As Premier League 2019-20 season gears up for resumption, managers will be able to make up to five substitutions for the remained of the campaign after the clubs agreed to make the temporary rule change at a meeting on Thursday.

With medical experts expecting more injuries upon the resumption of Premier League, FIFA proposed the solution of increasing the number of substitutes to five in a bid to “protect player welfare” with the fixture list being cramped up into a few weeks.&nbsp;

Premier League clubs also gave a green signal to increase the number of substitutes available for selection from seven to nine for the remainder of the 2019-20 season.&nbsp;

Tottenham Hotspur confirm one positive COVID-19 case in Premier League's latest round of testing

The Premier League's return is just two weeks away but there are plenty of details for the 20 clubs in the English top-flight to work out before competitive action resumes on June 17.

AFP Sport looks at what is on the agenda at the latest in a series of meetings between the clubs on Thursday.

<h2>What happens if season is stopped again?</h2>

There have been squabbles over how final league standings should be decided if the season cannot be completed but clubs need a contingency arrangement if a spike in coronavirus cases wrecks their plans.

Most of the teams in the bottom half of the table are reportedly pushing for relegation to be scrapped if the season is not completed on the field.

That still seems highly unlikely, with the English Football Association and English Football League both insisting on promotion and relegation throughout the pyramid.

A points-per-game formula is the most likely option and is part of the reason why the restart will begin with two matches on June 17, to ensure every side has played the same number of games.

<h2>Fixture list</h2>

Once the two outstanding games -- Manchester City v Arsenal and Aston Villa v Sheffield United -- have been played, all 20 sides will have nine games remaining.

No dates for other matches have yet been released, but fixtures are expected to continue from where they left off in March and be crammed into just five weeks ahead of the FA Cup final on August 1.

<h2>Substitutes and squad sizes</h2>

A long lay-off, little time together in contact training and a gruelling schedule mean players' bodies will be pushed to the limits.

In an attempt to minimise injuries and fatigue, world governing body FIFA has allowed leagues to temporarily change their rules to allow five substitutes.

Chelsea have also reportedly proposed increasing the number of substitutes available from seven to nine.

However, critics have suggested those changes will simply play into the hands of the bigger clubs with deeper squads.

<h2>Neutral venues</h2>

Premier League clubs appear to have won their battle to have games played in their own grounds rather than on neutral sites.

However, the UK's national lead for football policing confirmed last week that a "small number" of fixtures will take place at neutral venues.

That is likely to include any match that could see Liverpool crowned champions for the first time in 30 years, to try and avoid crowds gathering at Anfield.

Liverpool manager Jurgen Klopp is unconcerned by playing at neutral venues, with results from four rounds of Germany's Bundesliga showing no advantage for home sides in a closed-doors environment.

"We will not have the help from the crowd but no team will have that, so where is the advantage?" Klopp told the BBC.

"Whoever we play it is the same situation, which is why I'm not too worried about it."

<h2>VAR</h2>

The use of VAR could also be dispensed with for the rest of the season should the clubs wish to further cut the number of people required for games to go ahead.

However, the Premier League's CEO Richard Masters is keen for it to remain.

"VAR has its own social-distancing issues, but we think there is a way of completing the season with VAR," Masters told Sky Sports.

What next for Premier League's 'Project Restart'

Odion Ighalo said on Tuesday he was living the dream after his loan move to Manchester United was extended despite the coronavirus pandemic.

The Nigeria international, a lifelong United fan, joined the club on loan from Shanghai Shenhua in January due to the COVID-19 situation then prevailing in China.

But the virus then spread to Europe and brought the Premier League season to a halt in mid-March.

It looked then as if the 30-year-old's career with United might amount to just eight games given his original deal was due to expire on May 31.

But ahead of the Premier League season resuming on June 17, United said Monday they had agreed with Shenhua to extend Ighalo's loan move until January.

"I'm really happy. It's a dream for me to be here. I'm buzzing and ready to go," Ighalo told MUTV.

"The last few days have been difficult as there have been different talks about it but now I'm really happy, so I need to concentrate fully. I'm here until the end of January, so it's good for me."

The most recent of Ighalo's four goals for United came in a Europa League match away to LASK, a fixture played behind closed doors as a result of coronavirus measures in Austria.

Fixtures without spectators will become the norm when the Premier League resumes and Ighalo, recalling his experience, said: "It was strange, you know, but it's OK.

"We know there is nothing we can do now but play behind closed doors and we're happy to do it.

"In the game against LASK, it was strange because you could hear everything when your team-mates shouted. In a normal game, you can't hear, but it was clear and loud.

"It's a bit strange without fans, and difficult, but we have to be safe so we have to do it."

There have been no positive findings from the latest round of coronavirus testing carried out in the Premier League, the English top-flight announced on Saturday.

The fourth round of screening saw a total of 1,130 players and club staff tested, with the lack of any new cases bolstering the Premier League's plan to resume the season on June 17.

"The Premier League can today confirm that on Thursday 28 May and Friday 29 May, 1,130 players and club staff were tested for COVID-19," said a statement.

"Of these, zero have tested positive."

That means there have been just 12 positive cases from a combined total of 3,882 tests since Premier League players and club staff started being examined earlier this month.

Premier League football is set to return on June 17 after a three-month coronavirus-enforced absence. Nothing realistically will stop Liverpool from being crowned English champions for the first time in 30 years.

But there are a whole host of other issues to sort out, including relegation and next year's European places, with the drama set to take place in empty, echoing stadiums.

AFP Sport takes a look at what still needs to be resolved.

<h2>When will Liverpool be champions?</h2>

Liverpool were 25 points clear of Manchester City and just two wins away from becoming English champions for the first time since 1990 when the league was suspended in March.

