Hundreds of mostly Central American migrants poured into a new shelter on Friday as bus loads fled a filthy, flooded sports complex on the eve of a presidential inauguration in Mexico that could recast the border crisis with US President Donald Trump.

Earlier in the day, streams of migrants laden with heavy backpacks, tents and blankets, much of it soaking wet, loaded buses leaving their original migrants shelter within sight of the border.

Helicopters swooped down nearby a few times and lines of people formed quickly when bottles of water were passed out. Diapers and milk for children were also distributed.

For those among the at least 6,000 migrants who have descended upon the Mexican border city of Tijuana, just south of San Diego on the US side, the move to a former outdoor concert venue after torrential rains a day earlier reduced the old shelter to a muddy, smelly mess was a welcome relief.

"Here it`s better," said Victor Manuel Argeta.&nbsp;

The 44-year-old native of Usulutan, El Salvador, spoke alongside his wife and two children as he surveyed the limited indoor space while many other caravan migrants set up simple camps in an open square in the middle of the property.

"It`s dry. We have a dry blanket. They gave us mattresses, too," said Argeta.

He said he joined the caravan to find better job prospects in the United States.&nbsp;

Many of the migrants who made the trek to the East Tijuana property, some 7 miles (11 km) from the border, appeared thankful to be out of the muck even if most will sleep on thin mattresses on a cold, hard floor.

Jorge Alberto Lobo, 21, also from El Salvador, was eager to leave the old shelter as he packed up his few belongings.

"I have the dream, I think we all had it, to get to the other side, to the United States," he said, but quickly adding that if he does not make it he will likely stay put in Mexico and look for work.

On Saturday, Mexico`s leftist president-elect, Andres Manuel Lopez Obrador, will take the oath of office in the capital as he seeks to make good on campaign promises to alienate poverty and inequality, in part to help stem the flow of Mexico`s own migrants.

The former mayor of Mexico City has welcomed the caravan migrants in speeches, pledging to offer work visas and even jobs building a major train line he has proposed.

The day before his inauguration, Lopez Obrador was resting with friends at this ranch in southern Chiapas state, near the border with Guatemala, and reaffirmed his support for the migrants.

"Progressive, democratic governments respect migrants, respect the right all of us have as human beings to search out a better life. It`s the most important human right," he said in a video posted on Twitter.

He made a point of reflecting on the history of migrants north of the border.

"The United States is a country that became a powerhouse because of the work, effort and intelligence of migrants," he said.&nbsp;

Trump, conversely, has dubbed the migrants an invading force that must be stopped, even threatening to shut the US border if Mexico does not deport those gathered in Tijuana.

To date, Mexican officials have ignored the threat.

Secretary of State Mike Pompeo will meet with the incoming foreign minister of Mexico on Sunday to discuss immigration, a top White House official said.

"They will have a full conversation about all the issues in connection with the border," White House national security adviser John Bolton told reporters.

Washington's focus on the Mexican border coincides with televised images of US border police lobbing tear gas canisters over a border fence in Southern California on Sunday into crowds of asylum seekers, mostly from Central America.

Even with the divisive November 6 congressional elections over, Trump has continued to rail against thousands of migrants in a caravan travelling from violence-ridden Central American countries to seek asylum in the United States.

The latest border incident was unlikely to shift the partisan split in Congress over Trump's proposed, $23 billion wall, with many Republicans in favour and most Democrats against, Senator Marco Rubio told reporters.

Around 5,200 people who travelled in a caravan across Mexico are packed into the shelter in a stadium in Tijuana, living in makeshift tents.

Trump has vowed the asylum seekers would not easily enter the country and on Monday threatened again to shut down the US-Mexico border, which stretches 2,000 miles (3,200 km).

The president repeated his call on Congress to fund his long-promised border wall as US lawmakers return to Washington on Monday after the US Thanksgiving holiday break with federal government funding set to expire on December 7. He has repeatedly threatened to shut down the federal government unless the wall is funded.

The showdown on Sunday took place at part of the border where there is already a physical barrier.

Hundreds of caravan members including women and children protested peacefully on Sunday with chants of "We aren't criminals! We are hard workers." As they neared the US border, they were stopped by Mexican authorities, who told them to wait for permission.

"For now, we have agreed to this policy of Remain in Mexico," the Post quoted Sanchez Cordero as saying. The government of new President Andres Manuel Lopez Obrador will enter office on December 1.

"I ended up in the hospital, I don`t know how, because I arrived there half-dead," he said, declining to give his second name.

Once he was well enough, authorities deported him, he said.

