Last month, the map of India on WHO's portal showed Indian territories in different colours, with Jammu and Kashmir and Ladakh coloured in grey, while the rest of India was depicted in blue.&nbsp;

"The issue of wrong depiction of the map of India on the WHO`s website has been raised strongly with the WHO. In response the WHO has informed Permanent Mission of India in Geneva that they have put a disclaimer on the portal," the minister said.&nbsp;

"The disclaimer says 'designations employed and presentation of these materials do not imply the expression of any opinion on part of the WHO concerning the legal status of any country, territory or area or of its authorities or concerning legal status of any country, territory or area of its authorities or concerning the delimitation of its frontiers or boundaries dotted/dashed lines on maps represent approx border lines for which there may not be full agreement'."&nbsp;

The passage of farm bills by voice vote and rigidness of the government to rush them through the house without discussion has brought down the dignity of the Rajya Sabha. Not only did the government fail to control the proceedings of the house, but also showed that it was in undue hurry to pass the bills. The government also did not exercise the right to send the bill to the standing commitee of the parliament. I remember when the Lok Pal bill -- which was authored by the parliamentary committee -- was passed by the Lok Sabha, it later was stalled in Rajya Sabha by the BJP. It perplexed the ruling UPA because BJP through its Lok Sabha members had made their share of suggestions.

The Opposition argued that the issue was not about the parties but about the House and the Rajya Sabha had the right to study the bill. It led to the creation of another committee which was given two weeks to submit its report.

The bill was&nbsp;subsequently passed. &nbsp;

On the other hand, a good bill was rushed through voice vote in the Rajya Sabha, destroying its legitimacy in process. Similar patience was demonstrated in Rajya Sabha when the Women Reservation Bill was being pushed for passage. When MPs failed to cooperate and continued to disrupt the house, they were taken out of the house one by one by marshals and then BJP and Congress jointly passed the bill. All such options have been exercised in past, but it requires patience.

In past six years, no one has ever questioned the passage of bills by voice vote in the Lok Sabha because BJP has majority in the house. BJP does not enjoy majority in the Rajya Sabha. It was incumbent on the government to pass the bill through legislation. It was also required as earlier allies like, TRS, SAD and BJD had turned against the bill. Earlier, BJP had done the same by converting Aadhar as money bill which till today is sub juice. &nbsp;

Moreover, the pandemonium showed that government had no idea of resolving the issue as they could have deferred the matter for Monday or Tuesday. They were afraid the Opposition would marshal numbers and embarrassed the government on the floor or in front of the media.

I support the Farm Bill as a journalist but its passage violates the spirt and rule of the House. Late Arun Jaitley used to say that Opposition must have its say and government must have its way. But in this process, the government has rocked the established practices of the House. It is the right of the Opposition to use stalling and delay as a tactic to incorporate their point of view in the proceedings.

The Opposition members also crossed the proverbial 'Lakshman Rekha' because in times of Covid-19, all norms of social distancing were done away with as they broke microphones and tried to heckle the Chair.&nbsp;

Eight members were suspended the next day. Members have been suspended earlier also but no bill has been rushed without a debate like this.&nbsp;

Indian agriculture sector requires reforms, but it requires better planning by the government. The ordinances could have been promulgated again but by rushing a law, the government has shown an authoritarian streak.&nbsp;

If the Opposition has been irresponsible and short sighted, then the government has been undemocratic in its conduct of the House. If this is a party with difference then, this difference is certainly undemocratic and unwanted in the Indian parliamentary system.

The House witnessed five adjournments as the some opposition members continued protests over suspension of members.

Various arrangements are being made to ensure compliance with the social distancing norms under the corona virus-induced restrictions.

"The work is in progress at a fast pace for ensuring several additional installations in prescribed time like four large display screens in the chamber of the house. Another six small screens in four galleries of House, audio consoles in galleries, ultraviolet germicidal irradiation, special cables connecting two Houses for transmission of audio-visual signals, polycarbonate sheet separating the official gallery from the chamber of the House are being put in place," said Rajya Sabha Secretariat.

"All these arrangements mark the first of its kind session to be held in compliance with the social distancing norm under the corona virus-induced restrictions. Using the chambers and the galleries of both the Houses for holding the session being the major first of its kind in the history of Indian Parliament since 1952," it added.

Rajya Sabha Chairman M. Venkaiah Naidu and Lok Sabha Speaker Om Birla at a meeting on July 17, after detailed examination of options for holding Monsoon Session decided on using chambers and galleries of both Houses for enabling the session under prevailing restrictions. Subsequently, senior officials of the Rajya Sabha Secretariat held detailed discussions with all concerned agencies and firmed up the special arrangements to be made and they are being worked upon.

