The Indian Ambassador to North Korea (DPRK) Atul Malhari Gotsurve speaking on the COVID situation in the country has said life has been normal in the country's capital Pyongyang. North Korea's official name is the Democratic People's Republic of Korea (DPRK). Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal from Pyongyang, Ambassador Gotsurve describing the situation in the country said "shops, services, universities, schools, factories and offices" are open in the country and few Indians left the country on 9th March to Vladivostok on a flight specially arranged for foreigners by DPRK. This is the first time any Indian Ambassador to DPRK has spoken to any India based channel in past few years.

WION: How has been the ground situation in DPRK? How are Indian diplomats faring?

Ambassador Atul Malhari Gotsurve: According to the local authorities, there is no Covid- 19 case in DPRK. As per the local office of WHO, the country has carried out hundreds of tests for Covid-19 and none of them has been found to be positive. I find that life in Pyongyang is normal. Shops and services are open and so are the universities, schools, factories and offices. Public transport for locals too is functioning smoothly. Despite some difficulties created by the extraordinary Covid-19 pandemic around the world as also in DPRK, the morale of all of us at the Embassy is high.

WION: Anything about the measures taken by the DPRK Government to contain the spread?

Ambassador Atul Malhari Gotsurve: DPRK had moved very early to combat Covid-19 with several anti-pandemic measures which continue till date. The Government here took the first step of snapping all international air links with the outside world as early as 1 st February 2020. Similarly, the international land borders with China and Russia were also sealed with no one allowed to either enter or exit the country. Everyone, including diplomats who went to China in January 2020, was quarantined for a month. Any person, if allowed at all, to enter DPRK, has to undergo a 30-day quarantine at a special place designated by the local authorities. Use of face mask is compulsory for everyone, including diplomats, at all public places. Shops, restaurants, offices, factories, hospitals, etc. have the protocol to go through thermal screening and to use hand-sanitizers before entering the building. These steps seem to have shown good results in combating Covid-19.

WION: How is the Indian Mission reaching to stranded Indians, if there are any?

Ambassador Atul Malhari Gotsurve: There are no stranded Indians in DPRK. The number of the Indian diasporas is small and most of them work for UN Agencies and International Aid Organisations. The Mission is in constant touch with them at a personal level and also through social media platform on a regular basis. A few Indians left Pyongyang by a flight specially arranged for foreigners by DPRK to Vladivostok on 9 March 2020 and have reached India safely.

WION: Any plans for repatriation?

Ambassador Atul Malhari Gotsurve: As of now, there is no request for repatriation from any Indian. If required, we will assist the Indian community suitably in co-ordination with the local authorities and MEA, New Delhi.

Amid Covid- 19 crisis, life in Pyongyang normal says India's envoy to North Korea

North Korea on Saturday said that it supports China's decision to impose new national security laws in Hong Kong, calling it a "legitimate step" to safeguard the state security.

"Since Hong Kong issue is an issue pertaining thoroughly to the internal affairs of China, any country or force has no rights to say this or that about the issue," North Korea's KCNA state news agency cited a representative of North Korea’s foreign ministry as saying.

"We categorically oppose and reject the outside interference detrimental to the security and the social and economic development of Hong Kong."

North Korea's comments come after Beijing this week imposed a new national security law on Hong Kong that some say could restrict freedoms in the former British colony, and as US President Donald Trump intensified his confrontation with China by announcing a slew of measures to end the territory's special trade status with the US.

North Korea has previously supported Beijing over the protests in Hong Kong and over China's "one country and two systems" policy.

Gravitas: What are North Korea's 'functional vegetables'?

North Korean leader Kim Jong Un has made an unusually small number of public appearances in the past two months, once again going three weeks without state media reporting his attendance at a public event, according to analysts.

Kim’s low profile comes as North Korea imposes anti-coronavirus measures, although the country says it has no confirmed cases, and follows intense speculation about his health last month after he missed a key anniversary.

Kim has appeared publicly four times in April and so far in May, compared to 27 times in the same period last year.

Since coming to power in 2011, the previous fewest public appearances Kim has made during those months was 21 in 2017, according to a tally by Chad O’Carroll, CEO of Korea Risk Group, a Seoul-based organisation that tracks North Korea.

