The International Olympic Committee unveiled its first refugee team at the Rio 2016 Olympics to raise awareness of the issue as hundreds of thousands of people poured into Europe from the Middle East and elsewhere escaping conflict and poverty.

"The Olympic refugee team is representing 82.5 million forcibly displaced people and refugees around the world," James Macleod, the IOC's director of Olympic solidarity, told a virtual news conference.

"There is a feeling of hope that they can shine a spotlight on this issue."

For the Tokyo Games, the team comprised of people from countries including Syria, South Sudan, Eritrea, Afghanistan and Iran is almost three times as big as the inaugural team at the Rio.

All of the athletes arrived in Tokyo by late Thursday after a delay in some of their trips following a positive COVID-19 test of a team official at a training camp in Qatar.

The athletes will march into the stadium during the opening ceremony in second place behind ancient Games founders Greece and will compete in 12 sports.

"Everyone is excited, but they are, like any other elite-level athletes, trying to concentrate on the Games," Macleod said.

Six of them competed at Rio, but for the rest, it will be their first Games.

The 1,979 new cases reported on Thursday are the most since 2,044 were reported on January 15.

Japan has reported about 853,000 cases and 15,100 deaths since the pandemic began, most of them this year.

Still, the number of cases and deaths as a share of the population are much lower than in many other countries.

Fukushima effect: Now, South Korea to check food at Olympics for nuclear radiation

The pressure that comes along with the Olympic Games is starting to take a toll. The shooting coaches are feeling the heat in Zagreb which is the base for the Indian shooting team ahead of Tokyo2020.&nbsp;&nbsp;

A few days ago, Pavel Smirnov, India’s foreign coach in Pistol, got into an argument with a security guard posted outside the military facility where the shooting range is located. Those present there admit matters got extremely heated and a few senior coaches had to step in to defuse the situation. The guard allowed the team in but reported the matter to his superiors and the Indian team was informed that Smirnov would henceforth not be allowed to enter the facility.

Once again, the situation was defused and a truce declared with officials from the Croatian Shooting Federation playing peacemaker.&nbsp;&nbsp;

Smirnov has been prone to displaying temper tantrums and such incidents have been increasing over the last few months. However such meltdowns are surprising as he has no reason to feel the heat, his pistol shooters had an excellent showing at the ISSF World Cup in Osijek.&nbsp;

Smirnov’s compatriot Oleg Mikhailov, India’s foreign coach in rifle, though is spending long hours after training ends at the 10m range. Something feels terribly wrong and Mikhailov hasn’t been able to get to the bottom of what exactly has caused a dip in form of his top medal contenders. He has been putting Elavenil Valarivan and Divyansh Singh Panwar’s rifles through microscopic scrutiny hoping to spot a flaw which led to a poor outing in Osijek.&nbsp;&nbsp;

Elavenil Valarivan is the World No. 1 in the Women’s Air Rifle, Divyansh Panwar is the World No. 2 in the Men’s discipline. Both have been picked to shoot in the Mixed Air Rifle event in the Olympics, an event the National Rifle Association is banking on.

Panwar shot a 624.7 in qualification and finished 25th, Valarivan managed a score of 621.2 following a deduction of two points.&nbsp;&nbsp;

Anyone can have a bad competition. But the warning bells start ringing when the scores drop so dramatically. The top two rifle shooters were consistently getting above 630 in training according to one of those in Zagreb. Deepak Kumar the other Air Rifle shooter in the Olympic team shot 626 while former World No. 1 Apurvi Chandela shot 624.2. Anjum Moudgil also competed in that event and had 622.3.&nbsp;&nbsp;

None of these scores is good enough for a high level of competition expected at the Olympic Games. Anjum Moudgil and Apurvi Chandela won Olympic quotas for India at the 2018 World Championships but lost form during the pandemic.

NRAI dropped Anjum Moudgil from the Air Rifle team but gave her a means of overcoming the disappointment by picking her for the mixed event while Apurvi Chandela just had the Air Rifle event to prepare for.&nbsp;

NRAI President Raninder Singh knows what an Olympic disappointment feels like. In 2016, he had to explain to the media (this writer included) why his team returned empty-handed from the Olympics.