But while COVID-19 may have delayed their title party, nobody seriously believes it is not going to happen.&nbsp;

Two more wins would make it mathematically impossible for City to catch Liverpool but the Reds could triumph by winning their first game if City lose at home to Arsenal on June 17.

Jurgen Klopp's men can also break two of City's most cherished records -- they need 19 points from the remaining 27 to beat the Manchester club's&nbsp;total of 100 points from the 2017/18 season and they could also better City's record title-winning margin of 19 points from the same campaign.

Liverpool captain Jordan Henderson lifted the Champions League trophy in a packed stadium in Madrid last June but is preparing for a different experience this year.

"Of course it would feel different because if you win any trophy and receive it without any fans there, it would be pretty strange," he told the BBC.

<h2>Champions League battle</h2>

Intriguingly, the battle for the top four might instead be a battle for the top five.

Liverpool are assured of their place in the Champions League and the other top-four places are currently occupied by Manchester City, Leicester and Chelsea.

But as things stand, City cannot compete in Europe's top club competition for the next two seasons after being banned for financial fair play breaches.

Pep Guardiola's side have appealed, however, and could still compete if the suspension is overturned.

If it is upheld, whoever finishes fifth will take their place in next season's Champions League. Manchester United currently occupy that position but Wolves and Sheffield United are both just two points behind Ole Gunnar Solskjaer's team.

Eighth-placed Tottenham and Arsenal, one spot lower, will also fancy their chances of finishing fifth with a late charge.

<h2>Battle to avoid the drop</h2>

Norwich, Aston Villa and Bournemouth occupy the bottom three places in the Premier League but all will harbour hopes they can escape the drop.

Norwich are rock-bottom and six points from safety but a win at home to Leicester in late February gave them hope.

Villa had lost four straight games before the shutdown so the break could end up helping the Birmingham team, who have a game in hand over their rivals, while Eddie Howe will be desperate for Bournemouth to find some form after a run of seven defeats in 10 games.

Above the current bottom three, Watford are still in trouble despite their impressive initial revival under Nigel Pearson, while West Ham and Brighton are far from safe.

<h2>Fit to play</h2>

A clutch of top players will be raring to go after lengthy spells on the sidelines.

England striker Harry Kane is hungry for a return and Spurs team-mate Son Heung-min will also be able to feature after recovering from a broken arm.

Manchester United pair Paul Pogba, with just eight appearances this season, and Marcus Rashford, out of action since January with a back injury, should also feature.

Premier League return: the issues to resolve

British Police want at least six Premier League matches and any Liverpool title clincher to be played at neutral venues when the season resumes in a bid to avoid supporters gathering outside stadiums.

Premier League chiefs have set June 17 as the date for the top flight to restart following the coronavirus delay.

They hope to play the majority of the matches behind closed doors on a home and away basis at clubs' usual stadiums.

However, police are concerned about the issue of hardcore fans potentially flouting social distancing rules by congregating wherever their team play.

With Liverpool two wins away from clinching their first English title for 30 years and other relegation and European qualification issues to be decided in the remaining 92 fixtures, there is potential for police resources to be stretched if matches draw crowds outside grounds.

Police bosses have spoken to the Premier League about games they consider especially tricky and the matches they requested to take place at neutral grounds are Manchester City v Liverpool, Manchester City v Newcastle, Manchester United v Sheffield United, Newcastle v Liverpool and Everton v Liverpool.

"Our discussions with the Premier League throughout this process have been positive, with a shared focus on the priority of public health," said Deputy Chief Constable Mark Roberts of South Yorkshire Police.

"As such we have reached a consensus that balances the needs of football, while also minimising the demand on policing.

"The majority of remaining matches will be played, at home and away as scheduled, with a small number of fixtures taking place at neutral venues, which, contrary to some reports, have yet to be agreed."

<h2>- Sporting integrity -</h2>

Liverpool could even clinch the title as early as the first weekend of the restart if Manchester City lose to Arsenal and they beat Everton.&nbsp;

The police statement added that "the game in which Liverpool could secure the league title" should also be moved, although that may end up needing to be more than one match if the Reds did not clinch it at the first attempt.

"The Premier League's ambition is to complete all of our remaining fixtures this season home and away, where possible," a Premier League statement said.

"We are working with our clubs to ensure risks are assessed and minimised, while co-operating with the police at a local and national level.

"Discussions with the National Police Chiefs' Council and UK Football Policing Unit have been positive and are continuing. We are prepared for all outcomes and have a neutral venue contingency."

There had been complaints from some clubs towards the bottom of the table, including Brighton, about the impact of playing at neutral venues on sporting integrity.

Brighton chief executive Paul Barber is confident his relegation-threatened side's matches will not be at neutral venues.

"Obviously the majority of home games we expect to be at home for everybody," he said.

"And I understand there are some small number of games where the police do need to look more carefully at the operations for those games.

"But we don't know which games they are, we haven't been given that information so, as far as we're aware of this side, it doesn't affect our club."

Individual police forces were asked which games concerned them and clubs will hold further discussions on whether to proceed with the season on this basis when they meet again on June 4.

It has not yet been decided where neutral games would be staged.

"The views and agreement of forces which host Premier League clubs have been sought and where there were concerns, the Premier League has been supportive in providing flexibility in arranging alternative venues where requested," Roberts said.

"The majority of remaining matches will be played, at home and away as scheduled, with a small number of fixtures taking place at neutral venues, which, contrary to some reports, have yet to be agreed." - Sporting integrity - Liverpool could even clinch the title as early as the first weekend of the restart if Manchester City lose to Arsenal and they beat Everton. We are prepared for all outcomes and have a neutral venue contingency." There had been complaints from some clubs towards the bottom of the table, including Brighton, about the impact of playing at neutral venues on sporting integrity. Brighton chief executive Paul Barber is confident his relegation-threatened side's matches will not be at neutral venues. "Obviously the majority of home games we expect to be at home for everybody," he said. "And I understand there are some small number of games where the police do need to look more carefully at the operations for those games. "But we don't know which games they are, we haven't been given that information so, as far as we're aware of this side, it doesn't affect our club." Individual police forces were asked which games concerned them and clubs will hold further discussions on whether to proceed with the season on this basis when they meet again on June 4. It has not yet been decided where neutral games would be staged. "The views and agreement of forces which host Premier League clubs have been sought and where there were concerns, the Premier League has been supportive in providing flexibility in arranging alternative venues where requested," Roberts said.

