WION: How do you see India-Maldives ties?

Abdulla Shahid: The relationship between our countries have never been better. There is mutual respect. There is an understanding between our governments and leadership. There is a partnership, irrespective of the size of the countries, irrespective of the size of the populations, there are common goals. Common goals of security and development. Here, in New York when the President and the Prime Minister met, the meeting was cordial and they are meeting for the fourth time within a span of 11 months. Shows how strong the partnership is.

WION: India plans to train your cricket team, how will it help people-to-people ties?

Abdulla Shahid: We have a growing relationship and people are in love with cricket. Your cricket team is the best in the world. Some of the best cricketers and some of the best cricket training opportunities. We have seen how India has assisted Afghanistan to come on to the world stage. It is our hope, with the training opportunities which are given to the Maldivian players, we will be able to follow the same path and one day may come out and beat your team.

WION: Does your country back New Delhi on Kashmir?

Abdulla Shahid: We have a principled foreign policy. We do not look at the issues at hand but principles on which things are decided and we strongly feel that each and every country has the right to decide on its constitution and the constitutional changes India brought about are not for other countries to decide and we respect that.

WION: Does connectivity remain the big focus?

Abdulla Shahid: Currently we have 5 Indian cities connected to Male. I hope there will be more air connectivity. Indian tourist arrivals have jumped, they have come to be number 3 in arrivals. There has been a 100 per cent increase in Indian tourist arrivals. During PM Modi's visit, we signed an MoU by sea connectivity. The Ambassador has informed that within the next 2 months, the Cochin Kulhudhuffushi Male ferry will begin.

WION: How big is climate change an issue for you?

Abdulla Shahid: Climate change is a very big issue for us because climate change and degradation of the environment is an existential issue. It a threat to the country and the Maldives is one of the low-lying island states in the world. If there is a rise in sea level by 3-4 meters we are finished. We can't let it happen. We still trust humanity. We still believe countries will come together and save the planet. We are happy that India is leading on climate change issues on many fronts. One of them is solar alliance which Indian Prime Minister Modi has initiated and we are part of it.

WION: The key focus for your country at this year's UNGA?

Abdulla Shahid: We want to consolidate democracy in the Maldives. President Solih, in his speech at UNGA, highlighted where we have come from and how far we have come. We have come from a total dictatorship, from a government which totally ignored human rights and abused power. We want to establish the Maldives where democracy is consolidated and human rights are respected. Today we saw, UN SG in his statement, one of the success stories he highlighted was the Maldives.

Article 370 abrogation India’s internal matter, other countries shouldn’t comment on it: Maldives foreign minister to WION

Licypriya Kangujam, a child wonder has shocked the world after she became the youngest "climate activist". The seven-year-old began raising her voice about the need for immediate action to combat climate change and disaster risks reduction. She has been invited to 16 countries as part of her movement.

Kangujam is also an official participant and youngest delegate out of 8,000 participants from 196 countries at COP14 which is underway till September 13. After this, she will be travelling to Angola on September 16.

Licypriya often referred to as "India's Greta Thunberg" has been recently awarded the prestigious "World Children Peace Prize 2019" from Global Peace Index - Institute for Economics & Peace (IEP), in the Maldives.

Speaking to WION, Licypriya shared her journey from the Maldives to Manipur and also spoke about climate change.

Here are excerpts of the conversation:

WION: What made you speak up for issues like climate at such a young age?

Licypriya Kangujam: I see people suffering and dying because of earthquake, flood, landslide, etc. My heart feels sorrow for people who cannot help themselves when disaster strikes. I cry when I see children losing their parents. My country has met disasters like earthquake, flood, landslide, etc. These are all the impact of climate change.

WION: You are often referred to as "India's Greta Thunberg", is it true? How do you feel on being compared to another international climate activist?

Licypriya Kangujam: Yes it is true. People call me "Greta of India, but truly I am Licypriya of India".

WION: Can you tell us more about your journey? How did you start?

Licypriya Kangujam: My father is my motivation. I have attended many international programs and conferences on disaster and climate change. I have heard many stories about children losing their parents or people becoming homeless due to danger of disasters. This is how I have started my journey.

