Former UN ambassador Richardson will "discuss&nbsp;humanitarian delivery of COVID-19 vaccines, medical supplies, and other public health needs," his organisation, the Richardson Center, said in a statement announcing his departure on Sunday.

The statement did not mention whether Richardson would raise the case of American journalist Danny Fenster, who was detained in May and has since been charged with encouraging dissent against the military and unlawful association.

The managing editor of local news outlet Frontier Myanmar, Fenster was detained at Yangon International Airport as he attempted to leave the country.

He is currently on trial and faces six years in jail if convicted on both charges.

Local media Myanmar Now reported that Richardson was due to meet the junta leader and other senior officials.

AFP has contacted the military's spokesman for comment.

Richardson, a former governor of New Mexico, has negotiated "the release of hostages and American servicemen in North Korea, Cuba, Iraq and the Sudan," according to his centre's website.&nbsp;

His last visit to Myanmar was in 2018, as part of a panel created to advise on violence in Rakhine State -- the site of a 2017 army crackdown that triggered an exodus of more than 700,000 stateless Muslim Rohingya.

But he abruptly resigned after the trip, accusing Suu Kyi of lacking "moral leadership" over the crisis.&nbsp;

Richardson also said he stepped down due to fears the committee would "whitewash" the causes of the Rohingya crisis, over which Myanmar is now being investigated on genocide charges.&nbsp;

Witnesses, aid groups and local media have reported burning down of houses and an exodus of people from Thantlang town in Chin state.

Salai, a member of a local anti-junta militia, said the army fired artillery into the town on October&nbsp;29, starting off a fire in some houses.

Soldiers then set fire to houses, Salai said, adding he could see from a hill overlooking the town.

"We saw the smoke and we knew that some of our homes were on fire. There was nothing that we could do about it, just to watch the burning," he told Reuters.

Drone footage the next day showed 164 houses and two churches were destroyed, he said. Reuters has not viewed the footage.

Since the coup, thousands of people have fled Chin state into neighbouring India.

A local elder in Thantlang, who manages camps of displaced people, said only one family was left in the town.

"The home is where our heart is. People here worry that the rest of the homes will be burned down by them. This is our biggest worry."

As per the White House, Biden is expected to announce plans to provide up to $102 million to expand the US strategic partnership with ASEAN, with funds going towards health, climate, education, and economic programs.

He is also expected to reassure ASEAN that recent US efforts to engage with India, Japan and Australia in the so-called Quad grouping and an agreement to supply Australia with nuclear-powered submarines are not intended to supplant ASEAN's role in the region.

Analysts say that Biden's meeting with the 10-nation bloc is a sign that his administration is engaging allies and partners in a collective effort to push back at China.

As military atrocities continue to escalate in Myanmar, reports now suggest that a pro-democracy activist who rose to prominence during Myanmar's 1988 student uprising has now been arrested in an overnight raid.

ASEAN chair Brunei has not responded to Myanmar's rejection. A spokesman for Thailand's foreign ministry declined to comment on Saturday, citing the sensitivity of the matter.&nbsp;

Indonesia's foreign ministry spokesperson, Teuku Faizasyah, said ASEAN's consensus on who would represent Myanmar at the summit was the "common guide for all ASEAN members".

As of now, over 1,000 civilians have been killed in a post-coup crackdown in Myanmar, with thousands more detained, various tortured or beaten, according to the United Nations. The junta is accused of using excessive military force against civilian populations.

The junta said that many of those killed or detained were "terrorists" with the aim of destabilising the country. The junta chief last week said opposition forces were prolonging the unrest.

ASEAN's special envoy, Erywan Yusof of Brunei, had sought a meeting with ousted leader Aung San Suu Kyi. However, the military government said that was impossible she was detained and charged with crimes.

The junta has warned Erywan not to engage with opposition forces.

The villagers, he said, have selected two to three places where roughly 500 people can hide out in the forest until they are ready to head for the Indian border. “It is really sad to see,” Cung said. “Leaving your village and fleeing into the jungle is not what we want to do. I want to protect my village so they do not loot and burn down the village. But we, the civilians, can’t do anything. We have no choice but to flee.”

