The ongoing war between Russia and Ukraine will soon mark its third year. Russia has now threatened to strike Ukraine with a massive new missile in revenge for the use of Western weapons against its territory, a report by The Telegraph on Thursday (Nov 20) said. Citing local media, the report said that the Russian military was preparing to fire the RS-26 Rubezh missiles at Ukraine's capital city of Kyiv. Earlier on Wednesday the US and a few other Western countries shut down their embassies in Kyiv for security reasons. The closure came a day after Ukraine used American missiles to hit a target inside Russia. The US later announced that it reopened its embassy late Wednesday. What is the RS-26 Rubezh missile? A report by RBC-Ukraine on Thursday said that the RS-26 Rubezh is a Russian mobile ground-based strategic missile system equipped with an intercontinental ballistic missile. The RS-26 has been built on the design of the Yars project (RS-24 Yars) with upgraded manoeuvrable warheads designed to penetrate missile defence systems. The missile can carry a thermonuclear warhead and can also be used with the hypersonic Avangard glide vehicle, the RBC-Ukraine report added. The first successful test of the RS-26 Rubezh took place in May 2012. The report pointed out that the missile was supposed to enter service in 2015 with a deployment planned two years later. But in 2018, it was announced that the missile system had been excluded from Russia's armament program through 2027. Citing public sources, the report revealed a few features of the missile- a launch weight of 40-50 tons, a range of up to 6,000 kilometres (Kms), and the warhead- four separate units with a total capacity of 1.2 megatons. Missile has not been used in combat before Citing Western missile experts, The Telegraph report on Thursday said that the RS-26 Rubezh has not been used in combat before. The missile is said to fly at five times the speed of sound- making it difficult for Ukraine's US-supplied Patriot missile systems to shoot down. A Moscow-based newspaper said that Russia was readying to launch the RS-26 missiles from a site in Astrakhan by the Caspian Sea. (With inputs from agencies)

Russia says Biden 'risking start of World War III' by giving missile permission to Ukraine

The administration of United States President Joe Biden has for the first time permitted Ukraine to use the US-supplied long-range missile for striking inside Russia, Reuters and Associated Press reported citing sources.

The development marked a significant change in the policy of the United States in the Russia-Ukraine conflict.

The decision has brought a major shift in US policy, as Biden is set to leave office and President-elect Donald Trump has pledged to limit US support for Ukraine and bring an end to the ongoing war. The White House has not commented on the development.

The decision was taken months after Ukrainian President Volodymyr Zelensky requested permission to use US weapons to strike the Russian military targets which are far away from its border.

How does Ukraine plan to use US weapons?

According to the report, Ukraine has made plans to carry out its first long-range attacks in the days ahead.

Ukraine is most likely to use the weapons in response to the decision of North Korea to send thousands of troops to Russia to support its ally in the war. This development has caused concern to both Washington and Kyiv.

Citing sources, news agency Reuters reported that the first deep strikes will be carried out by Ukraine using ATACMS rockets that have a range of up to 190 miles (306 km).

Although some US officials have expressed skepticism that permitting long-range strikes will change the overall trajectory of the war, at the moment, the decision can help Ukraine and can place Kyiv in a comparatively good negotiating position when ceasefire talks start.

It is not known if the decision of Biden will be reversed by Trump, in the wake of his stand against the US financial and military aid to Ukraine and aim to end the war quickly.

Few congressional Republicans have appealed to Biden to ease the rules on how U.S.-provided weapons can be used by Ukraine.

Russia had clearly stated that the step to loosen limits on the use of US weapons by Ukraine would be seen as a huge escalation.

Russian drones attacked Ukraine's Black Sea port of Odesa overnight, killing one person and injuring 13 others, including two boys, regional governor Oleh Kiper said on Saturday (Nov 9).

Several residential apartment buildings, private houses, commercial buildings and dozens of private cars were damaged in what was the second day in a row of Russian drone attacks on the city, Kiper said.

"At night the enemy again attacked Odesa and the nearby region with attack drones. One person died and 13 were wounded. Among the injured there were two children," he said on the Telegram messaging app.