“This is not business as normal,” he said in a post on Twitter this week.

As a leader with near-absolute power over North Korea’s 25.5 million people, and access to a growing arsenal of nuclear weapons, Kim’s health and whereabouts are often scrutinized by the international community for any signs of instability.

Information in North Korea is tightly controlled, however, and independently confirmed details on Kim are almost non-existent.

South Korean officials have said they believe Kim’s limited public appearances may be precautions in the face of coronavirus concerns. North Korea has cancelled, postponed, or toned down many major public gatherings because the new coronavirus.

When asked about Kim’s absences, South Korea’s Unification Ministry said on Friday it is monitoring the situation, but noted Kim is often out of the public eye.

Citing an unnamed South Korean government official, JoongAng Ilbo newspaper reported Kim may be carrying out his duties from a favoured villa in Wonsan, on the coast.

But the North Korean leader may also simply be focused on some of the domestic economic and political goals he outlined before the coronavirus crisis struck, said Rachel Minyoung Lee, a former North Korea open source intelligence analyst in the U.S. government.

“COVID does remain a major concern for the country, but state media coverage of COVID has declined over the past month or so, so I don’t seen regime’s increased concern,” she said.

Friday marks three weeks since state media last showed images of Kim attending a public event.

North Korean state media reported Kim attended the opening ceremony of a fertilizer plant on May 1. That appearance marked a reemergence for Kim, whose unprecedented absence from a major holiday on April 15 sparked weeks of international speculation over his health and whereabouts.

Since then, state media has carried a steady stream of stories on Kim sending or receiving letters and diplomatic correspondence, but have not shown him attending public events.

Kim’s longest public absence was for 40 days in 2014. South Korea’s spy agency later said Kim had undergone a medical procedure on his ankle during that time.

North Korea's Kim keeps low public profile in May: Analysts

North Korea discussed new policies for increasing its "nuclear war deterrence" during a military meeting presided over by leader Kim Jong Un, AFP reported quoting news agency KCNA reported Sunday.

North Korea discussed new policies for increasing its "nuclear war deterrence" during a military meeting presided over by leader Kim Jong Un, AFP reported quoting news agency KCNA reported Sunday. The report did not specify what the nuclear deterrence entailed, but said that "crucial measures" were taken at the meeting "for considerably increasing the firepower strike ability of the artillery pieces of the Korean People's Army". "Set forth at the meeting were new policies for further increasing the nuclear war deterrence of the country," KCNA said. Discussions at the Central Military Commission meeting also centred on "putting the strategic armed forces on a high alert operation" in line with the "building and development of the armed forces of the country". If the meeting, the date of which was not given, occurred in the last several days, it marks Kim's first public appearance in almost three weeks, according to South Korean news agency Yonhap. News of North Korea's nuclear discussions came after a report Friday in The Washington Post that US President Donald Trump's administration had discussed holding the first US nuclear test since 1992 as a potential warning to Russia and China.

North Korea discusses new policies for increasing 'nuclear war deterrence': Report

North Korean leader Kim Jong Un has proposed new policies to increase the nation's nuclear deterrence, a media report says.

The meeting is Kim's first known public appearance ever since the world speculated about his health. The global overthought was preceded by his attendance at a ceremony marking the opening of a fertiliser factory.

Kim presided over a meeting of the Workers' Party of Korea Central Military Commission (CMC), according to state news agency KCNA.

The meeting "served as a historic turning point of great significance in increasing the capabilities of the revolutionary armed forces," according to KCNA.

The news agency said "crucial measures for considerably increasing the firepower strike ability of the artillery pieces of the Korean People's Army" were taken at the meeting, as well as actions "putting the strategic armed forces on a high alert operation."

At the meeting, Kim signed seven orders. The orders concerned "enhancing" the responsibility and roles of major military educational institutions, reorganising the military command system "to meet the mission and duty of the security institutions" and promoting the military ranks of commanding officers, KCNA said.

The meeting also "reviewed and analysed a series of drawbacks in the military and political activities of the overall armed forces of the DPRK" and discussed "methodological issues for overcoming them and bringing about drastic improvement," according to KCNA.

