A North Korean defector crossed the heavily fortified border into South Korea by walking across the peninsula's dividing line, Seoul's military reported on Tuesday (Aug 20).

Since the peninsula was divided by war in the 1950s, tens of thousands of North Koreans have fled to South Korea but the majority crosses the land border into China first.

Preliminary figures from the unification ministry show this year until June some 105 people defected.
Seoul's military said it picked up one alleged North Korean individual on the eastern front and handed them over to the relevant authorities".

According to Yonhap news agency, the defector was a staff sergeant who received some guidance from South Korea's military during the defection.

The number of defections has significantly decreased since 2020 after North Korea sealed its borders to prevent the spread of COVID-19, reportedly issuing shoot-on-sight orders along the land frontier with China.

However, after border controls eased in 2023, the number of defections rose with 196 making it to the South last year.

According to local media reports, the latest defector walked along the road by the waterfront in eastern Gangwon province, and was wearing a North Korean military uniform when picked up by authorities.

This marks the second time this month that someone has crossed the de facto maritime border in the Yellow Sea. The first incident occurred on August 8.

This comes as relations between the two Koreas are at one of their lowest points in years, with the North ramping up weapons testing and bombarding the South with trash-carrying balloons.

A professor at Ewha Woman's University, Park Won-gon said a rise in defections suggested the internal situation is bad in North Korea.

In retaliation for North Korea's trash balloon campaign, Seoul scrapped a military tension-reduction agreement and resumed border propaganda.

Such campaigns can take months to have any impact on defections, Park said.

"Turning on the loudspeaker doesn't mean the North Koreans are going to defect to the South right away," Park said.

North Korea is set to reopen its doors to international tourists, beginning with the city of Samjiyon by December, according to tour operators Koryo tours and KTG. This move ends a four-year hiatus due to the pandemic and could be a crucial step for North Korea’s struggling economy.

North Korea closed its borders for foreign tourism in the early 2020s, during the start of the COVID-19 pandemic. Nearly after five years, North Korea will reopen its borders to foreign tourists in the winter this year.

This comes after North Korea started easing its restrictions around the middle of last year. The closing of borders also halted the import of goods leading to food shortages already worsened by the international sanctions due to the country’s nuclear programme.

As per the BBC report, tourists will be allowed to the mountainous northern city of Samjiyon very soon.

BBC quoted Shenyang's KTG Tours as writing on its Facebook page on Wednesday: “So far just Samjiyon has been officially confirmed but we think that Pyongyang and other places will open too!!!”. As per the Beijing-based Koryo Tours, tourists can visit other parts of North Korea in December.

Paektu is known as the site where Kim Il Sung fought against Japanese forces. It is also said to be the birthplace of Kim Jong II. In recent times, Samjiyon has reportedly undergone significant development.

In July, North Korean leader Kim Jong Un reportedly announced plans to enhance its airports, develop new railways, and hotels to attract tourists as well as transform a military ski base into a resort. However, North Korea will only welcome foreign visitors from “friendly” countries, reported BBC, citing the state media.

Since early 2024, only tourists from Russia were granted permission to visit North Korea, reflecting the warming ties between the two countries. The Koryo Tours told the BBC that North Korean authorities allowed tourists from every country except South Korea. However, the United States has banned its citizens from visiting North Korea.

In August last year, North Korean authorities allowed the return of citizens who were stuck outside the nation because of border restrictions, one of the last countries to ease such measures.

North Korea wants to reopen nuclear talks with the United States if Donald Trump is re-elected as president and is working to devise a new negotiating strategy, a senior North Korean diplomat who recently defected to South Korea told Reuters.

The escape of Ri Il Gyu from Cuba made headlines globally last month. He was the highest-ranking North Korean diplomat to defect to the South since 2016.

In his first interview with international media, Ri said North Korea has set Russia, the U.S. and Japan as its top foreign policy priorities for this year and beyond.

