Maldives to honour PM Modi with highest award offered to foreign dignitaries

Ahead of Prime Minister Narendra Modi's Maldives visit, Maldivian foreign minister Abdulla Shahid spoke exclusively to WION's Sidhant Sibal and called PM Modi's visit to his country a great honour.

Shahid also said India has a key role to play in the maintenance of peace and stability in the Indian Ocean and thus the development and security of the Maldives.

WION: How do you see PM Modi's visit?

Abdulla Shahid: It is a great honour for the Maldives to host Prime Minister Modi for his first visit abroad after his appointment as Prime Minister on May 30 2019. It signals the exceptionally strong relationship between the Maldives and India, and President Solih and Prime Minister Modi. You would recall that President Solih’s first visit abroad was to India in December 2018, and PM Modi was a guest at President Solih’s swearing-in ceremony in November 2018. The Maldives is the only country in South Asia that PM Modi has not visited and for him to visit now, signals the government of India's trust in the government of President Solih and its vision for people-centred, inclusive, just government.

WION: Your thoughts on the current status of ties between India and Maldives

Abdulla Shahid: There is a renewed dynamism in the traditionally close Maldives-India relationship. With the exchange of high-level visits - including at the Head of State and Head of Government level and the foreign ministerial level - the two countries have further expanded and also strengthened the relationship. This year we will mark 54 years since the establishment of formal diplomatic relations but the ties go beyond that. Our people are connected, through shared values, culture, and affinity. With the recent entry into force of the Visa Facilitation Agreement, these people-to-people ties have expanded and strengthened.

WION: How are both countries cooperating in the maritime domain and security?

Abdulla Shahid: The Maldives recognises the profound link between stability and peace in the Indian Ocean and the stability, peace and progress of the Maldives. As well as the link between stability and peace in the Maldives, and stability and peace of the Indian Ocean. India has a key role to play in the maintenance of peace and stability in the Indian Ocean and in turn the development and security of the Maldives. Recognising this link, both countries have cooperated in joint patrolling, aerial surveillance, held joint exercises and trilateral exercises with Sri Lanka. We recently concluded an exercise “Ekatha” in April 2019. The purpose of these exercises and joint activities is to maintain the peace and stability of the Indian Ocean for development to flourish. India is also working with our security personnel, and our police, to expand their capacity and increase technical know-how.

WION: How do you see India's development aid?

Abdulla Shahid: India has been a constant friend and a partner in the development journey of the Maldives. Most recently, India has extended a package of $1.4 billion, including budgetary support, currency swap and line of credit. This financial support will enable the government to achieve greater development, especially for the islands.

India’s support for our human development and capacity building is also of note. We are looking to build people who can lead the country to greater heights. And learning the technical know-how, getting the experience, learning from countries like India is immensely helpful. India’s support in other areas is also important, such as in the health sector. We are working with the Indian government to expand cooperation in the health sector, to train health care professionals across the country, in addition to doctors and nurses at the Indira Gandhi Memorial Hospital in Maldives.

During the visit, PM Modi will address Maldivian Parliament, the Majlis and meet the top leadership. Many MoUs are expected to be signed including training of civil servants, customs and white shipping.

While giving details of the visit, foreign secretary Vijay Gokhale said, "The PM's visit is focused on three objectives, firstly it is to maintain contact at the highest level between the close neighbours, we want to assist the Maldives as a development partner, in the revival and development of there economy and third to strengthen people-to-people contact"

Defence

Both PM Modi and President Solih will jointly inaugurate two defence related projects - the coastal surveillance radar system and composite training centre for Maldives national defence forces (MNDF) - the total value of the two projects is $180 crores. The composite training centre was requested by the Maldives to provide a central training facility and "will enhance the capability of MNDF", according to foreign secretary Gokhale. The coastal surveillance radar system will help Malé monitor white shipping and preserve its sovereignty in EEZ or exclusive economic zone.

Cricket

The Maldives is keen to have its own cricket team and a cricket stadium and asked for Indian assistance. India in May had sent a team of BCCI to the Maldives for the training of Maldivian cricketers, the supply of kits. India has given cricket kits and is expected to coach Maldivian cricketers. India had invited President Solih in April for an IPL match in Bengaluru. India sees it as important "people-to-people" exercise and has in the past helped countries like Afghanistan.

