that a good outcome is possible," William said. "You have already reached agreement on developing the site into a manufacturing, recycling and low-carbon transport hub."

A source at the royal household said the couple wanted to make the important point that those who are facing uncertainty need to be included, not just those responsible for success.

Earlier the Duke and Duchess of Cambridge, who met while studying at Scotland's University of St. Andrews, officially opened the Victoria & Albert Dundee, an eye-catching design museum which looks like the bow of a ship, on the mouth of the River Tay.

They drew a large crowd outside the building's angled structure despite the chill of the riverside in winter.

Kate, a patron of the V&A Museum, wore a green Alexander McQueen tartan coat dress while William wore a blue suit alongside her.

Kate said she was "captivated by the breath-taking architecture and the sheer range of design on display" at the first offshoot of the Victoria and Albert Museum outside London.

Japanese architect Kengo Kuma, currently designing Tokyo's 2020 Olympic stadium, configured the building to resemble two hulls side by side, in a nod to the port's shipbuilding history.

The museum houses treasures such as a salvaged tearoom designed by Charles Rennie Mackintosh and a tiara of rose-cut diamonds with a pair of wings which tremble slightly when worn.

"I hope that this museum will serve as an inspiration to others, by showing how great things can be achieved when different communities all pull together," Kate said.

The couple's words about working together echoed those of William's grandmother, Queen Elizabeth, who urged divided lawmakers earlier this month to seek common ground over Britain's impending exit from the European Union.

Scotland Yard on Tuesday used a Taser gun to detain and arrest a man who broke into the UK Parliament building grounds, at almost the same area where a terror attack occurred last year.

The man, who is held on trespassing charges while further investigations continue, had reportedly jumped over railings before being Tasered by the Metropolitan Police officers on duty at the Parliament building within the Palace of Westminster in central London.

"A man was detained and arrested by Carriage Gates inside the Palace of Westminster on suspicion of trespassing at a protected site," a Met Police statement said.

"A Taser was deployed. Enquiries into the circumstances continue," the statement said.

The man, described as in his 20s, was handcuffed and bundled into a police van, and driven away. The incident is not thought to be terrorism-related as it is not being investigated by the Met Police's Counter Terrorism Command.

Extra police officers, some of them armed, were brought in to bolster security at the gates, but were stood down around 45 minutes after the intrusion.

"Always in awe at the professionalism, courage and dedication of the police who guard the Palace of Westminster. Thank you all,? UK international development secretary Penny Mordaunt tweeted soon after.

The trespass incident occurred in the same area inside the Parliament's courtyard as a terror attack last year by Islamic State inspired Khalid Masood, who ran in through the gates with a knife after ramming his car into the side of the building.

Met Police officer Keith Palmer, who was guarding the gates, was stabbed and killed, after the attacker had knocked down pedestrians indiscriminately on Westminster Bridge, killing four people. Masood was shot dead by armed officers just inside the Parliament gates in March 2017.

Since the attack, security at the Parliament gates has been beefed up, with a permanent armed presence at the entrance.

Scotland's shock one-day international win over England has boosted their chances of securing test-playing status, the country's cricket board has said.

Scotland registered their first victory over their neighbours at Edinburgh on Sunday, bowling England out for 365 after posting their highest score of 371 for five.

"I can see us getting there in the next couple of years," Tony Brian, chairman of Cricket Scotland, told the BBC.

"We're so close to our goal of full member status now"

The International Cricket Council (ICC) has 12 full members, with Ireland and Afghanistan promoted in June last year.

The ICC has reduced the number of teams at the 2019 World Cup to 10 from 14, making it far more difficult for associate nations to qualify.

"The ICC set strict criteria for us to meet for full member status and we're only two away," Brian added. "We probably need one more win against a top nation and our women's team, who are also rapidly improving, need to do well at a World Cup qualifier."