WION: What efforts did you make so far? And also about the government to act on climate change?

Licypriya Kangujam: I have planted hundreds of trees. I am cleaning the seas and rivers with my supporters in various countries. And I am telling people to plant millions of trees by travelling to various countries for my child movement. I am creating awareness to the people not to throw garbages and plastics in the river, seas or oceans or anywhere. If they cut even small trees or big trees then they should plant thousands of trees. I am also recycling plastics. And also I am telling the world to recycle the plastics, newspapers or cans or anything. But they are not recycling. I will tell again and again even they do not listen to us.

WION: Are you also going to New York for UNGA?

Licypriya Kangujam: Not sure. Because I have to go to my school and I have to do my homework. If I am not studying then how my brain could be smart! I am attending lots of programs because I love them and they love me. But the adults, the seniors said they don’t care about our future. They also should care for our future as we care for them.

WION: What else are you planning to do?

Licypriya Kangujam: I will campaign more on climate change and I will try to grow millions of trees. And also I will travel from one place to another to plant more trees. I will go to the Parliament to tell Mr Modi and our MPs to pass the climate change law as soon as possible.

Debate On Kashmir Between The MPs Of India & Pakistan In Maldives

Gravitas: Face-off between Indian & Pakistani lawmakers in Maldives

A local extremist group linked to Al-Qaeda was responsible for the murder of three prominent Maldivians, including a journalist missing for more than five years, an independent commission in the Indian Ocean island republic has found.

The Presidential Commission on Investigation of Murders and Enforced Disappearances said Ahmed Rilwan Abdulla, a reporter with the independent Minivan News website, was abducted on August 8, 2014 and murdered at sea.

Husnu Al-Suood, the president of the commission which was recently established by the Maldives government, told reporters in the capital Male late Sunday that the reporter popularly known as Rilwan received death threats from the group operating under the name Bilad-al-Sham on Facebook.

Al-Suood said the group was also responsible for the assassination of a moderate legislator in 2012 and liberal blogger Yameen Rasheed in 2017, and the attempted murder of another liberal blogger in 2012.

Rilwan's disappearance sparked international concern, with the UN and rights organisations pressing then strongman president Abdulla Yameen to look into his case and ensure the safety of independent journalists.

The commission said Yameen's government covered up his murder in the otherwise peaceful Indian Ocean archipelago known for its luxury tourism.

It said the group was also responsible for arranging for Maldivians to travel to Syria and join the ranks of Islamic extremist fighters.
Maldives, a nation of 340,000 Sunni Muslims, is known to practise a liberal form of Islam.

S Jaishankar to visit Maldives for Indian Ocean Conference

As Pakistan is trying to rake up Kashmir globally, the country found itself sparring with the Maldives over statements made by the foreign ministers of both countries after a telephonic conversation.

On Friday, Pakistan's Shah Mahmood Qureshi spoke to his Maldivian counterpart Abdullah Shahid during which Male made it clear that abrogation of article 370 was India's internal matter.

A statement from Maldives foreign ministry stated Shahid saying that the "Maldives viewed the decision taken by India regarding Article 370 of the Indian Constitution as an internal matter."

However, this was denied by Pakistan's foreign minister Qureshi during a press conference in Islamabad on Saturday.

In reply to WION's query, Pakistani foreign minister said, "during my conversation with Maldives foreign minister, there was no mention or talk about this."

Following Qureshi's statement, Maldives foreign ministry immediately reacted and said, "Ministry of Foreign Affairs' statement following the telephone conversation is very clear on our position."

The development comes as Sri Lankan President's office came out with a statement after Pakistan High Commission had wrongly attributed a statement on President Maithripala Sirisena and the Pakistani High Commissioner's meet.

The Pak High Commissioner to Sri Lanka on Tuesday met President Sirisena at the request of the former to brief him on India's internal decision on revoking Article 370.

A statement issued by Pakistan High Commission in Colombo said President Sirisena "offered Sri Lanka's mediation and facilitation of dialogue between Pakistan and India to re-activate the SAARC forum."

