In an exclusive conversation with WION's principal diplomatic correspondent Siddhant Sibal, Nepal's Ambassador to India Shankar Prasad Sharma has confirmed that the recruitment of Nepalese soldiers to Indian army has temporarily stopped. Nepal wants understanding of Agnipath scheme from highest level.

'Nepal seeks clarity on Agnipath scheme,' says Nepal's Ambassador to India Shankar Prasad Sharma

In the first-ever comments since Nepal announced its decision to not send its soldiers to Indian Army, Nepal's Ambassador to India Shankar Prasad Sharma, in a conversation with WION's principal diplomatic correspondent Siddhant Sibal confirmed the decision. The Nepalese envoy stated his country would like more "understanding from the highest level". He further added that the government "would like to know more about Agnipath and Agniveer".

India earlier this year had announced the Agnipath scheme to recruit new soldiers in the Army. Under the scheme, the tenure of a soldier will be four years and only one-fourth will be retained after this period. Additionally, the Nepalese envoy also spoke on border issues and the cultural connect between the two countries.

WION: What was the aim of Teej celebrations?

Shankar Prasad Sharma: We would definitely like to strengthen the people-to-people relationship between the two countries. That is more sustainable which will help in strengthening other areas of partnership between the two countries. If we have a strong people-to-people bond, then nobody can separate them and then that will have a sustainable strong partnership between the two countries.

WION: Both India and Nepal have civilisation ties, roti beti ka rishta (family ties)..

SP Sharma: That is also going on, if we see today's crowd, many of these people, let's say the royal family of Nepal, they get married here in India. Some of these people get married in Nepal. At that level, the southern part of Nepal...it's much more, in terms of marriage and networking family relationships. That has continued. When you are in the same religion and the same culture, it's easier to have such relationships.

WION: How is the recruitment of Gorkhas under the Agnipath scheme going?

SP Sharma: No, they [Nepalese government] would like to know more about the Agnipath scheme. When we had a tripartite agreement long ago between India, Nepal and UK, we didn't have the provisions. Nepal would like to know more about it. They would like to have more clarity on this one because we have so many political parties in Nepal and they would like to consult with each other and know more.

WION: So, no recruitment happening under Agnipath scheme up until now?

SP Sharma: Yes, they had one schedule but that has been postponed.

WION: Did the Indian government take you in confidence?

SP Sharma: Yes and no. But Nepal would like to have more understanding from the highest level.

WION: How hopeful you are that the issue will be resolved?

SP Sharma: I am sure it will be. There are two issues, one is the understanding and implications to Nepal. Secondly, it is linked to political parties in Nepal and they have to have a consensus. I am sure something will come out.

WION: Indian Army chief is visiting Nepal, will it be discussed?

SP Sharma: I am sure they will.

WION: Any update on Border talks?

SP Sharma: No I think when both PMs visited each other's countries, there was a press release or press conference by the foreign secretary but many of these issues must be solved amicably and we hope they will start a dialogue soon and we will have some kind of solution.

Standoff between Nepal's President & govt over citizenship to 'foreign women'

Nepal is in the grip of another political crisis as the country's rulers are clashing. In the new citizenship amendment bill, a provision allows foreign women who are married to Nepalese citizens the right to acquire citizenship immediately.

Another political crisis grips Nepal, citizenship amendment bill splits Nepalese lawmakers

Nepal is in the grip of another political crisis. The President & Government are sparring over a citizenship bill. The bill allows foreign women married to Nepalese men the right to acquire citizenship immediately. Palki Sharma tells you how this provision has sparked controversy.

Gravitas: Nepal's President vs Nepal's Government over Citizenship Bill

President Bidya Devi Bhandari opposes an amendment to Nepal's citizenship law that was passed by parliament. Prime Minister Sheikh Bahadur Deuba reportedly told members of his party that the President could resign instead of giving her ascent to these amendments.

WION Dispatch: Nepal govt fears President could resign in protest against new citizenship law

In Nepal, there's an apparent tussle between the executive and the president over the citizenship bill. It appears that the House of Representatives is stuck between the government and the president, which is a constitutional post in the nation with no executive powers.

This comes after President Bidya Devi Bhandari recently returned the bill to amend the Citizenship Act 2006 to the Pratinidhi Sabha (House of Representatives) for review, which was then passed again without reviewing.

The move highlights the differences between the government and the president, which have surfaced recently as Prime Minister Sher Bahadur Deuba reportedly told his party leaders recently that the president is planning to resign.

But amid all this chaos, experts are highlighting how this law will appear as gender discriminatory.

Controversy erupted after lawmakers of the main opposition CPN-UML raised questions on some of its provisions including granting citizenship certificates immediately to foreign women married to Nepali citizens.

