Senior Nepali Congress leader and former foreign minister of Nepal Prakash Sharan Mahat has batted for dialogue with India during his Delhi visit. On Friday, he held talks with the ruling BJP party and Indian External Affairs Minister, Dr S Jaishankar.

Speaking to WION’s diplomatic correspondent Sidhant Sibal exclusively in Delhi,&nbsp;Mahat who is the&nbsp;Joint General Secretary of Nepali congress said, "we need to have very frank and straight discussions, communication and that will only help in having better relations between the two&nbsp;countries".

During&nbsp;his meeting with EAM Jaishankar, he raised the issue of border rows, deliveries of Covishield vaccines and a Nepalese national falling into Mahakali river. He said,"&nbsp;If India comes out with a positive gesture, that will give a very positive message in Nepal".

WION: How were the conversations in Delhi, with the&nbsp;ruling party BJP and EAM Dr S Jaishankar?

Prakash Sharan Mahat: We had a discussion with&nbsp;party leader JP Nadda, a very good meeting. We want to have exchanges between the two parties so that there is more understanding, and we understand each other and we also understand how both parties&nbsp;function. We learn from good practices of both parties, that is the aim.

We aim to further these corporations and exchanges of these visits. The meeting went very well, and we had fruitful discussions.

At the government level, we met EAM Jaishankar and we had very good meetings. I raised issues important for Nepal, from border issues, the Covishield issue that needs to be delivered to Nepal, to fertilizer deliveries, and one case of falling of one person of Nepal who fell into river Mahakali.

There was a question of the role of BSF personnel, and many issues important to Nepal. We suggested giving importance to these&nbsp;issues, as they may look like small issues, but that will have a huge impact on Nepali people's sentiment. If India comes out with a positive gesture, that will give a very positive message in Nepal and help build our relationship at a higher level, and that is what we discussed and I found discussion with him had a very positive mindset and he reiterated that they support whatever government in Nepal, always support democratic practices and we want to see that Nepal move forward.

WION: How do you see India-Nepal relations going forward. The new Nepal map row had irked Delhi a lot...

Prakash Sharan Mahat:&nbsp;On the Nepal map, we have a common position that is based on historical facts. We believe that we have legitimate claims. We have to resolve it through diplomatic dialogue. That is the only way, I suggested that if we start talking about this sooner and later, we will find a resolution. It may not happen over time, but for sure once we start talking...that was my suggestion. He took it very positively.

Similarly, on the Covishield issue, he said they will deliver it soon. There were other issues, he said positively, and he wanted to have a very strong relationship between the two governments, two nations.

We are contributing to India a lot in terms of securing borders, at the same time India is also helping. But we need to have very frank and straight discussions, communication and that will only help in having better relations between two countries. We have so many things in common between the two countries. Open borders, people coming here and there, we have similar cultural aspirations and values. We have pilgrimage centres in Nepal, India, where both people visit each other's places.

I think we are bound to be together so that there is no scope of distancing ourselves. Even when we have some problem, so the only way to resolve is to talk, so we cannot keep away from talking. During the previous government, (due to) zig-zag&nbsp;approach to foreign relations, there is distrust.

They give a different message at different times, that is not the way foreign policy is conducted. So, we have a different approach. We have common yardsticks for each of our neighbours and other friendly nations so that we conduct our foreign policy in a professional way.

WION: And You will be going to Lucknow?&nbsp;

Prakash Sharan Mahat: We are going to Lucknow tomorrow and meeting with CM Yoginath. UP has a long border with Nepal, so we will discuss how the largest state in India and Nepal work together. We have people coming in, going. At the local level, we have good relationships that will facilitate people from both sides.

WION: Increased Chinese influence in Kathmandu has been a worry. Delhi is worried about it. How do you see ties with Delhi and Beijing?

Prakash Sharan Mahat:&nbsp;We should have good relations with both countries. We are located between two big countries; we need to have a good relationship, but the relationship should be based on Nepal's interest.

Each country will focus on their interests, so Nepal should not be an exception.

So, when we deal with China, we will make sure our interests should be protected. Dealing with India also, make sure our interest will be protected. If we follow this principle, nobody can encroach on our interests.

Nepali Congress is very clear about, and will not be influenced by what kind of govt there is. This is a nation-to-nation relationship and has nothing to do with the political system there. We are a democratic country and we run our country in a democratic way. Will make sure our interest is protected and will not let any country encroach on something which is detrimental to the security of another country.