As per the arrangements firmed up, Rajya Sabha chamber and galleries and Lok Sabha chamber will be used for seating the members of the House during the monsoon session. This includes 60 members in the chamber and 51 in the galleries of Rajya Sabha (leaving out the first row) as per the social distancing norm and the remaining 132 (including by-polls for two seats) in the chamber of Lok Sabha.

According to Rajya Sabha Secretariat, various parties will be allotted seats in the chamber and galleries of Rajya Sabha based on respective strength and the remaining will be seated in the chamber of Lok Sabha in two blocks meant for ruling parties and the others.

In the Rajya Sabha chamber, seats will be earmarked for the Prime Minister, Leader of the House, Leader of the Opposition (LoP) and leaders of other parties. Former Prime Ministers and former Leaders of the House Dr Manmohan Singh and H.D.Deve Gowda besides Ramvilas Paswan and Ramdas Atshawale, being Ministers and members of the House will also have earmarked seats in the chamber of the House. Other ministers will be seated in the seats meant for the ruling party.

Four large display screens of 85" size each in the chamber and another six of 40" size each in the four galleries of the House are being installed to enable members to watch the proceedings of the House conveniently.

All the seats in the galleries are being fitted with consoles to enable participation of members in the proceedings of the House from their seats. Placards will indicate the parties accommodated in each gallery of the Rajya Sabha.

Special cables are being laid connecting the two Houses of Parliament for transmitting audio-visual signals of the proceedings both ways without any time lag to enable real-time participation of members seated in the two Houses.

Seating in the Officials Gallery and Press Gallery will also conform with social distancing norm, each accommodating 15.&nbsp;

Only limited number of secretariat officials will be seated at the table of the House and the reporters (for taking verbatim note of proceedings of the House) will be accommodated in the special box meant for foreign dignitaries.

The three interpretation booths of Rajya Sabha will be integrated with audio systems for simultaneous interpretation for the benefit of the members seated in both the Houses.RSTV and LSTV, through their existing arrangements in both the Houses, will enable live telecast of the proceedings of the two Houses besides displaying the proceedings of each of the Houses on the screens in the other House.&nbsp;

Rajya Sabha Chairman M.Venkaiah Naidu also directed the secretariat officials to minimize the need for the members to physically handle various papers by ensuring necessary arrangements. The budget session of Parliament started on January 31 and continued till February 11. After the break, it commenced on March 2 for its second leg and was scheduled to end on April 3. Bharatiya Janata Party (BJP) leaders Narhari Amin, Ajay Bhardwaj, Ramilaben Bara and Congress leader Shaktisinh Gohil have been elected as Rajya Sabha members from Gujarat.

Counting of votes for four seats in Gujarat began after a delay of four-hours as the Congress demanded that the Election Commission invalidate two BJP votes on different grounds.

As many as 43 first-timers are set to enter the Upper House accounting for 72 per cent of vacancies being filled up, the research division of Rajya Sabha has found.

For the 19 vacancies in Rajya Sabha for which results were announced on Friday, there were 28 candidates in the fray of which 24 were never members of Rajya Sabha.

Friday's contest is between such freshers in Gujarat, Manipur, Meghalaya and Mizoram.&nbsp;

The ruling YSR Congress bagged All the four Rajya Sabha seats in Andhra Pradesh in the biennial election held on Friday as expected.

According to Legislature sources, Deputy Chief Minister Pilli Subhash Chandra Bose, Minister Mopidevi Venkata Ramana, industrialist Parimal Nathwani and realtor Ayodhya Rami Reddy of the YSRC were elected with 38 votes each.

The opposition Telugu Desam Party, which had forced the contest despite not having the numbers, lost badly, with its nominee Varla Ramaiah polling only 17 votes against its technical strength of 23 in the assembly.

In Jharkhand, JMM supremo Shibu Soren and BJP state unit president Deepak Prakash won.

Prakash secured 31 votes, while Soren, a former chief minister, won 30.

Congress candidate Shahzada Anwar finished third by bagging 18 votes, the official said. 
This will be Soren's third term as a Rajya Sabha member. Soren, whose Jharkhand Mukti Morcha (JMM) now governs Jharkhand, had also served as a Union minister.

It will be Prakash's maiden term in the Upper House of Parliament.

Polling in the two seats was held during the day as the tenure of Independent member Parimal Nathwani and RJD's Prem Chand Gupta ended in April.