The recent exodus has been most pronounced in Chin State, a stronghold of the People’s Defense Force where civilians have often suffered the brunt of the Tatmadaw’s cruelty. In August and September, 28 out of the 45 people killed in the rural border region were civilians, according to the Chin Human Rights Organization.

Chin State borders the Indian state of Mizoram and is predominantly Christian. Many of the locals in Mizoram are also ethnic Chin and have close ties to the Chin people in Myanmar, but their patience has been tested by a recent COVID-19 outbreak that Mizoram officials have blamed on refugees.

A district official in Mizoram who declined to be named because he was not authorized to speak to the news media said that even though the Indian government’s policy is to keep the borders closed to refugees, the locals are unofficially helping those fleeing Myanmar. If the locals did not provide assistance, the official said, the refugees would die.

Phil Robertson, deputy director of Human Rights Watch’s Asia division, warned that the situation facing the refugees would become more difficult over time.

“Resources will become increasingly scarce, and there may be pressure to send them back,” he said.

In India, the refugees live in shacks with tinned roofs or plastic tarps overhead. Van Certh Luai, 38, a refugee who arrived in Mizoram after walking for three days, said her family of six gets only 3 gallons of water a day for drinking, washing and bathing. Mosquitoes feast on their skin. But the family says they are staying put.

“I do not want my three children to grow up in fear,” Van Certh Luai said.

The fighting in Chin State started in August, when 150 soldiers arrived in the town and started firing mortar rounds, injuring people and damaging houses. On Sept. 6, the Chinland Defense Force — the Chin arm of the People’s Defense Force — said it killed 15 soldiers.

Rights activists say the junta has targeted Chin State because it is home to the Chin National Front, the first ethnic armed group to throw its support behind the so-called National Unity Government, the organization founded by Myanmar’s ousted elected leaders. The rebel group has also been training thousands of anti-coup protesters who have taken up arms against the military.

As she entered the house, fragments of artillery shells started falling between her and her son.

Cer Sung, 44, recalled seeing the left side of her son’s body go up in flames. His left index finger, the one on the remote control, was blown off. He died on the spot.

“I am angry with the Myanmar army for brutally killing my only son,” Cer Sung said, sobbing.

She and her family have decided to remain in Myanmar for now, frightened to stay but also scared to find out what life would be like if they were to leave. Other families have scrambled to leave so quickly that they did not have much time to prepare.

Sui Tha Par said she found her husband, Cung Biak Hum, lying on the side of a road with two gunshot wounds to his back and chest after he rushed to extinguish a fire caused by Tatmadaw troops in Thantlang on Sept. 18. His ring finger had been cut off, and his gold wedding band was missing, according to family members.

“They shot my husband to death,” Sui Tha Par said, in tears.

She is pregnant and expects to give birth next month, she said. After burying her husband, she and her two sons, 11 and 7 years old, decided to leave for Mizoram.

Thousands flee Myanmar for India amid fears of a growing refugee crisis

Myanmar's junta chief on Monday said that the ruling military was committed to peace and democracy, and that the Association of Southeast Asian Nations (ASEAN) should consider the provocations and violence being carried out by its opponents.

In his first comments since&nbsp;Myanmar's neighbours decided to exclude him from an upcoming ASEAN summit over a lack of commitment to its five-point roadmap, Min Aung Hlaing reiterated the junta's own five-stage plan to restore democracy.

Min Aung Hlaing, who led the Feb. 1 coup that plunged&nbsp;Myanmar&nbsp;into deadly chaos, made no mention of the ASEAN decision but suggested the outlawed National Unity Government (NUG) and armed ethnic groups were trying to sabotage the ASEAN-led peace process.

"More violence happened due to provocations of terrorist groups," Min Aung Hlaing said in a speech on television, where he appeared in civilian attire. "No one cares about their violence, and is only demanding we solve the issue. ASEAN should work on that."

