Why are officers of the Israeli police force travelling all the way to a nondescript town in north Kerala in frequent intervals?

Because, their elegant light blue, long-sleeve uniform shirts are being stitched at an apparel unit in Kannur, which has the glorious tradition of handloom making and textile export.

Hundreds of tailors at the Maryan Apparel Pvt Limited, operating at the industrial park at Valiyavelicham in the district, are toiling hard to get the smart looking uniforms ready for the Israel police force.

They not only stitch the double-pocket shirts but also design and attach the trademark emblems on its sleeves.

The local dressmakers have been supplying nearly one lakh shirts annually to the Israeli police for the last three years.

Owned by Thodupuzha-based businessman Thomas Olickal, the company also bagged the orders for supplying uniforms for Kuwait's fire service and national guard.

If everything goes as planned, the Maryan Apparel would soon start stitching uniforms for the Philippine Army, a top company official said.

"We are supplying uniform shirts to the Israeli police- both men and women officers- for the last three years," Sijin Kumar, accounts and administration manger of the company said.

"Earlier, we used to supply trousers also. But, the order for it was bagged by a Chinese firm recently. We hope that we will get the contract back at the earliest and discussions are going on in this regard," he said.

Launched at the state-run Kinfra Park here in 2006, the company specialises in uniforms of army men, police personnel, security officers and health service workers of various countries across the globe.

It also supplies school uniforms, dress for supermarket staff, doctors' coats, coveralls, corporate wears and so on.

In 2008, the apparel unit was shifted to Kannur with an objective to provide employment to local people who had become jobless due to the decline of the traditional beedi sector there.

Kumar said the Israeli officials are very particular about the quality of the material and even the minute details of the stitching and embroidery.

"They visit the stitching unit at frequent intervals to monitor the process. Recently, they entrusted the task of monitoring with a company in Tamil Nadu and their team come here once in a month to check the quality of the work," Factory Manager, Shaneesh T V said.

The number of uniforms stitched at the unit would depend on their requirements.

Generally, it would be between 50,000-1,00,000 annually, he said.

The material for the uniform of Israel police is imported from the US.

The cloth, produced at the company's own mill in Mumbai, would also be used at times.

The apparel unit that employs 850 people, majority of them women, are planning to expand its operations in the coming years.

But, the lack of sufficient trained and skilled manpower is a major cause of concern for the company authorities.

The Kerala Pradesh Congress Committee (KPCC) on Saturday downplayed the protest among party workers over its decision to forgo a Rajya Sabha seat in favour of the Kerala Congress (M), which returned to the UDF coalition after a gap of two years.

Addressing a press conference at the party headquarters here, KPCC president MM Hassan said the protest over the decision was natural in a democratic party but cautioned that it should not cross limits.

He said the party leadership also understood the workers' sentiments and their pain over the decision.

"We are also pained by the decision... But it was taken with a view to strengthen the party-led UDF and democratic forces to take on the BJP and the LDF in the state," Hassan said.

The Congress party would issue a whip asking its MLAs to vote for Jose K Mani, the RS candidate of the KM Mani-led KC(M).

However, the KPCC chief admitted that the KC(M) insisted on the seat as a condition for its re-entry into the UDF fold.

Meanwhile, rumblings in the party over the RS seat issue continued with former KPCC president V M Sudheeran saying that party workers felt that they were being cheated.

The senior leader also alleged that the decision lacked transparency.

The seat is currently held by Rajya Sabha deputy chairman P J Kurian of the Congress, who is set to retire on July 1.

Two young Congress MLAs, V T Balaram and K S Sabarinathan, who were among those who asked AICC chief Rahul Gandhi to reconsider the decision, expressed their displeasure again.

Balaram, in a Facebook post, called for a leadership change in the party and said people with vision and those who understood the pulse of the grassroot-level workers were the need of the hour.

The decision to field Jose Mani, son of K M Mani, as the candidate was taken at a KC(M) meeting held last night in Pala, near Kottayam, hours after the party rejoined the UDF.

Jose K Mani is currently the party's lone member in the Lok Sabha from the Kottayam parliamentary constituency.

Kerala Congress downplays protest over Rajya Sabha seat

The Union Health Ministry today said that bats cannot be ruled out as the primary source of Nipah outbreak, nearly two weeks after a central medical team told it that samples collected from bats in two Kerala districts, where 17 people have died of Nipah infection, tested negative.

