But some market participants said this will not be enough to avert a fuel crunch.

Belgium and Spain ranked second and third, respectively, in Russian LNG purchases after China during the first seven months of the year, according to data analysed by Global Witness.

"Spain is now the second largest buyer of Russian LNG worldwide, with Belgium close behind. During the first seven months of 2023, Spain took 18 per cent of Russia’s total sales, while Belgium took 17 per cent. China bought 20 per cent. During the same period in 2021, Spain ranked 5th and Belgium 7th," Global Witness said in an official statement.&nbsp;

This increase contrasts with the global average rise in Russian LNG imports, which stood at 6 per cent during that time.

Ukraine has denied its involvement in the last year’s attack on Nord Stream pipelines in response to a New York Times (NYT) report.

“Although I enjoy collecting amusing conspiracy theories about (the Ukrainian) government, I have to say: (Ukraine) has nothing to do with the Baltic Sea mishap and has no information about ‘pro-(Ukraine) sabotage groups.’", tweeted Mykhailo Podolyak, a senior advisor to Ukrainian President Volodymyr Zelensky.

The NYT, citing US intelligence officials had reported that a loyal Ukrainian group had carried out the attack independently of the Ukrainian government.

The exact cause of the blasts that took place on September 26 last year is unknown, but it is widely speculated that the Nord pipelines were deliberately targeted.

The US newspaper claimed that the US officials it cited declined to disclose the nature of the intelligence, how it was obtained or "any details of the strength of the evidence it contains".

"Officials who have reviewed the intelligence said they believed the saboteurs were most likely Ukrainian or Russian nationals, or some combination of the two,” it reported.

The blast had triggered a round of blame game between the West and Russia, with the latter calling on the UN's Security Council to independently investigate them.

Even before the blasts, Moscow had suspended gas deliveries through the pipeline after a series of sanctions announced by the West over its invasion of Ukraine.

German media claims to have located origin of boat used in blast

Meanwhile on Tuesday, the German newspaper Die Zeit reported that German authorities claimed to achieve a breakthrough in their investigation into the cause of the attacks.

According to joint research published by the paper and other German media organisations, the boat used to plant the explosives was a yacht hired from a firm based in Poland, which reportedly belonged to two Ukrainians. The nationalities of those who carried out the attack were unclear.

However, the paper says that the investigators have not yet found any evidence as to who ordered the destruction.

It also points out that there is still the possibility of a false flag operation which was intended to point towards Ukraine.

Novakis also said the gas supplies to Europe had increased despite the disruptions. "Even now this market is not closed. For example, we were able to significantly increase LNG supplies to Europe this year; they have increased to 19.4 billion cubic meters in 11 months of 2022, and we expect 21 billion cubic meters by the end of the year." Germany had six power plants running that accounted for 13.3 per cent of the nation’s electricity supply in 2021. Of those, three were shut down by the end of 2021 under its 2011 phase-out plan, while the rest were due to cease operation by the end of 2022.

However, this plan was again called into question after Russia launched its invasion of Ukraine in February this year, which prompted the West-led US to impose sanctions to curb funding of gas money into the war.

Russia supplies about 40 per cent of the European Union's gas. And Germany relies on Moscow for 55 per cent of its gas needs.

Though it has managed to reduce this to 35 per cent and wants eventually to reduce imports to zero, Germany has been mulling to increasing use of coal and extending the life of power stations despite the negative environmental impact.

Moreover, multiple leaks on the Nord Stream 1 and the Nord Stream 2 gas pipelines, which connect Russia to Europe, have prompted Kremlin to cut gas deliveries significantly to European countries.

Winter is coming and with it Germany faces the looming threat of an energy shortage. To deal with this threat, the nation's government has approved a new bylaw that will turn buildings colder and leave streets darker.

The law prohibits heating public spaces like town halls and train waiting rooms above 19 degrees Celsius (66.2F). However, social institutions like hospitals are exempted from this rule.

As per Guardian, the legislation will come into force in about a week's time and will remain in place for six months.&nbsp;

Moreover, legislation was passed to give trains carrying coal and oil priority over passenger or other commodities trains in order to reorder transportation on the railways.

The new law will also require the turning off of radiators in hallways, foyers, entranceways, and technical rooms. Buildings and monuments would no longer be lit just for aesthetic reasons.

Additionally, businesses may be prohibited from keeping their storefronts lit at night. The heating of private swimming pools will also be banned.

A day after celebrations over setting Kyiv on the road to membership of the bloc, Friday's summit in Brussels was a sober reflection on the economic impact of Russia's invasion of Ukraine, with growing worries over soaring prices and warnings of a "tough winter".

"Inflation is a major concern for all of us," European Council chief Charles Michel told a news conference as the two-day summit ended.

"Russia's war of aggression is pushing up the price of food, energy and commodities," he said, adding that leaders had agreed to closely coordinate their economic policy responses.

The summit agreed few concrete steps but the leaders tasked the European Commission with finding more ways to secure "supply at affordable prices" because of "the weaponisation of gas by Russia."

European Commission chief Ursula von der Leyen said the search for alternative supplies was already in progress, with U.S. LNG deliveries up 75 per cent&nbsp;this year from last year, and Norway pipeline gas deliveries up 15 per cent.

Besides, the EU executive will present a plan on preparedness for more gas cuts from Russia to leaders in July she said, adding: "Hope for the best, prepare for the worst. That's what we are doing right now."

The European Commission will come up with proposals and options to discuss at the next EU summit in October, including considering alternative market designs that would potentially include decoupling gas from the formation of the market price for electricity, von der Leyen said.

"We are working on different models, not only to look into how to curb the energy prices or electricity prices but also to look at the market design, with the question: is the market design we have today still fit for purpose?", she said.

One contentious issue is whether governments should step in to cap prices.

Spain and Portugal capped gas prices in their local electricity market this month, but other states warn price caps would disrupt energy markets and drain state coffers further, if governments had to pay the difference between the capped price and the price in international gas markets.

Leaders of the 27 EU nations placed the blame for a huge spike in prices and sagging global growth on the war that began exactly four months ago.

"It is only a matter of time before the Russians close down all gas shipments," said one EU official ahead of Friday's talks.

German Economy Minister Robert Habeck warned his country was heading for a gas shortage if Russian supplies remained as low as now, and some industries would have to close come winter.

"Companies would have to stop production, lay off their workers, supply chains would collapse, people would go into debt to pay their heating bills," he told Der Spiegel magazine.

The EU relied on Russia for as much as 40 per cent&nbsp;of its gas needs before the war - rising to 55 per cent&nbsp;for Germany - leaving a huge gap to fill in an already tight global gas market.

"If we don't pay attention then the whole EU economy will go into a recession with all its consequences," Belgian Prime Minister Alexander De Croo warned of a potential "tough winter" ahead.

According to the research, the energy standoff between Russia and the West has resulted in a 26.9% decline in gas deliveries to nations outside the former Soviet Union since the beginning of the year, with a total of 50.1 billion cubic metres delivered over the last four months.

Furthermore, Russian President Vladimir Putin had previously ordered that from March 31, gas payments from "unfriendly countries," including the European Union (EU), be made in rubles.

The EU first dismissed Moscow's new regulations as "blackmail," but the European Commission has stated that there may be methods to pay for Russian gas in rubles while still complying with the sanctions.

However, several countries have refused to transition to rubles, prompting Gazprom to cut off gas supplies to Poland and Bulgaria in late April, according to the newspaper.
