President Vladimir Putin warned Wednesday of a new arms race if America pulls out of weapons treaties, and said Russia would respond "in kind" to any new US missiles placed on European soil.

At the weekend, US President Donald Trump sparked concerns globally when he said he would ditch a key Cold War-era nuclear weapons pact, the three-decade-old Intermediate-Range Nuclear Forces Treaty (INF).

Speaking after hosting Trump's national security advisor John Bolton on Tuesday, Putin warned that abandoning the treaty, and failure to extend another key arms control agreement known as the New START, would unleash a new arms race and put Europe in danger.

Putin said dismantling a global arms control system was "very dangerous," adding Russia was concerned about the fact that the United States had already abandoned the Anti-Ballistic Missile treaty, planned to ditch the INF, and that the future of the New START was unclear.

"There would be nothing left except an arms race," he said at a news conference after talks with Italian Prime Minister Giuseppe Conte.&nbsp;

The Russian president said that if Washington moved to abandon the INF and placed more missiles in Europe, Russia would respond "in kind."

"Will we be able to respond?" he said. "Yes, we will and this will be very quick and effective."

Putin said any European countries agreeing to host US missiles would be at risk of a Russian attack.&nbsp;

"These are obvious things," the Russian leader said.&nbsp;

Pershings in Europe

"We will return to the situation with the Pershing missiles in Europe," he said, referring to US missiles stationed in Western Europe in the 1980s.

Putin accused the United States of violating the INF treaty which Trump has said Russia is in breach of.

The Russian president said he wanted to discuss the issue with his American counterpart when they attend a November 11 event in Paris commemorating the centenary of the end of World War I.

"We are ready to work with our American partners without any hysterics," he added.

Italy's Conte said his country was also concerned about a possible collapse of the INF agreement, adding he would speak to Trump on the subject.

"I've already let President Putin know that I was really young in the era of the Pershing missiles and I would not want to return to the time that we have been able to overcome," the 54-year-old said in remarks translated into Russian.

"We should focus on other prospects of cooperation and avoid an escalation that could be alarming for us all."

Trump had said the United States was ready to build up its nuclear arsenal because Russia violated the INF agreement.

"Until people come to their senses, we will build it up," he said Monday, referring to America's nuclear stockpile.&nbsp;

Trump's announcement sparked concern globally, with the European Commission urging the United States and Russia to pursue talks to preserve the treaty, and China calling on Washington to "think twice."

Bolton has said that Britain, Japan, and other countries supported the US position.

Earlier Wednesday, the Kremlin said it was ready to discuss the possibility of a summit between Putin and Trump in Washington next year.

"Undoubtedly (we are) ready," Putin's spokesman Dmitry Peskov told journalists after Bolton reportedly said such a summit was possible.&nbsp;

Peskov said the issue had been "raised" but "so far there is no concrete decision on this."

Bolton arrived in Moscow on Sunday evening and held talks with Putin and top officials including Foreign Minister Sergei Lavrov and Russian Security Council chief Nikolai Patrushev.

The US official said the Anti-Ballistic Missile treaty, a key Soviet-era agreement abandoned by George W. Bush, was previously considered a cornerstone of global security, but that the world had remained safe without it.&nbsp;

"We have no concept of a preemptive strike," Putin told a forum of international experts in the southern city of Sochi in response to a question from the audience.&nbsp;

"In such a situation, we expect to be struck by nuclear weapons, but we will not use them" first, he said.&nbsp;

He held a meeting with Putin in Sochi on Wednesday where the two leaders signing a strategic agreement. The deal "opens up a new chapter in our cooperation" and "will take it towards new horizons," Sisi said after signing of the agreement.

Putin said the talks "were held in a business-like and constructive atmosphere".

The leaders "discussed the whole spectrum of bilateral relations as well as key international and regional problems," he said.

Kremlin had earlier announced that the two presidents would discuss the resumption of direct charter flights from Russia to the resort towns Sharm el-Sheikh and Hurghada. Russian flag carrier Aeroflot restarted flights to Egypt's capital Cairo in April.

The talks were, however, overshadowed by an attack on a college in Crimea in which at least 17 were killed and more than 40 injured.

Moscow initially described as it a "terrorist attack" before investigators reclassified it as a mass shooting.

Investigators said the shooting was carried out by a teenage student who killed himself. &nbsp;

Putin called for a minute's silence for the victims.

Russia is a key trading partner for Egypt, which is a main regional US ally and the most populous country in the Arab world.

