Nine years after he exposed the scale of secret surveillance operations undertaken by the United States' National Security Agency (NSA) and sought refuge in Russia, President Vladimir Putin has finally granted Russian citizenship to whistleblower Edward Snowden.

The move comes at a time when the relationship between Moscow and Washington is at an all-time low, thanks to the Russian invasion of Ukraine.

Just five days back Putin had declared the first Russian public mobilisation since World War Two to support Moscow's faltering invasion of Ukraine. Now the news of Snowden's citizenship has led to humorous quips about whether the whistleblower will be drafted into the military.

Ukraine releases shocking ‘before and after’ images of soldier freed from Russian captivity

Estonia has warned its Russian-speaking residents that their citizenship would be revoked and they would be banned from the EU and the country if they participate in Russia’s war against Ukraine.

There are some 20,000 residents with Russian citizenship living in Estonia who might get drafted into the war.

The move comes after Russian President Vladimir Putin announced “mobilisation” of troops, signalling that its war against Ukraine is far from over. According to reports, an estimated 300,000 more Russians will be drafted to serve in the campaign.

"We will not stop anyone to follow the orders but participation in a crime against peace is a criminal offence under Estonian law," Eerik-Niiles Kross, an Estonian politician, diplomat, and former chief of intelligence, told Sky News.

"An Estonian resident joining the Russian military in war against Ukraine will lose the residency permit and will be banned from the EU. There is no return for those who go,” he was quoted as saying.

"However, if a Russian living in Estonia receives a mobilisation order from Russia and decides not to go, Estonia gives him all legal protection and will not let Russia to force anyone."

The official added that Russia does not have jurisdiction to prosecute anyone in Estonia who does not follow draft orders.

"All legal residents with Russian citizenship in Estonia have the constitutional protection and same rights as all other residents."

Meanwhile, there have been reports of Russian citizens from across the country fleeing to neighbouring nations in a bid to avoid the conscription order.

On Thursday, at Finland's eastern border with Russia, traffic intensified overnight, according to the Finnish border guard.

Earlier, Finland's Prime Minister Sanna Marin told Parliament that her government was ready to take action to put "an end" to Russian tourism and transit through Finland, according to Finnish public broadcaster Yle.

The World Bank is prepared to contribute up to $30 billion to help address the worldwide food shortages that have been made worse by Russia's invasion of Ukraine and has already distributed nearly $10 billion in financial relief, as per a senior bank official on Thursday.

The bank's managing director of operations, Axel van Trotsenburg, stated in an interview with Reuters while visiting the Bosnian city of Sarajevo that there is "an absolute need for international solidarity with Ukraine." He added that solidarity needs to be maintained throughout the long run as well as the short term.

Van Trotsenburg stated that the World Bank started assisting Ukraine shortly after the Russian invasion on February 24 and has so far distributed nearly $10 billion of the $13 billion in help it had committed to Kyiv.

He said that the bank has developed a platform to permit co-funding and parallel financing, as well as to combine its direct backing with additional support from nations like the United Governments, Britain, and Japan, as well as independent guarantees from European states. Additionally, a donor trust fund had been established.

While several nations have contributed through the trust fund, according to him, the United States has contributed the most money, on average at least $1.5 billion out of the almost $5 billion in external finance required every month.

"We set up (a) system through which we could help the continuation of the state functions of Ukraine - paying teacher salaries, pensions, helping the health system. That has worked very well and some of our partner countries wanted to use that mechanism because we can then also trace money," van Trotsenburg said, as reported by Reuters.

He said that the bank was also helping Ukrainians affected by the conflict at home and abroad, as well as nearby nations and developing nations outside of Europe who were experiencing difficulties with Ukrainian grain exports as a result of the conflict.

This is one of the factors for the World Bank's announcement that it is prepared to offer funding of up to $30 billion to address food insecurity over the course of the upcoming 12 months.