Police want Liverpool title clincher played at neutral venue

Premier League chief executive Richard Masters said on Friday that fans could be allowed to attend top-flight matches in the 2020-21 season on a "phased basis".

The Premier League plans to resume the 2019-20 campaign on June 17 following the coronavirus lockdown.

But the remaining 92 fixtures will be played behind closed doors to minimise the health risks of football's return in a country badly hit by the pandemic.

The prospect of playing the next season with no fans is unappetising for the Premier League and Masters suggested it could be possible to being back supporters at some stage.

"No one knows when matches will move away from the behind-closed-doors model and it is right to have contingency plans in place, but there is optimism at the Premier League and at clubs that we will see fans back in the stadiums next season and it may happen on a phased basis," Masters told Sky Sports News.

"Hopefully it will be a huge morale boost and that is what we've been working towards.

"We've got some incredible fans in this country and we all know the Premier League as we know and love it won't be fully back until we have fans back through the turnstiles."

The biggest concern for 'Project Restart' is another wave of the virus, which could lead to the competition being suspended again.

With that in mind, Masters said it was crucial clubs agreed on a plan for what would happen if the season had to end early before games resume.

But he would not be drawn on whether an unweighted points-per-game model would be used in decide the final table in the event of the season being abandoned.

"We need to have plans in place so that we go into the start of the season knowing that if it can't be completed, what then happens," Masters said.

"(But) I'm not going to give away any of the details of the private discussions we are having with our clubs."

<h2>- 'Legitimate concerns' -</h2>

The video assistant referee (VAR) system is set to be used in the remaining matches, but Masters said it would be done remotely rather than from the officials' usual base at Stockley Park.

"VAR has its own social distancing issues but we think there is a way of completing the season with VAR, so absolutely our intention is to complete the season with VAR in place," he said.

"The hub itself could be a problem, so if you can't do the hub you have to do it remotely, and that's what we're looking at."

Liverpool are two wins away from clinching their first English title for 30 years, but they could be forced to play at a neutral venue when the trophy is within reach on police advice.

Police chiefs are concerned about the safety risks of Liverpool fans gathering outside Anfield or any other stadium their team are playing at.

Masters said talks with the police about neutral venues for some games are on-going, but he hopes Liverpool can at least have a trophy presentation.

"They (the police) have legitimate concerns but we think we can mitigate some of the issues they're trying to deal with," he said.

"Ultimately, we want the season to be played out on the pitch and we're discussing a number of options to make it as fair as possible.

"We'll do everything we possibly can to deliver a trophy presentation. It's really important to mark that moment and to give the fans that memory to mark it."

Premier League: Four more players test positive for coronavirus

The father of Aston Villa manager Dean Smith has died after contracting the coronavirus, the English Premier League club announced late Wednesday.

Villa said 79-year-old Ron Smith, a lifelong fan of the Birmingham side, had been suffering from COVID-19 for four weeks.

"The Aston Villa family are saddened to announce that Ron Smith, the father of our current head coach Dean, has passed away at the age of 79," said a club statement.

"Ron, who had recently been living in a care home after being diagnosed with dementia six years ago, contracted coronavirus four weeks ago and after a short spell in hospital passed away with his family at his side.

"A lifelong supporter, Ron was a steward at Villa Park for many years and passed on his love of the club down to his children.

"As well as being a regular at home games, Ron was also there to witness that greatest of days in May 1982 when Villa lifted the European Cup in Rotterdam.

"The thoughts of everyone at the football club are currently with Dean and his family at this most distressing of times and we would kindly ask for the family's privacy to be respected."

Smith is not the only Premier League boss to lose a close relative to the virus, with COVID-19 also claiming the life of the 82-year-old mother of Manchester City manager Pep Guardiola last month.

Liverpool captain Jordan Henderson says playing at an empty Anfield and winning the Premier League title with no fans present would be "pretty strange".

Liverpool were 25 points clear of 2019 champions Manchester City and on the verge of their first English top-flight crown for 30 years when the league was shut down by coronavirus in March.

Clubs returned to training in small and socially distanced groups last week ahead of a proposed restart in June.

Henderson lifted the Champions League trophy in a packed stadium in Madrid last June but is preparing for a different experience this year.

"Of course it would feel different because if you win any trophy and receive it without any fans there, it would be pretty strange," he told the BBC.

The 29-year-old England international midfielder said the title race was still not over.

"We still have work to do and we still need to perform at a high level right the way until the season finishes because we want to finish as strongly as we can to make sure it is a full season," he said.

Henderson, who has been pivotal in Liverpool's renaissance under Jurgen Klopp, said he hoped there would be a title celebration with fans inside Anfield in the future if, as appears certain, they finish the job.

"Whether we win it or whatever, then (receiving) the trophy and the fans not being there... you just have to deal with it when it comes," he said.

"Hopefully it does happen. We are still in a very good position.

"It will mean we have won the Premier League and we will all be very happy but then we can look to the future -- and whenever fans are allowed back into the stadium, I am sure we will have some sort of celebration together."

Tottenham boss Jose Mourinho has warned that the transfer market will look drastically different due to the coronavirus fallout, saying football will not be ready for "crazy numbers".

Spurs bought Steven Bergwijn for £27 million ($33 million) from PSV in January, while also breaking their club record to sign Tanguy Ndombele for a reported £54 million last year.

