Preparations are underway in Kyrgyzstan's capital Bishkek as the Shanghai Cooperation Organisation (SCO) Summit is all set to begin on Thursday. WION's Sidhant Sibal spoke to Indian envoy Alok A Dimri in Bishkek on various topics including, Indian Prime Minister Narendra Modi's visit to the country and the relationship between both the countries.

WION: How do you see the relationship between the two countries?

Alok A Dimri: The relationship is fantastic. PM Modi was here in 2015, and this is a repeat visit in four years. It was a historic moment that PM undertook a combined visit of all five central Asian countries and thereafter Kyrgyz president undertook a visit to India in 2016. President of Kyrgyz Republic was also a special invitee at Prime Minister's swearing-in ceremony, just a week ago.

This is a hugely symbolic and highly interesting occasion for us and for the bilateral relationship. We have been able to maintain a momentum of very high-level visits and exchanges and this is definitely the first significant visit outside the neighbourhood and Modi's first multilateral visit to this geography. India and our Kyrgyz partners are expecting good results.

WION: How important SCO is for India?

Alok A Dimri: We live in a globalised world. The distances are much shorter and multilateralism of this order is the new order of the world relationship. So yes, there are very important multilateral platforms in which our leaders visit, travel and get engaged with each other. SCO is one of them. You have heard of BRICS, you have heard of G-20 and India is a significant economy, significant society and significant world power in today's sense and all global initiative have India on board. In that context, our engagement through multilateral platforms is natural. So for SCO summit is concerned, let us wait.

WION: How is India helping central Asia connect?

Alok A. Dimri: For us, it is very logical and interesting that we deepen our trade and commercial linkages. We need to bring our products and more of our entrepreneurs, it is like more of Kyrgyz business community to travel to India. Our distances are not large, our flying time is three hours, we are barely a thousand kilometres, so there are a whole lot of natural convergences which along with historical context ensure that we come much closer.

This year's summit of the Shanghai Cooperation Organisation (SCO) will be held in the Kyrgyz capital of Bishkek on June 13-14 where Modi and Xi are scheduled to meet and discuss bilateral and international issues.

The meeting assumes significance as this is the first meeting between the two leaders after Modi-led BJP's massive victory in the recent elections in India.
Xi had congratulated Modi on his re-election through a letter on May 23.

"Once again we congratulate Prime Minister Modi. President Xi and Prime Minister Modi are good friends. They had a very successful informal summit at Wuhan last year," Chinese Vice Foreign Minister Zhang Hanhui told a media briefing here answering a question on the Modi-Xi meeting.

He said the Wuhan summit has provided strategic guidance for the development of India-China ties, paving the way for stable growth of China-India relations in the long run.

The April 27-28 Wuhan summit between Modi and Xi was largely credited to have turned around the bilateral relations soured by the 73-day Doklam standoff in 2017, triggered by Chinese troops' attempt to build a road close to the Indian border in an area also claimed by Bhutan.

After the Wuhan summit, both the countries stepped up efforts to improve relations in different spheres including the military-to-military ties. When asked about the meeting between the two leaders on the sidelines of the SCO summit, Zhang said, "While the details for the meeting are under discussion, I believe every bilateral meeting between President Xi and Prime Minister Modi is very important. From the Chinese side, we will make good perpetrations for the success of the bilateral meeting."

He also said the China-US trade war and the "spectre" of emerging trade frictions between the US and India could become an important part of the discussions between the two leaders.

"Whether they will talk about trade frictions between China and the US and the spectre of trade frictions between the US and India, such things are not surprising. I believe this could become an important topic in his bilateral meetings with the related leaders," he said.

The two countries have been in an escalating conflict over trade for the past year. The scope of the battle has expanded in recent months as Washington has tightened trade restrictions on Chinese telecoms giant Huawei.

Hopes for an imminent trade deal were shattered in May after the Trump administration more than doubled tariffs on USD 200 billion of Chinese imports and threatened additional duties.

US President Donald Trump is demanding China to reduce the massive trade deficit which last year climbed to over USD 539 billion. He is also insisting on China to workout verifiable measures for the protection of intellectual property rights (IPR), technology transfer and more access to American goods to the Chinese markets.

Chinese officials hope that India, which is also facing trade frictions with the US especially over the termination of its designation as a 'beneficiary developing country' under the Generalised System of Preferences (GSP), would join the fight against Trump's protectionist policies.

"Trade protectionism and unilateralism are very much on the rise. How to respond to the bullying practices of the US, its practice of trade protectionism this is an important question not only to China but also has a direct bearing on the recovery of the global economy," Zhang said.

"So I would say it will be helpful if the two leaders could exchange views and we hope their communication will lead to extensive consensus on upholding justice and opposing trade protectionism," he said.

"I hope with their cooperation, the two countries will not only enhance bilateral trade but also play an important role in promoting global economy," he said.

Continuing his diplomatic outreach, the Prime Minister held discussions with Maldivian Vice President Faisal Naseem, where the two leaders talked about steps to strengthen economic cooperation and people-to-people ties between the two countries. "Mr. @FaisalNasym, the Vice President of the Republic of Maldives held discussions with PM @narendramodi. Ways to boost economic cooperation and people-to-people ties between India and Maldives were discussed during the meeting," a tweet from PMO read. The Prime Minister held separate meetings with Qasim Ibrahim of Jumhooree Party and Maldivian Home Minister and Adhaalath Party leader Sheikh Imran Abdulla and held fruitful discussions on bolstering bilateral cooperation.Modi arrived in the Maldives on Saturday and received a ceremonial welcome at the Republic Square in Male. During the visit, he was conferred with 'Nishan Izzuddeen', the Maldives' highest honour accorded to foreign dignitaries. The Prime Minister then addressed the Maldivian Parliament, or the Majlis, where he touched upon various aspects of bilateral ties between the two nations, the need to eliminate terrorism, working together to combat climate change and other issues. The two countries signed six agreements for strengthening cooperation in various fields. They are - MoU for Cooperation in the Field of Hydrography between Indian Navy and Maldives National Defence Force, MoU on Cooperation in the field of Health between Indian and Maldivian governments, MoU for the Establishment of Passenger and Cargo Services by Sea between Ministry of Shipping, Government of India and Ministry of Transport and Civil Aviation, Government of the Maldives, MoU for Cooperation in Customs Capacity Building between the Central Board of Indirect Taxes and Customs of India and the Maldives Customs Service, MoU between National Centre for Good Governance, Department of Administrative Reforms and Public Grievances and Maldives Civil Service Commission on Training and Capacity Building Programme for Maldivian Civil Servants and Technical Agreement on Sharing White Shipping Information between the Indian Navy and the Maldives National Defence Force. Modi will halt in Sri Lanka on his way back, underlining his government's continued commitment towards its 'Neighbourhood First' policy. The Prime Minister had earlier visited the Maldives in November last year to attend the swearing-in ceremony of Solih, who assumed office after defeating Abdulla Yameen in the presidential polls.

Impressed by the fully solar-powered operations at the Cochin International Airport, Prime Minister Narendra Modi has said it should be an inspiring model for energy guzzlers and suggested that stadiums can tap the natural resource for achieving power neutrality.

During his brief stopover visit on Saturday, Modi hailed the Cochin International Airport Limited (CIAL) for being the world's first fully solar-powered airport, a statement issued by the CIAL said here on Sunday.

During a discussion with CIAL Managing Director VJ Kurian, the prime minister endorsed the effort in tapping green energy for operating the airport, which has won it the United Nations Champions of the Earth award in 2018, the statement said.