Reuters was not able to independently corroborate details of his story. Mexico`s immigration institute did not immediately respond to a request for comment about the case.&nbsp;

Tijuana was rated by Mexican think tank Seguridad Justicia y Paz as the fifth most violent city in the world in 2017, with a higher murder rate than the Central American cities from which the migrants are escaping.&nbsp;

It's busy, as usual, at the Holding Institute migrant shelter in the southwestern Texan border city of Laredo. Young African kids tear around the courtyard as their exhausted parents look on.

"It was very dangerous," one man tells AFP in halting French as he outlines his travels from Angola to Cuba, on to Brazil, then up through Central America and towards the US.

This group says they are fleeing violence and political oppression at home -- but now face an uncertain future in the US where critics accuse the Trump administration of creating an increasingly hostile environment for refugees.

One of the justifications the Trump administration has used for putting up miles of barbed- and concertina-wire fences in places like Laredo is to corral migrants towards legal points of entry.

Former Honduran policeman Ivan says he moved homes so many times to escape the street gangs that terrorize his Central American country that he lost count. Fearful his sons would have to join the gangs or be killed, he eventually joined thousands of Hondurans fleeing to the United States.&nbsp;

The 45-year-old, who asked to be identified only by his first name, is journeying through Mexico in a caravan of several thousand mostly Honduran migrants who are fleeing violence and poverty for a better life in the United States.

US President Donald Trump has declared the caravans an "invasion," and has sent some 5,800 troops to "harden" the border, including with barbed wire.

Ivan, fearful to tell his story, is watchful for gang tattoos or slang that might suggest fellow migrants were associated with his persecutors back home.&nbsp; 
The former policemen said the final straw in Honduras came when gang members put a gun to his 15-year-old son Yostin`s head.

They wanted Yostin and younger brother Julio, 13, to join them, threatening death if they refused, Ivan said during a break in the caravan`s northward journey at a temporary camp in a Mexico City stadium.

Homicide rates have fallen in Honduras since 2016, as a consequence of initiatives that include prison reform, the creation of a specialized anti-gang security force, and increased resources for law enforcement.

In 2017 there were 42 murders per 100,000 residents in Honduras, compared to 57 per 100,000 in the prior year, according to statistics from the government and the World Bank.&nbsp;

Still, the murder rate in Honduras remains one of the highest in the world. Some international aid organizations such as the Norwegian Refugee Council operate in the country with the same precautions as in war zones, and say inhabitants face the same dangers.&nbsp;

At the US&nbsp;border barbed wire laid by soldiers deployed by Trump awaits the caravan to dissuade the migrants from crossing illegally. New rules curtailing asylum claims also increase the chances they will be deported.

A return home terrifies many, including Ivan. Removed from his job of 27 years in a police purge two years ago, he says he fears death in Honduras.&nbsp;

The purge removed more than 4,000 officers, or close to a third of what is currently a 14,000 strong force, according to Commissioner Jair Meza, spokesperson for the Honduran Security Ministry.

Ivan says the purge removed good police as well as bad while leaving the former officers exposed to revenge attacks from gangs they once pursued.

"They know us and so they hunt us down," he said.

Meza said police who were removed were subject to polygraph tests and background checks before being selected. Age and performance were other considerations.

Signs of his gang years were tattooed on his arms and across his chest. Down the bridge of his nose were three tears, gang code for lost loved ones. Three of Funes` sons were killed by Barrio 18`s arch-rival MS-13.&nbsp;

"You aspire to higher ideas and a higher mindset, but you`re stuck in the problems of the street," said Funes, who regrets joining Barrio 18. "And weapons, all types, are so easy to find."&nbsp;

Terror of gang violence drives migrant caravans northward

Last week the Trump administration had sharply limited migrant asylum seekers to enter the US effectively banning all those who entered illegally from the US border from Mexico.

"To say something is true does not make it true," Tigar said during the hearing while questioning the government's lawyer.

Tigar said Congress had stated that immigrants can apply for asylum regardless of how they entered the country. The judge called the latest rules an "extreme departure" from prior practice.

Tigar issued a temporary restraining order against Trump's order.

"Whatever the scope of the President's authority, he may not rewrite the immigration laws to impose a condition that Congress has expressly forbidden," the judge said while hitting out at the Trump administration.

President Trump has sent over 5,000 troops to the Mexico border in an attempt to stop asylum seekers, a move which was criticised both by Democrats and Rights Groups.

Meanwhile, several hundred central American migrants have been pouring into the &nbsp;Tijuana on the Mexican side of the US border which is being called the "migrant caravan" by the US president who has threatened to use force if they try to forcibly enter the US.

Trump had admonished the "migrant caravan" heading to the US terming it as an "invasion" threatened American national security.

It may be pointed out here that it was the multiples crisis in the Middle East, especially in Syria, that caused a spurt in refugee flows to the West. These flows not only caused various fissures and strains within Europe but also appear to have occluded “mainstream’” political parties in the region. ( The most intense stress was and is in Germany which, under Angela Merkel, graciously and generously accepted hundreds and thousands of refugees from the Middle East).