But Mourinho believes the Premier League and other leagues around the world will need a different approach to cope with the financial impact of COVID-19.

"It is normal you are going to have a different market," the 57-year-old told Sky Sports. "I don't see the world, and especially the football world, ready for some crazy numbers we are used to having and some crazy investments that sometimes some clubs and some leagues are used to doing.

"But my first question after that is: 'When will the transfer window be?' Because I don't think it will be July-August any more, it will obviously have to go further than that.

"If you ask me what I want in my club, I would like my club to be what I know it is going to be: sensible, balanced, not going to spend rivers of money, and we are trying to respect the situation, not just of football but of the world and society overall."

The Premier League is yet to set a date for a return and players have not resumed full-contact training.

Top-flight clubs are expected to approve phase two of training on Wednesday as they inch closer to a restart after the postponement of the Premier League in March.

The Bundesliga has already resumed and Mourinho is itching to get playing again.

"Honestly, since the moment Bundesliga started, the Portuguese league and Spanish league announced a date to start, I think it is the most difficult moment for us, because we want to play," he said.

"It is hard to see other countries playing football and we don't do it."

Mourinho does not expect to see 'crazy' transfers after virus

Premier League clubs will vote on proposals for a return to contact training on Wednesday as the English top-flight seeks to take another step closer to resuming the season next month.

New UK government guidelines issued on Sunday allow for the return of "close contact" training, including tackling, to help players step up their match fitness ahead of a return to competitive action.

"This type of training would start with smaller 'clusters' of 2-3 athletes and eventually progress to larger groups of 4-12 athletes, and ultimately full team training," added the government advice.

Premier League clubs returned to training in small and socially distanced groups last week.

Players and managers are to be consulted in a meeting on Tuesday before the proposals are put to a vote of the 20 clubs.

Results of the latest round of COVID-19 testing, which is taking place on Monday and Tuesday, will also be published on Wednesday.

The small number of positive tests from the first two rounds of testing at Premier League clubs has raised hopes of a return in June.

Eight cases of coronavirus among players and staff have been detected from 1,744 tests in the Premier League.

In the Championship, just two positive tests were registered from 1,014 tests.

How to proceed in the event of a positive test once contact training has restarted is one of the topics that will be discussed by clubs later this week.

A targeted return date of June 12 was described by Premier League chief executive Richard Masters last week as a "staging post".

Players and coaches have argued they will need until at least the end of June to mitigate the risk of a spate of injuries after such a long layoff.

There has been no action in the Premier League since March 9.

However, the biggest hurdle to a return remains players' fears over their safety and that of their families due to the virus.

Watford captain Troy Deeney has not returned to training after three positive cases were registered by the Hornets over concerns he could spread the virus to his five-month-old son.

French World Cup winner N'Golo Kante has also been given permission by Chelsea to train at home.

Germany's Bundesliga has already managed to complete two rounds of fixtures since returning behind closed doors and there has been little player opposition to La Liga's plans to return in Spain from June 11.

"With what's happened in Germany, I've got no doubt the vote will go ahead and the clubs will vote to try to get phase two going," former Liverpool and England midfielder Jamie Redknapp told Sky Sports.

"I also think there'll be a situation where more players will opt out, which is their prerogative, but with the success in Germany -- it's not been great, it's not the product we really like, with no fans there, but at least it's football -- I'll be very surprised if it doesn't go ahead."

One of the biggest takeovers in the Premier League looks imminent as a £300m deal between Newcastle United owner Mike Ashley and Saudi Arabia-based Amanda Staveley's PCP Capital Partners has reportedly been agreed. According to reports, Saudi's crown prince Mohammed bin Salman's &nbsp;Public Investment Fund will finance 80 per cent of the takeover.&nbsp;

The Saudi government's links to TV piracy of Premier League and alleged human rights violation in the country had kept the deal on hold. But the report suggests that all the parties have agreed to terms and the official announcement could be made soon.&nbsp;

Earlier, Premier League and all the clubs were urged to block the much-talked-about takeover of Newcastle United by its overseas TV partner beIN Sports. Qatar-based broadcaster beIN Sports has said that Saudi Arabia should be held accountable for its involvement in a pirate TV network, which broadcasts Premier League matches illegally.&nbsp;

The network, named beoutQ, first began live-streaming sporting events, illegally, in the year 2017. The Premier League has been among several organisations and sporting bodies who have asked Arabsat to stop providing a channel for a pirate network.&nbsp;

In July 2019, the Premier League said that it had spoken to nine law firms in Saudi Arabia, who simply refused to pursue a copyright complaint against beoutQ.

Six individuals across three clubs test positive for coronavirus in Premier League

Watford captain Troy Deeney will not return to training this week over fears he could pass coronavirus on to his five-month-old son.

Deeney has consistently voiced his concerns over the speed with which the Premier League hopes to return to playing matches despite the United Kingdom having the second-highest death toll in the world.

England's top-flight clubs are due to return to training in small, socially distanced groups on Tuesday.

Training will then be stepped up to full contact with the aim of resuming the season by the middle of next month.

"We're due back in this week. I've said I'm not going in. It's nothing to do with financial gain," Deeney said on the Talk The Talk&nbsp;podcast.

"My son is five months and he's had breathing difficulties. I don't want to come home and put him in more danger."

All players and staff will be regularly tested, but Deeney highlighted the contradiction of contact sport returning at a time when the public are told to continue following social distancing guidelines.

The 31-year-old also added he is willing to take a financial hit if not playing results in a reduction in wages.

"While we are being tested and while we are going to be in a very safe environment, it only takes one person in the group. I don't want to be bringing that home," he added.

"I just said the simplest thing. I can't get a haircut until mid-July, but I can go and get in a box with 19 people and jump for a header.

"I don't know how that works. No one could answer the questions, not because they didn't want to, but because they don't know the information.