Turkey, Russia and Iran have actively involved themselves in the Syrian conflict, each with their own divergent interests. Moscow and Tehran have put their support behind the regime of the Syrian president, Bashar al-Assad, hoping it retains its influence over the strategic Syrian region. Meanwhile, since the very beginning of the crisis in 2011, Turkey has been obsessed with removing Assad.

So far, the three countries have managed to accommodate their various aims. And the meetings between the three powers in 2017 and 2018 – in Sochi, Astana, Tehran and then again in Sochi – have all played a part in this. In fact, it appears that Russian president Vladimir Putin’s main strategy since 2017 has been the continuation of this accommodation.

On September 17, for example, Putin and his Turkish counterpart, president Erdogan, met in Sochi to discuss Syria’s rebel-controlled Idlib province. Interestingly, at that meeting, Putin renounced his plan (announced in Tehran on September 7) to stage an all-out assault on Idlib. This was an apparent concession, as Turkey had opposed the plan at the Tehran summit and had called for a ceasefire instead. Back then, Putin had ignored Turkey’s objections and underlined his view that the elimination of terrorists in the region was the priority. Consequently, his latest concession looks like a significant volte-face.

At their 2017 Astana summit, Russia, Iran and Turkey had all declared four regions – Idlib province, eastern Ghouta, northern rural Homs, and southern Syria (to include Quneitra and parts of Daraa governorate) – as de-escalation zones. But the Syrian regime, with the cooperation of Russia and Iran, subsequently launched offensives into some of these regions on the pretext of eliminating terrorist groups. One by one, the regions set up as de-escalation zones have been devastated.

Amberin Zaman, a columnist for Al-Monitor’s Turkey Pulse, argues that a full-scale assault in Idlib would result in the Erdogan government losing its sway over the rebels in the area and make Turkey a potential target for more radical jihadists. According to some sources, for example, nearly 60 per cent of Idlib is controlled by the HTS, a radical jihadist group designated as a terrorist organisation by the United Nations.

Moreover, an invasion such as that tabled by Russia would likely cause another massive influx of refugees from Idlib into neighbouring countries – especially Turkey – and from there on into Europe. Russia’s bullish stance on Idlib has therefore also been condemned by the Western members of the UN Security Council.

Putin’s game plan

The question is whether these criticisms were behind Putin scrapping his decision to invade or whether he has another motive.

At their September summit, Putin and Erdogan agreed there should be a demilitarised buffer zone established in Idlib by October 15, separating the rebels from Assad’s government forces. Erdogan said, " The opposition will remain where they are, but the [radical] groups that we will determine jointly with Russia won’t be allowed to operate. The boundaries of the demilitarised zone will be supervised jointly."

Nevertheless, one thing is clear – while Turkey has managed temporarily to stall an invasion of Idlib, Russia will be keeping a close eye on the situation. The deal requires those designated “radical” rebels to withdraw from the demilitarised zone – and if they don’t, Russia and Assad will have a pretext to return to their original plan.

Doubtless, Russia will also incrementally apply pressure on Erdogan, at least tactically, by making Turkey responsible for removing the “radical” jihadist groups from Idlib. This would make Turkey more vulnerable to terrorist attacks, and a vulnerable Turkey would need further help from Russia, as the new hegemon of the region.

It is clear, therefore, that Putin’s strategy is not merely to support his main ally, the Assad regime, in Syria. It is also to use the conflict to break the influence of the Western alliance in the region and tie NATO member Turkey more closely to Moscow. It seems that Russia has never abandoned its Cold War strategy to invest in growing tensions between NATO allies.

Indeed, Cengiz Çandar, a veteran Turkish journalist and author, theorises that Putin is prioritising this dismembering of the Western alliance over supporting the Syrian regime, its traditional ally. In this context, the recent Sochi summit can be seen as Putin’s way of bringing Erdogan closer to Russia. This, it seems, is Putin’s “grand strategy”.

Breaking NATO 
 
Although Turkish interests in Syria appear to conform with those of the West and NATO, this growing asymmetric dependence on Russia is forcing Erdogan to make concessions to Russia at many levels, from security to the economy. Turkey’s recent move to purchase S400 air defence missiles from Russia is one example of many. In fact, the trajectory of this asymmetric dependency is raising the question of whether Turkey is becoming a Russian proxy. A Russian proxy which is also a NATO member would be the very thing Russia wants in order to gain further leverage in its global contest with the US and NATO.

