Russia: Moscow introduces pass system to stop coronavirus spread

Moscow, with its more than 12 million people, went into lockdown on Monday while other parts of Russia moved to introduce similar steps to curb the coronavirus outbreak.

The enforcement of the strict new rules, which Moscow Mayor Sergei Sobyanin suddenly announced late Sunday, coincided with the beginning of a "non-working" week declared by President Vladimir Putin.

"The situation is certainly serious and everyone should take this very seriously," Putin's spokesman Dmitry Peskov said.

Moscow, which has become the epicentre of the contagion in Russia, announced the new measures after many Muscovites failed to heed recommendations to self-isolate and instead went to parks for barbecues at the weekend.

On Monday, Red Square in the heart of Moscow was eerily empty, while the streets of Europe's most populous city were quiet even though traffic could still be seen on the roads.

But some were in no hurry to take the new rules to heart. Three teenagers flouted social distancing rules, walking and laughing together.

"Staying home with our parents will kill us quicker than the coronavirus," said one teen as the others nodded.

Muscovites are now only allowed to leave their homes in cases of a medical emergency, to travel to jobs judged essential, and to go to local grocery stores and pharmacies which need to enforce social distancing.

People are also allowed to take out the trash and walk their dogs.

Over the past 24 hours, Russia has recorded 302 new cases -- the biggest daily increase so far -- taking the national tally to 1,835 cases of coronavirus and nine deaths.

But the real number of infected people is believed to be higher and critics have rounded on authorities for not proposing tougher measures sooner.

At a government meeting, Prime Minister Mikhail Mishustin asked regional authorities to prepare for Moscow-style lockdowns, saying it was important to pre-empt a major outbreak.

At least eight regions including the Western exclave region of Kaliningrad have already imposed or were preparing to impose strict quarantines.&nbsp;

Russia to launch task force to contain covid-19 pandemic

Russian President Vladimir Putin has been the leader of Russia for 20 years now. In that entire time, all throughout he has maintained a firm grip on the country.

And now, with the new Constitutional amendments, it looks like Putin is bound to touch the pinnacle of power - an authoritarian as described by the West or a nationalist who doesn't take no for an answer.

Perhaps the best adjective to describe the Russian President is power - at least that's what he likes to project. This week, Russia watchers had a close eye on Russia's state Duma.

The point of discussion was the landmark constitutional amendments that Russian Parliament plans to make.

Among a long list of proposals, there is one that stands out - an end to the Constitutional term limits for&nbsp;Presidents. Putin gave his endorsement to the plan on Tuesday. Russia's Parliament approved it on Wednesday. Something that would allow Vladimir Putin to run for President once again in 2024 when his Presidential term expires.&nbsp;The amendment allows him to stay in power for two more terms (until 2036, when he will be 84).&nbsp;

Back in January, Putin had announced plans to make some fundamental changes to the Russian Constitution. He wants a ban on handing over Russian territory to foreign powers - something that could strengthen Moscow's grip on Crimea.

Putin also wants a marriage to be defined as a union of man and woman - a move that would rule out marriage between homosexuals.

The Russian President wants the new amendments to be ironclad. He has proposed a referendum to allow citizens to approve the changes. A nationwide vote on the constitutional amendments is planned for April 22.

But, this is a vote that the Russian president is favoured to win - many even term the referendum just a formality. Russia watchers say that neither the legal system nor the voters present a serious challenge to Putin's plans.

Thousands rallied in central Moscow on Saturday to call on President Vladimir Putin not to stay in power indefinitely, in the first major protest by the Russian opposition since the Kremlin chief announced controversial plans to change the constitution.

The rally marked five years since the assassination of opposition politician Boris Nemtsov, but its organisers also want the event to send a message to Putin after he proposed major constitutional changes.

Organisers, including the country's most prominent opposition leader Alexei Navalny, called for a mass turnout to show Putin that he must not consider staying in power by any means when his current mandate ends in 2024.