"I've lost my dad, my gran, my grandad.  I've lost more or less everyone that I care about. So that, to me, is more important than a few quid in my back pocket."

Deeney also raised the concerns of black, Asian and ethnic minority players over studies that they are more at risk from the virus.

Black men and women are nearly twice as likely to die from COVID-19 as white people in England and Wales, according to the Office for National Statistics.

"Within the meeting I asked very simple questions. For black, Asian and mixed ethnicities they are four times more likely to get the illness and we're twice as likely to have long-lasting illnesses," Deeney said.

"Is there any additional screening? Heart stuff to see if people have got problems? No. Okay, well I feel like that should be addressed."

However, Newcastle manager Steve Bruce praised the attention to detail in the Premier League's protocols and said the vast majority of his players are in favour of a return to training.

"They have done everything they possibly can to make sure everyone is safe," Bruce told the BBC. "The attention to detail is fantastic. I think everything has been put in place.

"They have been meticulous in their planning. The vast majority of our squad are satisfied.

"Let's get up and going and see where it takes us. I think all of us want to get it started and finished."

Premier League: Watford captain Troy Deeney refuses return to training

Crystal Palace manager Roy Hodgson is ready to take part in the Premier League's proposed restart during the coronavirus crisis despite being in the vulnerable age group.

Hodgson is the oldest manager in Premier League history at 72, potentially putting the former England coach in danger if he contracts the virus.

But Hodgson said he had no fears about getting back to work if the Premier League stick to their plan to let clubs start training next week.

Asked if he would be able to return, Hodgson told beIN SPORTS: "Yes. No concerns. Age is age. It's how you feel really. Your age doesn't necessarily relate to your fitness or how you're feeling, or your capacity to do a job."

Hodgson, whose long managerial career has included stints at Liverpool and Inter Milan, said he had used the enforced break since the Premier League was suspended in March to work on his fitness.

"So I have no qualms whatsoever," he said. "When I'm called back to work I shall be very happy to go back to work."

Several Premier League players have expressed concern about putting themselves and their families at risk.

Newcastle defender Danny Rose and Manchester City stars Sergio Aguero and Raheem Sterling are among the players to go public with worries about being forced back into action too soon.

Hodgson said he and Palace chairman Steve Parish would not have a problem if any of his players did not want to return to work before they felt completely safe.

"This is going to be a matter for the individual and a matter for the club at the end of the day," Hodgson said.&nbsp;

"I would be very surprised, knowing my club and Steve Parish as I do, that he would not be sympathetic to a player that came and said: 'Look, I have serious reservations about playing'."

Premier League clubs face having to pay a huge refund to broadcasters even if they manage to complete the coronavirus-disrupted season behind closed doors.

Broadcasters would be reimbursed for matches not being played as scheduled and the lack of atmosphere in empty stadiums is also a factor.

The BBC reported the bill facing the English top-flight, which continued talks on "Project Restart" on Monday, could be as high as £340 million ($420 million).

"We were able to update our clubs today on our situation with broadcasters, which is obviously confidential," said Premier League CEO Richard Masters.

"Whatever happens, there's going to be significant loss of revenue for clubs. That is inevitable.

"We were able to paint a picture today about what would happen in various scenarios, playing out the season and not playing out the season, to allow them to have a picture of that as we stand in the early part of May."

The rebate to broadcasters would surge to an estimated £760 million if the season cannot be completed. Masters has previously warned of a £1 billion loss once the absence of gate receipts is taken into account.

For the first time on Monday, the 20 Premier League clubs discussed models that may have to be used to decide final standings if it is not deemed safe to resume.

New government guidelines have paved the way for elite sport to return behind closed doors in England from June 1.

<h2>- Player fears -</h2>

However, England internationals Raheem Sterling and Danny Rose are the two latest high-profile players to raise their concerns over a return to contact sport when the rest of society is being advised to follow social-distancing guidelines.&nbsp;

"The moment we do go back it just needs to be a moment where it's not just for footballing reasons, it's safe for not just us footballers but the whole medical staff, referees," Sterling told his YouTube channel.

"(I am) not scared, but reserved and thinking what the worst outcome could be.

"I've had friends whose grandma has passed away, I've had family members as well that have passed away. You've got to be wise and take care of yourself and those around you."

British Prime Minister Boris Johnson said in parliament on Monday that the return of sport on TV would "provide a much-needed boost to national morale."

However, a YouGov poll revealed that 73 percent of 2,000 people surveyed said the return of the Premier League and English Football League would not lift their spirits.

Britain has been one of the worst-hit countries in the global pandemic, with the government officially recording more than 32,000 deaths from COVID-19.

"People's lives are at risk," Rose, who is on loan at Newcastle from Tottenham, told an Instagram live.

"Football shouldn't even be spoken about coming back until the numbers have dropped massively."

The Premier League are due to meet unions for players and managers later this week to discuss protocols for a return to group training.&nbsp;

"Safety comes first. We must listen to government, the authorities and the medical experts and continue to follow their advice," added Masters.

"That is exactly what we are doing. We are getting ourselves in the best position to resume the season, but only when the conditions are right."

Premier League braced for TV losses as player protests mount

Warring Premier League clubs will meet on Monday with tensions mounting over the divisive 'Project Restart' plan to finish the season amid the coronavirus crisis.

Premier League chiefs hope to return to action in June, but that goal could be scuppered by an internal battle between clubs fiercely protecting their own interests.

The Premier League delayed their latest meeting until after British Prime Minister Boris Johnson's address to the nation on Sunday.

But, for those clubs and players concerned about the rush to return, Johnson's admission that the virus transmission rate is still too high to significantly ease Britain's lockdown until at least June 1 was hardly reassuring.

Johnson offered no details about the Premier League's short-term future and indicated that, while the general population will be allowed to play sports from Wednesday, they must do so only with those in their own households.