Connectivity

India is planning to start a ferry service from Kochi to the Maldives which the foreign secretary said will "significantly enhance connectivity". India is also working on fourteen high impact community projects which involves connectivity within the island, drug rehabilitation centre at a cost of Rs 50 crore. New Delhi also plans to provide speed boats for students.

In the last eight months, since the new government led by President Solih took charge in November last year, there have been a number of high-level visits.

While President Ibrahim Mohamed Solih, foreign minister Abdulla Shahid and Defence minister Mariya Ahmed Didi visited India, PM Modi was in the country for the swearing-in ceremony of Solih and former external affairs minister Sushma Swaraj visited the country in March.

PM Modi will also be making a short and packed visit to Sri Lanka, while coming back from the Maldives on Sunday.

During the visit, PM Modi will meet Sri Lankan President Maithripala Sirisena, Sri Lankan Prime Minister Ranil Wickremesinghe, Sri Lanka's Opposition leader Mahinda Rajapaksa and R. Sampanthan, president of the Tamil National Alliance.

Foreign security Vijay Gokhale said: "Visit to Sri Lanka is to show solidarity with the people and government of Sri Lanka in the wake of the tragic events of April 21st and expressing our confidence in the government of Sri Lanka in overcoming this national tragedy".

"PM Modi will very clearly signal his commitment and intention of the government at the highest level to build a strong relationship based on mutual trust and mutual sensitivity to each other's concerns in the coming five years and discuss ways to enhance development partnership."

PM will be the first foreign leader to visit Sri Lanka after the Easter terror attacks in which over 250 people were killed. Sri Lankan President Maithripala Sirisena had visited India last week for the oath-taking ceremony of PM Modi.

PM Modi has visited Sri Lanka twice in his first term, first in March of 2015 when he travelled to Anuradhapura, Talaimannar and Jaffna and then in 2017 when he was the chief guest at the Vesak day celebrations.

During PM's Jaffna visit, India had announced that it will hand over 14,000 houses to upcountry Tamils (Indian origin Tamils). The first tranche of houses of 1,500 was handed in August 2018, rest will be handed later this year and the first half of next year.

India has also provided over 280 ambulances to the country for the emergency service which was launched in July, 2016 under the Indian Grant Assistance of $7.55 million.

A court in the Maldives Monday quashed a controversial conviction of former vice president Ahmed Adeeb and ordered a fresh trial on allegations that he attempted to assassinate his boss.

The High Court set aside the 15-year sentence handed to Adeeb in 2016 after he was found guilty of trying to blow up then-president Abdulla Yameen's speed boat in September 2015.

However, the three-judge bench in a majority decision Monday ordered that Adeeb be held in custody for 15 days pending a fresh trial.

The court held that his original trial appeared to have been politically motivated. Adeeb was considered a close confidant of Yameen until he was dramatically impeached in

November 2015 following allegations he was trying to topple the president.

Yameen escaped unhurt when an explosion ripped through his speed boat, but his wife and two others were slightly injured.

The FBI was called in to investigate the incident but found no evidence the blast was caused by a bomb.

During his five-year tenure that ended with a shock defeat in September last year, Yameen had jailed all his political opponents. He faced the risk of international sanctions over his human rights record.

Yameen had also jailed his main political rival, Mohamed Nasheed, for 13 years on a terrorism charge which was overturned in November after his Maldivian Democratic Party won the September presidential election.

Maldives quashes terror conviction of ex-vice president

The Maldives has cancelled a 2015 law that allowed foreigners to own land in the tropical islands, a move the government said addressed concerns about potential loss of sovereignty.

Maldives, located near busy shipping lanes, has been drawn into a regional contest for influence after China stepped up infrastructure development, prompting pushback from India, its traditional partner.

In 2015, the parliament controlled by supporters of former president Abdullah Yameen changed the land ownership laws to allow the government to sell land to foreigners ready to invest over $1 billion, so long it was reclaimed from the sea.

No land was actually sold to any foreigner since the law came into effect four years ago.

The move by the pro-China Yameen stoked concern that foreign powers could use such land for military purposes and this week the Maldives parliament moved to repeal the law in line with a campaign promise by President Ibrahim Mohamed Solih who took power last year.