While bolstering relations with Russia, Pyongyang was keen to reopen nuclear negotiations if Trump - who engaged in both fiery brinkmanship and unprecedented diplomacy with North Korea during his previous term - won re-election in November, Ri said.

Pyongyang's diplomats were mapping out a strategy for that scenario, with the goal of lifting of sanctions on its weapons programmes, removing its designation as a state sponsor of terrorism and eliciting economic aid, said Ri.

His comments signal a potential about-face from the North's current stance after recent statements ditching the possibility of dialogue with the U.S. and warning of armed confrontation.

A summit between North Korean leader Kim Jong Un and Trump in Vietnam in 2019 collapsed over sanctions, for which Ri partly blamed Kim's decision to entrust "inexperienced, clueless" military commanders with nuclear diplomacy.

"Kim Jong Un doesn't know much about international relations and diplomacy, or how to make strategic judgment," he said.

"This time, the foreign ministry would definitely gain power and take charge, and it won't be so easy for Trump to tie North Korea's hands and feet again for four years without giving anything."

RUSSIAN TIES, JAPAN AID

By forging closer ties with Russia, North Korea received help with its missile technology and economy. But a bigger benefit could be to block additional sanctions and undercut existing ones, Ri said, adding it would raise Pyongyang's bargaining power against Washington.

"The Russians got their own hands dirty by engaging in illicit transactions and, thanks to that, North Korea no longer needs to rely on the U.S. to lift sanctions, which essentially means they stripped the U.S. of one key bargaining chip," he said.

In Tokyo, Japanese Prime Minister Fumio Kishida has said he wants to meet Kim, but the issue of Japanese nationals abducted by North Korea in the 1970s and 80s has long been a stumbling block.

According to Ri, Kim would seek to hold a summit with Japan, aiming to get economic assistance in return for concessions on the abductee issue.

Tokyo believes 17 of its citizens were abducted, five of whom returned to Japan in 2002. Pyongyang sees the issue as settled, having admitted to kidnapping 13 Japanese nationals and saying those unaccounted for had either died or their whereabouts were unknown.

Ri said Kim would be willing to change that position, established under his father Kim Jong Il, in order to obtain economic support.

"They're saying that the issue was resolved, but that's just to boost negotiating power until he makes concessions at a summit," he said.

RESENTMENT AND DEFECTION

Having studied at a French school in Algeria and lived in Cuba alongside his late father, who was a state media reporter, Ri says he had imagined a life in South Korea since his childhood, but never acted to flee until he was bullied by a diplomatic colleague for refusing his demand for bribes.

Then the defining moment came when Pyongyang instantly refused his request to get medical treatment in Mexico, at his own expense, for a ruptured disc in his neck.

"That exploded all the resentment I had been harbouring towards the regime," he said.

The COVID-19 lockdown deepened hardships at home and for those stationed overseas, with most telephone lines to Pyongyang cut to prevent any information from spreading in the outside world, Ri said.

Financial troubles have also forced North Korea to shut down a dozen of its 54 diplomatic missions.

"When they began reopening and summoning those working abroad in early 2023, they asked to bring everything from used toothbrushes to spoons back home, saying there's nothing there," he said.

Ri had also witnessed - and in his job tried to impede - the launch of diplomatic relations between South Korea and Cuba, a Cold War-era ally of North Korea.

"I had done everything to block that from happening, but establishing relations with Cuba was the best thing South Korea had done since last year," he said. "It was a model example of how the tides of history have turned, and where a normal civilisation of the international community is headed."

North Korea aims to restart nuclear talks if Trump wins: Ex diplomat

North Korea's supreme leader Kim Jong-un has been making strides when it comes to succession. Seoul spy agency says the North Korean leader is grooming his pre-teen daughter as a successor to lead the nuclear armed state. Watch in for more details!

Kim Jong-Un to be succeeded by his daughter?

According to South Korea's spy agency, North Korean leader Kim Jong Un has regained weight and appears to have obesity-related health problems such as high blood pressure and diabetes. This has reportedly prompted a hunt for new medicines abroad.