And the growing unease about the Premier League's desire to finish their remaining 92 fixtures only increased on Sunday when Brighton admitted a third player in their squad had contracted the virus.

The scheduled return of Germany's Bundesliga from May 16 had raised hopes that the Premier League could follow suit, yet there are stark differences between the health crisis in both countries.

Britain's death toll from the pandemic passed 30,000 this week to become the worst hit country in Europe.&nbsp;

By contrast, Germany has registered just over 7,000 deaths.

However, German second tier club Dynamo Dresden have put their entire squad and coaching staff into two-week isolation after two players tested positive for the virus.

Also on Sunday, La Liga confirmed five unnamed players have the virus and will go into quarantine.

Brighton chief executive Paul Barber has been one of the more vocal critics of the restart scheme and he told the Mail on Sunday: "We have got to be careful that we do not misstep here because if we do, it could ruin lives. It could cost lives. And we cannot afford that."

Testing and player welfare remain major hurdles to overcome, with Norwich midfielder Todd Cantwell summing up the feelings of worried players when he responded to the positive test at Brighton by tweeting: "We are just people too".

<h2>- 'Huge challenge' -</h2>

A lack of unity has provoked another complication for the Premier League over the use of neutral venues.

League chiefs believe they will only get the government's green light to restart if the number of venues are limited to reduce the medical, police, security and broadcast personnel required.

There are also fears over fans congregating at home stadiums, even though the matches would be played behind closed doors.

Leading the resistence to neutral venues are clubs near the bottom of the table and at risk of huge financial losses by dropping out of England's lucrative top-flight.

Brighton had five of their remaining nine games at home, while Aston Villa were due to play six of their last 10 matches at Villa Park.

"What we can't accept is a fundamental change to the competition three-quarters of the way through," Barber said.

"That is not fair and there is absolutely nobody who will convince me otherwise."

Villa's chief executive Christian Purslow said giving up home advantage "is a massive decision".

Seven of the 20 top-flight clubs would need to officially reject neutral venues to stop the plan going ahead, although it has been reported the issue won't be put to a vote on Monday.

The UEFA deadline for restart proposals is May 25 and League Managers Association chief executive Richard Bevan has warned a failure to reach consensus soon could see the season cancelled.

Aware of the animosity between clubs, Crystal Palace chairman Steve Parish conceded it won't be easy to restart in the current climate.

"It may prove beyond us. We have huge challenges in order to get it back to complete the season but we are planning on doing so," Parish told the BBC.

Despite the likelihood of televised football behind closed doors, the hardcore fans might have to wait to visit their favourite stadiums unless a COVID-19 vaccine is found. This could be devastating news for football clubs who will have to prepare for at least half of 2020-21 season behind closed doors.&nbsp;

The return of football on TV will be a huge boost to the Premier League clubs who are already set to lose a significant percentage of the £760million they had already been paid by broadcasters for the final quarter of this season.

Earlier, Man City winger Raheem Sterling had raised questions on the resumption of the campaign as he asked whether the restart of the halted season is safe for everyone.

As per the latest decision taken after Prime Minister Boris Johnson’s roadmap presented in the Parliament, cultural and sporting events will be allowed to be held without fans in a bid to avoid large-scale social contact but the events will be broadcasted. Notably, the Premier League is set to meet today with clubs to discuss the much-talked-about ‘Project Restart’ and the implications of playing matches in the proposed neutral venues. However, no formal votes will be taken today. However, those in support of a restart will be left confident after Monday’s government guidelines. This could be devastating news for football clubs who will have to prepare for at least half of 2020-21 season behind closed doors. Premier League given nod by UK government to resume season from June 1

The Premier League is set to be given the nod to resume the halted 2019-20 campaign on June 12 with the Prime Minister of the United Kingdom Boris Johnson set to reveal further details of his roadmap in Parliament on Monday.&nbsp;

Johnson on Sunday addressed the public while revealing a plan to guide the country out of lockdown in the approaching months. Following Johnson’s roadmap revelation, a government paper on elite sports is likely to be published on Tuesday, as per reports.&nbsp;

The plans and roadmaps will give a green signal for the resumption of professional sports, including the Premier League, on June 12, subject to safety conditions being met and COVID-19 cases in the country not rising drastically.

However, Premier League clubs are also set to meet on Monday to discuss the ‘Project Restart’ as some are expected to argue against playing matches at neutral venues. Reportedly, relegation-threatened clubs are against the idea of playing crucial fixtures, that could define their league status, away from their home stadiums.&nbsp;

The Premier Leagues needs 14 clubs to support the current proposal to go ahead with the plans but there is a growing fear that the threshold will not be met and a restart could be pushed further back.

Premier League set to be given green signal to resume season on June 12

Britain's Culture Secretary Oliver Dowden warned on Friday that the Premier League does not yet have the "green light" to resume but restated the government's hope that the season can be completed.

Premier League clubs are due to meet on Monday to discuss the latest plans for "Project Restart" -- a day after an expected minor easing of coronavirus lockdown measures.

Clubs are understood to have been told that the use of a limited number of neutral venues is the only way to complete the campaign, to limit the strain on essential services and discourage gatherings of supporters near stadiums.

But those at risk of relegation argue that the integrity of the competition would be compromised by the neutral-venue plan.

Brighton chief executive Paul Barber is opposed to the idea, with the Seagulls hovering two points above the drop zone. Brighton were scheduled to play five of their remaining nine games at home.

Despite extensive contingency planning, Secretary of State for Digital, Culture, Media and Sport Oliver Dowden warned the Premier League was yet to get the go-ahead, with testing and player welfare major hurdles.

"They've not been given the green light," Dowden told BBC Radio on Friday.

"If we can get a plan that works then I'd like us to be able to go ahead with it because I think it would be good for the nation, it would be good for football as a whole.