Prosecutors said the children were boys aged four and 16.

Russia launched 51 drones, focusing its attack on Odesa and the nearby region in the south of Ukraine, the Ukrainian air force said, adding that Ukrainian air defence units and mobile drone hunter groups shot down 32 Russian drones.

It also said that 18 drones were "lost", most likely meaning they had been thwarted electronically.

Russian drones also triggered a large fire in one of Odesa's districts, public broadcaster Suspilne reported, quoting residents.

Other media outlets in the city posted video footage showing cars and buildings ablaze and thick smoke billowing skyward.

As the war against Russia nears its 1,000-day mark, Moscow's forces have intensified air attacks on Ukrainian cities and towns, sending swarms of drones almost every night.

Ukraine's military said that Russia launched more than 2,000 attack drones at civilian and military targets in October.

Moscow says it does not target civilians. The UN Human Rights Monitoring Mission in Ukraine had verified 11,743 civilian deaths in conflict-related violence from Russia's full-scale invasion in Feb. 2022 to the end of August this year. The Ukrainian government says the toll is likely to be much higher due to difficulties accessing parts of the country.

One killed, 13 others injured following Russian drone attack on Ukraine's Odesa

On Tuesday (Nov 5), Donald Trump pulled off what was largely seen as an impossible win— going from a felony conviction to becoming the 47th President of the United States. Even as America comes to terms with the reality of his return to the White House, the world's largest peacetime military alliance, NATO, is also grappling with it, fearing the impact on European security and ongoing support for Ukraine.

Trump's win over Kamala Harris in the US presidential election has cast uncertainty over NATO's stance toward Russia, particularly as it continues its war in Ukraine, which borders several alliance members.

Trump and NATO

NATO Secretary General Mark Rutte, recently appointed partly for his rapport with Trump, quickly extended congratulations, stating that Trump's “leadership will again be key to keeping our Alliance strong.”

However, beneath the diplomatic messaging lies unease over Trump's unpredictability and scepticism toward NATO commitments, which he has previously questioned. During his campaign, Trump had hinted at a more hands-off approach, even suggesting he'd encourage Moscow to “do whatever the hell they want” to countries not meeting NATO's defence spending targets.

In NATO, officials are already preparing for a renewed push on Europe to become more self-sufficient in defence. Diplomats speaking to AFP on the condition of anonymity noted that while Trump's first term was disruptive, it ultimately pressured allies to increase military funding.

“Why be scared by Trump now? It is going to be rough, but at least he will pump some energy into the whole thing,” said one diplomat.

NATO's spending on defence has significantly increased, with 23 of its 32 members now meeting the two per cent GDP spending target, compared to just three a decade ago.

Analysts believe Trump's return may drive Europe to take its security obligations more seriously, although his rhetoric could also lead to new divisions.

“I expect a serious push to finally start taking our security and defence in Europe seriously, to invest much more, to finally do it,” said one former senior NATO diplomat.

What about Ukraine?

The outlook for Ukraine, however, is particularly grim, reports AFP.

Trump has cast doubt on US military support for Kyiv, vowing a swift negotiation with Russian President Vladimir Putin to end the conflict. This approach has raised alarms within NATO about a potential “transactional” outcome that may ignore the principles of Ukrainian sovereignty.

“If Trump starts negotiations with Russia, it will be very transactional, not built on values and principles -- and this may lead to a result that would be catastrophic for Ukraine and for the whole of Europe,” warned the former diplomat.

Trump and NATO NATO Secretary General Mark Rutte, recently appointed partly for his rapport with Trump, quickly extended congratulations, stating that Trump's “leadership will again be key to keeping our Alliance strong.” Also read | PM Modi dials Donald Trump to congratulate, US Presidential winner calls him a ‘magnificent man’ However, beneath the diplomatic messaging lies unease over Trump's unpredictability and scepticism toward NATO commitments, which he has previously questioned. During his campaign, Trump had hinted at a more hands-off approach, even suggesting he'd encourage Moscow to “do whatever the hell they want” to countries not meeting NATO's defence spending targets. North Korean soldiers have become porn addicts amid Russia-Ukraine war: Report

India is actively working through diplomatic channels to pursue peaceful solutions to the ongoing Russia-Ukraine and Israel-Hamas conflicts, external affairs minister S. Jaishankar said on Sunday (Nov. 3).