Denuclearisation talks with the US stalled last fall. Kim warned the United States that it had until the end of that year to jump start the negotiations.

North Korea then began ramping up missile testing earlier this year.

In late March, the country fired an unidentified projectile into the sea off the coast of Japan for the sixth launch by the regime in less than a month.

We will continue to research ways to produce more kinds of vegetables and contribute to improving the health of the people." The message was "in connection with the fact that China is registering success in preventing the COVID-19 infection," according to state media KCNA, with Kim extending his "warm greetings" to Xi.

Kim's temporary disappearance triggered a series of fevered rumors and unconfirmed reports over his condition, while the United States and South Korea insisted they had no information to believe any of the conjecture was true.

Kim Jong-un sends 'verbal message' to Xi Jinping for China's success on its handling of COVID-19

North Korean dictator Kim Jong-un deliberately faked his death to expose traitors in his circle and who had hopes of taking power from the leader's "death", reports claimed.

North Korean dictator Kim Jong-un deliberately faked his death to expose traitors in his circle and who had hopes of taking power from the leader's "death", reports claimed. Sky News Australia has said that Kim, 36, may have deliberately pretended to be dead so that he could figure out if there were leaks in his inner circle in North Korea. Kim disappeared from state media for three weeks, sparking wild rumours about his health and whereabouts, and worry about prospects for the nuclear-armed state in the event of an unexpected succession. Those rumours were squashed on Saturday when North Korean media published photographs and video of Kim at a ribbon-cutting ceremony for the inauguration of a fertiliser plant. Sky Outsiders host James Morrow told Australian viewers that Kim Jong may have been pulling a “classic Stalinist manoeuvre” to see what the public’s response was. It is now possible that the leader will use the responses from his long period of absence to begin “purging” those he believes colluded to take over. The leader’s reappearance into the spotlight has ruined the credibility of high profile defectors who had suggested Kim Jong was suffering from a life-threatening illness or had died. His re-emergence came as a blow to the credibility of some high-profile defectors from the North who had speculated that Kim was suffering from a grave illness or could even be dead, the report added. One of the defectors, Thae Yong-ho, was North Korea's deputy ambassador to Britain, where he managed secret funds for Kim. Thae fled to South Korea in 2016 and was one of a pair of defectors elected to parliament last month. "I am aware that one of the reasons why many of you voted for me as a lawmaker is with the expectations of an accurate analysis and projections on North Korean issues," Thae said in a statement. "I feel the blame and heavy responsibility." "Whatever the reasons, I apologise to everyone." The other prominent defector elected to parliament, Ji Seong-ho, had said in a media interview he was 99% certain that Kim had died after cardiovascular surgery and an official announcement would come as soon as Saturday. Daily NK, a Seoul-based news outlet with sources inside North Korea, reported in April that Kim was recovering from a cardiovascular procedure. Ji, who was invited to attend US President Donald Trump's State of the Union address in 2018, issued a statement to apologise. "I have pondered on myself for the past few days, and felt the weight of the position that I'm in," Ji said.

Kim Jong-un deliberately faked his death to expose traitors in his circle: Report

There are no signs North Korean leader Kim Jong Un received heart surgery when he disappeared from state media for three weeks, but he reduced public activity due to coronavirus concerns, Yonhap news agency reported on Wednesday.

Kim attended the completion of a fertiliser plant, North Korea's official media said on Saturday, the first report of his appearing in public since April 11.

Seoul's National Intelligence Service (NIS) said at a meeting with members of the parliamentary intelligence committee that the reports were "groundless," Yonhap said.

"He was normally performing his duties when he was out of the public eye," committee member Kim Byung-kee was quoted as saying.

But the lawmaker said Kim Jong Un only made 17 public appearances so far this year, compared with an average of 50 from previous years, which the NIS ascribed to a possible coronavirus outbreak in North Korea. North Korea has said it has no confirmed cases.

South Korea's Unification Minister Kim Yeon-Chul, who oversees North Korea affairs, has said Kim's public disappearance was not particularly unusual because the country had been taking stringent steps to head off an outbreak.