Cyprus Foreign Minister Nikos Christodoulides has lauded his country's ties with India calling them "strong strategic, and indispensable" and highlighted how his country can become "gateway for Europe" for Indian businesses and other people to people engagement.

Speaking to WION's Principal Diplomatic Correspondent Sidhant Sibal in New York, Cyprus FM said, "We have excellent relations, based on our strong commitment to international law and rules-based international system". The foreign minister had a bilateral meeting with Indian External Affairs Minister Dr S Jaishankar in New York on the sidelines of the United Nations General Assembly (UNGA). During the meet, FM Nikos extended invite to EAM to visit Cyprus.

The Cyprus FM also slammed Turkey for "militarisation" of its foriegn policy and "violating International law". He thanked India for "active and major" role when Turkey was seen violating United Nations Security council resolutions on Cyprus by opening Varosha. Varosha was once a popular resort town but was abandoned after the 1974 invasion of the Mediterranean island by Turkey.&nbsp;

WION: How will you characterise India Cyprus relations?

Nikos Christodoulides: If I would characterise the relationship between India and Cyprus, I will use 3 words--strong, strategic, and indispensable. Traditionally and historically, we have excellent relations, based on our strong commitment to International Law and rules-based international system. I am very glad; I had the chance to meet my colleague here in New York not only to discuss our bilateral relations but also to work together to enhance our bilateral relations. We exchanged views on regional developments, I have to say, I have been always looking forward to the assessment of my colleague who has a very good knowledge of the region.&nbsp;

Third, we discussed the relationship between European Union and India. Cyprus is a strong supporter of the enhancement of the relationship between Brussels and New Delhi and we need to work together with India, not only on economic and political issues but also, on the region. Because for us, India and EU are pillars of stability in a region of great geo-strategic importance. So, we need to work together with India and I am glad that very recently, we had with us in Portugal, who had the presidency of the EU, our Indian colleague was also there to he gave assessment for the development of the region and how to work together for enhancement of EU-India relations.

WION: How can Cyprus be launch pad for Indian businesses?

Nikos Christodoulides: Cyprus for India is the gateway for Europe and European union, and that is why we are working together with my colleague to enhance people to people contact, to enhance our business relations and Europe is a huge market and can give opportunity to Indians. Also, for Europe, Europeans, European companies to invest in India. Its a huge market, a market that can give lot to European citizens and European companies.

WION: You had a meeting with EAM Jaishankar. India and Cyprus are working on many things, we saw conversation on Turkish side not respecting United Nations Security council resolutions..

Nikos Christodoulides: First of all I would like to thank my Indian colleague, I would like to thank Indian govt through our discussions for their active and major role during the recent discussions regarding the Cyprus problem and the Turkish illegal actions in Cyprus. When the issue was discussed at the security council, have to say India's leading role, it was crucial, in order to have positive result from the security council.&nbsp;

It is something that we recognise, it is something we are grateful for. At the same time, recognising the role of India in the region I extended an invitation to my colleague to participate in the regional developments in the eastern Mediterranean and the greater Middle East. Right now, there is an effort from all of the countries of the region, Israel, Cyprus, Greece, Egypt, UAE, Jordan to come together to not only better tackle the challenges in the region but also take advantage of the opportunities of the region. I invite my Indian colleague to participate in this discussion, in these regional discussions, and I believe and I hope that soon India will be part of these regional developments. I know, this is what the countries of the region will like to see.

WION: Turkey has been concern for Cyprus and for India as well. How is it changing the geo-political situation in and around Cyprus?

Nikos Christodoulides: Unfortunately, Turkey's behavior is violating International law, they don't respect international law, they don't respect rules-based international system. Turkey has problem with all its neighbours. It is not only Cyprus-- Greece, Syria, Libya, Iraq, even India. What we want and the message we are sending to Turkey is, we don't exclude any country from our cooperation, we want excellent bilateral relations with all countries. What we need though from turkey is to respect International Law, respect the sovereignty, territorial integrity for the countries of the region. However, we see from Turkish action, the militarisation of the Turkish foreign policy and this an issue of great concern for all the countries in the region.

WION: It doesn't look like Turkey is giving any positive vibes or actions in region, plans to recognise northern Cyprus with Turkish allies like Pakistan trying to give feelers.

