India on Wednesday provided clearance to the government of Nepal to operationalise suspension bridge at the Darchula border.

Constructed over the Mahakali River at the Lekam Rural Municipality in Nepal`s Darchula district, the bridge (commonly known as Lali Bridge) would provide connectivity with the Pithoragarh town on the Indian side.

"Government of India has provided clearance for operationalisation of the suspension bridge over Mahakali connecting Lalli, Dharchula in Nepal to Dauda, Pithoragarh, India," Spokesperson of the Indian Mission in Nepal Abhishek Dubey told ANI.

"This suspension bridge will provide all-weather connectivity to the people on both sides of the border," he added.

The locals earlier had to risk their lives to cross the Mahakali River. The Bridge would serve as a lifeline for the residents of Darchula district, who reply on Pittoragarh town for the supply of goods.

The town serves as the centre of employment for many people living on the Nepal side, as well as the nearest place for the treatment of sick. No roads are connecting the two sides.

The bridge was constructed in December 2018, more than two years after the initial deadline of September 2016. Constructed for USD 3.2 billion, the bridge is 200 meters long.

Torrential rains in Bangladesh killed more than 47 people in the last two weeks and at least 120 are missing and feared dead following severe floods and landslides in mostly mountainous Nepal, authorities from the two countries said.

Parts of Pakistan have also been flooded.

In Bangladesh, at least 700,000 people have been displaced.

Deaths due to flooding in the region more than doubled in the last five days.

At least five districts in central Bangladesh are at the risk of being flooded, as water levels of two rivers are still rising, an official at the Bangladesh Water Development Board told Reuters.

Death toll from Nepal, Bangladesh floods jumps over 167

One of Bangladesh's main rivers breached an embankment, flooding a northern district and forcing thousands from their homes, an official said on Thursday, as the toll from monsoon rains in neighbouring India climbed to 97 in two flood-hit states.

Several million people are living in camps and makeshift settlements in India's eastern state of Bihar and northeastern Assam, officials said, with heavy rains and flooding since last week driving even animals to seek shelter in people's homes.

The monsoon brings heavy rains to South Asia between June and October, often triggering floods later in the season.

In Bangladesh, the Jamuna river broke through an embankment on Wednesday night, inundating at least 40 villages and displacing more than 200,000 people, government official Rokhsana Begum said.

"We have enough supply of dry food and drinking water but we cannot reach many areas due to high water levels," said the official in the district of Gaibandha, one of 21 hit by floods.

Inadequate supplies are also a concern in the Indian state of Assam, where more than 5.8 million people have been forced out of their homes, but the situation is improving.

"No fresh areas have come under floodwaters since Wednesday night," Assam's health and finance minister, Himanta Biswa Sarma, said.

Poaching

The state's Kaziranga National Park, home to endangered one-horned rhinos and tigers, was waist-deep in water, with animals sheltering in higher areas, and some straying into villages.

On Thursday, an adult tiger was found sleeping on a bed in a house on the edge of the sanctuary. "It appears the tiger strayed into a human settlement area to escape the floods and now appears very tired," park director Shiv Kumar told Reuters.

"We are preparing to tranquilise the tiger."

The floods have killed at least 43 animals, but authorities worry that poachers could take advantage of the deluge to target animals, especially one-horned rhinos, whose numbers are down to about 3,500 worldwide.

"The biggest worry during the floods is from poachers who might take advantage of the rhinos moving to the hills and kill the animals for their horn," said Assam Forest Minister Parimal Suklabaidya.

The death toll in Bihar, which was swamped by waters from the neighbouring Himalayan nation of Nepal, jumped to 67, as rescuers reached further into flood-hit areas.

"I still feel the chances are that the number may again increase," Pratyaya Amrit, a state disaster management official, told Reuters, referring to the death toll.

Nepal: Death toll in floods and landslides rises to 65

The death toll in Nepal from flash floods and landslides rose to 55 on Sunday (July 14), with dozens missing and injured, the government said. Ten thousand people have been displaced from their homes as incessant monsoon rains pounded many areas in mostly mountainous Nepal since Thursday (July 11), submerging large areas of land, inundating homes, and destroying bridges and roads across the country. A Home Ministry statement said 55 people had been confirmed dead and 33 injured, with 30 still missing. India's northeastern state of Assam has also been hard hit by the floods brought by the monsoon, with at least 1.5 million people displaced and 10 dead. In the Chittagong division of Bangladesh, there have been 10 deaths and about 500,000 displaced, with 200 villages flooded. Nepal's only international airport was closed Friday after a plane skidded off the recently repaired runway, injuring two people, officials said.

The country has a poor flight safety record -- Nepali airlines are banned from European Union airspace -- and its airports are notoriously difficult to land in.

The Yeti Airlines ATR 72-500, arriving into Kathmandu from southern Nepal with 66 passengers, skidded about 15 meters (yards) into the grass.