Moscow authorities gave permission to the rally -- after a succession of demonstrations urging fair elections last summer were roughly dispersed -- and the street was packed by a flow of protesters, an AFP correspondent said.

"Putin's policies are based on total lies," said another, quoting the liberal politician who was on assassinated in central Moscow on February 27, 2015.

"Russia without Putin!" the crowds chanted repeatedly as they began marching.

The White Counter monitor which counts attendance at protests said 22,300 people took part in the march. The interior ministry said 8,000 took part.

'Stay in power by any means'

Putin, who has dominated Russia for two decades, in January unleashed a political storm, proposing an overhaul of the constitution, the first changes to the basic law since 1993.

Analysts see the plan as beginning preparations for succession when Putin's fourth presidential term ends in 2024, while the opposition says the Kremlin strongman wants to remain leader for life.

"I think that this is a crime, that it is mocking the constitution," said Semyon Pevzner, a pensioner aged 75. "The only aim is to stay in power by any means possible."

Putin first came to power as prime minister in 1999 under Boris Yeltsin before becoming president in 2000. He served the maximum two consecutive terms between 2000 and 2008 before a four-year stint as prime minister.&nbsp;

He returned to the Kremlin in 2012 for a newly-expanded six-year mandate and was re-elected in 2018. But opponents fear he could remain Russia's number one even if the job of president nominally goes to someone else in 2024.

Kseniya Telmanova, a 21-year-old student, reflected that Putin had been president for her whole life, except her first few months. "Probably those were the best months of my life," she said, laughing. "The leaders should fear the fact they can lose power."

Russia is planning to hold a referendum on the constitutional amendments on April 22.

According to the Levada Center, an independent pollster, a quarter of Russians will back the constitutional proposals, while 56 per cent said they were still not sure why the changes were needed.

Forty-four per cent also said Putin should quit power in 2024, while 45 per cent said he should stay.

'Against political repression'

Around 2,000 people gathered for a similar demonstration in Russia's second city of Saint Petersburg on Saturday, clutching flowers, portraits of Nemtsov and banners reading "They feared you Boris".

"This is basically the only chance we have to go out and say that we are against what is going on in the country and against this police state," said Galina Zuiko, 55.

Nemtsov -- one of Putin's most vocal critics and a former deputy prime minister in the Yeltsin government -- was shot and killed on a Moscow bridge near the Kremlin.

In 2017, a court found a former security force officer from Chechnya guilty of his murder and sentenced him to 20 years in prison. Four other men were found guilty of involvement in the killing.

But Nemtsov's family and allies insist the authorities have failed to bring the masterminds to justice.

"We have not seen any major progress" in the probe, Navalny said in brief comments to pro-opposition channel TV Rain. "We will continue to turn out (every year) until this case is solved."

Protesters also urged authorities to release Russia's political prisoners, with a group of women holding a banner reading: "Mothers against political repression. Freedom to our children."

An attacker injured two people in a Moscow Orthodox church with a knife on Sunday before being arrested, police said, adding they were not treating the incident as terrorism.

The man came running into the altar area of the church in central Moscow and stabbed two assistants to the priest, the parish priest Kirill Sladkov said.

"He looked like an ordinary parishioner and didn't shout anything during the attack," Sladkov said, according to the website of the Moscow Patriarchate.

"He took out a knife and struck a blow to my assistant," later injuring a second person before being apprehended, Sladkov said.

Sladkov later wrote on his Instagram account that both men were out of the hospital and back home.

The 26-year-old alleged attacker, from the Lipetsk region south of Moscow, was overpowered by parishioners who held him until police arrived.

Interior ministry spokeswoman Irina Volk said police had opened an investigation into hooliganism and violence, adding that police also found a "package with a plant-based substance" at the scene, along with a knife and a pair of gloves.

There have been a small number of knife attacks in public places in recent years in Russia, some claimed by the Islamic State group, but none have been officially treated as terrorism cases.