"It cannot be ruled out that there is an outbreak in North Korea," the lawmaker Kim Byung-kee said, according to Yonhap.

Kim Jong Un's latest pics spark rumours

A former senior North Korean diplomat apologised on Monday after saying leader Kim Jong-un was likely so ill he could not stand, days before he emerged in state media chain-smoking and walking briskly at an event attended by hundreds of officials, reported news agency Reuters.

Kim disappeared from state media for three weeks, sparking wild rumours about his health and whereabouts, and worry about prospects for the nuclear-armed state in the event of an unexpected succession.

But on Saturday, North Korean media published photographs and video of Kim at a ribbon-cutting ceremony for the inauguration of a fertiliser plant.

"I feel the blame and heavy responsibility."

"Whatever the reasons, I apologise to everyone."

The other prominent defector elected to parliament, Ji Seong-ho, had said in a media interview he was 99% certain that Kim had died after cardiovascular surgery and an official announcement would come as soon as Saturday.

"As a public figure, I will behave carefully going forward."

South Korea's ruling Democratic Party criticised the pair for carelessness and said their mistake could do more serious harm than just misinforming the public.

South Korea will further relax social distancing rules from May 6, allowing a phased re-opening of businesses, as the nation has largely managed to bring the coronavirus outbreak under control, Prime Minister Chung Sye-kyun said on Sunday.

Widespread testing, intensive contact tracing and tracking apps have enabled South Korea to limit the spread of the virus rather than rely on the lengthy lockdowns seen elsewhere.

The government “will allow businesses to resume at facilities in phases that had remained closed up until now, and also allow gatherings and events to take place assuming they follow disinfection guidelines,” the prime minister told a televised meeting of government officials.

Further easing of rules means public facilities such as parks, libraries as well as schools could reopen in phases, although the Korea Centers for Disease Control and Prevention recommended citizens to continue to exercise some caution in everyday life.

Kim Jong-un did not go through any surgery: South Korean official claims

Amid speculation over poor health and rumours of possible death, North Korean leader Kim Jong Un made his first public appearance on Friday after almost three weeks with an inauguration of a fertilizer factory.

Kim Jong-un makes first public appearance after nearly three weeks amid health rumors

North and South Korea have been a study in stark contrast ever since they got divided after World War II. With the declaration of the Soviet-Japanese War, North Korea was occupied by the Soviet Union and South Korea by the United States, with the boundary between their zones being the 38th parallel. North Korea became a dictatorship. South Korea is a democracy. More than 70 years later, both countries are worlds apart. Watch report.

The story of two Koreas: A classic case study of contrasts

Amid speculation over poor health and rumours of possible death, North Korean leader Kim Jong Un made his first public appearance on Friday after almost three weeks with an inauguration of a fertilizer factory.

Kim cut the ribbon at the opening of a fertilizer factory, north's state-run KCNA reported on Saturday, adding "all the participants broke into thunderous cheers of 'hurrah!'" when he appeared.

Kim Jong Un makes first public appearance after nearly three weeks

Nearly three weeks after North Korean leader Kim Jong Un's no-show at a key event sparked rumours he was seriously ill or even dead, state media published photos Saturday showing him in public.

Kim's conspicuous absence from the April 15 celebrations for the birthday of his grandfather, the North's founder, sparked feverish speculation over his health and who would replace him at the helm of the nuclear-armed country.

It is not the first time Kim has disappeared from public view. In 2014, he dropped out of sight for nearly six weeks before reappearing with a cane. Days later, South Korea's spy agency said he had undergone surgery to remove a cyst from his ankle.

Here is a look at why Kim's health has been the subject of so much conjecture.

Who is his successor?

Kim has been in power for nearly a decade and his death would have left Pyongyang facing an unplanned succession for the first time in its history.

Leadership has always been a family affair in the isolated North, dominated by the members of the "Paektu bloodline" -- a Northern term for the country's founder Kim Il Sung and his descendants.

Kim's three known children are still very young and there is no designated successor as far as the world is aware.

His younger sister Yo Jong -- one of his closest advisers -- is widely regarded as the top contender to succeed him but the North is a highly patriarchal society where seniority and gender both carry weight.