The need for new tests to determine the source of Nipah outbreak deepens the mystery behind the spread of the virus.

On May 26, the medical team in its report to the ministry said samples collected from insectivorous bats in Kozhikode and Malappuram districts tested negative.

But Minister of State for Health Ashwini Kumar Choubey said today new samples of 55 fruit bats were collected two days ago and sent to National Institute of Virology (NIV) in Pune.

The test results of the fresh samples are awaited.

R R Gangakhedkar, head of Division of Epidemiology Communicable Diseases, Indian Council for Medical Research, said the previous samples were from insectivorous bats, which are not known to be Nipah carriers,
and not from fruit bats.

Gangakhedkar said an NIV team has collected samples of 55 fruit bats two days ago.

The Nipah virus stays for a short duration in the body of fruit bats as their system is quite capable of fighting it. So even if a bat has been infected by virus earlier, their samples may test negative later.

"Thus, there is a need for a larger sample for testing," he explained.
The Indian Council of Medical Research has suggested that samples of excreta of fruit bats be collected for testing.

MoS Choubey urged people not to panic as the infection has been contained.

The central medical team is examining the travel history of Mohammad Sabith, 26, the first person to die in the Moosa family that lost four members to the virus infection.

He had travelled to Saudi Arabia, where he worked as a helper and returned to India sometime back.

The central medical team in its report last month had also ruled out pigs to be the primary source of the virus.

A total of 21 samples, including from seven species of bats, two species of pigs, one bovine, and one caprine, were sent to National Institute of High-Security Animal Diseases in Bhopal and National Institute of Virology in Pune.

These included samples of bats found in the well near a house in Kerala's Perambra from where the initial death was reported.

Seventeen people - 14 in Kozhikode and 3 in Malappuram - have died due to Nipah virus so far.

Bats not ruled out as primary source of Nipah outbreak: Health Ministry

Going beyond the call of duty, a doctor here performed the role of a pall bearer to conduct the last rites of some of those who lost their lives to the deadly Nipah virus.

With close relatives staying away due to fear of contracting Nipah, Dr R S Gopakumar, Health Officer of Kozhikode corporation, took the responsibility of handling 12 bodies, whose final journey was supervised by him.

"I was a pall bearer for 3 bodies and performed their last rites too," the 41-year-old Gopakumar told PTI.

Nipah virus has claimed 17 lives -- 14 in Kozhikode and 3 in neighbouring Malappuram since its outbreak last month.

Yesterday, the state government had updated the toll to 17 after including the death of Mohammed Sabith, the first victim, whose samples had not been tested for Nipah.

Gopakumar said he performed the last rites of a 17-year-old boy who died of Nipah as his mother was in the isolation ward for suspected virus infection.

She could not even see her son for one last time and permitted Dr Gopakumar to perform the exequies.

"I was saddened that during his last journey there was none of his dear ones to perform last rites. I did not have to think twice.. And I decided to perform all Hindu rites for the boy as I wanted him to go on his final journey with all the dignity. It was my duty...," he said.

After relatives of a 53-year-old man, who died of Nipah, informed him that they were not participating in the funeral, he conducted the final rites for him too.

Another last journey which tugged his heart was when he assisted the husband of a 19-year-old woman.

The woman, who had allegedly consumed poison, had been brought to a hospital here from Karnataka when some persons who were later found to be positive for Nipah, were treated near her bed.

However, the woman's samples were found to be negative later.

Extreme care and standing operating procedures laid down by the experts of National Centre for Disease Control (NCDC) were followed for handling Nipah affected bodies during the cremation and burial as exposure to Nipah virus (NiV) is highly hazardous.

Secretion and excretion from a deceased person are considered equally infectious like that of a living infected person.

As part of the standard procedures, the bodies should not be sprayed, washed or embalmed and personnel handling remains have to wear protective equipment like gloves, gowns, N95 masks, eye protection shield and shoe cover.

Gopakumar said he had overseen the funeral of of 61 year-old Moosa, whose two sons and brother's wife had fallen prey to Nipah virus.

It is suspected that during the ritual of bathing of Sabith's body, Moosa and his younger son might have contracted the virus, he said.

A 10-feet pit was dug and 5 kg of bleaching powder was spread inside the pit. The body was packed in an air-tight plastic double body bag and then lowered into the pit.

