The United Kingdom on Wednesday (September 27) greenlit oil and gas production in Rosebank field, the country's largest undeveloped field, in order to bolster energy security. The development has come one week after British government diluted its net-zero targets. Both developments have triggered condemnation from environmentalists.

Equinor and Ithaca energy will together invest USD 3.8 billion to develop the field. Equinor is a Norwegian oil and gas producer while Ithaca Energy is a subsidiary of Israeli group Delek.

The Rosebank oil field is in the North Sea off the coast of Scotland.

UK oil and gas regulator, The North Sea Transition Authority, said it had "granted development and production consent for the Rosebank field, north-west of Shetland".

Equinor has an 80 per cent interest in the project while Ithaca has the remainder.

"Rosebank stands as the largest undeveloped field in the UK," said Gilad Myerson, executive chairman at Ithaca Energy, as quoted by Reuters.

"The Rosebank project will create thousands of jobs and contribute significantly to securing the UK's energy needs for many years to come," he added.&nbsp;

The UK has now taken a stance that it should continue to produce fossil fuels to ensure energy security, especially in the wake of Russian invasion of Ukraine, even if it means pushing back net-zero carbon emissions target. "We will continue to back the UK's oil and gas industry to underpin our energy security, grow our economy and help us deliver the transition to cheaper, cleaner energy," she added.&nbsp;

The development hasn't gone down well with environmentalists.

Philip Evans, Greenpeace UK's climate campaigner, said, "Sunak has proven once and for all that he puts the profits of oil companies above everyday people".&nbsp;

"We know that relying on fossil fuels is terrible for our energy security, the cost of living, and the climate," he added in a statement.&nbsp;

Now, a new "gear change" by UK Prime Minister Rishi Sunak will force convicted rapists to serve the duration of their full sentences. This, as per Daily Mail, is likely to be part of an upcoming speech by Sunak.

<h2>The 'real Rishi'</h2>

As per Daily Mail, the move is part of a wider 'gear change' by Number 10 Downing Street, which aims to reveal the 'real Rishi' ahead of the general elections next year.

Part of this strategy was last Wednesday's 'green gamble' hitting the brakes on the race to net zero.

At the time, announcing the move, Sunak said it was "the first in a series of long-term decisions to deliver change".

<h2>Repeat offenders</h2>

As per the report, UK Ministry of Justice figures show that in the seven years — since 2016, 112 sex offenders released early have gone on to commit serious offences.

Notorious cases include that of Ashley Shuck, a rapist who in 2017 was convicted of raping ad kidnapping an elderly woman&nbsp;and sexually assaulting another woman, just weeks after he was released halfway through a previous eight-year sentence for raping an 18-year-old.

At the time of his new offences, Shuck was out on the licence. In the UK, offenders are automatically released after serving half their standard determinate sentence. They then complete the rest of their sentence on licence.

Last year, the Police, Crime and Courts Act automatically ended the early release for sexual offences that carry the maximum sentences. Additionally, those serving a sentence of four years or more are now required to serve at least two-thirds of their sentence.

Sunak, who is said to "hate" smoking, has shown interest in bringing a law, much like the one imposed by the New Zealand government under former prime minister Jacinda Ardern last year.&nbsp;&nbsp;

Under the&nbsp;first-of-its-kind anti-smoking laws passed by the Ardern regime, those aged 14 and younger cannot buy&nbsp;cigarettes ever in New Zealand, thereby outlawing the deadly habit for the next generation entirely.&nbsp;

According to The Times, Downing Street has already instructed civil servants&nbsp;reporting to Professor Sir Chris Whitty, the chief medical officer, to chalk up a proposal for tobacco control that seeks to implement Sunak's vision.

“Sunak is personally very exercised about smoking.&nbsp;Both from the point of view of the impact on young people and the NHS," a government source was quoted as saying by the publication.&nbsp;&nbsp;

Notably, last year, a government-ordered review proposed a host of measures to&nbsp;hit a target of having fewer than five&nbsp;per cent of people smoking by 2030, down from 14 per cent.

"We want to encourage more people to quit and meet our ambition to be smoke-free by 2030, which is why we have already taken steps to reduce smoking rates," a government spokesman said.&nbsp;

Former Barnardo’s chief Javed Khan who proposed the idea, also batted for a ban on&nbsp; smoking in outdoor spaces to create a “social norm” and a prohibition on some council housing tenants from smoking in their homes. However, former PM Boris Johnson rejected the proposals&nbsp;

Apart from cigarette smoking, Sunak is also&nbsp;considering banning disposable vapes, cartoon packaging and flavours that appeal to children.

Orlin Roussev, 45, Bizer Dzhambazov, 41, Katrin Ivanova, 31, Ivan Stoyanov, 31, and Vanya Gaberova, 29, will appear at the Westminster Magistrates' Court in London on Tuesday (September 26), as per news agency AFP reports.

The CPS said that out of the five suspects, three, Roussev, Dzhambazov and Ivanova, were charged earlier in the month of February this year with "possession of false identity documents with improper intention".

They appeared at London's Old Bailey court in July to face those charges.

"The charges follow an investigation by the Metropolitan Police's Counter Terrorism Command," said the CPS.

"I'm announcing today that we're going to ease the transition to electric vehicles. You'll still be able to buy petrol and diesel cars and vans until 2035. Even after that, you'll still be able to buy and sell them second-hand. We're aligning our approach with countries like Germany, France, Spain, Italy, Australia, Canada, Sweden and the US States such as California, New York and Massachusetts," he said.

"If we continue down this path, we risk losing the British people and the resulting backlash would not just be against specific policies, but against the wider mission itself," the UK PM told a press conference.