It is also the most debated issue as the bill did not bar foreign women from marrying Nepali men from getting citizenship easily.

As per the reports, the main criticism against the Citizenship Amendment Act, 2006 is that it is against gender justice.

It is also termed as contradictory to some sections of the law.

As per Article 11(2b), a person born to a father or a mother with Nepalese citizenship can get citizenship by descent. On the other hand, as per Article 11(5) of the constitution, a person who is born to a Nepalese mother (who has lived in the country) and an unidentified father will also get citizenship by descent.

But concerns have been raised as a mother has to declare that her husband is unidentified for the child to be eligible for citizenship. Meanwhile, such declarations are not needed for a Nepalese father.

As quoted by Kathmandu Post, Khim Lal Devkota, an independent lawmaker at the Upper House, said, "It is wrong to grant a foreign woman naturalisation immediately after marriage. There must be a cooling-off period."

China for the last two years has imposed an ‘undeclared blockade’ of Nepal, allowing only a few containers to cross. Now, it has completely shut down both trading points with Nepal — Tatopani and Rasuwagadhi, the two main ones at border for importing goods from China.

Initiated under the guise of preventing the spread of Covid-19, this blockade has been in place since early 2020, creating significant obstacles for Nepali traders and impacting their livelihoods.

Ashok Shrestha, president of Nepal Trans-Himalayan Border Commerce Association, told WION that they are not sure when will the trading resume.

The northern neighbour has tightened its grip on Rasuwagadhi and Tatopani — the two most crucial trading points.

“For two years, the trading with China has come down drastically. After the 2015 earthquake, Tatopani was shut down for almost four years, and later when it was opened, the border was again shut down by Chinese authorities citing COVID-19,” Shrestha told WION.

“On a daily basis, 6-7 trailers from Tatopani and 13-14 trucks from Rasuwagadhi used to cross over to China but the export has been zero for the past few years due to which Nepali traders are losing trust in China,” he added.

Due to the inability to transport the imported goods, buyers during Dashain, one of the main festivals of Hindus, could face a hike in prices of the items along with limiting their choices on the goods they wish to purchase, said Shrestha.

Nepali officials said that the border will be closed for a week, however, it is not sure if trading will resume as there are high chances of the blockade getting extended.

Nepali traders are bound to incur losses if the ban continues further.

Customs officials say that due to the increase in the COVID-19 cases in Tibet, the goods-carrying vehicles have not arrived from Lhasa to Khasa.

This development comes after Nepal foreign minister Dr. Narayan Khadka visited China and held bilateral talks with his Chinese counterpart Wang Yi on August 10.

Khadka had ‘a cordial and fruitful meeting with his Chinese counterpart’ as per the Nepal foreign ministry.

“The two ministers took stock of all aspects of Nepal-China relations and agreed to promote cooperation in areas of mutual interest,” the ministry said.

During the visit, China assured Nepal to resume trade activities via Kyerung and Tatopani border points and Hilsa-Pulang for one-way trade. However, China shut down both trading points after the bilateral talks.

Presently, there are nine trading routes between Nepal and China, including Hilsa, Nagcha, Ko Rala, Gorkha Larka, Rasuwagadhi, Tatopani, Lamabagar, Kimathanka, and Olangchung Gola. Of these, Rasuwagadhi and Tatopani are the most crucial and have been closed since January 2020.

The net result of this has been a drastic reduction in trade between Nepal and China. According to Nepal’s Trade and Export Promotion Centre, Chinese exports to Nepal shrunk by 3 percent from 17.6 percent to 14.6 percent in a span of two years.

China exports mainly electronic goods and garments to Nepal, while Nepal exports mainly carpets, handicraft items, and traditional items to China. Nepal’s exports to China have been reduced to 0.4 percent from 1.8 percent, as per the data earlier this year.

Also read | Country ‘most at risk of natural disasters’ to switch to renewable energy by 2030 “For two years, the trading with China has come down drastically. Nepal’s export to China is the lowest ever in Nepal-China trading history at 0.4 percent. WATCH WION LIVE HERE -

Tigers are making a spectacular return in Nepal. From 121 big cats in 2010, their population have more than doubled to 355 in 2022, according to the December census unveiled by Prime Minister Sher Bahadur Deuba at a programme to mark International Tiger Day in Kathmandu on Friday.

With this, Nepal has not only managed to pull off an extraordinary feat, it has also managed to achieve the goal of doubling its tiger population by 2022 as per its commitment, along with 12 other tiger range countries, in the first tiger summit in 2010 in St Petersburg.

Nepal at the time had committed to increase the tiger population to 250 by 2022.

Notably, Nepal is the first of the 13 tiger range countries to release its tiger population figures ahead of the summit due to take place in Vladivostok, eastern Russia, in September, where global conservation efforts of these countries would be evaluated.