From NATO’s perspective, the political rapprochement between Russia and Turkey has so far been seen as tactical. But the conversion of this rapprochement into a growing asymmetric interdependence that favours Russia is casting doubt on Turkey’s already fragile commitment to the Western alliance. And, as Turkey gets ever more sucked into the Syrian conflict, so it becomes harder for Erdogan to disengage from Putin. With the Syrian conflict right on its borders, and Russia and Iran increasingly shaping the region’s politics, Turkey is becoming beholden to NATO’s enemies.

The situation suggests that to achieve security within its borders Turkey may be asked to resign itself to the desires of these two powers – two powers that would do anything to weaken the West and NATO.

With the Syrian conflict right on its borders, and Russia and Iran increasingly shaping the region’s politics, Turkey is becoming beholden to NATO’s enemies. Investigative group Bellingcat on Tuesday said the second suspect in the poisoning of former Russian spy Sergei Skripal was personally decorated as a hero by President Vladimir Putin in 2014.

The site on Monday said the man, who used the alias "Alexander Petrov", was, in fact, Alexander Mishkin, a trained military doctor employed by Moscow's GRU military intelligence service.

Bellingcat founder Eliot Higgins and researcher Christo Grozev told reporters at an event in the British parliament on Tuesday that they found out Mishkin had taken part in undercover operations in Ukraine and the breakaway republic of Transnistria.

Higgins and Grozev also said that Mishkin took part in military operations in eastern Ukraine in 2014 and was made a Hero of the Russian Federation by Putin in autumn of the same year.

Bellingcat has previously identified GRU colonel Anatoly Chepiga as the other suspect and said that he too had received Russia's highest award in the same year in a secret ceremony in the Kremlin.

The two men are accused by British authorities of attempting to murder Skripal and his daughter Yulia with a Soviet-made nerve agent called Novichok in March in the city of Salisbury in southwest England.

The Bellingcat investigation also said that Mishkin was born in the village of Loyga in northern Russia in 1979 and graduated from the Russian military's medical academy in St Petersburg, where he specialised in "deep underwater physiology".

The researchers said that he was recruited by the GRU "at some point before 2003" and moved to Moscow in around 2009 where he adopted the identity of Alexander Petrov.

On Friday, the US embassy in Delhi had said the intent of CAATSA was to impose costs on Russia for "its malign behavior, including by stopping the flow of money to Russia’s defence sector".&nbsp;

The embassy had added that "CAATSA is not intended to impose damage to the military capabilities of our allies or partners".

Russia, India to sign deal on S-400 air defence systems this week: Kremlin

Russian opposition leader Alexei Navalny was detained Monday on his release from prison after serving a 30-day sentence for an unauthorised protest, his spokesperson said.&nbsp;

"Alexei Navalny was detained outside the detention centre," Kira Yarmysh wrote on Twitter, adding that the politician was taken to a central Moscow police station.

Yarmysh said Navalny was accused of violating a different protest law and faces up to 20 days in prison. He is due to appear in court later on Monday, she said.&nbsp;

Navalny was in jail for a month for a protest he organised on January 28, violating Russia's strict laws which forbid any public event without city hall's authorisation.&nbsp;

He accused authorities of sending him to prison to keep him from holding a protest on September 9 against the government's retirement age hike that coincided with local elections.&nbsp;

Thousands of Russians across the country turned up to the protest and police arrested 150 people nationwide.

The opposition politician has criticised the pension reform that has led to a rare outburst of public anger in Russia and a dip in President Vladimir Putin's approval ratings.&nbsp;

Navalny has called some of the biggest protests in Russia in recent years. His anti-corruption rhetoric is especially popular among younger people who follow his online channels and blogs.

He was barred from taking part in Russia's presidential election in March and served a month in prison in June after organising demonstrations ahead of Putin's fourth inauguration in May.&nbsp;

He was freed from prison the same day the World Cup started in Russia.&nbsp;

The Yale-educated lawyer has faced a string of charges since he became the leading opposition figure in Russia, campaigning against Putin's rule at mass demonstrations in 2011 and 2012.&nbsp;

Navalny was in jail for a month for a protest he organised on January 28, violating Russia's strict laws which forbid any public event without city hall's authorisation. He accused authorities of sending him to prison to keep him from holding a protest on September 9 against the government's retirement age hike that coincided with local elections. Thousands of Russians across the country turned up to the protest and police arrested 150 people nationwide. The opposition politician has criticised the pension reform that has led to a rare outburst of public anger in Russia and a dip in President Vladimir Putin's approval ratings. Navalny has called some of the biggest protests in Russia in recent years. His anti-corruption rhetoric is especially popular among younger people who follow his online channels and blogs. He was barred from taking part in Russia's presidential election in March and served a month in prison in June after organising demonstrations ahead of Putin's fourth inauguration in May. He was freed from prison the same day the World Cup started in Russia. The Yale-educated lawyer has faced a string of charges since he became the leading opposition figure in Russia, campaigning against Putin's rule at mass demonstrations in 2011 and 2012.