Turkey hits back at Moscow over Idlib claims

"I hereby declare that we will strike regime forces everywhere from now on regardless of the Sochi deal if any tiny bit of harm comes to our soldiers at observation posts or elsewhere," Erdogan told a meeting of his ruling party in parliament.

He said 14 Turks have been killed and 45 wounded by regime shelling in Idlib since February 3.

Assad's forces, backed by Russian airstrikes, have pressed ahead with an offensive to retake the province from rebel groups despite the 2018 Sochi ceasefire deal agreed between Turkey and Russia.

The offensive has killed hundreds of civilians since December and sent hundreds of thousands fleeing for safety in harsh winter conditions.

In a rare move on Wednesday, Erdogan was directly critical of Russia.

"The regime, backed by Russian forces and Iran-backed militants, are continuously attacking civilians, committing massacres and shedding blood," he said.

He added that Turkey would do "whatever necessary" to push Syrian forces back behind the 12 observation posts it set up in Idlib under the Sochi deal.

An AFP correspondent in Idlib said a new convoy of Turkish armoured vehicles arrived Wednesday in the town of Binnish, northeast of Idlib city, in a new deployment.

But Syrian forces have been relentlessly advancing, seizing numerous towns and retaking full control of the crucial M5 highway that links major cities for the first time since 2012.

"We are determined to push back (regime forces) behind the borders of the Sochi deal by the end of February," said Erdogan.

"We will do whatever is necessary both on the ground and in the air without any hesitation and without any delay."

Erdogan also said that aircraft striking settlements in Idlib would "no longer move freely".

That followed reports that Turkish forces shot down a Syrian military helicopter this week in Idlib, though that has not been confirmed by Ankara.

Russian President Vladimir Putin and Erdogan spoke by phone on Wednesday, with the Kremlin saying they remained determined to implement existing ceasefire agreements.

The Turkish presidency confirmed the call but did not provide details.

A Russian delegation including military and intelligence officials held two rounds of talks in Ankara this week, but no concrete agreement emerged.

Foreign Minister Mevlut Cavusoglu said a Turkish delegation would now go to Moscow "in the next few days."

"Continuing to work with Russia, we are working to secure a lasting ceasefire. But even if nothing results from this, our determination is clear and we will do what is necessary," he said.

US special envoy for Syria James Jeffrey arrived in Ankara late Tuesday for meetings with Turkish officials.

Meanwhile, Syrian regime forces pushed on with their offensive on Wednesday, securing further areas along the M5 highway.\

Turkey, which already hosts some 3.7 million refugees from Syria, fears a fresh influx if Idlib falls to the regime and has kept its border closed to newly displaced people.

"Even if everyone turns a blind eye, turns their back, and freezes their conscience, Turkey will not remain a bystander to this situation."

Putin visited Syria and Turkey this week and is keen to stress his role as a regional powerbroker.

German Foreign Minister <a href="https://www.wionews.com/world/soleimani-was-plotting-imminent-action-threatening-hundreds-of-american-lives-pompeo-271975">Heiko Maas</a>, who will attend the talks, said a "key reason" for the&nbsp;meeting&nbsp;was the escalating crisis in&nbsp;Libya, where Germany is acting as a mediator in a conflict he has warned could become a "second Syria".

"We are involving Europe and those players who are influential there, for that we need Russia," Maas told Germany's NTV television. "For us, it's not too far to fly to Moscow to discuss that with Putin."

Merkel is to invite Putin to a Berlin conference on&nbsp;Libya&nbsp;later this month, diplomatic sources told reporters.

Putin and Turkish President <a href="https://www.wionews.com/opinions/sports-has-emerged-as-battlefield-for-freedom-of-expression-270322">Recep Tayyip Erdogan</a> called for a ceasefire in&nbsp;Libya&nbsp;on Wednesday, although they are seen as supporting opposing sides in the conflict.