With the advent of populism and its variant of politics in Europe and elsewhere, the screws have been and are being tightened. &nbsp;While refugee flows will not stop for an assorted set of reasons, but the reaction to these is all set to grow. The question then is: what can be done about these flows? Is there a humanitarian complement policy to deal with these flows? 
&nbsp; 
The answer is multipronged but a few salient strands stand out. 
&nbsp;&nbsp; 
The convention informing the policies to deal with refugee flows is somewhat passé. In the least, it needs to be tweaked, to deal with the 21st century realities. 
&nbsp; 
But, perhaps more important is to understand the nature of refugee flows into the developed world. Often times, or even invariably, refugees choose to put their lives at risk and venture into the developed world, braving and battling great odds and risk, to either flee from life-threatening conflicts, persecution in home countries and to seek the “good” life. All these are legitimate quests. But, the problems in the host countries are usually two-fold: one is the reaction of the natives, who either fear being “swamped” by “strange” and “different” cultures &nbsp;and feel threatened economically by the new arrivals, who, more often than not stress the welfare systems and public finances of host countries. The absorptive capacities of states are also taxed in the process.

Given these issues, what then might constitute as an “appropriate” response to deal with refugee flows? 
&nbsp;&nbsp; 
The answer is as old-fas but potentially effective as it goes. 
&nbsp; 
It is in economic development and conflict resolution of and in states&nbsp;where usually refugees come from. It stands to reason to posit that very few people in the world would like to be “rootless” and move from societies, states and locales where they are from to “strange” and different ones. It takes a leap of imagination to do so and is, generally, an emotionally searing experience. But, conditions are such in their places of origin, that most refugees have no choice but are compelled to move. Prudence then suggests to actually sort out the “problem” at the source. That is, create propitious economic conditions at the respective homes of potential refugees and resolve political conflicts. 
&nbsp;&nbsp; 
The former would mean freer trade, embedding moribund economies into the sinews of the global economy and the latter expending political capital by way of resolving violent conflicts. If these approaches are reified and translated into reality, the “problem” to a large extent will be obviated. But, a caveat is in order here. Even if these approaches are picture perfect, so to speak, refugee flows will not entirely dry up. But, they will be reduced to such an extent that the flows thereof can be absorbed reasonably by recipient states and societies.

In trade-induced economic growth and development and conflict resolution, then lie the antidotes to massive refugee flows. 
 
In the final analysis, refugees are human and the issues they poses must not be politicised or milked for political gain.&nbsp;

The challenges presented by refugee flows fall in the domain of humanitarian ones. The response should fall in and under the rubric of effective, generous and efficient policies where cooperation between states is essential. While there are legal bindings on states to accept a certain threshold of refugees, but the larger issue should be cast and framed in a larger moral and ethical framework. This does not mean a squishy or a merely sentimental response.

But, what it calls for is "hard heads and soft hearts”. Let then states and societies across the developed world review their assumptions and policies about refugees and flows thereof, design and devise policies that are not only win-win but which also redound to the greater good and welfare of peoples across the world.

Trump moves to crack down on asylum seekers ahead of US elections

President Donald Trump on Thursday warned that soldiers deployed to the Mexican border could shoot Central American migrants who throw stones at them while attempting to cross illegally.

Trump told journalists at the White House that a group of several thousand migrants walking through Mexico towards the US border had thrown rocks "viciously and violently" at Mexican police.

"We're not going to put up with that. They want to throw rocks at our military, our military fights back," he said.&nbsp;

"I told them (troops) consider it (a rock) a rifle. When they throw rocks like they did at the Mexican military and police, I say consider it a rifle."

Trump spoke during a presentation of his controversial policy on cracking down against what he says is uncontrolled illegal immigration.

Contacted for comment, Pentagon spokesman Army Lieutenant Colonel Jamie Davis said the military would not discuss hypothetical situations on the use of force "but our forces are trained professionals who always have the inherent right of self-defense."

"I would also emphasize that our forces are in support of DHS/CBP, who are performing law enforcement activities," he added, referring to the frontline Department of Homeland Security and Customs and Border Protection.

Trump has ramped up the rhetoric daily ahead of next Tuesday's midterm congressional elections, accusing the opposition Democrats of wanting to throw open the borders to floods of "tough people," "rapists" and other types of threats.

The current focus of the president's repeated claim to be acting against "an invasion" is the dwindling group of a few thousand impoverished migrants trying to get north, but still far from the US border.

Trump said that from now on, the United States will stop its policy of allowing people to claim political asylum at the border unless they have first gone through an official border post.

