It further reminded the countries that they must "fully comply" with their duties which have been mentioned in the 1967 Outer Space Treaty forbids the placement of nuclear weapons in space.&nbsp;

The treaty includes not deploying "objects carrying nuclear weapons or any other kinds of weapons of mass destruction, or station such weapons in outer space in any other manner," as per the document.

In the resolution, the name of Russia does not appear directly.

But it came weeks after the Biden administration said that Moscow had plans to create an anti-satellite space weapon.

As per a report by Russia's&nbsp;state news agency TASS, Putin on Thursday (Mar 14) told his officials that space projects, including the construction of a nuclear power unit in space, must be a priority and should get proper financing.

This comes as last month CNN quoting sources reported that Moscow was trying to develop a nuclear space weapon with the capability to cripple a huge number of commercial and government satellites.

During a meeting with government members, ahead of the Russian presidential election, Putin said Russia has "good competencies and, moreover, even has such reserves that we can be proud of, which we can count on in the future".

This comes as, last week, Yuri Borisov, the head of Russia's space agency Roscosmos, revealed that Russia and China were working on a project that could see the installation of a nuclear projector on the Moon.

"It seems that we are all used to the fact that we have such competencies that other countries do not possess, but we need to pay special attention to them so that they develop and can be used in the future to solve those tasks that can and should be solved with the help of these technologies," said Putin.

Artificial intelligence (AI) is becoming increasingly prevalent in our daily lives, leading to concerns about its potential impact on employment, disruptions in different industries, and the propagation of political ideologies.

WION spoke with Kevin Baragona, the founder of DeepAI.org, on how one should envision the future of AI in the next decade. DeepAI is the first online text-to-image generator and recently added AI Chat. It offers free access without any registration and has upgraded plans as well.&nbsp;

<h2>Deepfakes and the threat of AI propagating political ideologies&nbsp;</h2>

As much as it is interesting to create pictures or videos&nbsp;that appear real, the DeepAI.org founder said that the trouble is when they’re used to malign others or mislead people.&nbsp;

"Deepfakes in politics could have broad-reaching ramifications such as creating media of leaders declaring the next world war."

Baragona called on deepfakes made without prior permission to be declared illegal. "No one should be able to steal your face and voice."

He pointed out how there is already been at least one instance where a fake image of a bombing of the Pentagon caused the stock market to drop.&nbsp;

"The most obvious is creating deepfakes of political leaders and those in the public eye. They could be generated stating various positions that differ from their actual platform. These could spread rapidly through social media and online communities and never be fully corrected."

For instance, he said, there was a case where a deepfake of Ukrainian President Zelensky manipulated Fed Chairman Jerome Powell into revealing information.&nbsp;

<h2>Lightning-fast AI tech&nbsp;</h2>

Speaking on the ease with which AI can be put into use, the expert said, "Prior to AI, designers could have readily created the same image with Photoshop. But with AI text-to-image generators, it’s much faster and anyone can do it."

He calls AI as the "nuclear weapon of software."&nbsp;

"With nuclear weapons, just because you have the blueprint of how to make a nuclear bomb, doesn’t mean you have the materials or production facility to do so. In many cases, these aren’t seasoned criminals, but kids in need of guidance. But, if they’re allowed to go unchecked without proper oversight and discipline, they could cause a lot of harm to others," he said. &nbsp;

<h2>Disruption in transportation, education industry&nbsp;</h2>

The expert said that transitioning to AI navigation will also result in large-scale job displacement in the personal and commercial transportation industry. "Drivers will simply not be needed anymore," he said.&nbsp;

He continued speaking on how AI can also bring about disruption in the education sector. The DeepAI.org founder said that online learning platforms are experiencing sharp declines as students can use online chatbots to access expert training on any subject.&nbsp;

Speaking on his own AI application DeepAI.org, Baragona said, "Even at DeepAI, sometimes we get inquiries from people writing computer applications using our API. We just submit their coding questions to our own chatbot and it fixes it for them."

<h2>Job displacement&nbsp;</h2>

Baragona opined that job displacement isn’t always a bad thing, as new jobs will be created along the way. &nbsp;

On the future of work in an AI-dominated world, he said the question is, will the workers be able to retrain themselves and learn new skills.&nbsp;

"One job that’s been created is Prompt Engineer," he said giving an illustration of jobs created courtesy of AI technology. "Even just 12 months ago, prompt engineering wasn’t interesting to anyone outside the AI research community."&nbsp;

AI revolution also comes with more job opportunities for unskilled people. DeepAI.org founder said, "AI could create jobs in that it allows people who aren’t as skilled at a task to provide professional quality work in it."&nbsp;

<h2>AI regulations&nbsp;</h2>

DeepAI.org founder Kevin Baragona has been calling for regulations on AI, and part of this should entail providing the legislation support and financial resources to enforce how this new technology is used.&nbsp;

"We need our cyber crime police units to be able to identify, stop and prosecute all forms of cyberattacks, including those conducted with AI tools."&nbsp;

"With nuclear weapons, just because you have the blueprint of how to make a nuclear bomb, doesn’t mean you have the materials or production facility to do so. In many cases, these aren’t seasoned criminals, but kids in need of guidance. But, if they’re allowed to go unchecked without proper oversight and discipline, they could cause a lot of harm to others," he said. Job displacement Baragona opined that job displacement isn’t always a bad thing, as new jobs will be created along the way. On the future of work in an AI-dominated world, he said the question is, will the workers be able to retrain themselves and learn new skills. "One job that’s been created is Prompt Engineer," he said giving an illustration of jobs created courtesy of AI technology. "Even just 12 months ago, prompt engineering wasn’t interesting to anyone outside the AI research community." AI revolution also comes with more job opportunities for unskilled people. They generally have small explosive power and are defined in contrast to strategic nuclear weapons, which are designed mostly to be targeted at the enemy interior far away from the war front against military bases, cities, towns, arms industries to damage the enemy's ability to wage war.

