This decision comes as a striking move to tackle what is known as "period poverty"&nbsp;and should come as a lesson to nations all around the world. According to UNFPA, 'period poverty' is the term that describes the struggle many low-income women and girls face while trying to afford menstrual products. In other words, it refers to the increasing economic insecurity and vulnerability women and girls belonging to the lower economic strata endure due to their inability to afford expensive menstrual products. Women in many parts of the world still have to use reusable pads or poor-quality tampons and sterilization cups, contributing to a hoard of diseases and urogenital infections like vaginosis or urinary tract infection, yeast infection, etc. Not only does this pose a serious threat to their health but it also makes menstruation a detested biological constraint to women all over the world, most of whom are unaware of its significance. According to WaterAid, the lack of proper sanitation facilities and menstrual products led to the early demise of nearly 800,000 women worldwide in a single year.&nbsp;

In addition, this inadequate access to proper menstrual products can become a potential impediment to women's work and education, confining them to their homes during those days of the month. Thus they are prevented from unleashing their full potential by forces completely beyond their control. According to a report by the NGO Dasra 23 million girls dropout of school annually due to the scarcity of affordable menstrual hygiene management.

Tackling period poverty by providing indispensable menstrual products like sanitary pads, tampons, menstrual cups, etc is a pivotal step in the fight for gender equality. Bringing out reforms on these lines will remove the additional financial limitations that women endure and bring them on a nearly equal footing as men. This will essentially improve the lives of all women, becoming the fireball that burns down the stockpile of taboos and misleading ideas attached to menstruation.

From Monday, Scotland will become the first country in the world to provide free and universal access to period products.

Local authorities and educators will now be legally mandated to ensure that period products are available for free to anyone who needs them, the Scottish government said in a statement issued on Sunday.

This follows the passing of the landmark bill, the Period Products (Free Provision) (Scotland) Act, in 2020 which solidifies the Scottish government’s efforts to make sanitary products such as tampons and sanitary pads accessible in public.

In November 2020, the Scottish parliament unanimously voted in favour of the legislation, which is based on Period Products in Schools (Scotland) Regulations that binds councils and schools to provide free products for students.

The bill has gone further in placing a legal mandate on ministers to ensure anyone can get access to sanitary products.

“Providing access to free period products is fundamental to equality and dignity, and removes the financial barriers to accessing them,” Social Justice Secretary Shona Robison was quoted as saying by local newspaper The Press and Journal.

Scotland becomes first in world to provide free access to period products for all

India, where not even 50 per cent women use disposable sanitary napkins, annually generates around 3.37 lakh tonnes of waste from sanitary napkins and baby diapers.

The report "Sanitary Waste Management in India: Challenges and Agenda" released by India's environmental think tank Centre for Science and Environment estimates that India’s consolidated daily generation of sanitary napkins and baby diaper waste, is approximately 925 tonnes, which accounts for 0.65 per cent of total solid waste.

If adult diapers, tampons, condoms, incontinence sheets, and similar waste, are added to the 0.65 per cent mentioned above, it may go up to 4 percent of the total solid waste generated in India, which is 141,000 tonnes per day.

According to the Menstrual Hygiene Alliance of India (MHAI), 336 million girls and women of reproductive age in India use about 1 billion sanitary napkins per month, or 12.3 billion sanitary napkins annually.

However, there is no adequate mechanism to dispose of this waste, the report said.

Due to unorganised sanitary waste management in cities and villages, poor source segregation, and inadequate collection, transportation, and disposal networks, most sanitary waste ends up in landfills mixed with solid waste or dumped openly, posing significant health and environmental hazards.

According to the Solid Waste Management Rules (SWM), sanitary napkins and diapers are included in the definition of dry waste in the SWM Rules, 2016.

As per SWM rules, every waste generator must collect and segregate all waste into three categories: biodegradable, non-biodegradable, and domestic hazardous waste.

In the case of sanitary waste, the waste generator must wrap the used product in the manufacturer’s pouches or any other suitable wrapping material as directed by the local authorities and collect it with other non-biodegradable waste.

The guidelines of India's top pollution watchdog, the Central Pollution Control Board (CPCB), urge users to dispose of sanitary waste in the wrapper provided by the manufacturer or use newspaper to wrap it.

Under the Swachh Bharat Mission guidelines, sanitary napkins and diapers must be separated, specially marked, and sent to a biomedical waste facility for incineration.

Speaking to WION, Shailshree Tewari, Programming Officer, CSE and the author of the report, said sanitary napkins are not being considered as bio-medical waste in India, which is leading to a lot of problems in their disposal.