During an engagement with the Indian community in Brisbane, Australia, Jaishankar discussed the global concern sparked by these conflicts. In response to an audience question, he said, “In different ways, we are trying to do something in both.”

Jaishankar highlighted Prime Minister Narendra Modi’s active diplomatic engagement, talking about his visits to Russia in July and Ukraine in August.

Modi met with Ukrainian President Volodymyr Zelensky in June, and they spoke again in September. Modi also held talks with Russian President Vladimir Putin in Kazan in October. “It is a situation which does call for some degree of...proactive diplomacy. We are trying to do that,” Jaishankar said.

He added, “We feel that the rest of the world should not throw up its hands and say, ‘Ok, let’s wait for them to slug it out and one day they’ll get tired and something will happen.’ Because every day there is a cost to the world, apart from the cost to these countries and to the region.”

Addressing early scepticism regarding India’s involvement, Jaishankar said the perspective has shifted, especially among Western nations, with strong support also coming from the Global South. “We are hoping that through multiple conversations, we are able to create some common ground so that some beginnings of diplomacy can resume,” he stated.

Regarding West Asia, Jaishankar explained, “Here one of the gaps is the inability of Iran and Israel to talk to each other directly. So different countries are trying to see if they can bridge that gap, we happen to be one of them.”

Europe will need to rethink its support of Ukraine if Donald Trump is elected president of the United States, Hungarian Prime Minister Viktor Orban said on Sunday, as the continent "will not be able to bear the burdens of the war alone".

Orban opposes military aid to Ukraine and has made clear he thinks Trump shares his views and would negotiate a peace settlement for Ukraine.

He backs former president Trump, the Republican candidate, to beat Democratic candidate Kamala Harris in Tuesday's US election.

"We (in Europe) need to realize that if there will be a pro-peace president in America, which I not only believe in but I also read the numbers that way, ... if what we expect happens and America becomes pro-peace, then Europe cannot remain pro-war," Orban said.

Ukraine will be high on the agenda when European leaders meet in Budapest in the coming week, he said, referring to a European Political Community meeting and a more informal meeting of EU leaders due to take place.

"Europe cannot bear the burden of [the war] alone, and if Americans switch to peace, then we also need to adapt, and this is what we will discuss in Budapest," Orban said.

Europe is jittery about how the outcome of the US election will affect the war in Ukraine and the continent's security.

Orban has angered Brussels with his close ties to Russia and opposition to aid for Ukraine.

Hungary's foreign minister Peter Szijjarto said in July that the Hungarian government sees Trump as a "chance for peace" in Ukraine.

In July, Orban said his team was assisting Trump's aides with policies on families and migration. On Thursday, he called Trump to wish him good luck ahead of Tuesday's election.

South Korea’s top officials earlier condemned the North’s alleged move to send soldiers to Russia in the National Security Council meeting. Terming it “a grave security threat”, Seoul alleged Pyongyang was forcing its youth to serve as Russian mercenaries for an unjustifiable war in Ukraine.

The officials in a statement said Seoul would take phased countermeasures, based on the level of cooperation North Korean and Russian militaries exhibit in coming days.

A senior South Korean presidential official was quoted as saying by news agencies that Seoul was considering sending both defensive and offensive weapons to Ukraine, apart from taking diplomatic and economic actions.

Why is S Korea worried?

Seoul is concerned that Moscow may offer high-tech technologies to Pyongyang to help it perfect its nuclear missiles, in exchange for support in Ukraine.

Of all, the biggest concern is Pyongyang’s potential acquisition of a space-based surveillance system that would pose a serious security threat to South Korea.

Seoul’s intelligence agency last week confirmed that North Korea sent 1,500 special operation forces to Russia this month.

Meanwhile, Ukrainian President Volodymyr Zelensky had claimed that his government had intelligence that 10,000 North Korean soldiers were being prepared to join invading Russian forces.