Dr Reshma Sahay, Scientist from the National Virology Institute, Pune was present as she had handled Ebola cases earlier.

"We followed Ebola protocol for the burial," Dr Gopakumar said.

Of the 12 bodies, 8 were Nipah positive cases and four were suspected cases which later turned out to be negative.

Patients' relatives performed rites for nine of the bodies.

There were situations when the staff in Kozhikode crematorium refused to perform the last rites of some Nipah victims due to fear.

The natural host of the virus is believed to be fruit bats of the Pteropodidae family, Pteropus genus.

The body was in the ambulance for few hours after which people from Ivor madom, who conduct funeral rites on the banks of Bharatha puzha, had to be called to do the final rites, he said.

The issue was discussed by the Kerala Assembly yesterday and Health minister, K K Shylaja was all praise for the selfless service of Dr Gopakumar.&nbsp

A 32-year-old man, who abandoned his newborn baby at a church in Kochi, allegedly committed the offence out of fear that he would be shamed socially for siring a fourth child, police said on Saturday.

Bitto and his wife Prabitha (28), from Thrissur district, were arrested this morning for abandoning their newborn child at St George Forane Church in Edappally last evening, they said.

The two, having four kids including the abandoned two-day-old infant, were traced from Wadakkancherry, they added.

The woman allegedly joined her husband in committing the crime after being discharged from the Government Medical College Hospital in Thrissur, where she delivered the baby.

During the preliminary probe, Bitto told the investigation team that the offence was committed out of fear that they would be shamed socially for siring a fourth child, police said.

They were allegedly laughed at by friends and locals for Prabitha being continuously pregnant.

Police, however, said a detailed investigation was required to reach a final conclusion in the case.

The two have been charged under IPC Section 317(exposure and abandonment of child under 12 years, by parent or person having care of it) and Juvenile Justice Act, Section 75 (punishment for cruelty to child), police said.

CCTV camera footage aired by television channels and circulated on social media since last night showed a couple leaving the child in the premises of the church.

The security staff of the church noticed the child at around 8.30 pm and immediately alerted the police.

In the footage, the couple along with another child was seen walking into the church around 8.15 pm with the baby wrapped in an orange sheet.

The father kissed the baby on its forehead before carefully placing the infant on the ground of the church.

The baby was admitted to a private hospital immediately after the incident.

Hospital sources said the infant was healthy.

Veteran Communist leader Suravaram Sudhakar Reddy hailed CPI(M)-led LDF's victory in Chengannur Assembly bypoll in Kerala but said a "deeper introspection" is needed in West Bengal, where the Left is seen to be yielding political space to the BJP.

The CPI General Secretary termed the win in Kerala a "very good positive" response from the people, who reposed their confidence in the Left government.

"The victory margin (20,956 votes) is fantastic," Mr Reddy said.

The Congress-led UDF candidate D Vijaykumar got 46,347 votes and BJP's P S Sreedharan Pillai came third with 35,270 votes. "That's true," he said on perception that the BJP is gaining ground in West Bengal at the cost of the Left. "We need to do deeper introspection on this issue (in West Bengal)." Like in some of the recent elections in West Bengal, the BJP pushed the CPI(M) to third spot in Maheshtala assembly bypoll, where the TMC emerged victorious.

Dealing a body blow to the ruling BJP, opposition parties on Thursday emerged victorious in 9 out of 10 Assembly seats even as the BJP asserted that the PM -- which it described as 'P' for performance and 'M' for Mehnat (hard work) -- would decide the Lok Sabha polls next year.

Figures for the 10 assembly bypolls came as a big setback for the ruling party which could win just one (in Uttarakhand). The Congress bagged three (in Meghalaya, Karnataka and Punjab) and others got six -- JMM two in Jharkhand CPI (M), SP, RJD and Trinamool one each in Kerala, UP, Bihar and West Bengal, respectively.

The Congress also won one assembly seat in Maharashtra without contest after all other parties withdrew their candidates.

The party, which retained RR Nagar assembly in Karnataka and another in Meghalaya, termed the bypoll results as the people's mandate against four years of the Modi rule and the beginning of the end of the BJP empire.

"The writing on the wall is clear. The BJP's exit and success of the Congress and its allies are guaranteed," Congress leader Pramod Tiwari told reporters.