As President of the National Rifle Association of India, he has been heavily involved in the planning of the Olympic campaign and instrumental alongside former Double Trap star Ronjan Sodhi in airlifting his team to Zagreb with training in India affected by the second wave of COVID-19 pandemic.&nbsp;&nbsp;

Raninder Singh one learns did not waste time. He summoned the rifle coaches to a virtual meeting and told them this performance was unacceptable. Those in the know say he read the riot act, told coaches to stop mollycoddling their wards and to work together as a team and get the shooters back to their best. He had drafted a stern letter to the pistol coaches in June, asking them to put aside their differences and stop squabbling.&nbsp;&nbsp;

He also took another important step. He asked the coaches to pair Apurvi Chandela and Aishwary Pratap Singh Tomar to compete against the selected pairs of Elavenil Valarivan/ Divyansh Panwar and Deepak Kumar/Anjum Moudgil. Aishwary Tomar, who will shoot the Men’s Rifle 3 position event in Tokyo, caused a flutter by reaching the Men’s Air Rifle final in Croatia.&nbsp;&nbsp;

Apurvi Chandela’s form has started to pick up and the Olympian is starting to find her feet after hitting rock bottom in March at the ISSF World Cup in New Delhi.

She continuously maintained that her dipping scores were a result of some changes in her kit and was backed to the hilt by the coaches. She has started to repay that faith and has started to shoot high scores in training. Apurvi Chandela and Aishwary Tomar have already started training together and the reports from Zagreb suggest the pairing has potential.&nbsp;&nbsp;

So, who makes way then? Informed sources point at Anjum Moudgil. Her confidence they say has been shattered after Elavenil Valarivan was picked in her place. Some say the decision to replace her has been made and will be announced in due course, perhaps after the team lands in Tokyo to avoid any controversy.&nbsp;&nbsp;

Anjum Moudgil’s lack of confidence is also attributed to poor decision-making on the part of the coaching staff. Too many changes have been made in a bid to help her regain her form. Senior shooters maintain there is a time and place for changing equipment or making technical adjustments. You do not make those changes a month ahead of the Olympics.&nbsp;&nbsp;

You also do not fix what is not broken. Divyansh Panwar’s dip in form is being attributed to an error of judgement from the coaches. A decision was made to change the trigger of his weapon a day or so ahead of the Osijek World Cup. It backfired. From shooting in the 630s, he lost the ‘feeling’ and ended up shooting below 625. He was made to do holding exercises with his gun the night before his competition. Team sources say the old trigger has been restored and the scores are on their way up again.&nbsp; But what of his confidence and self-belief?&nbsp;&nbsp;

Deepak Kumar is fighting hard to retain his spot in the Mixed Rifle team and his coach is making him go for runs in the morning in a bid to increase his stamina and endurance. Deepak Kumar had tested positive for Covid earlier this year and there are concerns that he could still be feeling the after-effects. He isn’t one to give up easily. Pistol shooter Manu Bhaker and her current coach Ronak Pandit have already started to set their alarm clocks to 5.00 a.m. and hope to further attune their body clock to the Tokyo time zone over the next 10 days.&nbsp;&nbsp;&nbsp;

Yet, not everyone is on the same page, busy as they are trying to get a grip on what is going wrong. There has been a suggestion to have a few days of quarantine training before departure on July 16 where the shooters will be confined to their rooms through the day barring a few hours of controlled match situations. There is a possibility that such a situation could arise in Tokyo but no formal decision has been made yet to go down this route.

