In March, North Korean leader Kim Jong Un overlooked a ground test of a solid-fuel engine for a new type of intermediate-range hypersonic missile to develop national defence capability, as reported by the state media.

Japan said the missile appeared to have fallen outside of Japan's exclusive economic zone (EEZ).
Notably, Russia and North Korea are developing closer military links, and the United States and its major Asian allies South Korea and Japan are expanding security cooperation.

Russia has blocked the renewal of a UN panel monitoring sanctions against North Korea, weeks after the body said it was investigating reports of arms transfers between Moscow and Pyongyang.

Russia blocks renewal of North Korea sanctions monitors

Russia on Thursday (March 28) blocked the annual renewal of a panel of experts scrutinising the imposition of UN sanctions against North Korea over its ballistic projectile agendas and nuclear weapons.

The move comes weeks after the United Nations stated that it was probing US accusations and reports of the transfer of arms between Pyongyang and Moscow that apparently had been used by the latter in its war against Ukraine.

However, both Russia and North Korea have denied the accusations but did vow to have deepened their military relations last year.

"This is almost comparable to destroying a CCTV to avoid being caught red-handed," said South Korea's UN Ambassador Joonkook Hwang of Russia's veto.

China on Thursday abstained from the vote, while the other 13 council members voted in its favour.

"Moscow has undermined the prospect of the peaceful, diplomatic resolution of one of the world's most dangerous nuclear proliferation issues," deputy US Ambassador to the UN Robert Wood told the council.

Russia's UN Ambassador Vassily Nebenzia questioned the work done by the experts before the vote and told the Security Council, "Its work is increasingly being reduced to playing into the hands of Western approaches, reprinting biased information and analyzing newspaper headlines and poor quality photos."

<h2>'A guilty plea'</h2>

Ukraine's Foreign Minister Dmytro Kuleba took to social media and slammed the veto calling it "a guilty plea".

The United States called the veto by Russia a "self-interested effort to bury the panel's reporting on its own collusion" with North Korea.

"Russia's actions today have cynically undermined international peace and security, all to advance the corrupt bargain that Moscow has struck with the DPRK," State Department spokesman Matthew Miller said, referring to the North by its official name, the Democratic People's Republic of Korea.

Known as the Democratic People's Republic of Korea (DPRK), North Korea has been under the sanction of the United Nations over its ballistic missile and nuclear programmes since the year 2016.

Over the years, these measures have been intensified.

For the past 15 years, the UN sanctions have been monitored by the panel of independent experts reporting to the &nbsp;Security Council twice a year, further recommending efforts for improved implementation of the measures.

The directive for the current panel of experts will expire on April 30, 2024.&nbsp;

The most recent report by them, which was made public earlier this month, stated that it was probing dozens of suspected cyberattacks by North Korea that raked in $3 billion to help it further develop its nuclear weapons programme.&nbsp;

"The panel, through its work to expose sanctions non-compliance, was an inconvenience for Russia," said Britain's UN Ambassador Barbara Woodward. "But let me be clear to Russia - the sanctions regime remains in place and the UK remains committed to holding DPRK to account for its compliance."

Russian veto puts an end to monitoring of UN's North Korea sanctions

North Korea said on Tuesday (March 26) that it is not interested in a summit with Japan and would reject any talks, according to state media KCNA, potentially worsening already-hostile relations between the two countries.

Kim Yo Jong, the sister of North Korean leader Kim Jong Un, stated that Japan had requested a summit without preconditions, which she would only embrace if Japan demonstrated readiness to a fresh beginning unfettered by past obsessions.

Japanese Prime Minister Fumio Kishida refused to directly respond to Kim's comments, telling reporters late on Tuesday that Japan would continue its efforts to resolve issues with North Korea based on existing policies.

Kim Jong Un’s sister says North Korea not interested in summit with Japan

North Korean dictator Kim Jong Un's sister on Monday (March 25) claimed that Japanese Prime Minister Fumio Kishida had conveyed his hopes of meeting her brother in the immediate future. The revelation comes amid consistent backroom diplomacy aimed at securing a summit between the two sides.&nbsp;

Kim Yo Jong serves as a top advisor to her brother Kim Jong Un. In a message carried out by North Korean state media, Kim Yo Jong said that a potential improvement in Pyongyang-Tokyo ties would depend on Japan's will to make "a practical political decision", a purported reference to the&nbsp;issue of Japanese nationals abducted by Pyongyang decades ago.

She specifically pointed out the abduction issue, which she claimed had already been settled, and urged Japan to remove what she termed as "stumbling blocks" hindering bilateral relations.

Monday's&nbsp;display of military prowess by North Korea came less than four days after the conclusion of&nbsp;large-scale annual joint military drills by South Korea and the United States.

South Korea has now mobilised its military, including marines, attack helicopters, and amphibious assault vehicles, in drills aimed at reinforcing western islands near the sea border with North Korea, an area previously targeted by North Korean bombings in 2010.

North Korea's missile launches coincide with the Summit of Democracy conference in Seoul. The summit is an&nbsp;initiative by US President Joe Biden and aims to address purported&nbsp;concerns regarding democratic backsliding and the erosion of rights and freedoms globally.

Kim Jong-un's actions, thus, attract the attention of the leaders currently congregated in Seoul in another display of the militarily volatile nature&nbsp;of the region.&nbsp;

North Korea's last ballistic launch occurred on January 14, when it tested an intermediate-range hypersonic missile using solid fuel.

Later tests included the launch of multiple cruise missiles off its east coast, including a new surface-to-sea missile. At least five cruise missile tests have been conducted by North Korea since January 14.

Meanwhile, at the summit of democracy in Seoul, Blinken said that technology should be employed to sustain democratic values in the face of efforts by authoritarian and repressive regimes.

"As authoritarian and repressive regimes deploy technologies to undermine democracy and human rights, we need to ensure that technology sustains and supports democratic values and norms," he said at the opening of the Summit.

North Korean leader Kim Jong Un took his first ride in the&nbsp;Russian-made high-end luxury car that was gifted by President Vladimir Putin, said Kim’s sister, on Saturday (Mar 16) as she hailed the deepening bilateral ties between Moscow and Pyongyang.&nbsp;

<h2>‘Clear proof’</h2>

In February, Putin gifted a high-end Aurus Senat limousine made in Russia, which he had shown the North Korean leader when they met for a summit back in September. It was the first meeting between the two leaders in four years.&nbsp;

The gift has violated multiple United Nations sanctions imposed on North Korea over its nuclear and other weapons programmes by their leader. As a part of the sanctions, which were passed years ago with Russia’s approval, the import of any luxury goods or vehicles is banned into the country.

Kim used the limousine for the first time during an open event on Friday (Mar 15), said his sister and prominent government official Kim Yo Jong, according to a statement carried by the North Korean state media.&nbsp;

“The special function of the private car is perfect and can be thoroughly trusted,” said Kim Yo Jong, as quoted by the KCNA, without specifying any particular function of the vehicle that she was referring to.&nbsp;

Aurus was the first Russian luxury car brand, according to Russian media reports, and has been used in motorcades of top officials since Putin first used the vehicle during his inauguration ceremony in 2018.