After Kerala cut prices of petrol and diesel by Rs 1, Petroleum Minister Dharmendra Pradhan appealed all the states to reduce the fuel price.

Kerala did well by reducing the price and all states, whether governed by BJP or opposition, should try to reduce fuel prices but each state has different priorities and responsibilities, he said.

''I welcome it. One must also note that Kerala is one of the highest tax-collecting states and when we appealed(for fuel price cut), their finance minister refused, but now they took responsibility, I thank them for it,'' the petroleum minister said.

On the petrol price faux pas earlier in the day, he said since we moved to the mechanism of daily price change, prices have gone up and down by 1 paisa, 12 paise, 27 paise etc, it is not for the first time that there has been a change of 1 paisa. However, today one of our employees made a mistake and we accept it,'' he said.

Earlier in the day, Indian Oil had declared that they had cut oil prices in the country by 60 paise after sixteen consecutive days of high prices which had angered everyone.

However, the euphoria of price cut short-lived as hours after announcing cut in fuel prices, Indian Oil Corporation said the revised price was actually 1 paisa and not 60 paise as previously reported blaming it on "clerical error".

As a result, petrol prices have now have been revised down by just 1 paisa and not 60 paise in Delhi and 59 paise in Mumbai.

News brief: Big stories of the day

Tourism in Kerala is bearing the brunt of the sudden occurrence of Nipah virus in a section of the state. However, locals and tourists believe that the situation has been falsely portrayed by the media.

News of the presence of the virus was first reported from Kozhikode earlier this week, and now, at least 12 deaths have been confirmed to have taken place due to the "rare and deadly" virus. As the death toll is rising each day, a wave of panic has gripped the state, since the infection spreads through human contact.

However, locals in Kochi believe that unnecessary panic has been spread through various sections of the media, which in turn, is disrupting tourism to the region.

"In Northern India, it is the holiday season now, due to which we get many tourists from there. However, the news of the Nipah virus has led to almost 50 to 60 per cent cancellation of bookings. We are also getting inquiries from Gulf countries, as the Arab holiday season is approaching. It has created unnecessary panic," Tourism Profession Club Secretary Paul said.

Echoing a similar thought, Ajay Kumar, a local tourist guide said the false portrayal of the situation is hampering his business.

"In Kochi, there is no need to panic as the area is safe from the virus. It (Nipah) is only in a small section of Kozhikode. However, media is portraying it in such a way that tourists believe the whole of Kerala is affected by the disease. I have lost business due to this, as travellers are cancelling trips booked even for the next month," he added.

However, tourists in the area, although unfazed by the virus, are taking a number of precautionary measures in the wake of the disease.

"We are trying to eat home cooked food for our own safety. We are avoiding excessive amounts of hotel food and fruits for now. We are also planning to avoid visiting Kozhikode at this time," a tourist said.

So far, the virus has claimed 12 lives in Kerala, following which the state's health department issued an advisory for people travelling to the state, and urged travellers to be extra cautious while visiting Kozhikode, Malappuram, Wayanad and Kannur districts.

A similar note of caution has also been issued by the Himachal Pradesh health ministry on Thursday after more than 18 dead bats were discovered on Wednesday in the premises of a government school in Nahan, triggering a panic among locals.

For those unversed, Nipah virus, spread by fruit bats, causes communicable disease and is fatal for both animals and humans.

The symptoms of the disease include fever, headache, drowsiness, respiratory illness, disorientation and mental confusion.

According to the World Health Organisation (WHO), these signs and symptoms can progress to coma within 24-48 hours.

The South Indian state of Kerala has been put on high alert and experts now suspect the deadly virus to sprawl to Mumbai and Goa as well; hospitals have been alerted. Goa's Health Department has asked the authorities to keep the hospitals ready and all facilities updated in the event of an outbreak. Goa's Health Minister Vishwajeet Rane has informed that the Goan authorities will be carrying out random checking on travellers from Kerala as per the medical guidelines provided by the Central government. Rane added that the Goan officials are in regular touch with the Kerala authorities over the matter. He noted that the virus spreads through fruit seeds and that the disease infected people across the world in the year 2014. Kerala was put on high alert on Monday after a number of people from one family died in Kozhikode in over a fortnight due deadly Nipah virus. According to the National Virology Institute, Pune, the virus has spread and also killed people in Malappuram districts over the last fortnight. With six more people succumbing to symptoms suspected to be that of the Nipah virus on Sunday, the current death toll stands at nine. "The kind of virus that caused the disease has not been ascertained. Blood and other samples of the deceased have been sent to the National Virology Institute in Pune. The results will be made available in a few days", PTI quoted state Health Minister KK Shylaja. Union Health Minister JP Nadda has on Monday called for the constitution of a high-level team of doctors to tackle the situation in Kerala. Nipah virus (NiV) infection is a newly emerging disease that can transmit to humans from animals. The natural host of the virus is fruit bats. The symptoms can range from fever, headache, drowsiness, respiratory illness to disorientation and mental confusion. A person can also go into a state of coma within 24-48 hours. There is no vaccine available for the infection, however, the disease can be prevented by avoiding exposure to sick pigs and bats in endemic areas and by not consuming raw date palm sap.