"Land is one of the most valuable resources we Maldivians have and obviously it is limited. It is intrinsically connected to our identity and it is difficult for many to see that identity sold off just like any other commodity," presidential spokesman Ibrahim Hood said on Wednesday.

"The president understands this connection and these sentiments which is why he had pledged to reverse that particular constitutional amendment, Hood said.

Since it assumed office, Solih`s administration has sought to rebalance ties with the regional heavyweights China and India. The government has pledged to investigate some of the major deals struck with China by its predecessor and is also trying to determine its financial debt to Beijing.

With the cancellation of the foreign ownership rules, the Maldives reverts to the old law under which land can only be leased to foreigners for 99 years.

Saudi Arabia was also interested in investing in the islands, said Hamid Abdul Ghafoor, a spokesman of the main ruling Maldivian Democratic Party.

"I want to stress that I would like the next parliament to be made up of members who are familiar with our policies, and fully support it," Solih told a campaign rally on Thursday night.

Nasheed is widely expected to play a key role in the new legislature.

He was jailed for 13 years on a controversial terrorism charge when Yameen was in power. However, the conviction was overturned last year after the presidency changed.

The opposition coalition that helped Solih win has come apart, with constituent parties going their separate ways for Saturday's election.

Election commissioner Ahmed Shareef told reporters preparations had been completed for Saturday's vote and there had been no complaints of irregularities.

Voting will take place for overseas Maldivians in neighbouring India and Sri Lanka, as well as London.

Maldives ex-leader Abdulla Yameen makes comeback in landmark vote

A Maldivian court Sunday ordered the authorities to lift a freeze on former strongman president Abdulla Yameen's bank accounts holding about $6.5 million but said a money laundering case against him would proceed.

The High Court overturned the Criminal Court's earlier decision to freeze the eight accounts over allegations that Yameen had received illicit payments just before he lost his re-election bid in September.

Yameen, who came to power in 2013 and jailed many of his opponents or forced them into exile, was arrested last month on a charge of trying to bribe witnesses in his money laundering trial, but was released from custody on Thursday.

The move came ahead of April 6 parliamentary elections contested by his Progressive Party of Maldives.

Since Yameen's shock election defeat, all dissidents have returned to the Indian Ocean archipelago and most have had their convictions overturned.

During his five-year tenure, Yameen relied heavily on China for political and financial support as he came under international criticism over his dismal human rights record.

The nation of 340,000 Sunni Muslims is now heavily in debt to Beijing.

Authorities believe millions of dollars allegedly siphoned off by Yameen could be stashed abroad, and have said that talks are underway with foreign entities to repatriate any cash found.

Yameen's chief lawyer and former justice minister Azima Shakoor is also facing charges of embezzlement and helping her boss to launder money.

The Maldives was on the verge of being slapped with Western-led sanctions before opposition leader Ibrahim Mohamed Solih won an unexpected landslide in last year's election, campaigning on a pledge to end corruption in the country otherwise known for its luxury tourism.

Maldivian court frees $6.5 million in Abdulla Yameen's accounts

India and Maldives have finally reset their relationship with the visit of External Affairs Minister Sushma Swaraj to the country on March 18. It was the first time since the two sides held the full-fledged bilateral meeting in Malé since the new government came to power in Maldives after the September election. Swaraj and her counterpart Abdulla Shahid took stock of the bilateral engagement covering all areas of common interests and expressed their earnest desire to consolidate and expand ties.

In a normal course, the visit of Swaraj could have been treated as a regular diplomatic affair. But in the light of the tension between Malé and New Delhi when President Abdulla Yameen declared a state of emergency in the country in February 2018, Swaraj’s trip assumes significance. While President Mohammed Waheed Hassan had cancelled the contract signed with GMR, an Indian company in 2012, Yameen showed interest in strengthening ties with China. This can be gauged from the fact that Yameen endorsed China’s Maritime Silk Road. The two countries also signed the Free Trade Agreement in December 2017. A new law was passed by Maldives, allowing absolute foreign ownership of land on the conditions that interested parties would make a minimum investment of $1 billion dollar and reclaim 70 per cent land from the sea, which aimed at benefiting China in expanding its foothold in the Indian Ocean. Around the same time, in August 2018, Yameen also asked India to withdraw its military helicopters and personnel posted in Maldives.