She said that there are also inadequate incinerators in India to dispose of sanitary napkins.

A sanitary napkin incinerator disposes of napkins in an environmentally friendly method by burning the pads and converting them into ash.

Tewari said that besides the inadequate number of incinerators in India, the ones available are inconsistent and many do not even meet the emission standards prescribed by the CPCB.

What is even more concerning is that there is no provision for a penalty for not complying with the guidelines, she added.

"While CPCB’s guidelines are legally enforceable, a lack of standards for small-scale incinerators attracts no penalty." Tenders for the purpose of procurement of decentralised incinerators that are publicly available also reflect the same concern, "Tewari said."&nbsp;

She said there is a dearth of awareness and organized sanitary waste disposal infrastructure and disposal practices in rural and urban locations vary greatly.

In parts of India, women dispose of their sanitary napkins or cloth in drains and potholes; some who are uncomfortable disposing of sanitary napkins in public flush them in toilets.

Many women do not use dustbins because they think it might bring them disgrace as waste collectors might think poorly of them if they notice soiled napkins, the report said.

As per the report, 41.8 per cent of women in the age group of 15–24 use disposable sanitary napkins while 16.4 per cent use locally produced napkins.

Assuming a one-month-old infant uses 10 diapers a day—or 300 diapers per month—a single one-month-old baby could generate around 3,600 used diapers every year, it said.

According to the United Nation Children’s Fund (UNICEF), 25 million children are born in India each year, and the average weight of a soiled diaper is 800 grams. Hence, India generates approximately 548 tonnes of baby diaper waste per day, or 2 lakh tonnes annually.

However, in the last four years, more women have started using sanitary napkins in the states of Bihar, Assam, West Bengal, Maharashtra, and Andhra Pradesh, the report found.

"One should not shy away from talking about menstruation. We need to create more awareness among female students and educate them on safe practices," the Chief Minister observed on the occasion.

Under the initiative, the state government will provide quality branded sanitary napkins to female students at government educational institutions, free of cost. Ten sanitary napkins will be given every month to about 10 lakh adolescent girls studying from 7-12 grades in all government schools and intermediate colleges across the state at a financial outlay of Rs 32 crore. A total of 120 napkins per year is allotted to every female student. Even during summer vacations, the students will be supplied with their quota before they leave school.

"We are a government that strongly believes that the power to change history lies with the women in our state, let us help them move forward," the Chief Minister said.

Andhra government's 'Swechha' programme to provide branded sanitary napkins to female students

A complaint was lodged at a Sitamarhi court on Thursday against Union minister Smriti Irani for her alleged remarks on allowing women of menstruating age into the Sabarimala temple in Kerala.

A controversy had erupted after Irani said at an event in Mumbai Tuesday that women had a right to pray but "not desecrate" places of worship.

Hours later, she tweeted that she made "2 factual statements" and "rest of the propaganda/agenda" was launched using her as a "bait".

The complaint was lodged before the court of Chief Judicial Magistrate, Sitamarhi, Saroj Kumari by advocate Thakur Chandan Singh.

Complaint against Smriti Irani in Bihar court over sanitary napkin remark

South Central Railway Women&#39;s Welfare Organisation (SCRWWO), a social service organisation on Friday installed a Sanitary Napkin Vending Machine at Kacheguda Railway Station.

The machine installed at the station is called &quot;Happy Nari&quot; and the napkins will be available at Rs 5 each.&nbsp;

Other than the sanitary napkin station, the railway station will also have a breastfeeding cubical and have plans to further extend the services.

In the presence of Arun Kumar Jain, Divisional Railway Manager, Hyderabad, the facility was inaugurated by a woman employee of the SCR.

Speaking to ANI, Jain, said, &quot;For the benefit of women passengers, separate waiting hall, restrooms and a cubic cell for breastfeeding will be provided on every platform.&quot;

&quot;The Kacheguda station caters to about 17,000 women passengers on a daily basis. As an initiative of this, we even installed a sanitary napkin dispenser in Kachiguda Railway Station with the capacity to dispense 75 napkins in a single refill and they can purchase two napkins at a very affordable price of Rs 5, he added.&quot;

Jain also said that the incinerator machines that are installed are the first of its kind facility in railway stations in the city.

&quot;The incinerator machine can dispose of 200 used napkins per day and is the first of its kind facility in railway stations in the city. These machines are costing about 48,000/- each. This was donated by the women&#39;s welfare organisation of South Central Railway. We are even planning to install the same in Nizamabad and Kurnool railway stations,&quot; he said.