The pressure that comes along with the Olympic Games is starting to take a toll. The shooting coaches are feeling the heat in Zagreb which is the base for the Indian shooting team ahead of Tokyo2020. A few days ago, Pavel Smirnov, India’s foreign coach in Pistol, got into an argument with a security guard posted outside the military facility where the shooting range is located. Those present there admit matters got extremely heated and a few senior coaches had to step in to defuse the situation. The guard allowed the team in but reported the matter to his superiors and the Indian team was informed that Smirnov would henceforth not be allowed to enter the facility. Once again, the situation was defused and a truce declared with officials from the Croatian Shooting Federation playing peacemaker. Smirnov has been prone to displaying temper tantrums and such incidents have been increasing over the last few months. However such meltdowns are surprising as he has no reason to feel the heat, his pistol shooters had an excellent showing at the ISSF World Cup in Osijek. Smirnov’s compatriot Oleg Mikhailov, India’s foreign coach in rifle, though is spending long hours after training ends at the 10m range. Something feels terribly wrong and Mikhailov hasn’t been able to get to the bottom of what exactly has caused a dip in form of his top medal contenders. He has been putting Elavenil Valarivan and Divyansh Singh Panwar’s rifles through microscopic scrutiny hoping to spot a flaw which led to a poor outing in Osijek. Elavenil Valarivan is the World No. 1 in the Women’s Air Rifle, Divyansh Panwar is the World No. 2 in the Men’s discipline. Both have been picked to shoot in the Mixed Air Rifle event in the Olympics, an event the National Rifle Association is banking on. Panwar shot a 624.7 in qualification and finished 25th, Valarivan managed a score of 621.2 following a deduction of two points. Anyone can have a bad competition. But the warning bells start ringing when the scores drop so dramatically. The top two rifle shooters were consistently getting above 630 in training according to one of those in Zagreb. Deepak Kumar the other Air Rifle shooter in the Olympic team shot 626 while former World No. 1 Apurvi Chandela shot 624.2. Anjum Moudgil also competed in that event and had 622.3. None of these scores is good enough for a high level of competition expected at the Olympic Games. Anjum Moudgil and Apurvi Chandela won Olympic quotas for India at the 2018 World Championships but lost form during the pandemic. NRAI dropped Anjum Moudgil from the Air Rifle team but gave her a means of overcoming the disappointment by picking her for the mixed event while Apurvi Chandela just had the Air Rifle event to prepare for. NRAI President Raninder Singh knows what an Olympic disappointment feels like. In 2016, he had to explain to the media (this writer included) why his team returned empty-handed from the Olympics. As President of the National Rifle Association of India, he has been heavily involved in the planning of the Olympic campaign and instrumental alongside former Double Trap star Ronjan Sodhi in airlifting his team to Zagreb with training in India affected by the second wave of COVID-19 pandemic. Raninder Singh one learns did not waste time. He summoned the rifle coaches to a virtual meeting and told them this performance was unacceptable. Those in the know say he read the riot act, told coaches to stop mollycoddling their wards and to work together as a team and get the shooters back to their best. He had drafted a stern letter to the pistol coaches in June, asking them to put aside their differences and stop squabbling. He also took another important step. He asked the coaches to pair Apurvi Chandela and Aishwary Pratap Singh Tomar to compete against the selected pairs of Elavenil Valarivan/ Divyansh Panwar and Deepak Kumar/Anjum Moudgil. Aishwary Tomar, who will shoot the Men’s Rifle 3 position event in Tokyo, caused a flutter by reaching the Men’s Air Rifle final in Croatia. Apurvi Chandela’s form has started to pick up and the Olympian is starting to find her feet after hitting rock bottom in March at the ISSF World Cup in New Delhi. She continuously maintained that her dipping scores were a result of some changes in her kit and was backed to the hilt by the coaches. She has started to repay that faith and has started to shoot high scores in training. Apurvi Chandela and Aishwary Tomar have already started training together and the reports from Zagreb suggest the pairing has potential. So, who makes way then? Informed sources point at Anjum Moudgil. Her confidence they say has been shattered after Elavenil Valarivan was picked in her place. Some say the decision to replace her has been made and will be announced in due course, perhaps after the team lands in Tokyo to avoid any controversy. Anjum Moudgil’s lack of confidence is also attributed to poor decision-making on the part of the coaching staff. Too many changes have been made in a bid to help her regain her form. Senior shooters maintain there is a time and place for changing equipment or making technical adjustments. You do not make those changes a month ahead of the Olympics. You also do not fix what is not broken. Divyansh Panwar’s dip in form is being attributed to an error of judgement from the coaches. A decision was made to change the trigger of his weapon a day or so ahead of the Osijek World Cup. It backfired. From shooting in the 630s, he lost the ‘feeling’ and ended up shooting below 625. He was made to do holding exercises with his gun the night before his competition. Team sources say the old trigger has been restored and the scores are on their way up again. But what of his confidence and self-belief? Deepak Kumar is fighting hard to retain his spot in the Mixed Rifle team and his coach is making him go for runs in the morning in a bid to increase his stamina and endurance. Deepak Kumar had tested positive for Covid earlier this year and there are concerns that he could still be feeling the after-effects. He isn’t one to give up easily. Athletes' families are banned from attending the pandemic-postponed Games, under anti-virus rules that&nbsp;organisers&nbsp;say are needed to hold the event safely.