After outbreak in Kerala, Nipah virus may spread to Mumbai, Goa

The Nipah virus scare continues to intensify with Kerala losing at least 11 people to the fatal viral disease. Kerala has been put on high alert and experts now suspect the deadly virus to sprawl to Mumbai and Goa as well; hospitals have been alerted.

Sixteen people are under observation at the Institute of Chest Diseases, geriatric and observation ward of the Government Medical College Hospital, Kozhikode.

There is no vaccine for the Nipah virus, which is spread through body fluids and can cause encephalitis, or inflammation of the brain, the World Health Organization (WHO) says. The usual treatment is to provide supportive care.
The first death in the outbreak in Kerala took place on Friday, the state`s health minister, K K Shailaja, said.

"This is a new situation for us. We have no prior experience in dealing with the Nipah virus," she said. "We are hopeful we can put a stop to the outbreak."

Of 18 people screened for the virus, 12 proved positive, Shailaja told a news conference, adding that 10 of the sufferers had died and the other two were being closely monitored.

The Indian government dispatched a team of officials from the National Centre for Disease Control (NCDC) to investigate the outbreak, it said in a statement.

"Since all the contacts are under observation and steps to avoid exposure through animal vectors have been taken, there is no reason for people to panic," it added.

The WHO is in contact with government officials in the affected areas, Henk Bekedam, its India representative, said in a statement.

Health experts stressed the need for early detection and infection control to arrest the virus`s spread.

"It will not spread like wildfire because it is not airborne, but it can be risky if they don`t follow proper infection control procedures," said Dr D Himanshu, of King George`s Medical University in the northern city of Lucknow.

While the cause of the outbreak is still being investigated, visiting national health officials tied the initial deaths to "many bats" in a well in Kerala from which the victims drew water, the government said.

Samples from those bats were among the 60 sent to laboratories to be screened for the virus, it added.

The cases provoked concern among residents, a local government official said.

"A large number of people affected by fever, and even minor ailments, are swarming to hospitals, fearing they have contracted the disease," said U.V. Jose.

Health officials in Kerala, which attracts many tourists, aims to soon issue a travel advisory, tourism official P Bala Kiran said.

The Nipah virus was first detected in Malaysia in 1998, and India has suffered two outbreaks in the last decade, killing 50 people, according to the WHO.

Nipah virus infection: Death toll in Kerala rises to 11

There is an outbreak of a rare and deadly disease in Kerala called Nipah virus (NiV) which has taken lives of 10 people in the last two weeks. There is no specific treatment for the ‘rare and deadly’ virus and its reported outbreak has resulted in a panic situation in the city.

What is Nipah virus?

Nipah virus (NiV) infection originally emerged in Malaysia and Singapore in 1998 and 1999 which causes diseases in both humans and animals. The natural host of the virus is fruit bats of the Pteropodidae Family, Pteropus genus. It is also closely related to Hendra virus.

It first appeared in domestic pigs and has been found among several species of domestic animals including dogs, cats, goats, horses, and sheep.

In Bangladesh in 2004, humans became infected with NiV as a result of consuming date palm sap that had been contaminated by infected fruit bats, the WHO says on its website. Human-to-human transmission has also been documented, WHO informed.

How is Nipah virus transmitted?

WHO says that the virus spreads through fruit bats or 'flying boxes'of the genus Pteropus, who are natural reservoir hosts of the Nipah and Hendra viruses. The virus is present in bat urine and potentially, bat faeces, saliva, and birthing fluids.

