Sri Lanka, which has been battling a severe economic crisis, is set to reduce its military by half, said the defence ministry on Friday as the government continues to take steps to overhaul its financial situation. For months, the nation has been facing fuel and food shortages that have made 22 million people’s life miserable from last year.

Taxes have been increased and tough spending cuts have been imposed by President Ranil Wickremesinghe to clear the way for an anticipated bailout by International Monetary Fund following a government debt default.

The armed forces of Sri Lanka are next to face a drastic cut, as the defence ministry declared that 65,000 soldiers would retire from its 200,000-strong army in a year as part of its plan to downsize the land force of the country to 100,000 by the end of the decade.

"The overall aim of the strategic blueprint is to broach a technically and tactically sound and well-balanced defence force," said a ministry in a statement.

The armed forces of Sri Lanka remain bloated more than a decade after the traumatic civil war of the country. Last year, defence accounted for almost 10 per cent of public spending and expert analysts say that half of the salary bill of the government is used in paying for security force personnel.

The European Union said Friday its latest round of sanctions will hit Russia’s military-industrial complex, as well as people and groups that are attacking Ukrainian civilians or kidnapping children.

Valdis Dombrovskis, a European Commission vice-president, said the package will deal a blow to 168 “entities” — companies or state organizations — as well as some two dozen individuals.

The ninth package of EU punitive measures against Russia for its war in Ukraine was approved by EU leaders at a summit Thursday. It was formally adopted Friday by written procedure.

European Commission Ursula von der Leyen said the package also focuses “on tech, finance and media to push the Russian economy and war machine further off the rails.”

Von der Leyen added that the new sanctions target “almost 200 individuals and entities involved in attacks on civilians and kidnapping children.” Russia’s open effort to adopt Ukrainian children and bring them up as Russian is already well underway, in one of the most explosive issues of the war, an Associated Press investigation has showed.

Full details of the package will be revealed once they are published in the bloc’s legal records.

The targets of the latest recommended sanctions included government ministers, lawmakers, regional governors and political parties. The EU Commission also wanted to hit more Russian banks and to impose export controls and restrictions on products like chemicals, nerve agents, electronics and IT components that could be used by the armed forces.

Von der Leyen also proposed “to ban the direct exports of drone engines to Russia and the export to any third countries, such as Iran, which could supply drones to Russia.”

In addition, the European Commission recommended that EU members take action against Russia’s energy and mining sectors, including with a ban on new mining investments, and that they move to take more Russian TV stations off the air in Europe.

As well as sanctions on various entities, banks and individuals, including Russian President Vladimir Putin and members of his family, the EU has previously approved an embargo on coal and seaborne oil imports, in close concert with Western allies.

A former US military pilot is awaiting a court hearing and possible extradition after being caught by the authorities in Australia for having the same address as a Chinese hacker. Reportedly, Daniel Edmund Duggan, 54, was arrested by Australian Federal Police last month on a request from the US. According to the authorities, Duggan listed the same Beijing address as a Chinese businessman jailed in the US for conspiring to hack US defence contractors' computers. Australian records reveal that Duggan moved to Beijing from New South Wales in 2014 and listed a flat in upmarket Chaoyang District as his place of address. However, the same address was found to be belonging to a Chinese national named Su Bin. Su had pleaded guilty in the case. Su's aviation company Nuodian Technology is on the UN Entity List which is a trade blacklist of companies or individuals that pose threat to US national security. Duggan's arrest took place the same day when it was revealed that former British and Australian pilots were being poached by the Chinese military to train its troops. The Russian-occupied Kherson region in Ukraine is going to witness an intense battle in the future as Moscow is preparing to send more forces to the southern city in response to Ukraine’s counteroffensive.

Kherson was the first territory that fell to the Russian forces in the initial days of the war that started in February this year.

But in the past few weeks, Ukraine has been making rapid advances in the southern city, especially along the Dnipro River, and has caused the Russian forces to retreat.

The Russian-installed authorities in the city have even ordered thousands of civilians to evacuate.

However, Ukraine's military spy chief Kyrylo Budanov believes that the Russian forces have not retreated rather they are trying to create an illusion of defeat.

"They are creating the illusion that all is lost. Yet at the same time they are moving new military units in and preparing to defend the streets of Kherson," he told the Ukrainska Pravda online media outlet.

He said that the Russian military is deploying more troops and preparing the streets for defence, adding that the removal of citizens is a pretence to save face in case the city falls to Ukraine.

The Russian-appointed officials in Kherson on Monday announced the creation of militia units, saying that men would have the "opportunity" to join them.

The focus of the Ukraine-Russia war has now shifted to Kherson, with Kyiv claiming massive success in the region since October.