But Games chiefs have now made an exception for&nbsp;breastfeeding&nbsp;infants "after careful consideration of the unique situation", saying they will be allowed to accompany their mothers "when necessary".

Nursing&nbsp;children&nbsp;will not be allowed to stay at the Olympic Village though and must stay in private accommodation such as hotels.

Organisers&nbsp;said in a statement late on Wednesday that it was "inspiring that so many&nbsp;athletes&nbsp;with young&nbsp;children&nbsp;are able to continue competing at the highest levels".

"The emperor is extremely worried about the current status of coronavirus infections," IHA Grand Steward Yasuhiko Nishimura told a regular news conference on Thursday.

"Given the public's worries, he appears to me to be concerned about whether the Olympics and Paralymics event, for which he is honorary patron, would cause infections to spread."

As news of the chamberlain's comment spread, "IHA Grand Steward" and related keywords were tagged on tens of thousands of posts on Twitter.

The emperor has no political power but is widely respected as a figurehead in Japan, although it is rare for him to make public statements. His attendance at the opening ceremony on July 23 has not been decided, the IHA said.

Asked about the comment, Tokyo 2020 CEO Toshiro Muto told reporters he did not believe that the chamberlain's remarks indicated that there were any problems with preparations for the Games, which were delayed for a year by the pandemic.

"Our responsibility is to alleviate the concerns of the public and ensure that the Games are held in a safe and secure manner, and we will continue to work at that," Muto said.

Many Japanese remain sceptical about the possibility of holding even a scaled-down Games safely during the pandemic. Organisers have excluded foreign spectators and limited the number of domestic ones for the event. Alcohol, high-fives and talking loudly will also be banned.

'Situation still dire'

Japan has largely avoided the kind of explosive coronavirus outbreaks that have devastated other countries, but its <a href="https://www.wionews.com/topics/coronavirus-vaccine">vaccine</a> roll-out was initially slow and the medical system has been pushed to the brink in some places.

On Thursday, advisers to the Tokyo metropolitan government warned that people were moving around more after the government lifted a state of emergency in the capital and elsewhere this week, and that could cause infections to creep up.

The medical system remained stretched to the limit as health workers were also busy vaccinating the public, one expert said.

They also warned of signs that more infectious variants could spread rapidly in the coming weeks and months.

"Although we're now in a 'quasi' state of emergency, the situation is still very dire," Tokyo Vice Governor Mitsuchika Tarao told reporters, standing in for Governor Yuriko Koike, who was hospitalised this week to recover from fatigue.

Underscoring such concerns, a second member of the Ugandan team tested positive for the coronavirus on Wednesday, several days after the team member had tested negative upon arrival in Japan.

Infectious disease expert Atsuo Hamada still fondly remembers the thrill of the 1964 Tokyo Olympics, but with a month until Japan hosts the Games again, he has concerns.

The journey to this year's Games has been like no other. After a historic pandemic postponement, organisers refused to pull the plug, despite infection risks, travel restrictions and persistent public opposition.

As the first athletes start arriving, Hamada says the Games must "be done in a way that will not bring the virus and variants to Japan."&nbsp;

"It will have to be done in a way that will not place extra burden on the medical system," he told AFP in an interview.

It's a delicate balancing act, and some medical professionals still want the Games called off, saying the risks of getting it wrong are too high.

Even Hamada, who makes no secret of his excitement about seeing the Olympics in Japan again, advises caution.

"The best thing is to ask the public to stay home and watch the Olympics on TV," he said.

Organisers have already imposed an unprecedented ban on overseas fans, and on Monday, announced domestic spectators would be limited to 10,000 per event.

They said events could move behind closed doors if the situation worsens, but Hamada wants a stronger commitment.

"In the worst-case scenario, a cancellation must be considered," said Hamada, a professor at Tokyo Medical University.

He cites the recent situation in Osaka city, where dozens of people died from coronavirus as the medical system was overwhelmed.

When the Games were postponed last year, many hoped the pandemic would be over by the opening ceremony this summer.

Instead,&nbsp;even as vaccines roll out internationally, a deadly winter virus wave spread across the globe and highly infectious variants are on the rise.