So far, no tactical nuclear weapon has ever been used in a combat situation.

The tactical nuclear weapons can be one kiloton or less (producing the equivalent to a thousand tonnes of the explosive TNT). The largest ones can be as big as 100 kilotons.

For comparison, the atomic bomb dropped by US on Hiroshima, Japan, in 1945 was 15 kilotons.

These tactical weapons were developed early during the Cold War era as method of deterrence. Apart from Russia, US and its European allies have these weapons as part of their "flexible response" to any threat from Russia and its allies.

How many tactical weapons does Russia have?

Limited information is available to know exactly how many tactical nuclear weapons Russia has&nbsp;because it is an area still shrouded in traditions of Cold War secrecy.

However, US intelligence pegs Russia’s number to about 2,000.

On other hand, the United States has around 200 such weapons, half of which are stationed at bases in Europe. These 12-ft B61 nuclear bombs, with different yields of 0.3 to 170 kilotons, are deployed at six air bases across Italy, Germany, Turkey, Belgium and the Netherlands, according to Reuters news agency.

How can they be used?

Tactical nuclear warheads can be placed on various types of missiles which are normally used to deliver conventional explosives, such as cruise missiles and artillery shells.

They can also be fired from aircraft and ships as anti-ship missiles, torpedoes and depth charges.

The US claims that Russia has recently been investing heavily in these weapons to improve their range and accuracy.

What are the concerns?

The United States has cautiously reacted to the news saying that the world faces the gravest nuclear danger since the 1962 Cuban Missile Crisis, citing the remarks made by Putin during the Ukraine conflict.

However, Moscow says that his remarks have been taken out of context.

Kyiv and its Western allies fear tactical nuclear weapons could be used in battle after Putin and others warned Russia was prepared to use all its vast arsenal in defence.

Stationing nuclear weapons

After the collapse of the Soviet Union in 1991, the US made strident efforts to return the Soviet nuclear weapons stationed in Belarus, Ukraine and Kazakhstan to Russia - which inherited the nuclear arsenal of the Soviet Union.

Since the weapons were returned in the early 1990s, Russia has not announced any nuclear weapon deployments outside its borders.

According to the Treaty on the Non-Proliferation of Nuclear Weapons, which was signed by the Soviet Union, no nuclear power can transfer nuclear weapons or technology to a non-nuclear power. But it does allow for the weapons to be deployed outside its borders but under its control - as with US nuclear weapons in Europe.

Who can order the launch of nuclear weapons?

As with other countries, the head of the state is the ultimate decision-maker. In Russia, President Vladimir Putin wields the power when it comes to ordering the use of Russian nuclear weapons, both strategic and non-strategic, according to its nuclear doctrine.

These weapons are stored in at least 30 military bases and silos under the control of the 12th Main Directorate of the defence ministry (12th GUMO) headed by Igor Kolesnikov, who reports directly to the defence minister.

In order to launch a strategic nuclear weapon strike, Putin would have to consult with senior allies from the Russian Security Council before ordering, via the general staff, that a warhead be joined with a delivery vehicle and prepared for a potential launch order.

Since Putin cannot predict the US response, Russia's entire nuclear posture would change: submarines would go to sea, missile forces would be put on full alert and strategic bombers would be visible at bases, ready for immediate take-off.

Senior Russian military officials recently discussed the possibility of using tactical nuclear weapons in the Ukrainian war, sending alarm bells in the Biden administration, US media reported citing an assessment drafted by the National Intelligence Council (NIC).

However, President Vladimir Putin was not involved in the talks, the assessment by US intelligence said.

According to the New York Times (NYT), the assessment was circulated inside the US government in mid-October.

Tactical nuclear weapons are meant to be used at shorter ranges in combat as opposed to the intercontinental ballistic missiles which are designed to cause massive destruction.

Russia has a stockpile of 2,000 tactical nuclear weapons, the Pentagon estimates. However, none of them has been used in any combat, reports NYT.

Responding to the reports, John F&nbsp;Kirby, a National Security Council official, said that the White House had grown "increasingly concerned" about the potential use of nuclear weapons over the last few months.

&nbsp;“Putin’s threats to use nuclear weapons seem to be empty unless Ukraine attacks Russian city centres or the 'counter value' targets through conventional weapons and thus forces Moscow to actually consider the nuclear weapon use, which again is highly unlikely."

Is Putin in a position to use nukes?

To answer that, Dr Chaurasiya says that Putin is not in a position to use nuclear weapons. “Not because someone is literally stopping him from pressing ‘the button’ but because we know that he is clever enough to not commit a politico-strategic suicide,” she adds.&nbsp;

&nbsp;“Given his experience as a political leader, he is well aware that the ‘use’ of a nuclear weapon would mean surrendering a crucial bargaining chip. Not the actual use but the threat to use nuclear weapons is what has made the nuke game work all through the Cold War. It is a tool of deterrence and a game of strategic brinkmanship. Nuclear weapon use does not benefit Russia in the given scenario in Ukraine. 
 
"Ukraine is a neighbour and the present conflict is primarily about sovereignty over the territory, the disputed provinces of Donetsk and Luhansk. The impact of the use of this technology of weapons would certainly fall on Russia as well as the very territories that Russia is aiming to fetch. Thus, it defeats any strategic gain,” continues Dr Chaurasiya.