While Turkey has sent troops to support the UN-backed <a href="https://www.wionews.com/world/libya-haftar-forces-seize-large-parts-of-sirte-city-272759">Tripoli</a> government, Moscow is accused of backing mercenaries supporting strongman Khalifa Haftar in his fight against the government.

Haftar said he would fight on despite the call for a ceasefire.

The Kremlin said last week that Saturday's talks would cover the "escalation of tensions" in the Middle East after the US killed&nbsp;top&nbsp;Iranian commander General <a href="https://www.wionews.com/world/soleimani-was-probably-planning-to-attack-four-us-embassies-donald-trump-273535">Qasem Soleimani</a> in a drone strike close to Baghdad.

Putin warned the killing could "seriously aggravate the situation in the region".

Tehran has announced a further rollback on its commitment to a 2015 nuclear accord following the United States' unilateral withdrawal in 2018. Russia and Germany are among world powers still backing the deal.

The Kremlin said the talks would also cover the conflict in Ukraine.&nbsp;

Libya and Iran top agenda in Merkel-Putin meeting

Russia's capital city Moscow, which is known for its bone-chilling winter, has brought artificial snow for decorations ahead of the New Year's Eve.

Moscow is witnessing one of its warmest winters in December since temperatures began getting recorded 140 years ago. The government is sending trucks filled with artificial snow for decorating a new year display in the city centre. &nbsp;

In one of Moscow's main avenues, a strip of snow is laid.&nbsp;

The bringing of artificial snow has amused social media users as ironically the city traditionally calls in trucks to remove snow.&nbsp;

The warm weather in Russia has raised concerns of global warming as ice melting in polar regions is one of its signs.

At an annual news conference on December 19, Russian President Vladimir Putin acknowledged that climate change could create major problems in the country.&nbsp;

However, Putin refused to blame human activity for climate change.&nbsp;

The US sanctions slapped on a controversial <a href="https://www.wionews.com/world/us-threatens-sanctions-over-russia-germany-gas-pipeline-190030/amp">Russian gas pipeline</a> to Europe will likely delay the project's completion by several months to the second half of 2020, a top German official said Monday.

"I expect the pipeline to be finished in the second half of 2020," Peter Beyer, Chancellor <a href="https://www.wionews.com/world/merkels-coalition-in-crisis-talks-after-european-union-vote-debacle-221923">Angela Merkel</a>'s transatlantic coordinator, told German radio.

The Nord Stream 2 pipeline was initially slated for completion in early 2020 with a view to being operational in mid-2020.

Moscow and Berlin have reacted angrily to the sanctions imposed by Washington on Friday over the 9.5 billion euro ($10.6 billion) pipeline under the Baltic Sea that aims to double Russia's natural gas deliveries to Germany.

The American announcement of asset freezes and visa bans targeting companies working on the project immediately led to Swiss pipe-laying contractor Allseas halting its work.

Speaking to Deutschlandfunk radio, Beyer said that although the sanctions would "postpone the completion" of the pipeline, he believed "alternative" solutions could be found that would nonetheless "be more expensive".

The United States has long opposed Nord Stream 2, saying the pipeline would give Russia too much influence over security and economic issues in western Europe.

It would also allow Russia to reroute supplies from overland pipes running through Ukraine, with Kiev expressing concerns that this would deprive them of vital leverage over its giant neighbour.

Critics however have also pointed out that Washington's resistance to Nord Stream 2 comes as the US is trying to sell more of its own, more costly liquefied natural gas (LNG) to Europe.

Relying more on American LNG "would be considerably more expensive for German consumers," Beyer said.

The <a href="https://www.wionews.com/india-news/russian-government-unable-to-find-any-documents-on-whereabouts-of-subhash-chandra-bose-mea-238154">Russian government </a>on Monday insisted the sanctions would not be allowed to derail the project as Moscow weighs its response to Washington.