<h2>- 'A degree of control' -</h2>

Organisers have sought to reassure an anxious public with tough countermeasures.

Athletes will be tested daily, and are banned from going anywhere but the Olympic village and their competition venues.&nbsp;

They can only enter the village shortly before their events and must leave within 48 hours of their discipline ending. Over 80 percent of those in the village will be vaccinated, Olympic officials say.

Hamada said those measures "should result in a degree of control."

But he worries about those outside the bubble, including participants like media coming from abroad.

"Journalists will surely want to report about Japan. Will they obey the rules?"&nbsp;

"I feel there have to be limits on their movement," he said.

Overseas journalists are barred from going anywhere but their hotels and Olympic sites for the first 14 days in Japan, with their movement tracked by GPS.

But Hamada believes more may be necessary, particularly for those coming from countries with high rates of infection or variants of concern.

He suggests they could be placed in a separate bubble, or face more rigorous testing, though any additional measures should "be done in ways that are not discriminatory."

<h2>- Pressure on the medical system -</h2>

Hamada and other medical experts worry that efforts to keep the Games safe, including regular testing and isolation of suspected cases, could add pressure to the country's medical system.

To assuage those fears, the International Olympic Committee has offered to bring extra doctors and nurses from overseas, and organisers have pledged to avoid stretching resources.

Hamada warned that Japan must not let the Games slow down its vaccine drive.

"Japan's vaccination efforts are making progress, and I do not wish to see them come under pressure," he said.

Despite his worries, the specialist is eager to relive the Olympic excitement of 1964.

He was nine when he sat inside the national stadium soaking in the euphoria of the Games, and remembers feeling his local street had been transformed after the world's top marathon runners pounded past.

"I still have this feeling inside me that I want to be there again, to experience it again."

India will send nearly 200 athletes, coaches and support staff to the Tokyo Games scheduled to run from July 23 to August 8 after last year's event was postponed due to the coronavirus pandemic.

"We had requested that all the national sports federations get their athletes vaccinated even though the IOC (International Olympic Committee) says it is not mandatory," the Indian Olympic Association president said.

Suga agreed on Wednesday with the head of his ruling coalition partner not to extend the current parliament session when it closes on June 16, according to media reports.

That means&nbsp;Japan&nbsp;will forgo compiling a supplementary budget for now and tap nearly 4 trillion yen ($36.50 billion) left in reserves to pay for immediate spending to combat the pandemic, the Asahi said.

The government's public relations official declined to comment on Asahi's report on Suga's election plan.

But even with those steps, worries remain about the influx of athletes and officials into Japan, where a vaccination drive remains glacially slow, with just over 5 per cent of the population having had a shot.

With people from more than 200 nations and territories set to arrive, the Games, due to begin in eight weeks, pose a danger, said Naoto Ueyama, head of the Japan Doctors Union.

"All of the different mutant strains of the virus which exist in different places will be concentrated and gathering here in Tokyo. We cannot deny the possibility of even a new strain of the virus potentially emerging," he told a news conference.

But Kenji Shibuya, director of the Institute of Population Health at King’s College, London, who has recently been helping the vaccination campaign in Japan, played down dangers specific to the Games.

"Mutation takes place when virus stays in immunocompromised or partially immunised people for a long period of time," Shibuya said.

The government is currently preparing to extend a state of emergency across much of the nation originally set to be lifted on May 31, most likely well into June, officials have said - just weeks before the Games are set to open on July 23.

But IOC member John Coates has said the&nbsp;Olympics&nbsp;could be held even under a state of emergency, an opinion Ueyama said was infuriating.

"In regards to these statements, the people of Japan are indeed holding great anger towards this, and this is even more the case for healthcare and medical professionals," Ueyama said.

Tokyo doctors call for cancellation of Olympic Games due to COVID-19

Just ahead of the Olympic games this year, Japan has been struggling to control the&nbsp;infections. On Friday, the country further expanded a coronavirus state of emergency from the previous six areas to nine.

The three new additions are Japan's northern island of Hokkaido, where the Olympic marathon will be held, and Hiroshima and Okayama in western Japan. This has come as&nbsp;the Prime Minister Yoshihide Suga repeated his determination to hold the Olympics in just over two months.

