WION: PM Modi will be engaging with the US president and the business community. How do you see this panning out? &nbsp;

Nisha Desai Biswal: This is a very anticipated visit by both leaders, Indian PM Modi and US President Joe Biden. They have many engagements in the past. This meeting comes at a very important time as world is battling Covid. Collaboration of the US and India on Covid is crucial. We are looking to galvanise action on climate change. PM Modi has been a key leader globally in fight against climate change. And [there is] Quad leaders' meeting on margins of UNGA. The importance of Quad is really high in framing opportunities for our four democracies -- India, the US, Australia and Japan -- to create ecosystem and opportunities to benefit Indo-Pacific region. It will be an important meeting and of course, from the US perspective, we hope there is focus on important role of private sector, need to deepen economic ties and trade ties. It will be an opportunity to start those conversations as well. &nbsp;

WION: There has been discussion on a mini US-India trade pact and private sector has been engaging on it. Do you think trade has the potential to expand?&nbsp;

Nisha Desai Biswal: Absolutely, I feel both countries have struggled to align their trade policy but increasingly, we see that trade between our nations, and deepening the economic partnership between our nations is not only important for India but for economic growth of the US too. It is important for our strategic partnership, and strategic power that India has become. So, I think now is the time to focus on how we reach alignment between the US and India. Both are one of the biggest economies in the world, which are outside of some of the big trading blocks in the Indo-Pacific region. This will be important area of focus. &nbsp;

WION: How do you see the evolution of this relationship in next few years? &nbsp;

Nisha Desai Biswal: The US-India Business Council was set up over 45 years ago, because our leaders even at a time when we did not have deep ties understood that we need to have that. Economic relationship is going to be a key part of that. So, I have seen throughout my career how the US and India systematically converged their goals aspirations and aligned their approaches to the point we are today. We are the most consequential partners for each other. We have enormous convergence. We are not carbon copy of each other and our approaches are also different. We have a stake in ensuring the future of Indo-Pacific region and world. I see an enormous potential for further alignment and deepening of ties between our two countries. &nbsp;

WION: Both countries are engaging on Indo-Pacific strongly. How can Indo-Pacific be a region where both countries can collaborate in terms of businesses, trade and connectivity? Is there a transparent way of connectivity that our leaders have been talking about? &nbsp;

Nisha Desai Biswal: I think you are seeing it already. Quad grouping, a framework was initiated when I was in government when Obama was the president. But it has become more and more consequential for the countries. The Quad framework is really about how our democracies can collaborate across a broad spectrum of issues whether it is on combating climate change, collaboration on Covid, on really ushering in the new technology, which are going to comprise future economy. And frankly, how we can support not only our four countries but all of the countries of the region. You are going to see that more coming out of the meeting of the leaders this week whether it is on deepening ties on education, key advanced technology, semi-conductors, 5G, etc. You will see Quad grouping is an important one ushering in the future that Indo-Pacific countries want. &nbsp;

WION: You are an Indian American. Indian Americans are a living bridge between two countries. Many are in present administration. How do you feel as an Indian American connecting between two countries? &nbsp;

Nisha Desai Biswal: Well, I think it's a source of great pride and joy to see these two countries become deep partners that they were always meant to be. I was able to contribute in it as a source with enormous pride and hope to see it get even brighter in the years to come. &nbsp;

WION: China is the dragon in the room. Do you think the Chinese economic crisis will have a wider impact? &nbsp;

Nisha Desai Biswal: I will not speak on it. I think we have global economy crisis right now as we look at it, and the impact of the pandemic has been around the world. What we have seen while coming out of that is that one focus needs to be on diversifying supply chain, de-risking investment and also just fulfill the real need to examine global trade to make sure that we are able to support inclusive growth. Companies are also trying to regionalise, and there is enormous potential for the US and India.&nbsp;

Indian Prime Minister Narendra Modi on Thursday (September 16) inaugurated Defence Offices Complexes at Kasturba Gandhi Marg and Africa Avenue in New Delhi.

The new Defence Offices Complexes will accommodate around 7,000 officials from the Ministry of Defence and the Armed Forces, including the Army, Navy and Air Force. The buildings will provide modern, secure and functional working spaces.

An Integrated Command and Control Centre has been established for managing building operations, while also catering to the end to end safety and surveillance of both the buildings.

During his address at the time of inauguration, PM Modi slammed critics of the Central Vista project that involves major overhaul of Indian capital's Lutyens area. Modi said that those criticising the project never mentioned that Defence Offices Complexes are also a part of the project as that would expose their 'falsity', adding that modern infrastructure is pertinent for economic development of the country.