"Such sanctions are unacceptable for us, and we are confident that such measures won't prevent finishing the construction of such an important project," Kremlin spokesman Dmitry Peskov told reporters.

"In any case, we won't leave such steps unanswered," he said.

"As to when and how this will be done, this will depend on Russia's national interest."

In Berlin, Merkel's spokeswoman Ulrike Demmer said discussions were ongoing with the different parties to find a solution.

"And we will continue to express our view that we don't condone such extra-territorial sanctions," she said.

Russia reeled from a four-year ban from global sports on Monday, with athletes in shock and the government quick to blame "anti-Russian hysteria".

The head of Russia's anti-doping agency meanwhile said his country had <a href="https://www.wionews.com/sports/no-chance-of-winning-wada-ban-appeal-russia-anti-doping-chief-267261">"no chance"</a> of winning an appeal of the ban, which he described as a tragedy for clean athletes.

The World Anti-Doping Agency on Monday banned Russia from international competitions including the 2020 Tokyo Olympics and the 2022 World Cup in Qatar.

It accused Russia of falsifying laboratory doping data handed over earlier this year to <a href="https://www.wionews.com/sports/russia-could-face-olympic-ban-in-wada-decision-due-monday-266958">investigators probing claims</a> of widespread doping.

Russia can appeal the ban to the Court of Arbitration for Sport, but the head of its RUSADA anti-doping agency, Yuri Ganus, said he doubted it would be successful.

"There is no chance of winning this case in court," Ganus told AFP. "This is a tragedy. Clean athletes are seeing their rights limited."

Under the sanctions, Russian sportsmen and women will still be allowed to compete at the Olympics next year but only if they can demonstrate that they were not part of what WADA believes was a state-sponsored system of doping.

Russian government officials will be barred from attending any major events, while the country will lose the right to host, or even bid, for tournaments.

'This is politics'

While admitting there have been instances of doping, <a href="https://www.wionews.com/sports/wada-seeks-russia-ban-over-doping-data-manipulation-264626">Russian officials</a> say the country is no worse than any other. Some have accused other countries of pursuing the ban to remove Russian athletes from competition.

Prime Minister Dmitry Medvedev said Monday that it was "impossible to deny" that doping had taken place but that those involved had already been punished.

"This is the continuation of this anti-Russian hysteria that has already become chronic," Medvedev told Russian news agencies.&nbsp;

Many in Russian sports agreed.&nbsp;

"The decision that was taken today was political and not simply about sports," the head of Russia's Biathlon Union, Vladimir Drachev, told Russia-24 state television.&nbsp;

"I have no words... How can you mock athletes who have been preparing all their lives for this?" said Aslanbek Khushtov, who won wrestling gold at the 2008 Beijing Olympics.

"Unfortunately this is politics, I don't smell any sport here," he told state news agency TASS.

The scandal has tainted Russia's sporting reputation since the revelation of large-scale state-sponsored doping aimed at improving its medal performance at the 2014 Winter Olympics in Sochi.

Russian track and field athletes were barred from competing at the 2016 Rio Olympics although Russians competing in other events were allowed to take part.

The ban was widened to include all events at the 2018 Pyeongchang Winter Olympics, though Russian competitors who could prove they were above suspicion were able to compete as neutrals under the Olympic flag.

The heads of several Russian sports federations said Monday they were preparing to send athletes to the 2020 Olympics under a neutral flag.

'A proud Russian'

The country's athletes "must go to <a href="https://www.wionews.com/sports/wada-imposes-four-year-ban-on-russia-over-doping-data-manipulation-267195">the Olympics</a> whatever the situation," said the head of Russia's swimming federation, Vladimir Salnikov.

"Of course we'd prefer that our athletes participate under the Russian flag and hear their national anthem. But the circumstances may be different... (and) no one has the right to deprive innocent athletes of their dreams," he told state news agency RIA Novosti.

"If (participating under a neutral flag) is the only possibility, we must go and win. Our clean athletes, I am sure, will show that they are strong, even in these circumstances," said the head of the waterpolo, diving and synchronised swimming federation, Alexei Vlasenko.