What happens to nuclear talks?

Kim is known in the North as the Supreme Leader and his authority spans the ruling Workers' Party and the military. All major decisions require his approval.

Kim's disappearance from public view came as Pyongyang's talks with Washington over the North's nuclear arsenal are at a standstill, despite three meetings between Kim and US President Donald Trump.

If Kim were incapacitated or dead, it would have increased uncertainty over the process.

Analysts also say it could have led to a chaotic power struggle and triggered an exodus of refugees into China -- something the North's diplomatic backer and main trading partner Beijing has long feared.

"Kim's personal profile, family history, and the structure of the North Korean regime make his health a major variable for the country's stability and foreign policy," Leif-Eric Easley, a professor at Ewha University in Seoul, told AFP.

Why so many rumours?

North Korea is an unusually opaque country, where even economic growth figures are treated as a state secret.

Observers and even diplomats in Pyongyang rely heavily on the closely controlled state media for hints of what is going on.

Secrecy is strictest of all around the leadership and the absence of information creates ample room for speculation to flourish unchecked.

Kim was last seen presiding over a ruling party meeting on April 11. But four days later he missed the celebrations for the birthday of his grandfather -- the most important date in the North's political calendar -- sparking questions over his whereabouts.

Daily NK, a South Korea-based outlet run mostly by North Korean defectors, reported Kim had undergone a cardiovascular procedure and was recovering at a villa in North Pyongan province.

Soon after CNN reported that Washington was "monitoring intelligence" that Kim was in "grave danger" after undergoing surgery, quoting an anonymous US official.

A Japanese report even said he was in a "vegetative state".

But a top security adviser to South Korea's president later told the broadcaster Kim was "alive and well". Trump also downplayed reports of Kim's poor health and possible demise.

"This incident is a reminder of how vulnerable we remain to groundless rumours about North Korea," former US government North Korea analyst Rachel Lee told AFP.

"We need more experts who can analyse North Korea using solid tradecraft."

Analysts say Kim is likely to make another public appearance in the coming days that will be reported by state media.

But an official explanation for his absence is unlikely.

Why North Korean leader Kim Jong Un's health matters

In a series of social media speculations, Kim Jong-un’s death has twittered across platforms over the last couple of weeks.

The 36-year-old North Korean Supreme Leader reportedly underwent a heart surgery recently, which may have gone awry.

Even amid all these rumours, the North Korean administration has remained mum on such claims, with no official denial or confirmation.

South Korea has said that Kim Jong-un, is “alive and well”, downplaying rumours that the North Korean leader was seriously ill after undergoing heart surgery. Watch report.

South Korea confirms Kim-Jong-Un is 'alive and well'

There's intense speculation over the health of North Korean leader Kim Jong-un over the past few days.

He has not been seen in public since April 11. He also missed the celebrations of his grandfather's birth anniversary. There are rumours that Kim is dead or in a vegetative state.

Some say it's a heart surgery gone wrong while others say it's the coronavirus. Several others believe that the North Korean leader is alive and healthy but nobody is saying where he is. China says it has no information

Meanwhile, South Korea has rubbished reports of Kim's death.

US Senator Lindsey Graham said he would be shocked if Kim is not dead or incapacitated.

Meanwhile, North Korea state TV relayed a message from Kim Jong-un which said: "Respected supreme leader Kim Jong-un has sent his thanks to the workers and officials at the construction site of the Wonsan-Kalma tourist resort."

Kim did not show up for his grandfather's birth anniversary, the biggest event in the North Korean calendar but he took time out to thank construction workers?

The coverup is poor. Adding to the speculation are two reports featuring Kim's train spotted at the North Korean resort town of Wonsan. And the second is about a Chinese medical team visiting North Korea. If all is well with Kim, then what are the Chinese doctors doing in North Korea?

The mystery around Kim is not surprising. North Korea is among one of the world's most secretive societies. There are no confirmed reports on Kim's age or how many children he has. The cult of personality is a carefully crafted one, pushed by the constant good press.

Every image, every visual, every news story involving Kim is infused with messaging and glazed with propaganda. The man defines mystery and unpredictability. No one knows where he is right now or in what state.