After Putin's speech, FIFA President also shared his warm wishes to all the fans.

The opening ceremony was followed by the first match of World Cup 2018 between Russia and Saudi Arabia.

Russian President Vladimir Putin handed ministerial jobs to a former bodyguard and the son of an ex-intelligence chief on Friday, promoting trusted lieutenants with security ties at the start of what, under the constitution, will be his last term in office.

In a new Cabinet line-up approved by Putin, established big-hitters, such as veteran foreign minister Sergei Lavrov, kept their jobs, suggesting there would be little change of tack on policy in the new presidential term.

One new entrant to the Cabinet was Yevgeny Zinichev, 51, a former deputy director of the Federal Security Service (FSB), who becomes head of the high-profile emergencies ministry.

A biography carried by state-run media said he was born in St Petersburg, which is also Putin's home city. Then from 1987 to 2015 he served in the state security services, a similar career path to the one taken by Putin, himself a former KGB spy.

Zinichev's biography did not specify what jobs he held in the security services. However, multiple photographs of Putin at public events dating over several years show Zinichev standing at Putin's shoulder, or walking down the steps of his official plane a few steps after the Russian leader.

The only people allowed in such regular proximity to Putin at public events, apart from senior officials and aides, are his security detail.

Zinichev was briefly appointed acting governor of the Kaliningrad region in 2016, although he only served for a few months before leaving for what the Kremlin called family reasons. Russian media said he had struggled with the publicity demands of the job.

Putin also approved Dmitry Patrushev, son of former FSB chief Nikolai Patrushev, for the job of agriculture minister. He had previously been the chairman of the board of directors of Russian Agricultural Bank.

Nikolai Patrushev is also from St Petersburg and was a career intelligence officer before becoming head of the FSB, the main successor agency to the Soviet KGB. He is now Secretary of Putin's Security Council.

The two appointments illustrated how officials with intelligence ties have emerged under Putin at the core of a ruling caste, said Moscow-based political analyst Dmitry Oreshkin.

"They are forming a fairly closed ruling caste with support from the 'siloviks'," said Oreshkin, using a word to describe officials who have served in the security services.

Putin has in the past recruited intelligence officers and state bodyguards for official roles.

In 2016, Putin named Alexei Dyumin, who served in the Federal Guard Service (FSO), responsible for Kremlin security, as the governor overseeing Tula region south of Moscow.

The Cabinet appointments will be analysed by Kremlin-watchers for any indications that Putin could be grooming someone as a successor.

He further acknowledged the victory of Syria in fighting off terrorism.

"We presume that, in connection with the significant victories and success of the Syrian army in the fight against terrorism, with the onset of a more active part", Putin added.

A group of countries including the United States, Turkey, Russia, and Iran had deployed their troops in Syria. Russia also emerged as Assad's most powerful support and it intervened on his behalf in 2015.

Further, Iran has also been a permanent ally of President Assad.

Assad's visit comes just over a week after Israeli Prime Minister Benjamin Netanyahu's trip to Moscow.

It has been reported that Russia is unlikely to intervene in Israel's actions in Syria, despite Russia's condemnation of Israel's latest airstrikes on May 9.

Russia hinted last month it would supply advanced weapons to Assad despite Israeli objections.

Lavrov and Shoigu retain ministerial positions in Russia's new cabinet

Russian President Vladimir Putin held talks with French President Emmanuel Macron on Iran nuclear deal and the prevailing situation in Syria on Tuesday.

The two leaders discussed the matter over the phone and assured their commitment to the 2015 nuclear deal with Iran. 
 
The talks have come ahead of the Economic Forum meeting scheduled for next week in Russia where the two leaders will hold the meeting.

Meanwhile, the Russian Acting Deputy Foreign Minister Sergei Ryabkov had said that the Iran Nuclear Deal can be discussed without the participation of United States. He also&nbsp;called the US decision on Iran as "rash".He further said that for the continuation of the deal it was important for Tehran to make concessions.

US President Donald Trump&nbsp;pulled the United States out of an international agreement that aimed at stopping Iran from obtaining a nuclear bomb, earlier this month.&nbsp;