ASEAN decided to invite a non-political representative from&nbsp;Myanmar&nbsp;to its Oct. 26-28 summit, in an unprecedented snub&nbsp;to the military leaders behind the coup against Aung San Suu Kyi's elected government.

The NUG, a broad alliance of anti-coup groups that includes members of Suu Kyi's ousted ruling party, has backed the training and formation of militias called "People's Defence Forces" behind attacks on security forces in several regions of the country.

The NUG recently declared a nationwide rebellion against military rule.

The shadow government on Monday welcomed ASEAN's exclusion of the junta leader but said the NUG should be the legitimate representative.

Min Aung Hlaing gave no details on who would be included in the list and prison authorities did not respond to AFP requests for comment.

More than 1,300 of those due to be released would be freed on the condition they sign agreements promising not to re-offend, Min Aung Hlaing said.

Such agreements were "basically a form of parole that entails constant menacing surveillance", David Mathieson, an analyst formerly based in Myanmar, told AFP.

"It doesn't absolve the SAC (State Administration Council, as the junta dubs itself) of nine months of extreme violence."

Singapore's foreign ministry described the move as a "difficult but necessary decision to uphold ASEAN's credibility".

Mustafa Izzuddin, global affairs analyst at consultancy Solaris Strategies Singapore, called the exclusion "a political stopgap measure for ASEAN to assuage international criticism".

It sent a "political signal" to the junta "that ASEAN is not one to be pushed around", Izzuddin added.

And independent Myanmar analyst David Mathieson said that "in ASEAN terms this is a real slap in the face".

Abdulla Shahid, the president of the 76th session of the United Nations General Assembly, on Tuesday clarified to WION that Myanmar did not speak at the assembly hall because it failed to make a request as per the protocols.

Speaking exclusively to WION’s Executive Editor Palki Sharma Upadhyay, he sought to put to&nbsp;rest speculation that the country now under a military junta was not allowed to speak at the behest of US, China and Russia.

Shahid said a committee will meet in November to decide whether&nbsp;Myanmar’s current UN Ambassador Kyaw Moe Tun will be allowed to retain his seat.

“No country has decided that Myanmar will not speak. We have a lot of procedures here which are being followed. There is a committee on credentials who are meeting in November and their report will be adopted by the general assembly. So, it is up to the membership of the UN to decide on these things,” Shahid said.

"I just completed the general debate at the assembly hall and the list of speakers was exhausted. Meaning: Everyone who requested to speak were given the floor, in which 194 delegations spoke," he said, pointing out that Myanmar was the only one who did not make a request to speak.

There were reports that China, Russia and the United States had reached an understanding to prevent&nbsp;Kyaw Moe Tun&nbsp;from addressing the general assembly.

An American journalist imprisoned by Myanmar's junta since May has been hit with a second criminal charge, his lawyer told AFP on Tuesday.

Danny Fenster, managing editor of Frontier Myanmar, was detained at Yangon International Airport as he attempted to leave the country.

He is currently on trial for allegedly encouraging dissent against the military, which carries a maximum three-year jail sentence.

During the latest hearing at Insein prison in Yangon on Monday, he was hit with another charge of unlawful association, his lawyer Than Zaw Aung said.

Conviction under the colonial-era law also carries a maximum sentence of three years in jail.

It has previously been used to target journalists contacting Myanmar's myriad ethnic armed groups fighting the state for increased autonomy and control over natural resources.

Fenster's second trial is expected to start on October 15, Than Zaw Aung said.

His client was "in good health, but he lost weight a little bit", he added.

Fenster, 37, had been working for Frontier for around a year and was heading home to see his family when he was detained on May 24.

He is believed to have contracted Covid-19 during his detention, family members said during a conference call with American journalists in August.

Myanmar has been in turmoil since the military seized power in a February 1 coup and ousted Aung San Suu Kyi's elected government.

The press has been squeezed as the junta tries to tighten control over the flow of information, throttling internet access and revoking the licences of local media outlets.