He further announced an ease in the speed of transition to heat pumps from gas boilers in homes claiming that he wouldn't compell any household to improve their insulation.

Currently, the ban on the sale of new petrol and diesel cars is set to come into force in 2030. However, the government could push it to 2035 despite batting for the previous timeline since 2020 in various policy papers.&nbsp;

Secondly, the Tory administration will attempt to water down the proposal of phasing out the installation of gas boilers by 2035. While the timeline will not be altered, the government is expected to only want 80 per cent of the boilers to be phased out by that year.

As for homeowners and landlords, the government will inform that there will be no&nbsp;energy efficiency regulations on homes. Previously, the Conservative leaders had come under heavy scrutiny for considering plans to impose fines on landlords who failed to upgrade their properties to a certain level of energy efficiency.&nbsp;

Sunak will also convey to Britons that there will be&nbsp;no new taxes to discourage flying; no government policies to change people's diets; and no measures to encourage carpooling. Last but not least, the Tory leadership might rule out the burdensome recycling schemes which have caused deep inconveniences to the public.&nbsp;

“There are areas where we can be doing more, especially when it comes to young people and the next generation," Tugendha added. The minister also said that the Tories need to ensure that young people "have those opportunities to help them get ahead and we can’t leave them behind."

He pointed out that any offer to young voters had to include sticking with the party’s commitments to achieving net zero by 2050, The Guardian reported.&nbsp;

The minister's comments come as the latest Opinium poll revealed that the Labour Party maintained a 15-point lead over the Conservatives. The results showed that Labour had a 46-point lead among voters aged between 18 and 34.

Echoing Tugendhat's concerns, former minister Stephen Hammond said, "It is difficult to disagree with Tom’s comments. If we don’t have policies that resonate with the next generation of voters we are sunk."

British Prime Minister Rishi Sunak is mulling over banning Chinese officials from half of his global artificial intelligence (AI) safety summit, which is scheduled to be held in November at Bletchley Park, The Guardian reported citing sources. The report suggested that the decision may come amid growing concern over claims of spying by Beijing on Western governments.&nbsp;

The United Kingdom has already jotted down its objectives for its AI safety summit, which focuses on understanding the risks posed by the frontier technology and how national and international frameworks could be supported.&nbsp;

The report mentioned that an invitation for the summit has been sent to China by Downing Street. But sources have said that China may not be allowed to attend the first day of the two-day summit amid concerns over their espionage activities.&nbsp;

The author claims in the book that Sunak had started preparing ground for his premiership bid much before February 2023, when the Sue Gray's initial investigation findings about Partygate scandal indicted Johnson of violating Covid restrictions to host parties at his official prime ministerial residences.&nbsp;

The alleged discussions related to Sunak's premiership occurred even before December 23, 2023, when 'ReadyforRishi' domain name was registered online, the earliest previously reported indication of Sunak's intent to canvass support for his potential premiership.&nbsp;&nbsp;

Meanwhile, for Boris Johnson who was still the Prime Minister then, Sunak's potential plans of succession continued to create jitters.&nbsp;

A man in central England succumbed to serious injuries that he endured after he was attacked by dogs, emergency services said on Friday (September 15). This is the latest in a spate of incidents reported in the United Kingdom that prompted PM Rishi Sunak to vow action.

The emergency services said that they were called on Thursday (September 14) that a man was left with critical wounds after being attacked by two dogs near Birmingham.

"Upon arrival, we found a man who had sustained multiple life-threatening injuries and was in a critical condition," said the West Midlands Ambulance Service.

"Unfortunately, after arrival at hospital, despite the best efforts it became clear that nothing more could be done to save him (and) he was confirmed deceased."

Staffordshire Police released a statement saying that a 30-year-old man was arrested on Thursday on suspicion of having dogs that were dangerously out of control.

<h2>Rishi Sunak vows action</h2>

UK Prime Minister Rishi Sunak, on Friday, took to his official X handle and posted a video saying it was clear that the attacks were not about a handful of badly trained dogs but a pattern of behaviour.

"It's clear this is not about a handful of badly trained dogs. It's a pattern of behaviour and it cannot go on," he said.

"While owners already have a responsibility to keep their dogs under control I want to reassure people that we are urgently working on ways to stop these attacks and protect the public," Sunak added.

"Today I have tasked ministers to bring together police and experts to firstly define the breed of dogs behind these attacks with a view to then outlawing it," the UK PM said.

Sunak further said that identifying the breed was extremely important in order to ensure the safety of residents.

"We will then ban the breed under the Dangerous Dogs Act and new laws will be in place by the end of the year," he added.

"These dogs are dangerous. I want to reassure the public that we will take all necessary steps to keep people safe," he said.

He captioned the video as, "It’s clear the American XL Bully dog is a danger to our communities. I’ve ordered urgent work to define and ban this breed so we can end these violent attacks and keep people safe."

<h2>11-year-old girl suffers serious wounds after being attacked by American bully XL</h2>

On Saturday (September 9), an 11-year-old girl was left seriously injured after she was attacked by an American bully XL and Staffordshire bull terrier crossbreed puppy.

The incident led Interior Minister Suella Braverman to seek "urgent advice" on whether the American bully XL breed should be banned.

Expressing her shock and concern, Braverman described the American XL Bully as a significant and lethal threat to communities, especially children, in a social media statement. She stressed the need for immediate action.

"This is appalling," she posted on X.

Notably, the XL Bully is not officially recognised as a distinct breed by the UK's Kennel Club. The Kennel Club argues against breed-specific bans, saying that responsible ownership and training play a pivotal role in preventing dog-related incidents, rather than focusing solely on specific breeds.

The term "bully breeds" originated from their historical use in blood sports like bull baiting, characterised by their muscular build and heavier bone structure compared to pit bulls.