The three additional areas will join Tokyo, Osaka and four other prefectures already under the emergency coronavirus restrictions till May 31, Suga announced at a government taskforce meeting on Friday. Bars, karaoke parlours and most entertainment facilities are required to close.

Despite the worsening infections, Suga stressed his commitment to holding the games safely and securely while protecting the Japanese population by strictly controlling the movements of foreign participants, including possibly expelling journalists covering the event if they defy regulations.

While the Japanese PM and Tokyo's organising committee president Seiko Hashimoto and Bach have repeatedly said the games will go on as scheduled, an online petition calling for the Tokyo Olympics to be cancelled was submitted to the Tokyo government with over 350,000 signatures.

As per a recently conducted poll, 70-80 per cent of Japanese citizens say they want the Olympics cancelled or postponed. However, till now, there is no indication this will happen.

The atmosphere could be similar at this summer's coronavirus-delayed Games, with overseas fans already barred and organisers set to decide in June how many domestic spectators can attend, if any at all.

Although the test events are unusual, they lend weight to the argument that the Olympics can be held despite the pandemic, which has left Tokyo and other areas under a state of emergency.

There was more noise outside the stadium on Sunday, with around 100 people protesting against an Olympics that polls show a majority of Japanese oppose.

Hubbard, who also competed as a male, became eligible to lift as a woman after showing testosterone levels below the threshold required by the International Olympic Committee.

She is aiming to make New Zealand's Tokyo Olympics squad to contest the women's +87kg category, an event in which she is currently ranked 16th in the world.

Holding the postponed Tokyo Olympics this summer will be "really difficult" given a spike in coronavirus infections across Japan, the head of the Tokyo Medical Association has warned.

Haruo Ozaki sounded the alarm as rising daily cases prompt new virus restrictions in Tokyo and elsewhere in Japan.

"If infections spread further, in reality it would be difficult to hold the Olympics in its regular form with athletes coming from various countries, even if the Games are held with no spectators," the Sports Hochi daily quoted him as saying at a Tuesday press conference.

On his Facebook page Wednesday, Ozaki said the report reflected his concerns, even though recent successes by Japanese swimmer Rikako Ikee and golfer Hideki Matsuyama had been inspiring.

"I couldn't hold back my tears watching Ikee and Matsuyama's great performances. I want to watch their great performances at the Olympics too," he wrote.

"But, from my position as the head of medical workers, I have to say that holding the Games is really difficult."

Ozaki called on organisers to "show concrete measures on how they can prevent the spread of infection at home and abroad."

"Then we would like to sincerely study if such a plan is realistic," he wrote.

The comments come as Tokyo marks 100 days until the virus-postponed 2020 Olympics open on July 23.

The rise in Covid-19 cases in Japan and abroad is fuelling concerns about whether the Games can, or should, go ahead.

New virus restrictions have been put in place in several parts of Japan, including Tokyo and Osaka.

The measures are significantly looser than lockdowns seen in other parts of the world, but they have forced the Olympic torch relay off public roads in Osaka.

Instead, the flame is being carried along a closed course inside a park with the public kept away.

Olympic organisers have released a series of virus rulebooks they say will keep the Games safe.

They will bar overseas spectators, limit the movement of athletes and require regular virus testing.

But vaccination will not be required and quarantine rules will be waived for Olympic participants.

"We will do our utmost in terms of coronavirus measures and continue to work with related areas to contain the spread of infections and hope to work towards a safe and secure Games," Suga said.

Japan has fared better than most countries during the pandemic, with fewer than 9,000 coronavirus deaths, but Tokyo reported 420 cases on Wednesday, the highest single-day figure this month.

The majority of the public is against the Olympics being held as scheduled, polls show.

The relay, which will culminate with the Olympic opening ceremony on July 23, has been hit by several high-profile runner cancellations as celebrities and top-level athletes have pulled out, citing late notice and worries over the pandemic.

The starting ceremony was held at J-Village in Fukushima, a sports complex converted for several years into a staging ground for workers decommissioning the crippled nuclear power plant.

"For the torch relay viewing, please ensure you are wearing a mask, keep a proper distance, don`t stand close to each other and support with things like clapping, instead of using a loud voice," an announcer at the site said.

The brief and solemn ceremony - originally planned for thousands of fans as a celebration of Japan`s recovery - was closed to the public.

It featured several low-key events, including a drum concert and dance performances by a group of residents from Fukushima, followed by a children`s choir.

