The United States will start deploying long-range fire capabilities in Germany in 2026 in an effort to demonstrate its commitment to NATO and European defence, the United States and Germany said in a joint statement on Wednesday.

The United States' "episodic deployments" are in preparation for longer-term stationing of such capabilities that will include SM-6, Tomahawk cruise missiles and developmental hypersonic weapons that have a longer range than current capabilities in Europe, the two countries said.

Both the Tomahawk and the Standard Missile-6 (SM-6) are made by RTX's Raytheon division.

Ground-based missiles with a range exceeding 500 kilometres were banned until 2019 under the Intermediate-Range Nuclear Forces Treaty signed by the Soviet Union's Mikhail Gorbachev and former US President Ronald Reagan in 1987.

It marked the first time the two superpowers had agreed to reduce their nuclear arsenals and eliminated a whole category of weapons.

Falling in line with the signatories, Germany, Hungary, Poland and the Czech Republic destroyed their missiles in the 1990s, to be followed later by Slovakia and Bulgaria.

The United States withdrew from the INF Treaty in 2019 saying that Moscow was violating the accord, citing Russia's development of the 9M729 ground-launched cruise missile, known in NATO as the SSC-8.

The Kremlin repeatedly denied the accusation and then imposed a moratorium on its own development of missiles previously banned by the INF treaty - ground-based ballistic and cruise missiles with ranges of 500 km to 5,500 km.

At the end of June, Russian President Vladimir Putin said Moscow should resume production of intermediate and shorter-range nuclear-capable missiles after the United States brought similar missiles to Europe and Asia.

Putin said Russia had pledged not to deploy such missiles but that the United States had resumed their production, brought them to Denmark for exercises and also taken them to the Philippines.

North Korea said it successfully tested a new tactical ballistic missile on Monday capable of carrying a 4.5-ton super-large warhead, state news agency KCNA reported on Tuesday.

A day earlier, South Korea reported the launch of two ballistic missiles by North Korea and said the second likely failed soon after launch, blowing up in flight over land.

The KCNA report did not make clear if two missiles were launched and referred to the projectile in a singular term.

It said the test of the new tactical ballistic missile, named Hwasongpho-11 Da-4.5, was conducted with a simulated heavy warhead to verify flight stability and accuracy.

It did not elaborate on the nature of the simulated warhead.

North Korea's report on the missile test was likely "deception" with one of the two missiles flying abnormally and appearing to show up in a field not far from Pyongyang, Seoul's Joint Chiefs of Staff (JCS) spokesperson Colonel Lee Sung-jun told a briefing.

"Conducting a test-fire inland is extremely rare and it is highly likely to be false to claim it has succeeded," Lee said.

South Korea's military conducted artillery drills at ranges within five kms (three miles) of the Military Demarcation Line inside the Demilitarized Zone (DMZ) separating the two Koreas on Tuesday morning, an Army official said during the briefing.

The resumption of such live-fire exercises near the border comes following the suspension of a military pact signed with Pyongyang after the North launched hundreds of balloons carried by wind across the border that dropped trash throughout South Korea.

The country's Missile Administration will conduct another launch of the same type of missile in July to test the "explosion power" of the super-large warhead, KCNA said in a rare disclosure of a future missile launch plan.

The Hwasongpho-11, or Hwasong-11, is a series of short-range ballistic missiles (SRBM) developed by the North that are otherwise known as KN-23 and KN-24.

South Korea's military said on Monday the first of the two missiles launched by the North appeared to be a KN-23 that flew about 600 km (373 miles).

The KN-23 is likely the missile that North Korea has supplied to Russia and was used in the war against Ukraine, according to Ukrainian authorities who examined debris from missiles launched by Russia since December.

North Korea and Russia deny any arms trade, but their ties have rapidly developed since their leaders met in September in Russia pledging closer military cooperation.

Russian President Vladimir Putin and North Korean leader Kim Jong Un met again in Pyongyang in June and signed a pact on a Comprehensive Strategic Partnership that included a mutual defence agreement.

South Korean officials have said North Korea's recent short-range ballistic missile launches may be intended to show its wares to potential buyers.

The second missile launched on Monday flew about 120 km, the South Korean military said. Given the trajectory and the location of the launch near the west coast, the missile likely fell inland in North Korea, South Korea's military said.