Thus, when a democratically elected government led by President Ibrahim Solih assumed power in September last year, it was a great relief for India. PM Narendra Modi attended the swearing-in ceremony of President Solih. In December that year, President Ibrahim Solih paid a state visit to India, with the two sides reiterating their strong commitment to further strengthen and reinvigorate the traditionally strong and friendly relations between India and the Maldives. The visit of Swaraj was the latest development in redefining the engagement between the two sides.

Of course, given then President Yameen’s pro-China policy, it was felt in India that China, with its strategically Pakistan, could use the Maldives as a strategic choke point for India. The threat from Pakistan-backed fundamentalists is no less serious. Wahabi Islam has made rapid inroads into Maldives and the growth of terror modules in that country has raised concerns in the Indian strategic community. It is in this context that Foreign Minister Abdulla Shahid reaffirming his government’s “India-First Policy and commitment to working together closely with India” is a big diplomatic relief for India.

Maldives has emerged as one of the most important neighbours of India in geo-strategic and economic terms. It is situated mid-way between Strait of Malacca and Suez, which are the world’s busiest trade routes. At the same time, as Kerala and Lakshadweep are in close proximity to the Maldivian islands, India is cautious about the possible use of Maldives’s territory against it. The two sides have agreed to strengthen cooperation to enhance maritime security in the Indian Ocean Region through coordinated patrolling and aerial surveillance, exchange of information and capacity building.

But, given the fact that Maldives is a dept-redden country with $3 billion loans to repay, Malé needs major investment boost by India. Mindful of this reality, while PM Modi had announced financial assistance up to $1.4 billion in the form of budgetary support, currency swap and concessional lines of credit to fulfil the socio-economic development programmes of the Maldives, during Swaraj’s visit the Export-Import Bank of India decided to extend $800 million credit to Maldives to finance developmental projects. They have agreed on the need to boost private sector involvement, and the Maldives-India Business Forum will be held in 2019. Memorandum of Understanding regarding Indian Grant Assistance for Implementation of High Impact Community Development Projects through Local Bodies and memorandum of understanding (MOUs) on collaboration in the field of Energy Efficiency and Renewable Energy were signed to strengthen developmental projects in Maldives.

Undoubtedly, there is a marked positive shift in the relationship between India and Maldives in the last four months and it should be hoped that while the roots of democracy will be deepened in Maldives, Malé would not allow any third country to determine the fate of its historically cherished ties with India.

India and Maldives have finally reset their relationship with the visit of External Affairs Minister Sushma Swaraj to the country on March 18. It was the first time since the two sides held the full-fledged bilateral meeting in Malé since the new government came to power in Maldives after the September election.

Solih visited India in December last year during which India announced a USD 1.4 billion financial assistance to the island nation.

The two countries had also agreed to remain mindful of each other's concerns and aspirations for the stability of the Indian Ocean region and not allow their respective territories to be used for any activity inimical to their interests.

Relations between India and the Maldives deteriorated after the then President Abdulla Yameen imposed emergency on February 5 last year.

India had criticized his decision and asked his government to restore the credibility of the electoral and political process by releasing political prisoners. The emergency lasted for 45 days.

She also spoke about India's civilisational links and close partnership with the Muslim countries across the world.

Swaraj is currently on a two-day visit to the UAE, which would conclude on Saturday.

Discussed follow up to Maldives President's visit to India and exchanged views on the regional situation," External Affairs Ministry spokesperson Raveesh Kumar tweeted. Swaraj and her Bangladeshi counterpart had a "good exchange" of views on bilateral issues, Kumar further informed. "Good exchange of views on issues of bilateral importance in EAM @SushmaSwaraj meeting with Foreign Minister of Bangladesh Dr AK Abdul Momen on the sidelines of #OIC Foreign Ministers Meeting in #AbuDhabi. #NeighbourhoodFirst," Kumar tweeted. Earlier today, Swaraj addressed the plenary session of the conference as the ‘Guest of Honour’ which was boycotted by Pakistan as a protest against the invitation to India for the first time in the grouping’s 50-year-old history. In her speech, Swaraj said the fight against terrorism is not against any religion but underlined that the countries providing shelter and funding to it must be asked to dismantle the infrastructure of terrorism based in their countries, in an apparent reference to Pakistan. The minister also underlined that those indulging in terrorism are resorting to “distortion of religion” and giving different names to the menace to justify it. Swaraj asserted that “senseless terrorist violence” was destroying lives, destabilising regions, and putting the world at great peril as its “lethality” was increasing and “toll rising”. She also spoke about India's civilisational links and close partnership with the Muslim countries across the world. Swaraj is currently on a two-day visit to the UAE, which would conclude on Saturday.