This was contradicted by Sri Lankan presidential office, which said, "President stated that both India and Pakistan have excellent friendly relations with Sri Lanka and its interest is to see the growth of regional cooperation and friendship", adding, "the president did not make any other comment on the issues pertaining to India and Pakistan."

India's neighbours in the region have backed New Delhi on its August 5 decision to repeal special status for erstwhile state of Jammu and Kashmir.

While Bangladesh, Bhutan, Sri Lanka and the Maldives have called it an internal decision, Nepal and Afghanistan have called Kashmir a bilateral issue between New Delhi and Islamabad.

The UAE Ambassador Ahmad Al Banna said his country has taken note of the Indian government`s decision to abrogate Article 370 that gave special status to Jammu and Kashmir and added that it was India`s internal matter aimed at improving efficiency.

"We also took note of the introduction of Jammu and Kashmir Reorganisation Bill in the Indian Parliament aimed at replacing Article 370 with the creation of Ladakh region and the state of Jammu and Kashmir as India`s two new Union Territories," he said.

India abrogated Article 370 which accorded a special status to Jammu and Kashmir after a resolution regarding the same was passed in both houses of the Parliament.

The Jammu and Kashmir (Reorganisation) Bill 2019 was also passed. It strips Jammu and Kashmir's status of a state, converting it into two Union Territories — namely Jammu and Kashmir (with a legislature) and Ladakh (without legislature).

India and the Maldives on Monday signed currency swap agreement for $400 million as part of the $1.4 billion economic package announced last year.

The package was announced during the visit of Maldivian President Ibrahim Mohamed Solih in December 2018. The swap will allow the countries to exchange currencies with pre-determined terms and conditions. The primary aim of currency swap is to avoid risks in foreign exchange market and exchange rate.

As part of the package, India will provide the cash in the form of budgetary support, currency swap, and concessional lines of credit to fulfill the Maldives' socio-economic development programmes.

India and the Maldives signed four agreements during Solih's visit last year. One was an agreement on the facilitation of visa arrangements which will ease the issuance of visas for the people of both countries.

PM Modi noted that the new agreement will address common concerns and ensure that people-to-people contacts are enhanced. President Solih said the agreement will allow many Maldivians who send their children to school in India to be able to accompany them. The agreement also facilitates easier visa arrangements for Maldivian citizens and their families to come to India for medical treatment.

The Maldives is one of the very few countries with which India has a visa-free arrangement.

India Vs China: The Battle For Influence In Maldives

Gravitas: Why Good ties with Maldives is Important for India

Prime Minister Narendra Modi is visiting the Maldives and Sri Lanka on June 8-9 with the aim to strengthen the 'Neighbourhood First' policy. This policy is an integral plank of India's foreign policy strategy to improve ties with immediate neighbours in South Asia; countries including Nepal, Bhutan, Bangladesh, Afghanistan and Pakistan. Strong relations with Sri Lanka and the Maldives are not the only reasons why PM Modi is making his visit. The two countries are critical to India's long term maritime strategy. Here's how.

Sri Lanka

A bit of vital history first. India-Sri Lanka relations degraded over the years due to China's influence in Sri Lanka along with a civil war in the northern part of the country which is Tamil dominated. In order to re-invigorate stronger ties and to overcome tensions from Tamil Nadu political parties, PM Modi sent an invite to the Sri Lankan president for his inauguration. India is most concerned with heavy Chinese investment and military presence in Sri Lanka. The island country is very strategically situated on the Indian Ocean with a full-frontal view of the South Indian coastline - just what pesky neighbour China wants. In fact, in 2014, a Chinese submarine with nuclear capability docked in Colombo. Although China claimed that the submarine was there solely for re-fuelling and crew refreshment, India was unsurprisingly displeased.

In 2015, Maithripala Sirisena won the presidential election in Sri Lanka. PM Modi was strategically the first leader to call and congratulate him. Why is this important? The new president marked a regime change where Sri Lanka would reduce the island's slant towards China. This was because Sirisena had earlier presented foreign policy in favour of strengthening relations with India. This came into fruition in 2015 when the two countries signed a civil nuclear agreement in New Delhi. Inevitably, this sent a loud and clear message to China. Furthermore, Sirisena and Modi signed other agreements which drove the message home; and one involved a cooperative maritime pact between India, Sri Lanka and the Maldives.