"The people who were criticising the Central Vista project never mentioned the Defence Offices Complexes, which is also part of the Centra Vista... They knew their falsity would be exposed," he said.

"When we are focusing on ease of living and ease of doing business, modern infrastructure plays an equally important role. This is the idea behind the work that is being done in the development of the Central Vista," PM Modi said.

Mentioning the importance of the new complexes, he said: "These new Defence office complexes will now make it feasible for our armies to operate in better working conditions with all modern amenities."

"The construction of the Defence Offices Complexes completed within 12 months amid the COVID-19 pandemic. This provided employment to hundreds of labourers during the challenging pandemic period."

He also hoped that the construction of the new Parliament building will be completed in the time frame given earlier.

Speaking at the same event, Defence Minister Rajnath Singh said: "Previous buildings were in a tattered state, affected working conditions of our officers, optimum utilisation of space was not done, which is why this complex has been brought up. Over 7,000 workers can be accommodated in good working conditions."

The new Defence Office Complexes are state-of-the-art and energy-efficient, with comprehensive security management measures. One of the defining features of these buildings is the use of new and sustainable construction technology called LGSF (Light gauge steel frame), which reduced construction time from 24-30 months in the case of conventional RCC construction. The buildings utilize resource-efficient green technology and promote environment-friendly.

The meeting comes hours after the Taliban announced the name of new leaders of its government. Mullah Hassan Akhund was named as the Prime Minister and he will have two deputies—Mullah Baradar and Mawlavi Hannafi. Sirajuddin Haqqani was named as the interior minister and Amir Khan Muttaqi was chosen as the foreign minister.

Notably, all of them are on the UN terror list, while Sirajuddin Haqqani carries a bounty of $5 million announced by the FBI.&nbsp;

Both India and Russia view Afghanistan as a security challenge. India believes that a turmoil in Afghanistan may pave way for Pakistan-based terror groups to emerge, and for&nbsp;Russia, a spillover of the crisis may have an impact on the former Soviet countries like Uzbekistan, Tajikistan.

The people cited above said there was no final decision yet on the proposed visit to the US by Modi in view of the uncertainty over the holding of the Quad summit among the leaders of the US, India, Japan and Australia in Washington.

Suga, who became prime minister of Japan a year ago after Shinzo Abe stepped down, announced on Friday that he will not seek re-election as leader of the Liberal Democrat Party (LDP) at the end of September.

His announcement and the political turmoil in Tokyo have also thrown into doubt the holding of the in-person India-Japan summit for the third consecutive year.

The annual summit between Modi and his then Japanese counterpart Abe was cancelled in December 2019 in Guwahati in the wake of massive protests rocking the Assam city over the amended citizenship law.

In 2020, the summit could not be held due to the coronavirus pandemic.

Quoting Gurbani, Modi said happiness emanates from empathy and service. For the all-round progress of Punjab and the country, a combined effort is needed, he said, adding that "virasat (heritage) and vikas (development) must coexist".

Modi said the people of Punjab have been the biggest victims of the country's partition. "We still feel the pain of what happened at the time of Partition in every corner of India and especially in the families of Punjab."

Referring to the Jallianwala Bagh massacre, the PM said those 10 minutes of April 13, 1919 became the immortal story of India's freedom struggle. During the event, Modi also digitally inaugurated the museum galleries at the memorial. The event also showcased the multiple development initiatives undertaken by the government to upgrade the complex. The PM noted that tribal communities contributed greatly to the freedom struggle and made many sacrifices. However, their contributions did not find mention in history books to the extent they deserve.

He added that work is underway on museums in nine states of the country to showcase tribal freedom fighters and their struggle.

Underlining the brave tradition of Punjab, Modi said that following the path of gurus, brave sons of the soil have fearlessly stood like a rock against all dangers facing the country.

Union Culture Minister G Kishan Reddy, Union Minister of Housing and Urban Affairs Hardeep Singh Puri, Punjab Chief Minister Amarinder Singh, Lok Sabha and Rajya Sabha MPs from Punjab and members of Jallianwala Bagh National Memorial Trust, among others, were present on the occasion.

As part of the inaugural event, a wreath-laying ceremony was also held and a two-minute silence was observed in memory of those killed in the Jallianwala Bagh massacre.

They showcase the historical value of the events that unfolded in Punjab during that period, with the fusion of audio-visual technology, including projection mapping and 3D representation, as well as art and sculptural installations.

Over 1,000 people were killed and hundreds wounded on April 13, 1919 when British troops fired indiscriminately on an unarmed gathering of thousands who had assembled in Jallianwala Bagh amid nationwide protests against the Rowlatt Act which had extended wartime repressive measures.