Maldives authorities on Monday detained former strongman president Abdulla Yameen after he was accused of trying to bribe witnesses in his money laundering trial, officials said.

The arrest came after the Criminal Court began a hearing into allegations that Yameen received nearly $1.5 million in illicit payments just before he lost an election in September and was forced out of power.

"Prosecutors said that Yameen had allegedly attempted to bribe witnesses," a court official said, adding that the former president would be held at the Dhoonidhoo prison island near the capital.

If convicted, the 59-year-old could face up to 15 years in jail and be fined three times the amount of the fraud involved.

Yameen, who came to power in 2013 and jailed many of his opponents or forced them into exile, was summoned to the Criminal Court Sunday to formally receive his indictment. He sent his lawyers in his place.

The court then scheduled a rushed hearing after prosecutors told judge Ahmed Hailam that Yameen was attempting to interfere with witnesses.

Since Yameen's shock election defeat, all dissidents have returned to the Indian Ocean archipelago and most have had their convictions overturned.

During his five-year tenure, Yameen relied heavily on China for political and financial support as he came under international criticism over his dismal human rights record.

The nation of 340,000 Sunni Muslims is now heavily in debt to China.

Loot stashed abroad

Authorities believe millions of dollars allegedly syphoned off by Yameen could be stashed abroad, and have said that talks are underway with foreign entities to repatriate any cash found.

The court has already frozen Yameen's local bank accounts holding about $6.5 million, a decision the former leader has contested.

Last week, an anti-corruption body came up with a report saying $79 million was embezzled from state-run Maldives Media and Public Relations Corporation during Yameen's tenure.

There was no immediate comment from Yameen or his legal team on the detention order.

The arrest of Yameen came a day after his chief lawyer and former justice minister Azima Shakoor was also charged with embezzlement and helping her boss to launder money.

Maldivian police earlier announced they had evidence linking Yameen and Shakoor to the theft of millions from the country.

The Maldives was on the verge of being slapped with Western-led sanctions before opposition leader Ibrahim Mohamed Solih won an unexpected landslide in last year's election, campaigning on a pledge to end corruption in the country otherwise known for its luxury tourism.

Maldives: Court orders arrest of ex-President Yameen on money laundering charges

India and Maldives on Tuesday exchanged diplomatic notes for the implementation of the visa facilitation agreement with an aim to boost people-to-people ties between the two countries.

The agreement was signed during Maldivian President Ibrahim Solih`s visit to India on December 17 last year.

The exchange of diplomatic notes follows the signature of the agreement by President Ram Nath Kovind after the Union Cabinet had given its approval, read a statement from the Ministry of External Affairs (MEA).

The new agreement will be effective from March 11 after all formalities including information being provided to all immigration offices, border points and customs authorities have been completed.

The agreement provides a very liberal visa regime for Maldivian nationals to visit India for tourism, business, education and medical purposes.

It also makes it easier for Indians to travel to the Maldives for business purposes, the statement said.

Relations between New Delhi and Male came under strain during former President Abdulla Yameen`s five-year rule, which saw him cosying up with China for various development projects, cracking down on dissent and imposing a state of emergency by jailing opposition leaders.

Moreover, there were several diplomatic issues under the Yameen government with many Indian nationals being reportedly denied visas.

Solih`s surprise victory in the Maldives presidential elections in last September came as a major diplomatic victory for India after New Delhi repeatedly warned the Yameen government to respect democratic institutions and free the jailed opposition leaders.

Prime Minister Narendra Modi had visited the island nation for Solih`s swearing-in ceremony in November last year.

During the visit, Solih briefed the Prime Minister about Maldives` fragile economic situation.

The two leaders discussed ways in which India can continue development partnership in various sectors, particularly to help the new government in meeting its pledges to the people of the Maldives.

During Solih`s visit to India, New Delhi announced financial assistance of USD 1.4 billion to Male in the form of budgetary support, currency swap and concessional lines of credit to fulfil the socio-economic development programmes of the island nation.