"I'm really hopeful we can get this up and running but public safety must come first so it's only if we're confident of that, we'll be able to proceed."

In Germany, the Bundesliga announced this week that it would resume matches on May 16, behind closed doors and subject to extensive coronavirus testing.

Dowden's comments came as The Times newspaper reported that Football Association chiefs would block any attempt to declare the Premier League season null and void and abandon relegation.

<h2>- Relegation scrapped? -</h2>

At least one club reportedly wants relegation to be scrapped if neutral grounds are used.

But The Times said it was understood that the FA board supported the Premier League board's position that the league table should be decided on sporting merit even if it were cut short.

Former Manchester United and England defender Rio Ferdinand said there was no viable resolution that would satisfy all 20 clubs.

"People are going to feel at a disadvantage if certain decisions are made but I don't think the Premier League can have a wholehearted 100 percent win on this no matter what decision they make, which is unfortunate," he told the Press Association.

Manchester City striker Sergio Aguero and Brighton's Glenn Murray have raised objections from a safety point of view but Ferdinand said they should put their faith in the authorities.

"The Premier League, the FA and the government, if all of those three bodies give it the green light then I'm sure the players' protection, health and well-being will be at the top of their agenda to make sure they remain healthy and not at risk," he said.

Premier League does not yet have 'green light', minister warns

As Premier League is finalizing proposals and ideas for a possible resumption of the halted 2019-20 campaign, Professional Footballers’ Association (PFA) chief executive Gordon Taylor has hinted that halves may be shorter than the usual 45 minutes as discussions continue about Premier League’s future.&nbsp;

Most of the English top-flight clubs are on the same page while remaining committed to restarting the 2019-20 season but said: "it was agreed that the PFA, LMA, players and managers are key to this process and will be further consulted".

Safety and well-being of individual players returning to work are crucial and Taylor said the authorities are working to put the safety of players first with a possibility of resuming the league in mid-June. But what comes as a major surprise is that there is a possibility of matches being less than 90 minutes, which is the professional rule for all the matches.&nbsp;

However, Taylor clarified that nothing has been finalised and everything right now are simply proposals: "We'll have to wait and see. I'm talking about a protocol that's coming out. I'm talking about the future.

"We don't know the future. What we do know is what propositions have been put, what ideas have been put, the possibility of having more substitutes, games possibly not being the full 45 minutes each way.

Halves shorter than 45 minutes? PFA chief Gordon Taylor hints at change of rules as Premier League gears up for return

English Football Association chairman Greg Clarke does not believe fans will be allowed into stadiums "any time soon" and has warned that the coronavirus crisis could cost the governing body £300 million ($373 million).

Football across England has been indefinitely suspended, with the 2019/20 season in all leagues below the top four divisions already declared over.

However, there are growing fears that the 2020/21 campaign also faces huge disruption due to social-distancing guidelines.

"With social distancing in place for some time to come we do face substantial changes to the whole football ecosystem," Clarke wrote in a letter to the FA Council.

"For example, it's hard to foresee crowds of fans, who are the lifeblood of the game, returning to matches any time soon."

The Premier League is still hoping to finish the season behind closed doors, with "Project Restart" aimed at minimising a predicted £1 billion loss if the campaign cannot be completed.

It is understood top-flight clubs were told on Friday that the remaining matches of the season must be played at neutral venues.

Further down the pyramid, where gate receipts make up a much higher percentage of clubs' income without lucrative TV deals, there are doubts over whether a new season can even start without fans being allowed to attend.&nbsp;

The FA has also been affected by the cancellation of at least four England fixtures and the suspension of the FA Cup.

Clarke said a "sensible" £75 million budget cut had been agreed.

"In a worst-case scenario, this would be necessary for the next four years to offset a £300 million deficit," he added.

"Clearly that will impact many of our plans as every area of the game will be touched and projects that we all value will be affected."

English FA bracing for long spell without fans

Even though the situation surrounding COVID-19 pandemic hasn’t quite resolved in the United Kingdom, the Premier League chiefs are working on a brand new seven-week football festival if the halted season is resumed in coming weeks.&nbsp;

The seven-week football festival includes completion of the league and the FA Cup while easing concerns regarding piling of matches in a shorter timeframe.&nbsp;

The Premier League is aiming to resume the campaign on June 12, however, the&nbsp;seven-week football festival gives an extra-week to rework things if there are complications or confusions. But, given UEFA’s cut-off date to complete domestic season by August 2, the Premier League must begin by June 19, which is just under seven weeks away.

However, a lot depends on government clearance and its easing of lockdown as they are set to announce fresh advisory on Thursday. Clubs may reluctantly accept they are running out of time if there is no reprieve in lockdown measures.&nbsp;

Friday’s meeting of the 20 shareholder clubs witnessed the debate being on medical conditions which will allow full training and behind-closed-door matches at neutral venues. While there are a few clubs opposing the idea of playing matches in neutral venues, the idea has majority votes from other clubs.

Premier League working on 7-week football festival; aims to start on June 12

Premier League clubs were due to hold talks on Friday on how to finish the season as Manchester City striker Sergio Aguero admitted players were scared about being rushed back into action.&nbsp;

The English top-flight is facing an eye-watering estimated loss of around £1 billion ($1.25 billion) if no more football is played due to the coronavirus pandemic.

Playing the 92 remaining games behind closed doors would mitigate that loss, avoiding the need to repay hundreds of millions to broadcasters.

Jurgen Klopp's Liverpool are on the brink of their first league title for 30 years and there are many other issues to resolve, including Champions League qualification and relegation.

But the English top-flight faces huge logistical difficulties in its attempts to return to action, with Britain one of the countries worst-hit by COVID-19.

"Obviously, the majority of players are scared but above all because they have children, babies and family, they might live with their parents," Aguero told Spanish show El Chiringuito TV.

