The Nimitz-class aircraft carrier is part of the deployment by the US Navy in the second phase of the ongoing Malabar exercise featuring the navies of all four Quad countries, India, the US, Australia, and Japan.

US Charge d'Affaires Patricia Lacina, who also participated in the visit to Carl Vinson said ''Malabar exercise is a showcase example of defense collaboration between our four partnering countries, demonstrating what we can accomplish when we work together to advance our common interests in the Indo-Pacific.''

Why is India poised to become the next superpower?

Indian Prime Minister Narendra Modi is on an important visit to the US that has seen him holding several high-profile parleys in addition to attending the UN General Assembly. In addition to bilateral meetings with global leaders, PM Modi has been meeting global business leaders as well. These meets are taking place on the sidelines of UNGA.

The Quad-- a grouping of US, India, Australia and Japan -- is often perceived as coming together of countries to counter Chinese influence and increasing Chinese assertiveness. However, Quad countries have always maintained that it is not against any nation. In spite of this, the perception of opposition to China remains associated with the Quad.

"How do you deal with a challenge you would not spell out?" asked Palki Sharma-Upadhyay referring to Quad's denial of being against China and yet making moves that are perceived as such.

On this, Jaishankar drew attention to the diplomatic practice adopted by countries all over the world to be guarded in public about such issues. China itself does that, he said, mentioning the disparity between China's public stance over Belt and Road Initiative (BRI) and the "real reason" behind some of China's foreign investments.

On Afghanistan, Jaishankar said that US withdrawal was a "botched" one. He said that proponents of the withdrawal argue that it has made the US free to tackle issues like Chinese assertiveness while opponents say that US withdrawal created a power vacuum in Afghanistan.

India, in his opinion, need not look at US for solution to Afghan situation. Jaishankar mentioned that India was talking with possible partners like Iran, Russia and central Asian countries in this regard. He also mentioned that US-Pakistan relations were not in "greatest health"

Jaishankar did not sound too optimistic about United Nations Security Council reforms. He said that veto-holding countries too invested in the power were not keen to dilute their position in the council. But he also stressed that this did not mean that India should stop advocating for the reforms and a permanent position for itself in the Security Council.

India should maintain 'strategic autonomy', says Beijing’s top envoy in New Delhi

India and Australia released a joint statement on Friday saying that both the countries are hoping to reach a landmark trade deal by end of 2022. They announced formal relaunch of stalled negotiations.

Last year, bilateral trade between the countries stood at 17 billion US Dollars last year. India exported its key services sector while Australian coal went the other way.

Both countries are members of the Quad grouping with the United States and Japan.

Following trade ministers' talks in New Delhi, the two countries backed the "expeditious negotiation" of a Comprehensive Economic Cooperation Agreement.

India's Foreign Secretary Harsh Shringla on Saturday (September 25) said that infrastructure partnership between Quad nations was independent of 'any other parameters', indirectly denying that Quad infra initiative was a counter to China's ambitious Belt and Road Initiative (BRI). He was responding to WION's Executive Editor Palki Sharma's question during press conference.

"You spoke about infrastructure partnership, can you detail something on the scale and scope of this? And is this comparable to China's BRI which has pushed countries into debt? Also, is Quad going to have a military dimension?" asked Palki Sharma.

Their statement made frequent mention of the leaders' insistence on rules-based behavior in a region where China has been trying to flex its muscles.

"Together, we &nbsp;recommit to promoting  the free, open, rules-based order, rooted in  international law and undaunted by coercion, to bolster security and prosperity &nbsp;in the Indo-Pacific and beyond," they said.

The Quad leaders also voiced support for small island states, especially those in the Pacific, in order to enhance their economic and environmental resilience.

Additionally, they urged North Korea to engage in diplomacy over its nuclear weapons and ballistic missile programs, which Pyongyang has refused to do unless international sanctions are dropped.

The leaders took steps to expand vaccines worldwide, welcoming India's plan to resume exports in October.

After the meeting, Suga told reporters the countries agreed to cooperate on vaccines, clean energy and space, and to hold a summit meeting every year.

Modi told his fellow Quad leaders India would permit export of 8 million COVID-19 vaccine doses by the end of October under a deal the grouping reached in March to supply a billion doses to the Indo-Pacific, India's foreign secretary said.

The plan to supply a billion doses across Asia by the end of 2022 stalled after India, the world's largest vaccine producer, banned exports in April amid a massive COVID outbreak at home.

India has said when it restarts vaccine exports it will prioritize the COVAX international vaccine initiative and neighboring countries.

