He said this humanitarian step is aimed at giving students and youth another chance to rebuild their lives and careers without being under any kind of stress of being declared criminals. The state government, the minister further said, has been advised to appoint a high-level committee to review the remaining cases of stone pelting. This committee would be headed by a senior police officer. "The MHA (Ministry of Home Affairs) is of the view that stone pelting cases of a non-grievous nature against the students/youth should be closed/withdrawn so that they get a chance to focus on their studies and pursue their careers without any psychological pressure," a statement issued from his office said. The Jammu and Kashmir government has also been advised to formulate a new surrender and rehabilitation policy that will ensure economic rehabilitation and provide suitable training to the youth to run their own businesses, return to the mainstream and lead a dignified life. The state government has also been advised by the Home Ministry to create an advisory board to redress grievances of migrants, displaced persons and West Pakistan refugees in the region. Steps will also be taken to repair and renovate old and dilapidated migrant camps at Jagati and Talwara. It has also been decided to restart work on an artificial lake in Jammu.

With the assembly elections in Karnataka on the agenda for 2018, Union Home Minister Rajnath Singh on Sunday appealed to the natives to support the formation of a Bharatiya Janata Party (BJP) government under the leadership of BS Yeddyurappa.

Addressing a "Parivarthan Rally" in Bengaluru, Rajnath Singh while praising the former chief minister said, "We want to empower Karnataka, and this will be possible when, in two to three months, a BJP government will be formed here. The BJP will contest in the upcoming assembly elections in Karnataka under BS Yeddyurappa ji's leadership."

Accusing the Congress Party and its leadership in the state of indulging in corruption, Rajnath alleged that the grand old party is indulging in "divide and rule" in the state and causing communal disharmony by involving caste and other related factors. He further claimed that scams such as that related to the construction of a steel flyover are being ignited by the Congress.

"Congress government here wants to divide the Karnataka community to rule. I received information that even though there is no regulation in the constitution, Muslim community here was befooled with reservation which was later out ruled by the Court," he said.

Rajnath added, "The government here created such an issue over Tipu Sultan. I do not want to dive deep into history, but I have to ask: Why is there no celebration for Kempegowda, Kittur Rani Chennamma or Sir M Visvesvaraya? Why only Tipu Sultan?"

Congratulating the newly-elected president of the party, Rahul Gandhi, Rajnath further accused the Congress of igniting disorder and turmoil in several states, including Kashmir."I want to congratulate him (Rahul Gandhi) but also ask- did the fire of communalism, terrorism and naxalism in India erupt due to BJP`s policies? Did fire erupt in Kashmir due to BJP`s policies? If someone formed governments by setting fire, it is Congress. BJP is trying to douse the flame," claimed Rajnath.

Lashing out at the present state government over the lack of action being taken following the murder of senior journalist Gauri Lankesh, Rajnath assured that if a BJP-led state government is formed, miscreants will not be spared, and laws would be more stringent."Paresh Mesta was recently killed. Gauri Lankesh was killed. What is this government doing in these murder cases? I want to assure Karnataka public that when our government is formed, we will probe her death from all angles, and culprits will be punished. We won't save anyone," he said.

Lauding the initiatives across various fronts taken under the leadership of Prime Minister Narendra Modi, Rajnath Singh claimed that India is no longer considered weak, and is now a superpower that nobody can questions."If not for the BJP and Prime Minister Modi, the Doklam issue would not have been resolved.

China too has understood that diplomatic ties have to be maintained. On the Indo-Pakistan border, our forces are strongly retaliating against attacks, as was seen during the surgical strike last year. We will not fire first, but if someone fires at us, we will not sit back," claimed Rajnath Singh.

Highlighting the economic reforms undertaken in the leadership of Prime Minister Modi, Rajnath Singh opined that steps such as demonetisation have lead to an intense crackdown on benami properties, shell companies and black money. Further, steps like financial inclusion and strengthening of agriculture have been praised by international agencies such as Moody and others too, he said. The 'secret' was let out by home minister Rajnath Singh

Indian Army jawans are learning Chinese. That "secret" was let out by union home minister Rajnath Singh on Tuesday. Singh said the jawans were learning Chinese so as to be able to communicate with their counterparts across the border. "If by chance there is a face-off, at least they can convey their message," ANI quoted him as saying. Singh added that the Chinese language lessons were a part of basic training. Indian and Chinese troops had recently faced off from each other on the Doklam plateau for 72 days. The standoff had been sparked off by Chinese road-building activity in the region. Doklam lies close to the trijunction where Bhutan, China, and India meet. The area is held by Bhutan but China lays claim to it. Bhutanese soldiers had tried to push back the Chinese troop when they noticed the road-building activity. When they were unable to, they asked Indian troops for help -- leading to the protracted standoff. The Chinese and Indian troops finally stood down a few days before Indian Prime Minister Narendra Modi left for the BRICS summit in China; the BRICS charter says the annual summit cannot go ahead should even one of the leaders of the BRICS nations -- Brazil, Russian, India, China, South Africa -- not attend.

The government is looking into a proposal for 50 temperature-controlled posts along the India-China border for ITBP jawans who guard the Himalayan heights in sub-zero temperatures, Union Home Minister Rajnath Singh said in Greater Noida on Tuesday.

Addressing personnel of the Indo-Tibetan Border Police, established on this day 56 years ago to guard India's borders with China, the home minister announced a slew of other measures to boost the capabilities of the force.

These include the construction of 25 border roads in Arunachal Pradesh, Uttarakhand and Himachal Pradesh.

There are 176 border posts along the India-China border, from Karakoram Pass in Ladakh to Jachep La in Arunachal Pradesh.

According to Singh, the government is considering using technology to maintain a temperature of 20 degrees Celsius in the proposed new posts. These will be located in high-altitude areas where ITBP jawans have to bear the brunt of snow blizzards and sub-zero temperatures.

"We are committed to enhancing your operational and infrastructure capabilities. Recently, we got a proposal to build 50 new border posts for the force and we are working on it," the home minister said.

The setting up of more posts is aimed at ensuring that they are not abandoned during extreme snow and cold.

The government is also considering special lightweight winter clothing for troops deployed above 9,000 feet and an enhanced fleet of snow scooters to patrol the high-altitude areas of the 3,488-km Sino-Indian frontier.

The force guards the border in altitudes ranging from 9,000 feet to 18,700 feet in the Western, Middle and Eastern sectors of the Indo-China Border.

Singh said he is not satisfied with housing and infrastructure facilities and is "seriously" working to improve these areas. The minister also said 35 old border posts in very high- altitude areas are being upgraded as "composite" units.

"We are working to enhance road, mobile and satellite connectivity in the border areas for the ITBP," he said.

The minister asked ITBP troops to ensure and build good relations with border dwellers as they are "strategic assets" of the country and important stakeholders in keeping the borders safe.

Singh lauded the ITBP for introducing Mandarin during basic training of its troops. This was done so they can converse with the Chinese Army during face-offs.

He also asked ITBP officers to take the responsibility of at least one family of those killed in the line of duty.

The ministry is working to help jawans who have suffered 50 percent disability during operations through the Bharat Ke Veer benevolent fund, he said.

ITBP Director General (DG) R K Pachnanda said the force has been nominated as the "nodal agency" for obtaining and channelising satellite communication for all border-guarding forces in the country.

He said the home ministry has also approved the ITBP's proposal to hire helicopters for high-altitude border posts.