As many as 43 first timers are set to enter the Upper House accounting for 72 per cent of vacancies being filled up, the research division of Rajya Sabha has found.

For the 19 vacancies in Rajya Sabha for which results were announced on Friday, there were 28 candidates in the fray of which 24 were never members of Rajya Sabha.

Friday's contest is between such freshers in Gujarat, Manipur, Meghalaya and Mizoram.&nbsp;

Rajya Sabha election results 2020: BJP bags 2 in Madhya Pradesh, Congress wins 2 seats in Rajasthan

The nomination of &nbsp;former Chief Justice of India, Ranjan Gogoi, &nbsp;to Rajya Sabha after three months of his retirement has sparked controversy &nbsp;and concern in the public domain. Though the onslaught of Corona pandemic has deflected the public attention from this important political development and other matters of national significance, it is important &nbsp;to &nbsp;join the debate: whether the nomination of Justice Ranjan Gogoi compromises the independence of Indian judiciary and has further led to &nbsp;the concentration of powers in the hands of Executive- which poses a threat to Indian democracy - as has &nbsp;mostly been argued by the critics of the Modi government. &nbsp;

Besides the issue of constitutional propriety, the nomination of &nbsp;Justice Gogoi has largely been seen as a case of quid pro quo/political favouritism in exchange of his series of Judgments including Ayodhya issue, Rafale case, the delay in the matter of hearing over the abolition of Article 370, Electoral Bonds etc, which appears to favour the government of the day.&nbsp;

But it seems that none of these allegations has substance. It is the matter of fact that it is the same opposition which had hailed the Justice Ranjan Gogoi, Justice Chelameswar and others as ‘hero of democracy’ for raising their voice against the then Chief Justice Dipak Misra. ( In January 2018, Justices Gogoi, Lokur, J Chelameswar, and Kurian Joseph, the most senior judges&nbsp;in the Supreme Court, called a press conference to question the conduct of Justice Dipak Misra on the allocation of important cases)&nbsp;

It is another matter that with judgement related to decriminalisation of IPC 377 and Protection of Individual Privacy and other progressive judgments, much of the liberal-leftist critique of Justice Dipak Misra vanished in thin air.&nbsp;

Second, it is a myth that government organs work with ‘complete independence’, rather they work in harmony and cooperative framework with a larger goal of governing the country.&nbsp;

Third, whenever a strong personality has dominated Executive in India, the issue of compromising the independence of the judiciary has been raised in the public domain, though without much merit. Indian democracy has matured and moved forward amidst such allegations in the past. &nbsp;

Fourth, Indian politics is riddled with a large list of appointments of Judges including Chief Justice of the High Court and Supreme Court &nbsp;to various Commissions and nominations in Rajya Sabha. In fact, the Constitution of India provides 12 nominations of people with exceptional abilities and recognitions in the various fields into Rajya Sabha with a view to benefit the nation from their talents. I believe that  Justice Ranjan Gogoi deserves such recognition and an honourable place in &nbsp;Rajya Sabha as an independent member. It is misnomer to think that the nomination of a judge in the Parliament amounts to compromising the independence of Judiciary; rather law-making exercise is benefited from experiences of such legal luminaries. In fact, all sitting judges of Supreme Court in the United Kingdom find an automatic place in the &nbsp;House of Lords after their retirement without ever generating a controversy that such an exercise or political tradition &nbsp;cripples the independence of UK judicial system.

"The Rajya Sabha Secretariat has taken a step in this direction by adding two electric vehicles in its fleet and made its contribution in combating the menace of pollution and for mitigating the effects of climate change," he said. 
 
Energy Efficiency Services Limited (EESL) a 100 per cent owned subsidiary of Ministry of Power, Government of India, which has been entrusted with the responsibility of promoting the use of electric vehicles was consulted in this regard, informed the secretariat in a statement. 
 
These vehicles will ferry the Members of Parliament from one place to another within the Parliament complex.

A four-time member of the Rajya Sabha, he first became a Cabinet Minister in the government of former Prime Minister Atal Bihari Vajpayee in 2000. He was the Leader of Opposition in the Rajya Sabha from June 2009 to 2014.

Jaitley was Finance and Corporate Affairs minister in the first term of the Narendra Modi government and also held portfolios of Defence and Information and Broadcasting.

Giving a new ambience and aesthetics to the nation's biggest temple of democracy -- Parliament -- its exterior has been installed with permanent colourful lights ahead of the 73rd Independence Day celebrations.

These LED lights frequently change its colour making the Parliament House look more grandeur. Earlier, similar such light has been installed in South Block and North Block.