North Korea said they could learn from China after winning their first Olympic medal in eight years on Tuesday in Paris, settling for silver after a mixed-doubles defeat to the table tennis superpower.

China arrived in Paris as the world's undisputed table tennis kings, having won 32 of the 37 available golds since it became an Olympic sport.

They failed to claim the mixed doubles title when it was introduced three years ago in Tokyo but Wang Chuqin and Sun Yingsha set the record straight with an 11-6, 7-11, 11-8, 11-5, 7-11, 11-8 win over North Korea's Ri Jong Sik and Kim Kum Yong.

It was the first gold of what China hope will be a clean sweep of table tennis in the French capital.

For North Korea, they skipped the pandemic-postponed Tokyo Olympics in 2021 over coronavirus concerns.

Kim said she and Ri had trained with the Chinese team to prepare for Paris and vowed to come back stronger.

"We had some time with the Chinese team, which is the world's best," said the 22-year-old.

"Of course it wasn't enough in the end. We had a good performance but there are some regrets. We learned a lot from them."

Ri and Kim were on the medals podium with the South Korean duo Lim Jong-hoon and Shin Yu-bin, who won bronze.

When asked if they saw the South Korean pair as their rivals, Kim and Ri both shook their heads.

Kim said they had not yet been able to speak to their family to tell them about the match.

"We hope to do better next time and win the gold," she said.

- Unknown quantity -

Wang and Sun have not lost outside China for four years and they are the world's number one-ranked pair.

They had overwhelming support from the red-clad fans inside the standing room-only South Paris Arena, cheering and chanting throughout the match.

But Sun admitted that the element of the unknown made it difficult to face the North Korean pair.

"It's quite rare to have a North Korean pair in international competition," she said.

"We had never played them before. They have strengths and they have been able to beat a lot of opponents.

"They have a distinctive style," she added.

Wang and Sun took control by winning the first game, but North Korea battled back to even things up.

China took the next two games to put themselves on the brink of gold but North Korea again pulled one back to stay in the match.

The Chinese pair closed out the match after a nervy ending, and Sun said losing the inaugural Olympic mixed doubles final to Japan in Tokyo had fuelled their fire.

"All of us were so devoted, we invested a lot," she said.

"Every match we had certain difficulties but we backed each other up and we got to the final and beat such a good team."

We learned a lot from them." Ri and Kim were on the medals podium with the South Korean duo Lim Jong-hoon and Shin Yu-bin, who won bronze. When asked if they saw the South Korean pair as their rivals, Kim and Ri both shook their heads. "We hope to do better next time and win the gold," she said. - Unknown quantity - Wang and Sun have not lost outside China for four years and they are the world's number one-ranked pair. "Every match we had certain difficulties but we backed each other up and we got to the final and beat such a good team." Kim Jong Un piles on weight again, North Korea seeks medicine for his health issues: Report

North Korea's supreme leader Kim Jong-un has been making strides when it comes to succession. Seoul spy agency says the North Korean leader is grooming his pre-teen daughter as a successor to lead the nuclear armed state.

North Korean leader Kim Jong Un is grooming his teenage daughter as his successor to lead the nuclear-armed state, according to South Korean MPs briefed by Seoul's spy agency on Monday (Jul 29).

The daughter, Kim Ju Ae, whose age has not been confirmed, has been seen with her father at a variety of events, fuelling speculation that Kim Jong Un has chosen her as heir apparent to lead a fourth generation of hereditary rule by his family.

MP Lee Seong-kweun said the National Intelligence Service (NIS) has judged that she has been chosen as heir.

"Pyongyang is teaching Kim Ju Ae to be heir apparent, indicating she's the most likely successor," Lee told reporters after the agency briefing.

The NIS also told parliamentarians that Kim Jong Un is now "heavily overweight" at "around 140kg", putting him at "high risk of heart-related illness".