Vyacheslav Fetisov, a Soviet-era ice hockey legend and now pro-government lawmaker, denounced what he called the "collective punishment" of Russia's athletes.

"I am a proud Russian. I was proud to represent my country," Fetisov, deputy chairman of the lower house State Duma's sports committee, told AFP.&nbsp;

"I will work tirelessly... to get today's athletes the opportunity I had to represent Russia,&nbsp;and be up on that podium. It was one of the great privileges of my life."

<a href="https://www.wionews.com/world/ukraine-president-zelensky-renews-denial-of-quid-pro-quo-with-us-president-trump-265736">Ukraine</a> will ask the British Supreme Court on Monday not to force it to pay billions of dollars in debt to&nbsp;Russia&nbsp;without a trial that would determine whether Kiev was forced to borrow the money under duress.

The case, being decided in London because the debt was structured as a Eurobond under English law, could see British courts rule on some of the most contentious issues in the&nbsp;<a href="https://www.wionews.com/world/nato-calls-emergency-meeting-over-russia-ukraine-standoff-at-sea-of-azov-179555">Russia-Ukraine</a> feud that has divided Moscow from the West.

The debt was borrowed six years ago by a pro-Russian president months before he was toppled in a popular uprising. Moscow is seeking a summary judgment in its favor that could see Ukraine ordered to pay the debt in full, without a trial.

Ukraine argues that it should not be forced to pay without having a chance to challenge the debt, a position backed by an appeals court in a ruling that&nbsp;Russia&nbsp;now wants the Supreme Court to overturn.

Alex Gerbi, a partner at the firm representing Kiev in the case, said Ukraine would argue that the debt was incurred under duress.

"Russia&nbsp;should have to prove its claim, and justify its conduct, in the full public scrutiny of an English trial,” Gerbi said.

Ukraine has accused&nbsp;Russia&nbsp;of applying “massive, unlawful and illegitimate economic and political pressure to Ukraine in 2013”, forcing the country to accept Moscow’s financial support instead of striking up closer ties with the EU, according to earlier court documents.

Moscow has not commented on the case. A source familiar with the&nbsp;Russian position said&nbsp;Russia&nbsp;would argue that Ukraine's case has no merit and no trial is needed.

The $3 billion bond was borrowed by Ukraine in the final months of the administration of President <a href="https://www.wionews.com/world/ukraine-investigates-grenade-attack-on-kiev-tv-station-235589">Viktor Yanukovich</a>, a supporter of close relations with Moscow who was toppled in a public uprising after abandoning a deal on ties with the EU.

Russia&nbsp;responded to Yanukovich's fall by seizing Ukraine's Crimea peninsula and backing separatists in eastern Ukraine in a war which has killed more than 13,000 people. The <a href="https://www.wionews.com/opinions/china-united-states-relations-and-the-thucydides-trap-192673">United States</a> and <a href="https://www.wionews.com/world/european-union-presses-uk-to-resubmit-brexit-plan-as-end-game-looms-254002">European Union</a> responded to those&nbsp;Russian moves with sanctions against Moscow which have yet to be lifted.

Ukraine's new president, Volodymyr Zelenskiy, is scheduled to meet&nbsp;Russia's Vladimir Putin on Monday to push for a peaceful resolution to the conflict in eastern Ukraine.

Both countries are also due to renew a gas transit deal a regular source of disagreement between them -- by the end of December.

The Eurobond matured in December 2015 and has not been repaid. Moscow wants payment in full, including interest which could push the debt beyond $4 billion. Kiev says&nbsp;Russia&nbsp;should have participated in a 2015 restructuring of its Eurobonds.

The case is one of two major court cases this month being watched by international investors in Ukraine. Hearings are due to begin in Kiev on December&nbsp;19 in the case of the nationalisation of Ukraine's largest commercial bank.
