Indian Navy's IL-38 Sea Dragon bids adieu after 46 years of service

ISRO's Gaganyaan TV-D1 test flight, conducted on Saturday (Oct 21) was done with unprecedented defence asset mobilisation. The operation involved the active participation of the Indian Navy's surface and aerial assets, as the Maritime force was entrusted with capturing and transmitting the mission progress footage and recovering the adrift crew module from the Bay of Bengal and returning it safely to the nearest port, Chennai. Throughout the process of descent of the crew module, its phased parachute deployment, splashdown and recovery operations, Indian Navy's air assets provided continuous live coverage. WION has learnt that the Indian Navy deployed indigenous 'Spotter drones' and the US-origin General Atomics MQ-9B Sea Guardian remotely piloted aircraft as part of this operation.

The TV-D1 test was meant to prove how a crew module (structure carrying the astronauts) could be ejected from a flying rocket, if and when a mishap took place mid-flight. This is similar to how a fighter pilot pulls the ejection handle beneath the seat, in order to bailout from an aircraft that was facing grave malfunction or an imminent crash. Given the thousands of moving parts in a rocket and the very high speeds and altitudes it travels at, errors can build up anytime and rapidly cause a mishap. Therefore, it is crucial to be able to save the astronauts from any imminent catastrophe and at various flight conditions. Saturday's test was about ejecting the crew module, when the rocket was flying at an altitude of 11.9km and a speed of Mach 1.2 (1481kmph). In this mission, the parachutes began to deploy in a phased manner, the crew module began its descent from 16.8km (more than 55,000 feet).

Until five minutes into the mission, the visuals of the parachute deployment and gradual descent were captured by the on-board cameras mounted atop the crew module. However, five minutes into the mission, when the drogue parachutes were released and the main parachutes were deployed, ISRO's live stream began to show never-seen-before infrared visuals of the crew module. The crew module was at an altitude of around 2.5km at that time and the live video was being captured from well above and afar from the crew module. This close monitoring and live-streaming is learnt to have been carried out by the Navy's MQ-9B Sea Guardian Drone, two of which have been leased from the American firm General Atomics. As the events unfolded off the coast of Sriharikota, the live footage was broadcast at the Mission Control Centre of the spaceport.

The MQ-9B Sea Guardian is a remotely piloted aircraft that operates via satellite link. According to General Atomics, this highly sophisticated drone can deliver real-time situational awareness anywhere in the maritime domain, during day or night conditions. Sea Guardian not only integrates the most advanced maritime intelligence, surveillance, and reconnaissance (ISR) capabilities, but it is also the first remotely piloted aircraft system in its class to enable real-time search and patrol above and below the ocean's surface. The real-time aerial videos streamed by ISRO also show how the aerial platform was flying amid the clouds, while continuously tracking the descent path of the crew module.

The third guided-missile stealth destroyer, named "Imphal," has been delivered by Mazagon Docks four months ahead of schedule on Friday, giving the Navy a boost. With a displacement of 7,500 tons and a crew of 312, the 164-meter warship is equipped with surface-to-air missiles and BrahMos supersonic cruise missiles.

In line with the Indian government's previous moves, the Indian Navy has implemented a 360-degree appraisal system for promotion of officers in which they will be rated by their juniors too. This step is a first for defence forces in the country. The system is already in place for promotion of bureaucrats since 2015-16.

The Indian Navy has said in a statement that women and men in whites are central to its 'Ships First' approach and that they will continue to remain the navy's greatest asset.

"Towards promoting their professional and personal development, the Indian Navy recognises that agile, adaptive, and advanced Human Resource management is imperative. In that regard, the Indian Navy has institutionalised a novel transformative initiative of '360 Degree Appraisal Mechanism' for various promotion boards," the Navy said in the statement.

The navy explained that the current appraisal system of periodic Confidential Reports inherently has a top-down approach. This, says the navy, doesn't take into account a leader's impact on subordinates.

"The Indian Navy's '360 Degree Appraisal Mechanism' is aimed to address this shortfall by encompassing large-scale surveys from suitably identified peers and subordinates for every officer being considered for promotion," the Navy stated.