"If we return I am sure everyone will be tense because the minute one person starts to feel ill, it will be 'what's going on there?'."

Players would potentially face weeks away from their families, quarantined in hotels.

"I am hoping that it doesn't come that scenario," said Brighton striker Glenn Murray. "That is far-fetched, to spend eight weeks away from your family is quite a big ask."

Murray also labelled the idea that players could be asked to wear face masks during training sessions as "farcical".

<h2>- 'It only takes one case' -</h2>

Former Manchester United captain Gary Neville, who owns a stake in League Two side Salford City, is one of many who believes that economic factors are overriding safety considerations.

"How many people have to die playing football in the Premier League before it becomes unpalatable?" Neville told Sky Sports.

"If it was a non-economic decision there would be no football for months."

Just providing the tests necessary to get the ball rolling is a political headache.

According to reports, players, coaches and backroom staff would need to be tested two to three times a week.

"If football was to resume then testing will be key and an extra layer of training will be required," former Chelsea doctor Eva Carneiro told the BBC.

"It only takes one case for all of this to blow up."

Although those tests would be privately sourced and paid for, there is still unease at the prospect of young, healthy footballers being regularly tested when other members of society are not.

The Premier League can ill afford another PR disaster after several stumbles so far.

Liverpool, Tottenham and Bournemouth have backtracked on their plans to use government money to prop up the wages of non-playing staff due to public pressure.

There are also fears that football's return might provoke supporters to ignore social-distancing guidelines, even if games take place behind closed doors.

Liverpool mayor Joe Anderson&nbsp;believes "thousands of people" would turn up outside Anfield on the day the Reds end their 30-year wait to win the Premier League.

With so much at stake, the Premier League will do everything in its power not to have to follow the examples of leagues in France and the Netherlands in abandoning their seasons.

However, even the world's most powerful league may find the difficulties too great and have to brace itself for a devastating financial hit.

Premier League holds talks with 'Project Restart' under pressure

The Premier League is planning to return on June 8 with all the clubs receiving a proposed new schedule list to finish the halted season despite COVID-19 pandemic wreaking havoc in the UK. England’s top-flight league is aiming to return in just six weeks and would allow teams to fully train from May 18. However, players will have to cover their faces as a part of new rules to allow a safe return to full training. &nbsp;

League chiefs have already sent the schedule of matches to all 20 clubs ahead of a crucial meeting on Friday. And as per The Telegraph, the plan will be discussed on an individual basis with clubs in a bid to get the proposed scheduled approved by this week.

However, the plans are based on COVID-19 lockdown measures being eased with the next Government review due to take place on May 7. It is still unclear whether the restrictions will be relaxed for the Premier League to resume on their desired date.

Under the proposed plan, players will be tested for coronavirus over the weekend of May 8 and May 9 before returning to training in small groups. While some clubs including London giants Arsenal and Tottenham Hotspur have already resumed training minimally, others are still following social distancing rules.&nbsp;

Football players could be restricted to train under quarantine and there have been talks of players coming to the training ground in their kits in a bid to avoid dressing rooms.

Mass testing will be available for all players, staff and media at training centres and stadiums as Premier League desperately forcing all remaining fixture into a six-week period.

The Premier League is planning to return on June 8 with all the clubs receiving a proposed new schedule list to finish the halted season despite COVID-19 pandemic wreaking havoc in the UK. England’s top-flight league is aiming to return in just six weeks and would allow teams to fully train from May 18. However, players will have to cover their faces as a part of new rules to allow a safe return to full training. While some clubs including London giants Arsenal and Tottenham Hotspur have already resumed training minimally, others are still following social distancing rules. Premier League proposes June 8 restart with clubs to resume full training from mid-May

Gary Neville fears Premier League players' lives will be put at risk if football is rushed back too soon after the coronavirus-enforced lockdown in Britain.

Premier League chiefs are aiming for a return to action in June and several clubs opened their training grounds to players this week as they work on "Project Restart".

The English top flight is understood to be aiming to run a huge testing operation to keep footballers safe, with reports of 26,000 tests being lined up for players and staff.

But FIFA's medical chief Michel D'Hooghe said on Tuesday that football should not be played until September and former Manchester United defender Neville is worried that Premier League stars will be put in danger by the rush to return.

"The FIFA medical officer said that football should not take place before September. I think if it was a non-economic decision there would be no football for months," Neville told the Sky Sports Football Show on Wednesday.

"People are now assessing risk. How many people have to die playing football in the Premier League before it becomes unpalatable? One? One player? One member of staff goes into intensive care? What risk do we have to take? The discussion is purely economic."

Neville voiced his particular concerns over the risk to players with existing medical conditions.

"If health comes first, there is only one outcome at this moment in time. How many players have got asthma? How many players have diabetes?

"Have they assessed all of these things and are they willing to put those people at risk?"

The UK is among the worst-hit countries in the global COVID-19 pandemic, with more than 21,000 deaths so far.

The country is on lockdown until at least May 7, but government officials have spoken in positive terms about a potential return for football if the virus is under control.

Germany's sports ministers have said the Bundesliga could return next month but Dutch football chiefs have called an end to the Eredivisie season and the Belgian campaign is in the balance.

French Prime Minister Edouard Philippe said football would not return in his country until at least September.

In the Premier League, full training is reportedly slated for mid-May, with the plan to be discussed at a meeting of stakeholders on Friday.

However, Neville is concerned that the Premier League's desire to conclude the campaign is being driven by financial motives, with the English top flight facing a huge hit if the 92 remaining fixtures are not played.

The former England international said if it were a non-economic decision there would be no football for months but he acknowledged that players at lower levels would want to play because the alternative was "bad".

"(A total of) 1,400 players are out of contract in three months so they'll need football to resume so their livelihoods can continue," he said.

"There's huge economic loss. It clouds people's minds in terms of the risk that they're willing to take."&nbsp;