"Our teams are working to remove the plane and reopen the airport," the airport's general manager Raj Kumar Chettri told AFP.

Chettri said that removing the Franco-Italian-made turboprop plane was taking a long time because heavy rain has made the area muddy.

Authorities took 11 hours to remove a domestic aircraft that suffered a similar runway excursion in September last year, months after a Malaysian jet with 139 people on board had aborted its takeoff and skidded off the runway.

In March 2018, a US-Bangla Airways plane crashed near the airport, killing 51 people.

The Himalayan nation has some of the world's most remote and tricky runways, flanked by snow-capped peaks with approaches that pose a challenge for even accomplished pilots.

A court in Nepal has sentenced a former UN aid worker from Canada to nine years in jail on charges of sexually abusing two boys, a court official said on Tuesday.

Peter Dalglish, 62, was arrested at his home near Kathmandu last year and was convicted in June of sexually abusing two boys aged 12 and 14.

"He was sentenced to nine years in jail in one case and seven years in the other," said Thakur Nath Trital, information officer at the court in Kavre district, 30 km (20 miles) east of Kathmandu.

The sentences will run concurrently.

Dalglish, who was present in court for the sentencing on Monday, pleaded not guilty and would appeal, his lawyer said.

"Due process has not been fulfilled during the investigation in the case. So we’ll appeal,” the lawyer, Rahul Chapagain, said.

Dalglish was also been ordered to pay about $9,100 in compensation to the boys, Trital said.

Dalglish had been helping children from poor families in Nepal by providing financial support. He had earlier worked with humanitarian agencies like UN-Habitat in Afghanistan and a UN mission in Liberia, Chapagain said.

Activists said the sentence would help deter other possible offenders in a country with a poor record for crimes involving children.

"It will help break the belief that Nepal is not serious about child abuse," said Tarak Dhital, an independent activist campaigning for child rights.

Authorities here on Monday issued a flood alert in view of the rise in the water level of rivers due to heavy rains since the last two days.

Flood Forecasting Section (FFS) of the Department of Hydrology and Meteorology here issued a flood alert, specifically in major river basins and their tributaries inside Kathmandu valley.

The department has also predicted continuous rainfall for the next two days, The Himalayan Times reported.

According to a flood forecast bulletin issued by the FFS, the water level is expected to rise in major river basins of Bagmati.

It is also likely that the water level will rise above the 'alert level' this evening causing flash floods, the weather department added.

Officials have urged the people to stay alert as waste accumulated in the rivers during the dry season could increase the flooding.

"People need remain on high alert during early monsoon in urban areas like Kathmandu valley where waste dumped into the rivers might block their free flow triggering floods," said Binod Parajuli, a hydrologist.

The Kathmandu valley in the last 24 hours experienced approximately 72 millimetres of rainfall.

The six hours of incessant rainfall, yesterday, had inundated the valley`s northwestern parts, including the Tarai region and Dharmasthali.

The Tibetan community in Nepal called off plans to mark the birthday of their spiritual leader the Dalai Lama after their request for a public celebration was rejected over security concerns, a government official said on Sunday.

The Dalai Lama turned 84 on Saturday and his followers in Nepal had hoped to celebrate the occasion in the capital, Kathmandu, but the communist government rejected their request.

China, which regards the Dalai Lama as a dangerous separatist, has been increasing its influence in the Himalayan nation that is home to about 20,000 Tibetans.

Nepal is a natural buffer between China and India and is considered by New Delhi as its natural ally, but China is also making inroads by pouring aid and infrastructure investment into what is one of the world's 10 poorest countries.

Beijing sent troops into remote, mountainous Tibet in 1950 in what it officially terms a peaceful liberation and has ruled there with an iron fist ever since.

The Dalai Lama fled to India in early 1959 after a failed uprising against Chinese rule.

Krishna Bahadur Katuwal, assistant district administrator of Kathmandu, said the government refused permission for Tibetans to mark the Dalai Lama's birthday because "infiltrators" could create trouble.

"There could be a law and order problem as infiltrators could organise demonstrations or try to self-immolate," Katuwal told Reuters.

Tibetan news portal Phayul.com said celebration plans were then withdrawn.

Airport immigration authorities in Kathmandu refused to admit a U.S. citizen of Tibetan origin and deported him last month, reportedly at China's request.

Nepali authorities have also previously detained Tibetans trying to cross the border on their way to India after fleeing their disputed homeland.

Human rights groups say Nepal faces intense Chinese pressure to control the flow of Tibetans crossing the border.

Nepal's Chaudhary Group (CG) has signed a deal worth about $100 million with China's Huawei Technologies to bring 4G phone services to the country, CG's chief executive said, shrugging off US security concerns about Huawei's products.

Aiming to shake up Nepal's mobile phone market as Reliance Industries Ltd's Jio has done in India, CG planned an initial $250 million investment in the new 4G network, Chairman Binod Chaudhary said in an interview.