More than 100 journalists have been arrested since the putsch, according to Reporting ASEAN, a monitoring group. &nbsp;

The fire service was not working because the wife of the head of the fire department was hit by a shell fragment during the fighting, he said, with the tide turning thanks to a sudden change in the weather.

"Due to the help of God, it rained that day," he said.

Many made the arduous journey across rivers and hills to cross into India for the relative safety of a refugee camp.

On the other side of the country, villagers in eastern Kayah state also fled army shelling after clashes earlier this week, according to a local anti-junta militia.

More than 1,100 civilians have been killed and some 8,000 arrested since the coup, according to local observers.

The junta says the death toll is much lower and denies its troops have committed massacres and torched homes.

As Myanmar`s economic slump deepens after February`s military coup and parts of its financial system freeze up, many in the strife-torn country are turning to online groups to bypass official channels to trade currencies.

The fragility of the financial system was further exposed this week when the kyat currency sank to new lows after the central bank gave up on attempts to prop it up. Many licensed money exchanges and gold shops shut their doors in the turmoil that followed.

The online groups, which run mainly on Facebook, have become a way for buyers and sellers of currencies to connect, often relying on trust when arranging physical exchanges of notes.

"I posted to sell some old notes yesterday in the group," said May Lay, a Yangon resident, referring to what she said was the sale of about $190 into kyat on a Facebook group.

"I lost my job and have had no income recently. Life is difficult with a one-year-old child," she said, noting how her household spending on food had doubled.

In the immediate months after the February 1 coup, long lines of people queued up to withdraw cash from banks, though recently kyat savings have taken an ever bigger hit with the currency losing 60 per cent&nbsp;of its value against the dollar in September.

Speaking after the World Bank warned this week the economy could slump 18 per cent&nbsp;this year, the ruling military council`s spokesman Zaw Min Tun said on Thursday the central bank had been unable to meet local demand for dollars.

One of the biggest of the groups set up on Facebook called "Dollar Buyer Seller Direct" had about 170,000 members, with the group`s administrator warning users to be careful before making a deal.

"The seller, the buyer, both take responsibility," it warned. 
The group appears to have been taken down in recent days, though at least one other site has emerged to fill its place.

In Myanmar, money traders are supposed to get a licence to operate. Central bank officials did not respond to requests for comment.

Asked about such sites using its platform, Rafael Frankel, director of public policy emerging countries, Facebook Asia Pacific, said: "Our dedicated team, including regional experts, continues to monitor the situation in Myanmar in real time and we will take action on anything that violates our policies as soon as we become aware of it."

"Our thoughts are with the people of Myanmar at this difficult time," Frankel said.

Smuggling Dollars

Still, with some money changers halting operations and official exchange rates now well out of line with market rates, more people have been drawn to the online sites to do their own deals, which are concluded in person.

"It`s like a black market. Both parties have to worry until the deal is done," said Ye Yint Tun, 33, who turned to becoming an unofficial currency broker after losing his job as a real estate agent for expatriates.

While initially asking for a 20 per cent fee, he has now slashed that to 2per cent&nbsp;to make it more attractive and reckons he earns about 10,000 to 20,000 kyat per day, or about $4 to just over $8, based on recent exchange rates.

"There are risks that you will be robbed while you doing exchange. So, we have to be very careful."

The online groups also tap into the flows of money remitted by overseas workers in neighbouring countries like Thailand.

"Millions of dollars are being smuggled into Myanmar from Thailand daily," an unlicensed money trader based in Thailand said, noting how the roughly four million Myanmar workers in Thailand needed to send money back to family members.

"We use Facebook as our platform for selling money," said the trader, who declined to be named.

Workers from Myanmar in Thailand pay traders with their Thai baht earnings, who in turn give kyat to family members in Myanmar and use the baht to buy U.S. dollars.

Another Thai-based trader described how U.S. dollars were smuggled into Myanmar overland, sometimes hidden in clothes or household items.

"In September alone, I traded about 30 million baht ($890,000). The trade is much higher compared with previous months," said the trader.

In August, the Central Bank of Myanmar tried tethering the kyat 0.8% either side of its reference rate against the dollar, but gave up on Sept. 10 as pressure on the exchange rate mounted.