Those caught at the border will be held in tent camps or other facilities until they can be deported or have their requests approved, he said.

Critics say that such a radical rethink to asylum policies could violate current laws.

But Trump rejected this.

"This is totally legal. No, we're stopping people at the border. This is an invasion, and nobody is even questioning that," he said.

"We'll be doing an executive order sometime next week," he said, giving little further detail.

Despite Trump's increasingly severe warnings of immigration chaos, the government on Wednesday issued figures saying that only about 400,000 people have been apprehended at the border in 2018, down from around 1.6 million in 2000.

Trump said he was not anti-immigrant but wanted immigration to be completely brought under control.

The jump drove total undocumented immigrant arrests at the southern US frontier in fiscal 2018 to over 520,000, a 25 per cent surge from the previous year.

US Customs and Border Protection said it had apprehended 16,658 people who arrived in the country in families last month, some 900 more than August and nearly 12,000 more than September one year ago.

It was the highest month for families on record, reflecting a jump in migrants from Honduras, Guatemala and El Salvador fleeing widespread violence and poverty, many seeking asylum in the United States.

The surge was reported as Trump called a caravan of some 7,000 mostly Honduran migrants planning to traverse Mexico to the southern US border a national emergency and threatened to close the border completely to halt illegal immigration.

His aides blamed the failure of Congress to change laws that make it impossible to repatriate border crossers from Central America and instead force the government to arrest and then release them inside the United States.

CBP said an overall rise in arrests of undocumented border crossers last month helped return illegal immigration numbers to levels seen before Trump became president in January 2017.

For the full fiscal year, which ended September 30, a total of 521,090 people without immigration documents were apprehended or blocked at the Mexico border.

That was up by more than 105,000 from the previous year, Trump's first year in office when he declared that his tough crackdown on immigration was working.

In fiscal 2016, the last full year before Trump became president, total southern border arrests topped 553,000.

The CBP data showed a continuing trend toward more people crossing in families, despite the Trump administration's threat to separate parents from their children as a deterrent.

Out of the total last year, families and unaccompanied minors made up about 40 percent of all those picked up by border officials for trying to sneak into the country.

Speaking under condition of anonymity, a senior administration official called it a border crisis "that is unprecedented in our history."

The official said laws meant to protect the rights and safety of border crossers are serving as a pull on illegal migrants, allowing them to stay in the United States for years while the US legal system processes their cases.

Simple legal changes -- including being able to repatriate Central Americans as is done with Mexican immigrants -- will deter many of them from trying, according to the official.

Late Monday, Mexico allowed about 400 migrants to enter the country after they spent days packed onto a bridge over the Suchiate River, which forms Mexico's southern border with Guatemala.

The caravan had stormed through a series of border barriers Friday and flooded onto the bridge, but hundreds of Mexican riot police blocked their passage.

Most of the migrants then swam or took rafts across the river, but one group had remained camped out on the bridge.

Another group of about 1,000 Hondurans meanwhile started a separate march Sunday across Guatemala, headed for Mexico and then the United States.

Migrants in the main caravan -- which set out on October 13 from San Pedro Sula, Honduras -- have been traveling on foot or hitching rides on passing cars and trucks, often crowding onto them precariously.

Two migrants have been killed when they fell off vehicles that let them hitch a ride, according to authorities in Mexico and Guatemala.

Caravan members also face the threat of being robbed, kidnapped or killed by Mexican gangs that extort migrants on their journey.

Humanitarian organizations estimate that one-fourth of the caravan's members are children, a representative of Save the Children told AFP.

Guadalupe Del Carmen, 29, who is traveling with her nine-year-old son, recounted the difficulty of the journey -- such as the moment her son started to cry, "Mommy, I don't want to do this anymore" while crossing the Suchiate River on a raft made of inner tubes.

"He wanted to go back to Honduras. But I explained we can't go back, that the situation in our country is too difficult and that's why we had to run away," she said quietly.

With a homicide rate of 43 per 100,000 citizens, Honduras is one of the most violent countries in the world.

Twenty-two people, including children, were killed when a truck carrying migrants crashed in the western Turkish province of Izmir on Sunday, the state-owned Anadolu news agency reported.

The mangled wreckage of the open-topped truck lay toppled over in a canal, some 20 metres below a highway from which it apparently fell after crashing through a barrier, video and photos published by Anadolu showed.

Thirteen people were injured and taken by ambulance to nearby hospitals, it said.

A state prosecutor has launched an investigation into the crash and the truck driver could face arrest after hospital treatment, it added.

According to the private Demiroren news agency (DHA), the truck's passengers were foreign migrants who had reached a deal with traffickers to be transported by boat to the Greek island of Samos south of Izmir.

Nine of those injured were children, DHA said. It was not clear where the migrants were from.