Kim, who is widely known to be a smoker, was said to have shown symptoms of high blood pressure and diabetes in his early 30s, Lee said, quoting the NIS.

North Korea also appears to be adjusting Kim Ju Ae's level of exposure to the public, monitoring how North Koreans react to her role as potential successor, the NIS told MPs.

More than half of her outings with her father were related to military activity, such as overseeing drills, the agency told lawmakers.

North Korea commemorates Korean war 'Victory Day'

South Korea's sports ministry on Saturday expressed regret over a gaffe during the opening ceremony of the Paris Olympics in which its athletes were incorrectly introduced as North Korean.

As the South Korean delegation rode a boat on the Seine River and entered the ceremony as the 48th participating nation, the French-speaking presenter introduced them using the official name for North Korea: "Republique populaire democratique de Coree" in French, then "Democratic People's Republic of Korea" in English.

The error sparked displeased reactions in South Korea, a global cultural and technological powerhouse that is technically still at war with the nuclear-armed and impoverished North, as the 1950-1953 conflict ended in an armistice rather than a peace treaty.

South Korea's sports ministry "expresses regret over the announcement during the opening ceremony of the 2024 Paris Olympics, where the South Korean delegation was introduced as the North Korean team," it said in a statement.

Second vice sports minister Jang Mi-ran, a 2008 Olympic weightlifting champion, has asked for a meeting with International Olympic Committee (IOC) chief Thomas Bach to discuss the matter, it added.

The sports ministry has also asked the foreign ministry to "deliver a strong protest to the French side" over the issue, it said.

South Korea's National Olympic Committee plans to meet with the Paris Olympics Organising Committee and the IOC to voice their protest, request measures to prevent a recurrence, and send an official letter of protest under the name of the head of its delegation, the sports ministry said.

During the Olympic opening ceremony in Paris, North Korea, which joined the ceremony as the 153rd nation, was correctly introduced with the country's official name.

Relations between the two Koreas are at one of their lowest points in years, with the North bolstering military ties with Russia while sending thousands of trash-carrying balloons to the South.

In response, Seoul's military blasts K-pop and anti-regime messages from border loudspeakers and recently resumed live-fire drills on border islands and near the demilitarised zone that divides the Korean peninsula.

The UK National Cyber Security Centre (NCSC) said that Andariel has been identified as an arm of Pyongyang's spy agency, and working to further the regime's military and nuclear ambitions. North Korea on Wednesday (July 24) escalated its propaganda war by sending trash-carrying balloons that struck a high-profile target: the South Korean presidential compound.

Citing security officials, AFP reports that this incident prompted a swift response from Seoul, which mobilised chemical response teams.

This marks the first instance where the South Korean leader's office in downtown Seoul, a highly secured area protected by numerous soldiers and a no-fly zone, was directly impacted by the thousands of trash-carrying balloons launched by Pyongyang since May.

This comes as South Korea's Joint Chiefs of Staff previously confirmed the launch of these balloons by the North. Now, Seoul authorities on Wednesday have issued a warning to the city's citizens, urging them to avoid touching any fallen balloons and to report them.

"If you find any fallen balloons, do not touch them, and report them to the nearest military unit or police station."

"The "Washington Summit Declaration," cooked up and made public on July 10, goes to prove that the U.S. and NATO, reduced to a tool for its confrontation, pose the most serious threat to the global peace and security," North Korea's state media KCNA quoted a foreign ministry spokesperson as saying.

North Korea further claimed that US efforts to strengthen military alliances with NATO and Asian countries like South Korea and Japan are a significant factor in heightened regional tensions, a worsening global security situation, and a potential arms race.

Notably, the summit declaration called on China to end all material and political support for Russia's war effort.

It also accused Iran and North Korea of encouraging Russia's war in Ukraine by supplying direct military support to Moscow.

On the other side, South Korea and the United States on the sidelines of a NATO summit signed a guideline on establishing an integrated system of extended deterrence for the Korean peninsula to counter nuclear and military threats from North Korea.