According to a report issued on Friday by the World Bank, European Commission, and the Ukrainian government, the invasion by Russia had so far directly cost the nation over $97 billion, but reconstruction could end up costing as much as $350 billion.

The last operational reactor at the Russian-controlled Zaporizhzhia nuclear plant in southern Ukraine has been shut down amid fears of radiation disaster, the Ukraine government announced on Sunday.

The nuclear operator Energoatom said that the No6 reactor has been disconnected. It said they are preparing for the reactor to be cooled and transferred to a cold, safer state.

“Today, September 11, 2022, at night, at 03.41 am (0141 GMT), unit No. 6 of the ZNPP was disconnected from the power grid. Preparations are underway for its cooling and transfer to a cold state," it said in a statement.

The Zaporizhzhia plant, which was running on six reactors, was cut off from the electricity grid last and all its power lines were disconnected following intense shelling in the area, reports AFP.

It was running on only one reactor and that too in “island mode” for several days, essentially powering the rest of the plant's crucial cooling systems.

The state agency said the plant was restored to operational capacity, allowing the plant to be powered by Ukraine’s energy system long enough to initiate the shutdown.

It said that the nuclear plant’s shutdown was because the risk of further damage to the power lines “remains high”, which would disconnect the plant completely from the power grid again, in which case the plant would have to fire up emergency diesel generators to keep the reactors cool and prevent a nuclear meltdown.

The nuclear plant was occupied by the Russian forces in the early stages of the invasion. It is one of the 10 biggest atomic power stations in the world.

Russia and Ukraine traded blame for shelling around the plant that has caused significant damage to the power lines connecting it to the grid.

Russian-held Zaporizhzhia nuclear plant’s last reactor shut down amid radiation fears: Ukraine

Ukrainian forces were seizing an expanding area of previously Russian-held territory in the east in a "very sharp and rapid" advance, a Russian-installed regional official said on Friday, in a breakthrough that may mark a turning point in the war.

After keeping silent for a day, Russia effectively acknowledged that a section of its frontline had crumbled southeast of Ukraine's second-largest city Kharkiv.

"The enemy is being delayed as much as possible, but several settlements have already come under the control of Ukrainian armed formations," Vitaly Ganchev, head of the Russian-backed administration in the Kharkiv region, said on state television host Vladimir Solovyov's daily livestream.

Ganchev earlier said his administration was trying to evacuate civilians from cities including Izium, Russia's main stronghold and logistics base in the province near the front in eastern Ukraine.

Russia has taken control of around a fifth of Ukraine since starting its invasion in late February.

The Russian defence ministry released video of military vehicles speeding along a highway, saying they showed reinforcements rushing to defend the area. The Kremlin has declined to comment on the Ukrainian advance.

Ukrainian officials released a parade of videos showing soldiers raising flags and posing in front of street signs in villages and towns across part of previously Russian-held territory.

One viral image showed troops holding up a Ukrainian flag at a highway welcome sign for Kupiansk, previously more than 50 km inside Russia's front line. The city is an important target as the junction of several of the main railway lines supplying Russian troops at the front.

Ukraine kept independent journalists out of the area and Reuters could not confirm the images, but President Volodymyr Zelenskiy said troops had "liberated dozens of settlements" and reclaimed more than 1,000 square km (385 square miles) in the eastern Kharkiv and southern Kherson regions.

Western military analysts said the advance could shut the supply lines Moscow has relied on to sustain its force in eastern Ukraine, and potentially leave thousands of Russian troops encircled.

SUCCESS

Such rapid advances have largely been unheard of since Russia abandoned its assault on the capital Kyiv in March, shifting the war mainly into a relentless grind along entrenched front lines.

"We see success in Kherson now, we see some success in Kharkiv and so that is very, very encouraging," U.S. Defense Secretary Lloyd Austin told a news conference with his Czech counterpart in Prague.

The Ukrainian general staff said early on Friday that retreating Russian forces were trying to evacuate wounded personnel and damaged military equipment near Kharkiv.