Members of the Japanese national women`s soccer team used the Olympic flame, flown in from Greece last year, to light the torch.

The runners, some wearing masks and white uniforms decorated with red ran out of J-Village and passed on the flame to the next runner. About a dozen staff escorted the runner, racing together and following a van guiding the relay.

"I’m convinced that, under this coronavirus pandemic, the Olympics will surely bring courage and vigour to people in east Japan, where recovery is still halfway through," Norio Sasaki, coach of the women`s soccer team that won the 2011 World Cup, said after running the first leg of the relay.

Television helicopters followed the run and the number of roadside spectators, waving Olympic flags, increased as the day went on. But they were masked and kept apart.

Organisers have said that the relay will skip areas that are too crowded, or pause until people disperse.

"Fukushima`s recovery is going steadily," Fukushima governor Masao Uchibori said at the launch ceremony.

"But when people see the spectators lining the roads and the passion of the runners, I think they'll update their image of the place."

The virus-delayed torch relay begins about 20 miles (32 kilometres) from the Fukushima Daiichi nuclear plant that went into meltdown when the massive quake and tsunami struck on March 11, 2011.

Around 18,500 people were left dead or missing, most of them victims of the devastating tsunami.&nbsp;

Tens of thousands were forced to flee their homes, with radiation making some areas uninhabitable for years.

The area's recovery is not complete even now, but residents are ready to show the world how much progress has been made.

The torch relay will start at the J-Village football training facility, which was once the front-line command centre for the clean-up operation at the nuclear plant.

Now it has been restored to its original purpose, with pristine green pitches welcoming the footballers who train there.

"I think it's very meaningful that the relay will start from Fukushima 10 years after the disaster," said Nojiri.

The Olympics and the relay were delayed by a year because of the pandemic and ongoing virus fears mean the torch festivities have been pared back, with the departure ceremony and first leg closed to the public.

Cheering is forbidden along the route, which will criss-cross Japan and involve around 10,000 runners, and the relay will be suspended if large crowds gather.

Yumiko Nishimoto, a torchbearer on the first day, has "mixed feelings" over the behind-closed-doors departure ceremony, which features a simplified programme with a reduced number of performers.

"Local people were looking forward to it, and some of them wanted to go and watch," said Nishimoto, who leads a community project to plant 20,000 cherry trees, one of the initiatives to restore the area.

"I wonder if organisers could have made more of an effort, considering it's an outdoor event. The situation with infections is not the same here as it is in Tokyo."

But Nishimoto is determined not to let the virus put a dampener on the occasion, which she sees as a chance to show "both positive and negative aspects" of Fukushima's recovery.

Organisers have been keen to play up the benefits of hosting the Olympics for areas affected by the disaster.

But parts of the region remain off-limits due to high radiation, and some hollowed-out towns are still struggling to lure people back to rebuild their communities.

"The torch relay will pass through areas where people still can't return, and you can't cover that up -- that's the reality and you need to understand that," said Nojiri.

"But a lot of people are moving forward and living life with a smile on their faces, and I want people to see that."

William McMichael, a Canadian lecturer at Fukushima University who has lived in the area since 2007, has been inviting overseas students since the disaster, in the hope of changing perceptions.

McMichael, who will run on the third day of the relay, wants the world to see what Fukushima is really like and hopes residents will "realise that the whole world is still thinking about them".

Fukushima will also play an active part in the Games, hosting Olympic baseball and softball.

And Nojiri thinks the region can offer the world important lessons and hope at a tough time.

"Ten years ago, Fukushima went through a disaster that other countries haven't experienced, but it got back on its feet," she said.

But last March strict virus border rules were imposed, all but barring foreign tourists, and the Tokyo Olympics were postponed for a year.

But the boost from Olympic visitors is often overestimated, analysts say. Their spending would probably have totalled 95 billion yen ($870 million), equivalent to 0.02 percent of Japan's GDP, research firm Capital Economics said in a November estimate.

A decision on whether to limit domestic fans has not yet been made, but crowd restrictions and the exclusion of foreign fans could mean losses of around 200 billion yen ($1.8 billion), according to Takahide Kiuchi, an executive economist at Nomura Research Institute.

"That is not big enough to sway the Japanese economy, but it still is certainly a major economic loss," he wrote in a report.