In Malaysia and Singapore, human were affected with the virus when they came in contact with the excretions or secretions of infected pigs. Reports from outbreaks in Bangladesh suggest transmission from bats in the process of drinking raw palm sap contaminated with bat excrement or climbing trees coated in the same.

Symptoms of Nipah virus

NiV infection in humans has a range of clinical presentations, from asymptomatic infection to acute respiratory syndrome and encephalitic syndrome marked by fever, headache, drowsiness, disorientation, mental confusion, coma, and potentially death.

Treatment for Nipah virus

While there is no vaccine for either humans or animals, the primary care that humans can undergo is intensive supportive care, the WHO says.

Although, a vaccine is being created. A recombinant sub-unit vaccine formulation protects against lethal Nipah virus challenge in cats. ALVAC Canarypox vectored Nipah F and G vaccine appears to be a promising vaccine for swine and has potential as a vaccine for humans, WHO adds.

Kerala put on high alert after rare Nipah virus kills 9

The Congress-led UDF in Kerala on Sunday attacked the Centre and said that frequent hike in prices of petroleum products was because the BJP-led government at the Centre was allegedly colluding with oil companies to 'help' them make 'unfair' profits.

The price of petrol and diesel had reached a record high in the country, PTI quoted Congress leader Ramesh Chennithala as saying.&nbsp

The price of petrol in the state capital was Rs 80 per litre and diesel Rs 73 per litre, he added.

The Leader of the Opposition in the assembly criticised the CPI(M)-led LDF government in the state, saying it was not doing anything to alleviate the sufferings of the people due to the frequent hike in the prices of fuel.

When the UDF was in power, it kept a check on the price of petroleum products by doing away with the additional tax, he added.&nbsp

Being surrounded by books is a matter of routine for civil services aspirants, but Sreenath K, a coolie who cleared the written test of the Kerala Public Service Commission, the preparation is just about his phone and earphones as he goes about his job.

Sreenath has been earning his livelihood carrying heavy luggage at Ernakulam Junction in Kerala for the past five years.

Unlike his colleagues, he deftly balances the luggage on his shoulders and listens to his digital coursework at the same time — his teachers speaking to him through the earphones.

A high school pass-out, he takes advantage of the free WiFi Internet service available at Ernakulam station to learn.

"I have appeared thrice for the exam and this is the first time I used the WiFi at the station. What I do is put on my earphones and listen to the study material as I carry the luggage or solve questionnaires in my mind. This way I can study while I work. I revise all my work at night when I get free time," Sreenath told PTI over phone.

The WiFi service, launched in 2016 as part of Prime Minister Narendra Modi's Digital India initiative, provides free Internet to passengers under Railwire, the retail broadband distribution model of RailTel Corporation of India Limited.

As of May 2018, at least 685 railway stations have been equipped with WiFi technology across the country, with the Indian Railways setting a target of providing this facility at all 8,500 stations by March 2019 at a cost of Rs 700 crore.

Sreenath hails from Munnar, a town in the Western Ghats mountain range. The name Munnar is believed to mean "three rivers", referring to its location at the confluence of Mudhirapuzha, Nallathanni and Kundaly rivers.

Ernakulam is the nearest major railway station from Munnar.

He said the free WiFi service at the station opened up opportunities for him he never thought were available in the first place — reams of practice question papers, downloadable at a speed of 20-40 mbps, easy access to online examination forms, and above everything else, he saves money on books.

If he qualifies for KPSC after interview, he is likely to be a village field assistant under the land revenue department.

"I will keep studying. While I work as a coolie because I have the pressure of running my house, I will keep studying and appearing for exams. If I appear for enough exams, I am bound to get a good job," Sreenath said.

He has also applied for exams advertised recently by the railways for 62,000 Group D posts of trackman, cabinman, leverman, pointsman, gangman and others.

"What is my ideal job? A person of some authority to change things in my village maybe," he said.&nbsp

The Supreme Court today told the Centre that it was in "sheer contempt" of its direction on Cauvery water sharing for failing to frame a scheme for distribution of water between the southern riparian states of Tamil Nadu, Karnataka, Kerala and Union Territory of Puducherry.

The top court directed the Secretary of the Union Water Resources Ministry to personally appear before it on May 14 with a draft of the Cauvery management scheme to implement its verdict on water sharing between four states including Tamil Nadu and Karnataka.