"Thanks to skilful and coordinated actions, the Armed Forces of Ukraine, with the support of the local population, advanced almost 50 km in three days."

Tens of thousands of people have been killed, millions have been driven from their homes and Russian forces have destroyed entire cities since Moscow began what it calls a "special military operation" to "disarm" Ukraine. The Kyiv government and its Western allies accuse Russia of an imperial-style war of aggression.

In the latest reported strike on civilians, Ukrainian officials said Russia had fired across the border, hitting a hospital in the northeastern Sumy region on Friday morning, destroying the building and wounding people. Reuters could not independently confirm the report.

Russia denies intentionally targeting civilians.

The centre of Kharkiv, which has been regularly bombarded by Russia, was hit by Russian rocket fire, wounding 10 people, including three children, Governor Oleh Synehubov said. Rockets hit a children's arts centre and a school, as well as private homes, mayor Ihor Terekhov wrote on Telegram.

BREAKTHROUGH

The Ukrainians broke through in the east a week after Kyiv announced the start of a long-awaited counter-offensive hundreds of kilometres away at the other end of the front line, in the southern province of Kherson.

Ukrainian officials said Russia moved thousands of troops south to respond to the Kherson advance, leaving other parts of the front line exposed.

"We found a weak spot where the enemy wasn't ready," presidential adviser Oleksiy Arestovych said in a video posted on YouTube.

Russia's state news agency RIA quoted Russian-appointed Kherson authorities as saying some Ukrainian troops were captured during the counterattack and some Polish tanks they were using were destroyed. Reuters could not verify those reports.

Less information so far has emerged about the campaign in the south, with Ukraine keeping journalists away and releasing few details.

Ukraine has been using new Western-supplied artillery and rockets to hit Russian rear positions there, with the aim of trapping thousands of Russian troops on the west bank of the wide Dnipro River.

Arestovych acknowledged progress in the south had not yet been as swift as in the east.

Separately, the U.N. nuclear watchdog said on Friday that shelling has destroyed power infrastructure in the southern Ukrainian city of Enerhodar where staff operating the Russian-held Zaporizhzhia nuclear power station live, posing a growing threat to the plant.

The plant's offsite power lines, vital lines of defence against potential nuclear meltdown, have already been cut and the shelling at Enerhodar has caused a lasting blackout there.

"This is an unsustainable situation and is becoming increasingly precarious. Enerhodar has gone dark. The power plant has no offsite power. And we have seen that once infrastructure is repaired, it is damaged once again," International Atomic Energy Agency chief Rafael Grossi said in a statement.

Ukraine retakes territory in Kharkiv region as Russian front crumbles

Ukrainian President Volodymyr Zelensky has claimed that their forces have “successfully” recaptured several settlements in the northeast Kharkiv region that was once under the control of the Russian forces.

Kharkiv region has been partly under the occupation of Russian troops since the start of the invasion on February 24.

He, however, refused to name the places that had been retaken, saying that "now is not the time to name" them.

In his nightly video address, Zelensky announced the "good news" of the success of Ukrainian troops, saying, “I think every citizen feels proud of our soldiers."

While naming the specific military units, he applauded their bravery in combat against the Russians.

The announcement came hours after US officials affirmed that Ukraine was making "slow but meaningful progress" against Russian forces, reports BBC.

This comes a week after Ukraine recaptured several villages in the southern country by waging a counter-offensive with sustained attacks on command posts, ammunition stores, and fuel reserves far behind the front lines, CNN reports citing satellite imagery.

"What we've seen in the Kherson region first is some continued offensive operations by the Ukrainians," Pentagon press secretary Air Force Brig. Gen. Pat Ryder told reporters.

"They continue to make some forward movement. We are aware that they have retaken some villages."

According to Ukrainian officials, their goal is to take at least all territory north or west of the Dnipro River, including Kherson and Nova Kakhovka—an important site which houses a hydroelectric plant and a canal that supplies Crimea with much of its water.