North Korea has raced to develop a range of ballistic missiles in recent years, which it names with the Hwasong identifier, including its intercontinental ballistic missiles (ICBM). Hwasong is Korean for Mars.

On Tuesday, KCNA reported the North's ruling Workers' Party Central Committee concluded four days of policy meetings led by its leader Kim.

The report said Kim highlighted the progress made in the industrial and agricultural sectors in the first half of the year and presented goals and strategy for the second half.

In a departure from usual reporting on his fiery remarks on arms development and anti-U.S. struggle at similar meetings, KCNA made scant mention of any discussion on defence or foreign policy, only saying Kim gave directions for its armed forces.

North Korea tests missile capable of carrying super-large warhead

North Korea on Monday (July 1) fired two short-range ballistic missiles, reported South Korea's military. This comes a day after the North warned of "fatal consequences" following major joint exercises in the South.

The South Korean Joint Chiefs of Staff (JCS) reported that it detected the first missile launch early in the morning — at 5:05 am (2005 GMT) — and the second launch approximately ten minutes later. It said that while the first missile travelled roughly 600 kilometres (372.82 miles), the second one covered a distance of 120 kilometres.

North Korea claimed to have successfully tested its multiple-warhead missile capability, according to state-run KCNA news agency Thursday.

Pyongyang "successfully conducted the separation and guidance control test of individual mobile warheads" on Wednesday," KCNA reported, adding that the "separated mobile warheads were guided correctly to the three coordinate targets."

"The test is aimed at securing the MIRV capability," it said, referring to multiple independently targetable reentry vehicle technology -- or, the ability to fire multiple warheads on a single ballistic missile.

The statement came a day after South Korea's military said the North had test-fired what appeared to be a hypersonic missile on Wednesday, but the launch ended in a mid-air explosion.

The missile took off from an area in or around Pyongyang at about 5:30 am (2030 GMT) and South Korean and US intelligence agencies were conducting a detailed analysis, Seoul's Joint Chiefs of Staff said in a statement.

The JCS official said the test of what appeared to be a hypersonic missile ended in failure after a journey of some 250 kilometres (155 miles).

More smoke than usual appeared to emanate from the missile, raising the possibility of combustion issues, the official said, adding it may have been powered by solid propellants.

Japan also confirmed the launch, with its coast guard saying the missile splashed down in the Sea of Japan, also known as the East Sea.

According to KCNA, the test "was carried out by use of the first-stage engine of an intermediate-range solid-fuel ballistic missile within a 170-200 km radius."

"The effectiveness of a decoy separated from the missile was also verified by anti-air radar," it said.

The test follows North Korea launching hundreds more trash-carrying balloons southward on Monday and Tuesday, the latest in a series of border barrages that have sparked a tit-for-tat propaganda campaign.

Late Wednesday, South Korea's military said the North has again floated another round of trash-carrying balloons southward for the third consecutive day, advising the public to report the balloons if spotted and refrain from touching them.

In response, Seoul has fully suspended a tension-reducing military deal and restarted some propaganda broadcasts from loudspeakers along the border.

Meanwhile, South Korea's Marine Corps resumed live-fire exercises on islands near the western inter-Korean border on Wednesday, marking the first such exercises since a 2018 tension-reducing military deal with the North was suspended earlier this month over the balloon-borne propaganda.

South Korea and the US also staged joint air drills Wednesday involving around 30 aircraft, including Washington's advanced stealth fighter jet, F-22 Raptor.

On Tuesday, President Yoon Suk Yeol visited a US aircraft carrier that arrived in South Korea at the weekend for joint military drills aimed at countering North Korean threats.

The drills, which include Japan, are set to go ahead later this month.

Pyongyang has routinely criticised such exercises as rehearsals for an invasion.

The missile took off from an area in or around Pyongyang at about 5:30 am (2030 GMT) and South Korean and US intelligence agencies were conducting a detailed analysis, Seoul's Joint Chiefs of Staff said in a statement. Also Read: North Korea faces rare missile test failure amid war of trash balloons with South Korea The JCS official said the test of what appeared to be a hypersonic missile ended in failure after a journey of some 250 kilometres (155 miles). More smoke than usual appeared to emanate from the missile, raising the possibility of combustion issues, the official said, adding it may have been powered by solid propellants. Japan also confirmed the launch, with its coast guard saying the missile splashed down in the Sea of Japan, also known as the East Sea. According to KCNA, the test "was carried out by use of the first-stage engine of an intermediate-range solid-fuel ballistic missile within a 170-200 km radius." "The effectiveness of a decoy separated from the missile was also verified by anti-air radar," it said. Watch: Russia and North Korea sign strategic partnership treaty In response, Seoul has fully suspended a tension-reducing military deal and restarted some propaganda broadcasts from loudspeakers along the border.