It had in February asked the Centre to formulate a scheme to ensure compliance of its judgement on the decades-old Cauvery dispute.

A bench headed by Chief Justice Dipak Misra told the Centre that once the judgment has been delivered on the issue, it has to be implemented.

While posting the matter for May 14, the bench, which was not happy with the development, said the Centre was in "sheer contempt".

"We do not want to come back to square one. Once the judgment has been delivered, it has to be implemented," the bench also comprising Justices A M Khanwilkar and D Y Chandrachud said.

Attorney General K K Venugopal said the Centre was seeking time in view of the fact that the Union Cabinet has not met due to the ongoing campaigning for the assembly polls in Karnataka.

Senior advocate Shekhar Naphade , appearing for Tamil Nadu, opposed the AG's plea and said "this is the fit case for contempt. Somebody has to be sent to jail".

The apex court had earlier asked the Centre to formulate a scheme to ensure compliance of its judgement on the decades-old Cauvery dispute.

It had modified the Cauvery Water Disputes Tribunal (CWDT) award of 2007 and made it clear that it will not be extending time for this on any ground.

The top court had on February 16 raised the 270 tmcft share of Cauvery water for Karnataka by 14.75 tmcft and reduced Tamil Nadu's share, while compensating it by allowing extraction of 10 tmcft groundwater from the river basin, saying the issue of drinking water has to be placed on a "higher pedestal". SC tells Centre it is in 'sheer contempt' for not framing Cauvery water sharing plan

The cashew industry in Kerala has lately been facing a crisis, as over 90 per cent of the factories have shut down, leaving lakhs of workers unemployed.

The state, ten years ago, accounted for 85 per cent of the country’s cashew production. Today, more than 700 of its 865 cashew processing factories are closed and nearly 2.5 lakh cashew-workers, of a total of 300,000, are jobless.

Most of the factories are headed the way of becoming non-performing assets for the banks that have lent to them—60 already have, reports say.

The factories were a source of livelihood for many women in the district, who say they are ready to compromise on their wages if the units are reopened.

Sudharma, a former worker at a cashew nut processing unit told ANI, "I used to get about Rs 3,000 each month. I am simply sitting now. We hope the company will reopen. Owners said they were in crisis due to the increase in wages directed by Kerala government. We are ready to work on lower wages."

Another former worker at a cashew nut processing unit in Kalluvathukkal, Girija said, "I used to work in peeling section. We got wages according to weight of the cashews we processed, which was hiked from Rs 16/kg to Rs 36/kg. There were more than 640 workers in our company."

Meanwhile, the Indian National Trade Union Congress (INTUC) held the state government responsible for the crisis.

"In the last six months, cashew factories in Kerala closed due to wrong policies of governments. The industry provides job to over 3 lakh people in and around Kollam. Some people want to spoil this industry by imposing unnecessary compliance and formalities," INTUC president R Chandrasekharan said.

He also raised the issue of obsolete machinery at the cashew factories and wages below the minimum wage, "They (factory workers) get only Rs 350 while state government announced Rs 600 as the minimum wage. There has to be separate dispensation for this sector."

A new trend has come to shift cashew industries to other states like Tamil Nadu, Andhra Pradesh, Odisha, Karnataka. There is no protection from government in spite of repeated requests from trade union and common people," Chandrasekharan added.&nbsp

The Cashew Export Promotion Council of India (CEPCI) has come out with a revival package for short-, medium- and long-term implementation to save the crisis-ridden industry.&nbsp

A decision by the State government in 2014 to increase wages by an unprecedented 35 per cent has increased the cost of production to Rs 3,200-3,400 per bag of 80 kg. This is almost five times as much as in Vietnam, where the cost is the equivalent of Rs 700 per bag or around $500, said CEPCI Chairman R K Bhoodes.

We got wages according to weight of the cashews we processed, which was hiked from Rs 16/kg to Rs 36/kg. There were more than 640 workers in our company." Meanwhile, the Indian National Trade Union Congress (INTUC) held the state government responsible for the crisis. There has to be separate dispensation for this sector." A new trend has come to shift cashew industries to other states like Tamil Nadu, Andhra Pradesh, Odisha, Karnataka. There is no protection from government in spite of repeated requests from trade union and common people," Chandrasekharan added. The Cashew Export Promotion Council of India (CEPCI) has come out with a revival package for short-, medium- and long-term implementation to save the crisis-ridden industry.