A combination of factors has helped the Himalayan country to get to this achievement. According to BBC, Nepal's zero-poaching approach has worked wonders to protect the tigers. The military units have been supporting the national park teams, and in buffer zones next to the park, community anti-poaching units have been monitoring nature corridors that allow tigers to roam safely.

According to the new census, Chitwan National Park now has 128 tigers from 93 earlier, Bardia National Park has 125 from 87 earlier, Banke National Park has 25 and Shuklaphanta National Park has 36 and Parsa National Park has 41, reports the Kathmandu Post.

Though ecological experts have welcomed the spike in tiger numbers, they have also expressed concerns over sustaining them in a habitable environment while averting human-tiger conflict, which has increased in recent years.

According to the Kathmandu-based newspaper, there have been 104 tiger attacks inside protected areas in the last three years, in which 62 people have been killed.

“People are now seeing and encountering tigers everywhere, so cases of tiger-human conflict are increasing. This indicates that the tiger population is almost at a maximum level in Nepal. We are a small country. This increase is a new challenge for the government. Now we need to show tigers and people can coexist,” Shiv Raj Bhatta, a conservation programme director at WWF Nepal, told The Guardian.

Protest in Nepal against Myanmar’s execution of four activists

In order to revive the hard-hit tourism sector, Nepal Government has begun providing skill training to locals in the tourism business. Nepal’s tourism and hospitality industry continues to face shortages as the majority of employees left the sector during the pandemic.

Many tour guides and service staff either changed their profession or left the country in search of work.

In 2020, Nepal was expecting to double the number of tourists visiting the country, which was above 1 million in 2019. But 2020 brought catastrophe, COVID-19 which affected the lives of millions of people.

As a result, tourist arrival in 2021 was almost, 34.3 percent less, and earnings also from the tourism sector decreased by almost 46 percent in comparison to the previous year.

Nepal Tourism Board (NTB), in collaboration with the United Nations Development Programme (UNDP), has launched the Sustainable Tourism for Livelihood Recovery Project (STLRP). The project is aimed at bringing relief, especially to the workers and laborers in the tourism sector.

A total of US dollars 2.05 million- USD 1 million from NTB and USD 1.05 million from UNDP in the project.

Through the project, the Nepal Government is now trying to revive the tourism sector by increasing women's participation as men are away for extended periods working overseas mainly as migrant laborers.

There is a pronounced gender imbalance in Nepal’s tourism sector. For many years, men have dominated the tourism sector.

“We are facing skilled manpower shortage. During the pandemic, many people migrated from Kathmandu or tourist areas to their villages and started new occupations. So, NTB is focusing on giving training to different people to serve different parts of the industries,” NTB Chief Executive Officer (CEO) Dhananjaya Regmi told WION.

“We realized that training given to women is going to be more sustainable because they are going to live in the villages while male members of the family look for new occupations. So, providing training to women will also help to keep them sustainable. Our focus is to empower women,” he added.

WION visited the Sindhupalchok district of Nepal, which is prone to natural disasters like landslides, floods, and earthquakes. However, it also receives hundreds of tourists on average majorly for river rafting in the Bhote Kosi (river).

The river is regarded as one of the best short whitewater rafting trips in the world. It is the steepest river that is rafted in Nepal, with continuous rapid action making this river a full-on commitment and a huge adrenaline rush.

The government of Nepal has provided training for river rafting guides to as many as 45 women and trek guides to almost 50 women in the district.

The training was organized for the first time only for women in Nepal. It is expected to be a milestone in workforce development in water tourism. The training is being organized with the objective of increasing the attraction of youth and making women self-reliant as the participation of women in water tourism is comparatively very low.

The training is helping women to build a career for themselves in the tourism sector, as a result, it is generating employment.

Deuralee Chamling Rai, a participant in rafting training who also scaled Mt. Everest in 2018, is waiting for her license exam result.

"Today I appeared for the license exam for the river rafting guide. A few days I took training. The training was very helpful and helped me build my career. I am an adventure lover so that really motivated me to take this rafting training. So, once I receive my license, it can take my career forward as a rafting guide."

Tourism is an important sector of economic development, and this project has helped in job creation and expansion of tourist destinations.

Nepal is focusing on economic development and job creation while promoting sustainable tourism.

Due to a lack of skilled workforce, the tourism board is also focusing on providing training in the hospitality sector. Almost 30 men and women were given training in Hotel Management.

In the training, workers are trained to manage a successful bar and hospitality business, recognize the importance of customer service, and deliver top-quality experiences for customers, especially tourists.

Providing the essential skills and duties of restaurants to workers has helped business people to run hotels.

"During COVID we faced a lot of problems in terms of workers as many migrated to other countries for jobs when hotels were closed.