Continued strong relations are required with Sri Lanka for several key reasons. Strengthening relations with the island country is critical on a security front. Despite solidifying ties with India, Sri Lanka agreed to let China develop a billion dollar port city in Colombo. This potentially destabilises India's security. Further-improved relations with Sri Lanka will also allow India to harness its hard power maritime capabilities over the next five years (ships, aircraft, submarines). Additionally, with strong relations, India can also update maritime operational technology over the next five years with Artificial Intelligence and big data analytics (the future of warfare). A cooperative and strong partnership with Sri Lanka will expand both India's naval presence and regional maritime strategy.

Maldives

The Maldives is also an Indian Ocean country. In the past, Modi has come to the Maldives' aid in the wake of their drinking water crisis in Male (2014) which helped strengthen bilateral ties significantly. Both India and Maldives are members of the South Asian Economic Union and the South Asian Association for Regional Cooperation. Furthermore, they are also parties to the South Asia Free Trade Agreement.

India is most interested in the Maldives because of its geopolitical location. With its Eight Degree Channel, Maldives carries one of the major maritime lanes on planet earth. A substantial amount of world trade happens through this lane; for example, energy supplies from Gulf Nations pass through this area. Maldives is thus a key country vital to peace in the Indian Ocean. Over the next five years, Maldives will provide numerous policies that will benefit India's blue economy. PM Modi will undoubtedly focus on key development projects, in particular, hydro-power and renewable energy. And as for maritime security, Modi will focus on working with the Maldives on trans-national crimes and terrorism.

Conclusion

Besides building international relations with our oceanic partners, PM Modi must also take additional steps to establish both a beneficial maritime strategy and long-lasting alliances. First, he must take advantage of India's coastlines and ocean to kick-start a strong domestic blue economy (wind power, solar power, hydro-power, etc). This will help stabilise the economy and also create massive employment. Additionally, the environmentalist in all of us would love an India powered by renewable energy.

Second, PM Modi must quickly aid the Navy to meet the goals of the Maritime Capability Perspective Plan (MCPP) without letting delays and bureaucracy get in the way. Part of the plan involves completing a 200-ship fleet by 2027 along with helicopters, torpedoes and submarines. A completed fleet will help guard the interests and assets of the nation. More importantly, India will gain considerable hard power capital on the global stage.

Finally, India must focus on making its SAGAR scheme robust. SAGAR, or 'Security and Growth for All in the Region', is a maritime initiative coined by PM Modi in 2015. SAGAR aims to ensure stability, peace and prosperity for India and also creates a 'climate of trust and transparency' with regional nations. If PM Modi establishes SAGAR as a major ocean strategy, overall foreign policy can be greatly propelled with increased maritime cooperation. Higher levels of cooperation would result in a significant increase in soft power internationally. New India would be an entity that anybody would think twice before reckoning with.

PM Modi's Maldives visit: From cricket to defence, what will be on Prime Minister's agenda

Prime Minister Narendra Modi and Maldives President Ibrahim Mohamed Solih on Saturday jointly inaugurated the coastal surveillance radar system built by India as the two leaders held wide-ranging talks to bolster their bilateral cooperation in key areas like defence and maritime security.

The inauguration assumes significance as China views the Maldives as key to its Maritime Silk Road project in the Indian Ocean as it has already acquired Hambantota port in Sri Lanka and Djibouti in the Horn of Africa.

The Costal Surveillance Radar is the primary sensor for Integrated Costal Surveillance System.

The Coastal Surveillance Radar Systems (CSRS) programme contributes in creating a network of information to maritime domain awareness in the strategic Indian Ocean region.

According to defence officials, India has an older version of these radars in Seychelles, Mauritious and Sri Lanka.

Modi arrived in the Indian Ocean archipelago on Saturday on his first foreign visit after re-election as Prime Minister to strengthen the bilateral ties, reflecting the importance India attaches to its 'Neighbourhood First' policy.

The joint inauguration came as the two countries signed six agreements.

The two sides have also signed a technical agreement on sharing white shipping information between the Indian Navy and the Maldives National Defence Force.