They added, “After our military’s warning broadcasts and warning shots, the North Korean soldiers retreated back northward.”

A report by the South Korean news agency Yonhap citing the officials said that the incursion appeared to be accidental, adding that the North Korean soldiers returned to their jobs soon after and continued to work into the night after returning to their side of the border.

The incident came after Putin’s first visit to Pyongyang in 24 years, where the Russian president and the North Korean leader Kim Jong Un signed a strategic treaty which included a commitment to come to each other’s aid if attacked.

President Vladimir Putin reached North Korea on Wednesday (Jun 19), after stopping over at Russia's far eastern region of Sakha for a few hours, making the first trip to the country by a Russian leader in 24 years.

Ahead of his rare visit to Pyongyang, Putin hailed North Korea for “firmly supporting” Moscow’s war in Ukraine and also promised to build trade and security systems which are not controlled by the West.

Putin thanks North Korea for support

In a letter published by North Korean state media, the Russian president pledged his unwavering support for North Korea.

Putin landed on Wednesday morning for his two-day visit to the isolated nation in 24 years amid the ongoing war between Russia and Ukraine as well as the confrontation between North and South Korean troops on their shared border.

The Russian president also highlighted that the two nations have developed good relations and partnerships over the past seven decades based on equality, mutual respect and trust.

He also thanked North Korea for supporting what Moscow calls its “special military operation” in Ukraine despite “U.S. pressure, blackmail and military threats”.

“We highly appreciate that the DPRK (Democratic People’s Republic of Korea) is firmly supporting the special military operations of Russia being conducted in Ukraine,” Putin wrote in the article, referring to North Korea by its official name.

He added that Russia and the North are “now actively developing the many-sided partnership”.

Putin vows trade, security

Ahead of Putin’s visit, Russian foreign policy adviser Yuri Ushakov said Moscow and Pyongyang may sign a partnership agreement which would include security issues.

In his letter, Putin said Russia and North Korea will develop trade and payment systems “that are not controlled by the West”.

The two countries, the Russian president wrote, will also jointly oppose sanctions which he described as “unilateral and illegal restrictive measures” against their nations.

Russia has been grappling with thousands of sanctions imposed against it by the West after it invaded Ukraine in late February 2022.

Putin thanks North Korea for support In a letter published by North Korean state media, the Russian president pledged his unwavering support for North Korea. Putin landed on Wednesday morning for his two-day visit to the isolated nation in 24 years amid the ongoing war between Russia and Ukraine as well as the confrontation between North and South Korean troops on their shared border. Watch this report: The Russian president also highlighted that the two nations have developed good relations and partnerships over the past seven decades based on equality, mutual respect and trust. Putin vows trade, security Ahead of Putin’s visit, Russian foreign policy adviser Yuri Ushakov said Moscow and Pyongyang may sign a partnership agreement which would include security issues. Meanwhile, North Korea, for years now, has been under heavy United Nations Security Council (UNSC) economic sanctions over its nuclear weapons and missile programs. Russian President Vladimir Putin will make a rare visit to North Korea this week, marking a significant step in the strengthening alliance between Moscow and Pyongyang.

This visit, the first by a Russian leader to North Korea in 24 years, shows the deepening military ties between the two nations as they seek mutual support against the backdrop of the ongoing war in Ukraine.

The Kremlin confirmed the visit on Monday (June 17). “At the invitation of the chairman of state affairs of the D.P.R.K., Kim Jong-un, Vladimir Putin will pay a friendly state visit to the Democratic People’s Republic of Korea on June 18-19,” according to a statement by Kremlin.

The visit comes at a critical juncture.

US Deputy Secretary of State Kurt Campbell expressed apprehension during a phone call with South Korea’s Vice Foreign Minister. He noted that further military cooperation between Russia and North Korea could undermine regional stability.
