The Humaita successfully completed its sea trials and has now been delivered and entered into service within the Brazilian Navy. The submarine was&nbsp;commissioned by the Brazilian Navy at the Itaguaí Naval base, in the presence of José Mucio Monteiro, Brazilian minister of defence and Emmanuel Chiva, French General Delegate for Armaments.&nbsp;The first submarine of the ProSub program, the Riachuelo, was commissioned by the Brazilian Navy in September 2022. The remaining two submarines of the series, Tonelero and Angostura will respectively be launched in 2024 and 2025.

As part of the Brazilian ProSub programme, Scorpene submarines are manufactured and assembled in the shipyard built in Itaguaí by Itaguaí Construções Navais (ICN). Naval Group, France, contributed to this programme by transferring technology, supplying the submarine design, the equipment that makes up the submarines and technical assistance. Teams from the ICN shipyard have also been trained in submarine construction techniques in France&nbsp;as part of a vast training programme for Brazilian welders, formers, pipe fitters and electricians. This training, along with technical assistance, enables ICN to master the entire production process, the Naval Group said.&nbsp;

The Indian Navy on Monday (Dec 25) said that MV Chem Pluto, carrying 21 Indians and one Vietnamese crew, which was earlier reported as attacked by a suspected drone on Saturday (Dec 23), reached Mumbai and was safely anchored at Outer Anchorage off India's financial capital.

On its arrival, the Indian Navy Explosive Ordnance Disposal team inspected the vessel to make a preliminary assessment of the type and nature of the attack.

"Analysis of the area of attack and debris found on the ship points towards a drone attack. However, further forensic and technical analysis will be required to establish the vector of attack, including type and amount of explosive used," the Indian Navy said in a statement.

"A Joint Investigation by various agencies has commenced on completion of the analysis by the Navy's Explosive Ordnance Team," the statement further added.

MV Chem Pluto has been cleared for further operation by her company-in-charge in Mumbai. The ship is scheduled to undergo mandatory checks by the various inspecting authorities before undertaking Ship to Ship (STS) transfer of cargo. This is likely to be followed by docking and repairs of the damaged portion of MV Chem Pluto, the Indian Navy said.

"Indian Naval Ship Mormugao communicated with MT Chem Pluto at 1930 h on 23 Dec 23 to ascertain if any assistance was required. CGS Vikram, also present at the scene, was directed to escort the vessel to Mumbai. Naval Explosive Ordnance Disposal (EOD) specialist will be embarking MV Chem Pluto on arrival at Mumbai to sanitise the vessel and undertake further investigation," it further said in a statement.

In the incident, which transpired on Saturday (Dec 23), there were no casualties reported. However, there was a brief fire onboard the tanker which was successfully extinguished.

The incident involving the MV Chem Pluto is crucial as it led to the Pentagon openly accusing Tehran of its misdoings, by directly targeting ships, for the first time.

Notably, this incident follows a similar suspected drone attack on an Israeli-owned cargo ship in the Indian Ocean last month. The Red Sea attacks during the Israel-Hamas war have led major shipping firms to reroute vessels around the southern tip of Africa due to heightened security concerns.

Yemen's Houthi movement attacked two commercial ships in the Red Sea with naval drones on Monday, the Iran-backed group said, the latest in a surge of attacks over Israel's military campaign in Gaza.

Houthi spokesperson Yahya Sarea identified the vessels as the MSC Clara and Norwegian-owned Swan Atlantic, and said the attacks were carried out after their crews failed to respond to calls from the group.

Soon after the latest attacks, London's insurance market widened the area in the Red Sea it deems as high risk.

Taiwan's Yang Ming Marine Transport Corporation said it would divert any of its ships sailing through the Red Sea or Gulf of Aden via the Cape of Good Hope for the next two weeks.

Norway-based oil tanker group Frontline said its vessels would also start avoiding passages through the Red Sea and the Gulf of Aden.

"War risk insurance premiums are on the rise naturally, but as vessels gets re-routed around Africa shipping supply will be tighter as cargoes travel longer. That would put rates under a strong upwards pressure," CEO Lars Barstad told Reuters.

The announcement followed decisions by two major freight firms including MSC, the world's biggest container shipping line, to&nbsp;avoid&nbsp;the Suez Canal in response to the attacks by Houthi forces, which control most of Yemen, a poor Arab state.

The Suez Canal shipping route, which leads to the Red Sea, is a vital waterway for global trade, used to transport energy and other goods between Europe and Asia, and elsewhere. The route saves on time and expense by avoiding having to navigate around the entire Africa continent.

Confirming Monday's attack on the Swan Atlantic, US&nbsp;officials told Reuters multiple projectiles had been launched from Houthi-controlled territory in Yemen.

All the ship's system were operating normally although the water tank had been damaged in the attack, said Oystein Elgan, chief executive of owner Inventor Chemical Tankers.

Inventor Chemical Tankers had no Israeli ties, Elgan said.

The vessel's operator, Uni-Tankers, said the attack had caused a small fire which the crew brought under control, and that the ship, carrying vegetable oils, continued to Reunion Island.

A British maritime authority said it had received a report of a vessel that "experienced an explosion" on its port side in an attack 24 nautical miles north west of Yemen's Mokha port.

The vessel and crew were reported safe, it said in an advisory. The incident described by the UKMTO advisory was similar to those of the attack on the Swan Atlantic.

The United Kingdom Maritime Trade Operations (UKMTO) authority said in a separate advisory it had received a report of a vessel 24 nautical miles southeast of Mokha as being approached by a craft with several armed personnel onboard.

Warning shots were fired from the vessel and the craft with the armed personnel on board changed course, the advisory said.

The UKMTO authority said in other advisories it had received reports of an incident 63 nautical miles northwest of Djibouti and another incident in the vicinity of the Bab Al Mandab strait, 30 nautical miles south of the port Mokha.

The Houthis have pledged to continue their attacks until Israel stops its assault, but said on Saturday that real steps to ease the humanitarian crisis in the Gaza Strip would contribute to "reducing the escalation". They also said that they were in&nbsp;Oman-mediated talks&nbsp;about its sea "operations".

That was the first indication that the militia group may be willing to de-escalate. The US&nbsp;has said it is seeking an expanded&nbsp;coalition&nbsp;to protect ships in the Red Sea and to send a signal to the Houthis, who have also fired drones and missiles at Israel since it began its campaign in Gaza in response to the Hamas rampage in southern Israel on Oct. 7.

Norway's Shipowners' Association said it expected Norwegian and international authorities to come together as soon as possible to secure safe passage for civilian vessels.

It is understood that they have currently ordered prototypes, and after proper testing, they will acquire a few dozen.

According to reports, the navy is in consultation with the manufacturers to design a prototype as per their expectations.

These so-called chariots are used by almost all advanced navies in the world. These are self-propelled vehicles which can be launched from ships or submarines, depending on their size and the roles they are to perform.

Notably, a similar type of manned human torpedoes was used during World War II.

These are deployed for a range of missions, including shallow-water surveillance, attacking the adversary’s coastal installations, and even their ships in harbour.

The chariots aid the marine commands in accessing the adversary’s harbour in close proximity, a feat otherwise difficult for submarines due to shallow waters. Also, it helps in the transportation of weapons and equipment to areas of operations.

A report by Forbes had earlier mentioned that the Pakistan Navy has a small submarine – a fraction of the size of a regular submarine – which is in use by the SSG (N), its Special Service Group.

It is unclear what type of swimmer delivery vehicles the Indian Navy uses, but the Indian Express quoting sources reported that the Indian forces used Italian-made chariots for several years now.
