In the 16th Lok Sabha, only 26 per cent of Bills were sent for scrutiny. Now, in the 17th Lok Sabha, 14 Bills have already been passed in the first session. But, none of these Bills has been referred to a Standing Committee or Select Committee for a legislative scrutiny," the members wrote.

They have underlined that public consultation is a long-established practice where parliamentary committees scrutinise Bills, deliberate, engage and work towards improving the content and quality of the legislation.

The MPs recalled that the first session of the 13th, 14th, 15th and 16th Lok Sabha had about 10 sittings each.&nbsp;

"In that time, only a handful of Bills, that had undergone parliamentary scrutiny, were passed," they said.

"The first Session of the 17th Lok Sabha has had 30 sittings. In this period, a dubious record has been set up: 14 Bills have been passed and none has been scrutinised by any Parliamentary Committee. Further, 11 more Bills have been listed for introduction, consideration and passing," the letter read.

Recalling an incident, the MPs wrote, "The Protection of Human Rights (Amendment) Bill, 2019 was laid on the table of Rajya Sabha at 5.01 pm on Friday, July 19. It was then listed for discussion in the house for the next working day, i.e., July 22. Members were not given sufficient time to file notices of amendments to the Bill."

"Later, on the morning of July 22, the members were verbally informed at the Business Advisory Committee (BAC) meeting that the notice to amendments to the Protection of Human Rights (Amendment) Bill can be filed till 12 noon. This is a violation of Rule 95 of the 'Rules of Procedure and Conduct of Business in the Council of States' which entitles the members to have at least one day's (working) time to file amendment notices," they added.

The members said that once the Bill was taken up for consideration and passing, the Deputy Chairman of Rajya Sabha Harivansh invoked Rule 266.

"Rule 266 is clear. It may be invoked in case of 'matters not specifically provided for' in the Rules of Procedure and Conduct of Business. In this case, however, Rule 95 is explicit in its provisions," they said.

The members have demanded that short duration discussions should be held under Rule 176 in the Upper House, underlining that it allows them to raise matters of urgent public importance.

"There is a long-standing convention to have one short duration discussion each week. In the four weeks of the Budget session, only two short-duration discussions have been allowed," they said.

The members further urged Naidu to ensure that the voice of the opposition is not "smothered" in the Rajya Sabha.

"While we understand our responsibility and the need to enact legislation, any attempt by the government to undermine the privileges of members, the rules and established conventions will diminish the role of the council of states as envisaged by our founding fathers," the MPs stated.

17 Opposition MPs express concern over passing Bills without scrutiny, write to Rajya Sabha Chairman

The opposition on Wednesday had demanded that the RTI amendment bill be&nbsp;sent to the Joint Select Committee.

Congress Parliamentary Party chief Sonia Gandhi held discussions on the bill at the party office in Parliament on Wednesday with Rajya Sabha MPs of Congress and other opposition parties.

The 2005 Act was enacted during the first Congress-led UPA government and the alliance's chairperson Sonia Gandhi sat through the debate.

The changes proposed by the government in the RTI bill include the salaries and the tenures of the Infomation Commissioners at the state and the centre.

Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh said that the Bill only states that terms and conditions will be specified by the government and these had not been deliberated upon.

The minister said it had done away with the need for attestations as also interviews for a certain category of jobs to promote transparency and accountability.

"The law was enacted in 1967 by a Congress government and amendments made to it in 2004, 2008 and 2013 when Congress was in power. Who made the law stringent? What you did was right, what we are doing is also right," he said.

He asked opposition members about their concerns when the Congress had made changes to the law to make it stringent.

He said Congress member Manish Tewari had asked what was the need for tough laws and that terror-related problems were solved through political dialogue.

"There is a need for tough laws to end terrorism," he said.&nbsp;

Referring to the provisions of the Bill that allow an individual to be designated as a terrorist, he said that terrorists often floats new organisations if a ban is imposed.

Shah also said that the BJP-led government was against "urban Maoism".

"In this country, a lot of people involved in social work are working respectably, the police is not fond of catching them, but we don't have any sympathy for those who work for Urban Maoism," the Home Minister said.

"We have no sympathy for those who promote Maoism under an ideological shield," he said.

Lok Sabha passes Unlawful Activities (Prevention) Amendment Bill

Rajya Sabha on Monday unanimously passed the Protection of Human Rights (Amendment) Bill, 2019 after the Union Home Minister Amit Shah reassured opposition members and said that they should not doubt the intentions of the government.

With this, the Bill gets a nod of the Parliament as it has already been passed by the Lok Sabha last week.

The Bill amends the Protection of Human Rights Act, 1993. Under the present Act, the chairperson of the NHRC is a person who has been a Chief Justice of the Supreme Court.

The Bill amends this to provide that a person who has been Chief Justice of the Supreme Court or a Judge of the Supreme Court will be the chairperson of the NHRC.