The Quad announced several new pacts, including one to bolster supply chain security for semiconductors and to combat illegal fishing and boost maritime domain awareness.

It also rolled out a 5G partnership and plans to track climate change.

"Acknowledging the role of governments in fostering an enabling environment for 5G diversification, we will work together to facilitate public-private cooperation and demonstrate in 2022 the scalability and cyber security of open, standards-based technology," the leaders said.

The meeting came just over a week after the United States, Britain and Australia announced an AUKUS security pact that will provide Australia with nuclear-powered submarines, a move roundly denounced by Beijing.

A Japanese government spokesman said Suga told the meeting that Japan considered the AUKUS partnership to be "taking an important role for the peace and stability of the Indo-Pacific region."

U.S. officials had sought to play down the security aspect of the Quad before the meeting, even though members carry out naval drills together and share concerns about China's growing power and attempts to exert pressure on all four countries.

Morrison said AUKUS and the Quad were "mutually reinforcing."

He told reporters, "That's the whole point of the Quad and AUKUS. They're not there to replace anything but to add to it."

In a briefing on Friday a Chinese foreign ministry spokesman appeared to criticize the Quad, or Quadrilateral Security Dialogue, as it is formally known.

"A closed, exclusive clique targeting other countries runs counter to the trend of the times and the aspirations of regional countries," said the spokesman, Zhao Lijian.

"It will find no support and is doomed to fail."

China has denounced the Quad as a Cold War construct and says the AUKUS alliance would intensify a regional arms race.

Answering whether the trilateral partnership between Australia, the UK and the United States was discussed during the meeting on Friday, Japan's foreign press secretary, Tomoyuki Yoshida was quoted by Reuters as saying, “Prime Minister Suga welcomed the initiative of the establishment of the security partnership forged by the three countries ... which is taking an important role for the peace and stability of the Indo-Pacific region.”

As part of the deal, Australia will cancel a contract with France to buy diesel-electric French submarines and acquire US nuclear-powered vessels instead.

The deal angered the French government, saying that it felt betrayed by the deal. Consequently, France recalled its ambassadors to the United States and Australia to protest what the French said amounted to a “stab in the back” by allies.

In a phone call Friday, British Prime Minister Boris Johnson and French President Emmanuel Macron discussed the issue. Johnson reportedly promised their countries would cooperate closely around the world.

The AUKUS alliance also has angered China because it is focused on the Indo-Pacific region, where the rise of China is seen as an increasing threat.

Earlier today, China criticised the Quad grouping, with its foreign ministry spokesman Zhao Lijian saying that the quadrilateral group should not target any third country and its interests.&nbsp;

“China always believes that any regional cooperation mechanism should not target a third party or harm its interests. Seeking exclusive closed cliques against a third country runs against the trend of the times and aspirations of countries in the region. It will find no support,” he said.&nbsp;

In November 2017, India, Japan, the US and Australia gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence.

Quad leaders are also planning to roll out vaccine deliverables and announce a series of measures in the field of healthcare and infrastructure sector, officials here said.

"The leaders are hopeful for an opportunity in an intimate setting to sit down and talk about issues of mutual interest and concern. They'll have discussions on critical issues that are confronting the Indo Pacific; issues associated with climate change, with matters relating to COVID-19. They will also talk about how to advance infrastructure,"&nbsp;a senior administration official said.

Speaking on condition of anonymity, the official noted that the Quad has been all about advancing areas of mutual interests.

"You will also see that the leaders are determined to pool our unique capabilities, our resources and our expertise to make common challenges,"&nbsp;the official said.

The White House official underscored that the Quad is an unofficial gathering.

The White House official underscored this is a clear and emblematic indication of the strategy of diplomacy.

"It also indicates that the Biden administration understands that the challenges of the 21st century will largely play out in the Indo-Pacific and we are doubling down on our efforts. This quad is part of a larger fabric of engagement that you will see,"&nbsp;the official said.

"You have already seen evidence of, with very high level, bilateral engagements with security partners, other steps that we've taken and we believe that the Quad will be a key and critical format and forum for discussion and joint purpose as we head into a challenging period ahead,"&nbsp;the official said.

On the deliverables, the White House official said that the Quad leaders will be announcing a supply chain initiative.

"The effort is really a detailed joint initiative to map overall capacity, identify the respective vulnerabilities, and to take critical steps to bolster supply chain security, particularly for semiconductors and all their vital components,"&nbsp;the official said.