ANI reported that the survey would have a spectrum of questions that will encompass aspects like professional knowledge leadership attributes, suitability in war/ crisis and potential for holding higher ranks. After these inputs are obtained, they will be provided as feedback to the officers so that they can consider behavioural changes and improvements.

Similar appraisal systems are in vogue in various national and international learning organisations.

It said that the Indian Navy takes pride in imbibing such 'best practices' and this initiative is in continuation of other endeavours towards remaining a 'Combat Ready, Credible, Cohesive and Future Proof Force'

In a tragic incident, a Pakistan Navy helicopter crashed in the southwestern city of Gwadar, Balochistan province, resulting in the loss of three crew members' lives, media reports said. The military reportedly disclosed that the crash was likely caused by a mechanical fault. The ill-fated helicopter was engaged in a training flight when the incident occurred. Gwadar, a port city, and the broader Balochistan province have been marred by a long-standing separatist insurgency that involves various ethnic Baloch nationalist groups that seek greater autonomy or even complete independence from Pakistan.

These separatist groups argue that the resources in Balochistan, including natural gas and minerals, are being exploited by the Pakistani government without sufficient benefit to the local population. This conflict makes it a challenging operational area for the military.

Engine fire during takeoff

The Sea King aircraft experienced a catastrophic event during takeoff at approximately 10:00 am local time (0500 GMT). It suffered an engine fire and lost its rear tail, as indicated in a preliminary report obtained by AFP from a military source.

The crash, believed to result from a technical malfunction, claimed the lives of two officers and one enlisted man, according to the navy spokesman quoted by AFP news agency.

Balochistan, Pakistan's largest province, remains heavily militarised due to significant Chinese investment projects in the area, which frequently become targets for separatist militant activities.

Engine fire during takeoff The Sea King aircraft experienced a catastrophic event during takeoff at approximately 10:00 am local time (0500 GMT). It suffered an engine fire and lost its rear tail, as indicated in a preliminary report obtained by AFP from a military source.
A recent US Navy briefing slide has drawn attention to the concerning gap between China and the United States in terms of shipbuilding capacity and naval force sizes. The data compiled by the Office of Naval Intelligence reveals that China's shipbuilders are over 200 times more capable than United States in producing surface warships and submarines. This raises concerns about the US Navy's ability to challenge Chinese fleets and maintain its forces in potential high-end conflicts.

China's shipbuilding capacity

The slide illustrates the stark difference in shipbuilding capacity between China and the United States. China's shipyards have a capacity of approximately 23.25 million tonnes, while the United States has less than 100,000 tonnes.

China's shipbuilding capacity is at least 232 times greater than that of the United States. The slide also highlights that China's naval production constitutes over 70 per cent of its overall national shipbuilding revenue, whereas the United States' naval production is estimated to be around 95 per cent.

Projected battle force sizes

The briefing slide includes projected battle force sizes for the US Navy and the People's Liberation Army Navy (PLAN) between 2020 and 2035. In 2020, the PLAN had 355 battle force ships, while the US Navy had 296. By 2035, the gap is expected to widen significantly, with China projected to have 475 battle force ships compared to the United States' 305 to 317.

A missing US Navy sailor who was last seen leaving a pub the day after St Patrick's Day has been found dead in a harbour close to Lake Michigan. Officials announced that 21-year-old Seamus Gray, who disappeared last month and caused his mother Kerry to suffer for weeks, had been discovered near a lake in Waukegan, Illinois. Rescue workers and Navy troops scoured the city in a desperate search while Kerry posted social media updates about her anguish. Utility workers waved down police officers on Wednesday at around 7 p.m. when they were conducting a traffic stop close to the Waukegan Harbour, according to the police, reported the Daily Mail. The ComEd workers reported what they thought to be a body in the water as they were performing normal maintenance close to the harbour. The body was pulled onto the shore with assistance from the Waukegan Fire Department, and police chief Edgardo Navarro said it matched Gray's physical description. According to WGN9, the body's clothing matched his description as well. It was later identified as being that of Gray by the Lake County coroner.