It will include free voice services but focus on data, online payment, and other services, he said.

After starting out selling noodles in India and later across Asia, his family-owned conglomerate now includes a bank, a telecommunications business- providing rural telephony - and dozens of resorts, including two in the Maldives in partnership with India's Taj Group.

Chaudhary, Nepal's only billionaire with a net worth of $1.7 billion, according to Forbes magazine, has overseas noodle manufacturing factories in India, Serbia, and Bangladesh, a hedge against the uncertainties of his landlocked country.

Huawei would supply equipment worth about $100 million for the launch of 4G services, which could later be upgraded to 5G, said Chaudhary, 64, who is also a lawmaker.

"Huawei has been working with the state-owned telecom company, and now they will be working with us," he said adding Nepal would ensure that business considerations were paramount when deals were made with companies from neighbouring countries.

Huawei Technologies is a major competitor for 5G equipment deals around the world, but the United States has asked allies to reject Huawei technology, arguing that it could be vulnerable to Chinese eavesdropping.

Huawei denies its equipment is a security risk.

Chaudhary said CG Group has entered into a deal with LifeCell, a subsidiary of Turkey's Turkcell, for technical and design services, with Huawei providing the infrastructure.

"I don't see any problem in collaboration with Chinese companies," he said, adding he was also planning to set up a venture in the cement sector with a Chinese manufacturer.

CG is already running limited telecommunications services in rural areas in Nepal.

Min Prasad Aryal, a spokesman for Nepal's telecom regulator, said CG group has applied for a license for a much wider network including cities.

"If they meet the standard specified by us we have no objection," he said when asked whether CG would get permission even if it used Huawei equipment.

With a population of about 30 million, the land-locked country has near 100 per cent mobile penetration and about 50 per cent for data services.

Nepal Telecom is the market leader with a 51 per cent market share by subscribers, followed by Ncell and Smart Cell, according to industry estimates.

"We are confident to achieve one third market share in three-to-four years as we will have the advantage to bring in the latest technology," Chaudhary said.

One person was killed in Nepal when police opened fire on protesters after a 12-year-old boy drowned to death in a sand mining pit, officials said Monday.

Angry crowds blocked the highway holding the young boy's body in the southern district of Sarlahi on Sunday, demanding the government stop rampant sand mining of rivers which they say is putting local communities at risk.

They were also demanding compensation for the family of the victim.

Local police chief Gopal Chandra Bhattarai said that a 26-year-old man was killed "in firing to contain agitated locals".

"Police was compelled to fire after nearly two dozen police personnel were injured by stones pelted by the protesters. Unfortunately, one person died in the firing," Bhattarai told AFP.

The boy fell and drowned in the deep pit Saturday when he had gone for a dip in the river as the temperature rose to 35 degrees Celsius in the area.

His body was recovered on Sunday with help of local authorities.

A construction boom has created a high demand for stones and pebbles, depleting the Himalayan country's river resources at an alarming rate.

"We were there to demand an end to rampant sand mining. Today, one child has died, tomorrow we might lose another one," said Ramkaran Mahato, who was standing next to the victim when the bullet hit.

In recent months, Nepal has seen several protests against the communist government but police have usually resorted to water guns, tear gas or batons to control crowds.

In August last year, a protestor was killed in western Nepal when police fired at crowds demanding action for rape and murder of a teenage girl.

Nepal on Sunday directed the authorities to be prepared for a possible outbreak of dengue after studies found the presence of Aedes aegypti mosquitoes.

The Epidemiology and Disease Control Division of the Health Ministry issued an alert in Kathmandu, Lalitpur and Bhaktapur districts.

The move came after studies found the presence of dengue-carrying mosquitoes in significant numbers.

Last year, at least 18 people in the Banasthali-Sano Bharyang area in the western part of Kathmandu were infected with the dengue virus.

"We have alerted all local units of the Valley through the provincial government and District Public Health Offices about the possible outbreak (of dengue virus)," Ghanashyam Pokhrel, a senior public health administrator at the division, told reporters.

Dengue is a mosquito-borne viral disease which is transmitted by the female Aedes aegypti and Aedes albopictus mosquitoes.

The same vector also transmits chikungunya, yellow fever and Zika virus, according to the World Health Organization.

"We already have dengue vector present in our locality and the environment for it to survive. And we already have dengue patients in the Capital," Pokhrel said.

"We have allocated a budget for the awareness programmes against possible dengue infection. The provincial government has also allocated a budget for dengue prevention," said Geeta Satyal, deputy mayor of Lalitpur Metropolitan City.

Public Health Inspector Indira Pandey at the provincial health office in Kathmandu said that budget has been allocated to local units to carry out awareness campaigns and search- and destroy-campaigns against dengue-carrying mosquitoes.

According to doctors, mild to high fever, severe muscle pain, rashes, severe headache and pain in eyes are some of the symptoms of dengue.