Similarly, a former high court judge can also become a state human rights commission chairperson besides a high court chief, according to the Bill.

The amendment provides for a reduction in the tenure of chairpersons of national and state human rights bodies to three years from the current five years.

"We have no bad intentions. The Chairperson will be appointed by a committee comprising of the Prime Minister, Lok Sabha Speaker, Home Minister, Deputy Chairman of Lok Sabha and leaders of the largest opposition parties in both houses," he said.

"Members should have faith in the wisdom of the committee," he said adding that there is no reason for any doubt by the opposition.

Voting underway for two Rajya Sabha seats in Gujarat

Gujarat Chief Minister Vijay Rupani claimed that BJP candidates -- External Affair Minister S Jaishankar and Jugal Ji Thakor -- have won the Rajya Sabha election held on Friday.

"External Affairs Minister Dr S Jaishankar and Jugal Ji Thakor of BJP have been elected to Rajya Sabha from Gujarat. Official results yet to be declared, but it is clear that we have won," said Rupani at a press conference here.

"Paswan is enjoying dishes at 5-star hotels and has no time to see us. These politicians enjoy all privileges after winning elections thanks to our votes, but forget us," said a woman.

In a statement in Rajya Sabha, Naidu also said that the committee set up to look into the rules and suggesting ways to stop growing dysfunctional tendencies, has submitted its reports and urged the members to give their suggestions so that the House could reach a feasible solution.

"Three bills were pending for more than three years and six bills were pending for 10-12 years. Indian Medical Council Amendment Bill, the oldest pending bill, has been pending for more than 32 years. All these bills are important and merit timely consideration and passing," he said.

The environment of disruptive politics must change, Naidu said urging the members to use their time in a constructive manner.

"I don`t get sleep on some days," he said adding that due to disruptions, a negative public perception is being made against the parliamentarians."

A committee has been set up to look into the rules and also some of the suggestions for improvement (in functioning of the house). The committee has submitted its reports and the report has been sent to the leaders for further considerations," Naidu informed the Upper House.

"I request all the members to seriously ponder over the issues and see to it that the House functions smoothly, effectively and meaningfully and everybody be it small or big party get a reasonable opportunity to raise their issues," he added.&nbsp;

Air India to start services on three routes: Civil Aviation Minister Hardeep Singh Puri

The first session of the 17th Lok Sabha will commence from Monday during which the passage of the Union Budget and key legislations such as triple talaq will be on top of the agenda for the government.

The meeting will also discuss the issue of celebrations of 75 years of India's Independence in 2022 and 150 years of Mahatma Gandhi's birth anniversary this year, Parliamentary Affairs Minister Pralhad Joshi said.

Modi also invited all MPs from both houses of Parliament for a dinner on June 20 where they will interact freely and exchange views. 
"Both these are initiatives are aimed to build 'esprit de corps' among members of all parties in Parliament," Joshi said.&nbsp;

Noting that there are many new faces in this Lok Sabha, Modi said the first session of the Lower House of Parliament should begin with "fresh zeal and new thinking".

At the all-party meeting, the Congress raised with the government issues of unemployment, farmers distress, drought, and press freedom, while also calling for early conduct of assembly polls in Jammu and Kashmir.

The opposition parties demanded a discussion on all such issues in Parliament, with the Congress asserting that it is still a "fight of ideologies".

The prime minister, Defence Minister Rajnath Singh, Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad, Congress lawmakers Adhir Ranjan Choudhary, K Suresh, National Conference leader Farooq Abdullah and TMC leader Derek O'Brien were present at the meeting.

The BJP also held its parliamentary party meet here Sunday, with Modi assuring the leaders that his government will be at the forefront of facilitating legislation that manifests the spirit of "sabka saath, sabka vikas, sabka vishwas".

A day before the first session, a meeting of the NDA was also held here.

The Lok Sabha will have 30 sittings and the Rajya Sabha 27 sittings between June 17 to July 26.&nbsp;

The Modi government had promulgated ten ordinances in its first term after the opposition used its majority in the Rajya Sabha to block the bills in the previous session.

It had promulgated some ordinances again, including the triple talaq bill, amendment bills on Jammu and Kashmir reservation, Aadhaar laws, companies act and the Indian Medical Council Act.

Among the bills that will be introduced in this session, the one on triple talaq can be contentious for the government and the opposition.

The first two days of the session will be used for administering oath of office to all Lok Sabha MPs by Protem Speaker Virender Kumar.

The speaker will be elected on June 19 and the next day the president will address a joint sitting of both Houses.

The budget will be introduced on July 5.

Addressing the media after the all-party meeting, Joshi said the prime minister urged leaders of all parties to "introspect whether members of Parliament are able to fulfil people's aspirations as their representatives and the manner in which last two years of the 16th Lok Sabha were wasted".

An all-party meeting is a customary procedure before the beginning of every session of Parliament to ensure its smooth functioning.