The shortage of dollars has become so bad that some money changers have pulled down their shutters.

"Due to the currency price instability at the moment...all Northern Breeze Exchange Service branches are temporarily closed," the money changer said on Facebook.

Those still operating were quoting a rate of 2,700 kyat per dollar on Tuesday, compared to 1,695 on Sept. 1 and 1,395 back on Feb.1 when the military overthrew a democratically elected government led by Nobel Laureate Aung San Suu Kyi.

In a report published on Monday, the World Bank predicted the economy would slump by 18% this year, partly due to the pandemic, and said Myanmar would see the biggest contraction in employment in the region and the number of poor in the country would rise.

The increasing economic pressures come amid signs of an upsurge in bloodshed, as armed militias have become bolder in clashes with the army after months of protests and strikes by opponents of the junta.

"The worse the political situation is, the worse the currency rate will be," said a senior executive at a Myanmar bank, who declined to be named.

Myanmar is also struggling to deal with a second wave of coronavirus cases that started in June with the response by authorities crippled after many health workers joined protests. Reported cases have comes off their highs though the true extent of the outbreak remains unclear.

Stay at home orders in some townships have been withdrawn, but are still in effect in some areas.

The junta's foreign ministry on Saturday denied that the State Administration Council -- as the military regime dubs itself -- was responsible.

"In fact, the recent internet connections were disrupted due to the terrorist acts such as destroying of communication towers by terrorist groups," the ministry said in a statement.

"The Ministry urged some foreign missions in Yangon to thoroughly verify information before making statements."

Post-coup Myanmar is no stranger to internet blackouts, with the junta imposing one in the early hours of February 1 as soldiers arrested Suu Kyi and other top politicians from her National League for Democracy party.&nbsp;

The stepped-up attacks from anti-coup fighters came after the self-proclaimed "National Unity Government", made up mostly of lawmakers from Suu Kyi's ousted party, urged citizens to target military assets in their areas.

United Nations spokesman said on Friday that no representative from Myanmar is scheduled to address United Nations General Assembly (UNGA). This has come amid rival claims for Myanmar's UN seat after military coup that toppled the civilian government.

The Ambassador for the ousted government of Afghanistan will give his speech on Monday.

"At this point, Myanmar is not speaking," UN spokesman Stephane Dujarric said.

Myanmar's current UN Ambassador Kyaw Moe Tun - appointed by Aung San Suu Kyi's elected government - had initially been expected to address the 193-member General Assembly on Monday, the final day of the gathering.

But diplomats said China, Russia and the United States had reached an understanding, where Moscow and Beijing will not object to Kyaw Moe Tun remaining in Myanmar's U.N. seat for the moment as long as he does not speak during the high-level meeting.

"I withdrew from the speaker list, and will not speak at this general debate," Kyaw Moe Tun told Reuters, adding that he was aware of the understanding between some members of the UN credentials committee, which includes Russia, China and the United States.

Myanmar's junta has put forward military veteran Aung Thurein to be its UN envoy, while Kyaw Moe Tun has asked to renew his UN accreditation, despite being the target of a plot to kill or injure him over his opposition to the February coup.

Dujarric said that "for now, the Afghanistan representative inscribed on the list for Monday is Mr. Ghulam M. Isaczai." Isaczai is the current UN ambassador, who represents Afghanistan's government ousted by the Taliban.

Taliban Foreign Minister Amir Khan Muttaqi on Monday asked to address the gathering of world leaders at the United Nations and nominated the Islamist group's Doha-based spokesman Suhail Shaheen as Afghanistan's UN ambassador.

UN accreditation issues are dealt with by a nine-member committee, whose members include the United States, China and Russia. It traditionally meets in October or November so a decision would not be made in time that would allow Muttaqi to address the high-level General Assembly meeting this year.

Until a decision is made by the credentials committee on both Afghanistan and Myanmar, Isaczai and Kyaw Moe Tun will remain in the seats, according to the General Assembly rules.