Nikos Christodoulides: First of all you are right that we dont see positive vibes from Turkey. We see sometime few positive statements, but we dont see positive actions. We need positive actions. Regarding the issue you raised, recognition of an illegal regime in the north of Cyprus, as you know very well the Security Council was clear that such an action is going to be against International Law, and we expect from all countries of the international system not to proceed with such an action.

WION: Will you again go to United Nations Security council if Turkey is seen violating UNSC resolutions, as it has been?

Nikos Christodoulides: Of course, and actually recent dicussions that took place were because of the illegal actions of Turkey. It was the 3rd time we appealed to Security Council, and if there is a need again, we will do of course and we are looking forward for support from India and we know very well, having in mind that the foreign policy of India is based on International Law, that we will have your support.

External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh held the inaugural 'two-plus-two' talks here with their Australian counterparts Marise Payne and Peter Dutton.

The in-person talks are taking place at a time the global focus has been on the situation in Afghanistan and the issue is likely to figure in the deliberations.

While Singh held wide-ranging discussions with Australian defence minister Dutton on Friday, Jaishankar met foreign minister Payne ahead of the 'two-plus-two' dialogue. 
In their talks, the two defence ministers discussed the fragile security situation in Afghanistan and their "common concerns" relating to the possible spread of terrorism from the Taliban-ruled Afghanistan.

The foreign and defence ministerial talks are taking place amid renewed efforts by the Quad member countries to expand cooperation in the Indo-Pacific region. Besides India and Australia, the Quad comprises the US and Japan.

In an address at an event organised by the Observer Research Organisation, Payne on Friday said the Quad has evolved "swiftly" and very "effectively" and commended India for taking a strong leadership role in the region.

Talking about "significant challenges" facing the Indo-Pacific, the Australian foreign minister said Canberra seeks a region where rights of large and small countries are respected and that no "single dominant power" dictates the outcome for others.

The dialogue between the foreign and defence ministers was instituted as part of an overall goal to expand strategic cooperation between the two countries. 
India has such a framework for talks with a very few countries including the US and Japan.

The defence and military cooperation between India and Australia is on an upswing in the last few years.

In June last year, India and Australia elevated their ties to a comprehensive strategic partnership and signed a landmark deal for reciprocal access to military bases for logistics support during an online summit between Prime Minister Narendra Modi and his Australian counterpart Scott Morrison.

The Australian Navy was part of the recent Malabar naval exercise that also featured navies of India, the US and Japan.&nbsp;

The second batch of 146 Indian nationals who were evacuated from Afghanistan via Doha arrived in the national capital on Monday on various flights.

India on Sunday brought back nearly 400 people including 329 of its nationals in three different flights.

Earlier on Saturday, government sources told ANI that India has been allowed to operate two flights per day from Kabul to evacuate its nationals stranded in Afghanistan.

Permission has been granted by the American and North Atlantic Treaty Organization (NATO) forces, which have been controlling operations of the Hamid Karzai International Airport after the Afghan capital was taken over by the Taliban on August 15.

Hundreds of Indian nationals have to be taken out of Kabul, which is now under the Taliban's control. India is airlifting its citizens through Dushanbe in Tajikistan and Qatar.

With the fall of Kabul on August 15 in the hands of the Taliban, India's biggest focus was to bring back its Diplomatic officials and several stranded nationals, which included journalists, ITBP officials.

Of the two&nbsp;movements, movements from Embassy to Airport was the risky one, and in that India used its contacts, including locals who maneuvered the convey through the 45-minute long distance.

The biggest worry were the 15 check posts. While most of these check posts were manned by the Taliban, some of them were infiltrated with rouge elements. Elements who could have been inimical to Indian personnel being brought back. In a city with no governance, the biggest risk was the uncertainty of what to come and who to deal with. Sources said, "India in a short time was able to bring out everyone and contrast this with any other countries. We had an all of the Govt approaches. We coordinated with the US govt in the evacuation".

Other than the US govt, India had its C17 parked in Tajikistan for a brief period since Kabul airport didn't have space to park the planes due to increased load. The C17s were time to time flown in from the Ayni airbase of Tajikistan as and when the operation began. Remember the Kabul airport is now under the control of the Americans.

With the evacuation process, while all of the Indian diplomatic staff has been brought back from Afghanistan, but the Indian embassy in Kabul continues to function with help of locals. India also continues to provide consular service, with India announcing an emergency e visa system for the Afghans who want to come to India.

India had certain "red lines" which if crossed put in motion the process of evacuation, like in the case of Mazar-e-sharif, the fall of Phenergan.