The goal is to ensure Quad partners take their steps to support a somewhat diverse and competitive market that produces secure critical technologies that are essential for digital economies globally.

"We're also going to announce a 5G deployment and diversification effort. This is to support the quite a critical role of Quad governments in fostering and promoting a diverse resilient secure intelligent telecommunications ecosystem,"&nbsp;said the senior administration official.

They would also announce a STEM -science, technology, engineering and mathematics - scholarship programme.

"We will also announce a major fellowship that will bring students from India, from Japan, from Australia and the United States 100 in total, over the course of the next year and a half to study in elite universities in the United States, in areas related to science and technology as a clear signal of the importance of these issues to all of our country's futures,"&nbsp;said the senior administration official.

The Quad fellowship, the official said, is sponsored by private donors which will bring 100 students per year 25 from each quad country to pursue either a master's or doctoral degree at a leading STEM graduate university in the United States.

"That's a big deal for us and that's a signature initiative designed to indicate that we want and encourage Quad countries to send their best students to work with us and to build those lines of communication, coordination with young people,"&nbsp;the official said.

The Quad leaders, the official said, would be announcing new working groups on space.

"We will have an initiative on space. I think all four countries are determined to work on joint efforts. We are going to share information on illegal fishing and issues associated with maritime domain awareness. We are also taking steps to help monitor climate change and promote a variety of issues associated with estuaries and fishing more generally,? the official said. 
Quad countries already have a robust cybersecurity effort underway and it is going to be enhanced at the leader level.

"We're going to try to take steps to bolster critical, critical inner infrastructure resilience against cyber threats, something that's plagued all four of our countries. We are advancing a very high-level group on specific capabilities and technologies,"&nbsp;the official said.

"We have got some specific steps that we're taking in the climate, green shipping network, and this has to do with how to decarbonise, what we call the shipping value chain. We are also taking specific steps to work with ports in each of our countries, to ensure that best practices are followed with respect to decarbonising efforts there as well,"&nbsp;said the official.

Responding to a question, the official underscored that Quad and AUKUS are two completely separate initiatives; they really have nothing to do with one another, even though there is some overlap with Australia.

"It also indicates that the Biden administration understands that the challenges of the 21st century will largely play out in the Indo-Pacific and we are doubling down on our efforts. This quad is part of a larger fabric of engagement that you will see," the official said. In November 2017, India, Japan, the US and Australia gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence. "We're also going to announce a 5G deployment and diversification effort. This is to support the quite a critical role of Quad governments in fostering and promoting a diverse resilient secure intelligent telecommunications ecosystem," said the senior administration official. They would also announce a STEM -science, technology, engineering and mathematics - scholarship programme. "We will also announce a major fellowship that will bring students from India, from Japan, from Australia and the United States 100 in total, over the course of the next year and a half to study in elite universities in the United States, in areas related to science and technology as a clear signal of the importance of these issues to all of our country's futures," said the senior administration official. The Quad fellowship, the official said, is sponsored by private donors which will bring 100 students per year 25 from each quad country to pursue either a master's or doctoral degree at a leading STEM graduate university in the United States. "That's a big deal for us and that's a signature initiative designed to indicate that we want and encourage Quad countries to send their best students to work with us and to build those lines of communication, coordination with young people," the official said. The Quad leaders, the official said, would be announcing new working groups on space. "We will have an initiative on space. I think all four countries are determined to work on joint efforts. We are going to share information on illegal fishing and issues associated with maritime domain awareness. We are also taking steps to help monitor climate change and promote a variety of issues associated with estuaries and fishing more generally,? the official said. Quad countries already have a robust cybersecurity effort underway and it is going to be enhanced at the leader level. "We're going to try to take steps to bolster critical, critical inner infrastructure resilience against cyber threats, something that's plagued all four of our countries. We are advancing a very high-level group on specific capabilities and technologies," the official said. "We have got some specific steps that we're taking in the climate, green shipping network, and this has to do with how to decarbonise, what we call the shipping value chain. We are also taking specific steps to work with ports in each of our countries, to ensure that best practices are followed with respect to decarbonising efforts there as well," said the official. Responding to a question, the official underscored that Quad and AUKUS are two completely separate initiatives; they really have nothing to do with one another, even though there is some overlap with Australia. AUKUS (Australia, the UK and the US) security partnership was unveiled last week by President Biden, British Prime Minister Boris Johnson and Morrison. "The Quad is a discussion and engagement effort around a number of practical matters like COVID and issues associated with climate change. There is not a military dimension to it or a security dimension to it. And it is an informal grouping," the official said.
